JACKSONVILLE, Fla. – Ships began departures from Naval Station Mayport yesterday. Naval Station personnel have completed heavy weather mooring for those required to stay in port. Aircraft completed all evacuations from area airfields and the rest are secured in hangars rated to withstand hurricane force winds.

To announce changes in eligibility for the National Defense Service Medal (NDSM) and changes to the Global War on Terrorism Service Medal (GWOTSM) and Inherent Resolve Campaign Medal (IRCM), as ordered by references (a) and (b). 2. NDSM. Effective 31 December 2022, the authorization to award the NDSM to members of the U.S. Armed Forces serving on active duty on or after 11 September, 2001, is terminated. The United States is no longer conducting combat operations of comparable scale for which the NDSM has been historically authorized. Navy personnel who serve in support of a designated operation may continue to be eligible for the campaign, expeditionary, or service medal associated with that operation. 3. GWOTSM. Effective 11 September 2022, eligibility for the GWOTSM will be limited to Service members who directly serve in a designated military counter-terrorism (CT) operation for a minimum of 30 days (consecutive or non-consecutive), or, regardless of time served, while on active duty, are engaged in physical combat with, or by, a foreign terrorist or an individual inspired or motivated by a foreign terrorist organization. Examples of qualifying service: deployed on orders for a designated CT operation; directly supported a designated CT operation on a full-time basis while assigned to an organization conducting such a CT operation. "Indirect support", as previously defined in reference (c), no longer warrants award of the GWOTSM. 4. IRCM. This message announces general military training (GMT) requirements for fiscal year (FY) 2023 for the Navy Reserve. In line with reference (a), the Navy has minimized the number of mandatory GMT topics to empower commanders to decide what training their personnel should receive and how often they should receive it. Commanding officers (CO) should review the command discretion GMT list to determine the frequency and method of additional training appropriate for their command. 2. FY-23 Mandatory GMT Requirements a. Mandatory GMT must be completed by all military personnel. b. The following mandatory GMT is required to be completed in FY-23: (1) Sexual Assault Prevention and Response (SAPR) Awareness. (2) Cyber Awareness Challenge. (3) Counterintelligence Awareness and Reporting. (4) Suicide Prevention. (5) Equal Opportunity, Harassment and Resolution Options. (6) Domestic Abuse. (7) Operations Security (OPSEC) and Controlled Unclassified Information (CUI) (refer to paragraph 2.e). c. Commands may elect to complete Cyber Awareness Challenge training using instructor-led and/or computer-based methods. d. The recommended method of delivery for SAPR and Suicide Prevention annual training is via face-to-face, small group facilitated discussions. While this remains the most effective lesson delivery method, ref (a) authorizes COs to adapt or modify FY-23 SAPR and Suicide Prevention GMT delivery methods consistent with coronavirus mitigation procedures and operational commitments to meet these training requirements. If in-person, face-to-face delivery is not feasible, the preferred alternative is facilitated small-group training via teleconference, or DoD365 Microsoft Teams. SAPR and Suicide Prevention training is not authorized for delivery via non-Department of Defense (DOD) approved collaborative technology (e.g. Facebook, Zoom, etc.). Facilitated small group training using approved video conferencing technology is considered *face-to-face*. Senior commanders have the authority to issue guidance that is more restrictive to their subordinate commands. e. Commands may combine OPSEC and CUI into one training session. The training should be tailored to meet the specific needs of that unit. (1) Commands have the option to complete CUI training via alternate means as long as they meet the minimum training requirements of reference (c), section 2.10.g. (2) When feasible, OPSEC training should be conducted in person or through approved video conferencing technology. At a minimum, personnel must be aware of their units tailored critical information and indicators list in line with reference (d). 3. FY-23 Command Discretion GMT a. Command discretion GMT is not required at any specified periodicity, but may have situational requirements (i.e. initial entry, pre-deployment, career milestones, etc.). HONOLULU — The Hawaii Department of Health said Tuesday it has fined the U.S. Navy $8.8 million for repeatedly discharging untreated or partially treated sewage into state waters from Joint Base Pearl Harbor-Hickam. The department said in a news release that it recorded 766 counts of the Navy discharging pollutants in excess of limits established by a permit.

Washington CNN — Senior Navy officials are concerned about the use of performance enhancing drugs by Navy SEAL trainees and have asked the Pentagon to approve blood testing to detect potentially illegal or banned substances used by the elite forces. The request for more stringent blood testing comes after performance enhancing drug (PED) paraphernalia were found in the car of a SEAL trainee who died hours after completing the infamous “Hell Week” training program in February.

