This NAVADMIN announces general military training (GMT) requirements for fiscal year (FY) 2023. 2. FY-23 Mandatory GMT: a. These requirements must be completed by all military personnel during the FY. Civilian supervisors of military personnel are encouraged to complete these GMT topics, as applicable. b. The following are mandatory GMT topics in FY-23: (1) Equal Opportunity, Harassment, and Resolution Options. (2) Domestic Abuse. (3) Operations Security (OPSEC) and Controlled Unclassified Information (CUI) (refer to paragraph 2.c). (4) Sexual Assault Prevention and Response (SAPR) Awareness. (5) Cyber Awareness Challenge. (6) Counterintelligence Awareness and Reporting. (7) Suicide Prevention. c. Commands may combine OPSEC and CUI into one training session. The training should be tailored to meet the specific needs of that unit. (1) Commands have the option to complete CUI training via alternate means as long as they meet the minimum training requirements of reference (b), section 2.10.g. (2) When feasible, OPSEC training should be conducted in person or through approved video conferencing technology. At a minimum, personnel must be aware of their units tailored critical information and indicators list in line with reference (c). d. Commands may elect to complete cyber awareness challenge training using instructor-led or computer-based methods. Additional guidance will be provided in the FY-23 Cybersecurity Awareness Challenge NAVADMIN. e. The recommended method of delivery for SAPR and Suicide Prevention annual training is via face-to-face, small group facilitated discussions. If in-person, face-to-face delivery is not feasible, facilitated small group training using approved video conferencing technology is considered face-to- face, fully meeting training requirements. SAPR and Suicide Prevention training is not authorized for delivery via non-Department of Defense (DoD) approved collaborative technology (e.g., Facebook, Zoom, etc.). Senior commanders have the authority to issue more restrictive guidance to their subordinate commands. f. Suicide Prevention annual training should include a continuum of messaging, education, and awareness throughout the year. Commands should leverage the guidance provided by the Suicide Prevention Month and SAPR Prevention Month Tool Kits, emphasizing the importance of maintaining a continuous dialogue on prevention. Commands who participate in the year-long Commander, Pacific Fleet and U.S. Fleet Forces Command Suicide Prevention Continuum, detailed in reference (d), will meet the annual GMT requirement. The FY-23 update to the Suicide Prevention Continuum will be available no later than 1 October 2022 at https://flankspeed.sharepoint-/ mil.us/sites/CPF-HQ-N1/SuicidePrevention. 3. FY-23 Command Discretion GMT: a. WASHINGTON — The Department of Veterans Affairs may have denied benefits to thousands of Vietnam veterans suffering from Agent Orange-related conditions because claims processors failed to understand what evidence could be used to validate the claims, the Government Accountability Office said. In a report released Thursday, the GAO looked into claims submitted in the 2003-2021 fiscal years by veterans suffering from nerve damage, skin cysts and blistering which they believed were due to exposure to Agent Orange, a defoliant widely used by U.S. Forces in Vietnam to remove jungle cover protecting Communist troops.

On May 10, the Navy quietly fired the second-in-command of a Florida-based training unit after an investigation found he sexually harassed female subordinates. Witnesses recalled how Cmdr. Richard Martinez, then-executive officer of the Center for Naval Aviation Technical Training Unit Jacksonville, told a female petty officer to remove her mask during a November evaluation debrief so that he could see her “pretty face,” or words to that effect, part of a “pattern of making unprofessional and inappropriate comments during the performance evaluation debriefs.”

(CNN)Leonard Francis, the former military contractor known as "Fat Leonard" who orchestrated the largest corruption scandal in US Navy history, is on the run after escaping house arrest in San Diego by cutting off his GPS monitoring ankle bracelet, according to the US Marshals Service. The escape comes just three weeks before his sentencing. The federal agency monitoring Francis' house arrest, Pretrial Services, called the San Diego Police Department on Sunday to check on him, Supervisory Deputy US Marshal Omar Castillo told CNN. When police discovered Francis' home empty, they contacted the US Marshals, Castillo said.

A new report from the Department of Labor calls on Congress to codify