The former senior enlisted leader of a California-based training command was convicted this summer on charges that he sexually harassed other sailors and engaged in sexual activity with junior service members in training, officials confirmed this week. Military Operations: As part of providing expeditionary ready forces across the naval service, excepted activities include those scheduled military operations or exercises which are (1) in direct support and coordination with the Active Component force; (2) in direct support of an identified military operation or activity, as decreed by the President, the Secretary of Defense or other cognizant authority, for the safety of life or the protection of property in the interest of national security; and/or (3) determined to be operationally necessary in order to maintain mobilization and warfighting readiness. 3. Inactive Duty Training (IDT) execution. 3.a. Prior to a possible lapse in appropriations, non-local Sailors are authorized and encouraged to reschedule IDTs to avoid travel burdens. 3.b. Should a lapse in appropriations occur less than twenty-four hours before the start of a scheduled drill period, Reserve Component personnel, who are not performing excepted activities, may perform an orderly shutdown of unit operations, which includes concluding previously-scheduled operational training requirements and taking action to ensure continuity, mobilization readiness and unit sustainability. Reserve Component personnel, who are on-site at a drill location during a lapse in appropriations, must return to their primary residence within a reasonable period of time after completing an orderly shutdown of unit operations. 3.c. During an extended lapse in appropriations (shutdown), drill weekends will only be conducted as necessary to support excepted missions until appropriations are authorized. NRAs will announce the curtailment of drill weekends no less than two calendar days before the start of each scheduled drill weekend. 4. Orders. 4.a. While under a lapse of appropriation, all orders with a start date of 1 October 2022 or later shall not be executed unless it is in support of an excepted mission. Prior to cancellation of orders, it is essential that NRU, NRA, and Gaining Command RPD are in constant contact regarding status of affected orders. 4.b. Members already on Active Duty orders (i.e., ADT, AT, ADOS, Recall, i.e. Sailor transitioning from FY22 orders to FY23 orders at the same duty location, and Mobilization) at the time of a lapse in appropriation, on or before 30 September 2022, will be allowed to continue orders in support of excepted activities. Orders in support of non-excepted activities will be shortened to facilitate the prompt return of the Service Member to their Home of Record. Member is considered on orders upon commencing travel. 4.c. Order modifications not in support of excepted activities will not be approved unless modification reduces cost of original obligation. 4.d. All personnel are advised that pay and compensation will be deferred. Military personnel in an active status will serve without pay until such time as Congress makes appropriated funds available. No obligation may be made to support non-excepted activity during a lapse in appropriations, as that is a violation of the Anti-Deficiency Act. 4.e. eMuster in NSIPS shall still take place to record check-in and ensure accountability. This muster will ensure payment of the member when funding is approved. 4.f. AT/ADT/IDTT/ATP will not be used to back-fill non-excepted civilian positions. 5. Temporary Duty (TDY) Travel and Conference Participation: 5.a. Training and Administration of Reserve (TAR) and Selected Reservists (SELRES) TDY travel and conference participation scheduled to begin after the shutdown occurs should not be executed during a lapse in appropriation, except for excepted activities as authorized in paragraphs 2 and 3 and SECDEF or DoN guidance. Any TDY travel or conference participation, which does not involve an excepted activity and that began prior to the shutdown should, except as noted below, be terminated (i.e., return to official duty station) as quickly as possible, but in an orderly fashion. This includes TDY travel and conference participation associated with professional military education training. 5.b. Local TDY orders may be authorized if no additional cost to the government is incurred. 6. Follow Commander, Navy Installations Command (CNIC) guidance on Military Funeral Honors (MFH). If MFH is determined to be an excepted activity, SELRES utilization ISO MFH will be minimized. Active Component (AC) or TAR assets will be utilized first and coordinated with CNIC or designated regional MFH representatives prior to authorizing performance of MFH by SELRES personnel. 7. Civilian personnel: ECH III and IV Commanders will enforce confirmed excepted employee lists provided by originator. Additional guidance regarding furlough of civilian personnel has been provided through separate correspondence. 8. Good judgment and communication are essential at all levels of Force leadership as we react to these challenges. When in doubt, consult with ISIC. 9. During inspections earlier this year, federal environmental regulators found the U.S. Navy has been violating state and federal rules in its fuel operations at the Red Hill fuel facility and on Joint Base Pearl Harbor Hickam, according to records made public on Friday. The Environmental Protection Agency found the Navy lacked a necessary spill response plan for a system of pipelines at Red Hill and is not operating that piping system “in accordance with good engineering practice,” an EPA official wrote in an August letter to the Navy.

WASHINGTON (Tribune News Service) — Pentagon officials announced Thursday that U.S. military personnel who face a rising cost of living will be getting financial help soon, but the initiative falls short of what many lawmakers have sought. The changes were laid out in a Thursday memo from Defense Secretary Lloyd J. Austin III to military leaders, in which the secretary outlined enhanced compensation to offset the rising cost of food, housing, child care and family relocations.

I'm surprised that they will try to lower prices at the commissary, good move and good idea! Correction: A new plan for commissary funding announced in a memorandum from Defense Secretary Lloyd Austin on Sept. 22 aims to reduce the price of food items in commissaries by 3% to 5%. The Pentagon initially provided an incorrect savings percentage that was included in a previous version of this story. Thousands of U.S. service members will soon see a boost in their housing allowance stipends and lower prices at commissaries, according to a memorandum issued Thursday by Defense Secretary Lloyd Austin.

A Navy recruiter fatally shot his wife in their Texas home Thursday and injured an agent with the Naval Criminal Investigative Service (NCIS) before he was later killed by Texas authorities, officials said. The shooting occurred when two NCIS agents were talking with a woman about domestic violence issues with her husband at a home in the Houston suburb Atascocita, said Harris County Sheriff Ed Gonzalez, who described the incident as "something out of a movie."

Cmdr. Paul X. Rinn was in command of the guided missile frigate USS Samuel B. Roberts as it sailed into the Persian Gulf in 1988. His vessel's mission was to join Operation Earnest Will, the largest naval convoy since World War II, escorting Kuwaiti oil tankers and protecting them from Iranian attacks. As the Roberts moved to resupply on April 14 of that year, it struck a mine that blew a 20-foot hole in its hull and started a massive fire aboard the ship. Rinn's frigate was suddenly faced with two problems, each equally fatal to the vessel and the more than 200 sailors and aviators aboard.

Sailors couldn't use the potable water system aboard aircraft carrier USS Nimitz (CVN-68) for three days after jet fuel contaminated the fresh water tanks last week, a Navy official told USNI News on Wednesday. After discovering JP5 in the water while the carrier was at sea on Sept. 16, the potable water became safe to use again on Sept. 19 after flushing the system, Cmdr. Zach Harrell, a spokesman for Naval Air Forces, told USNI News.
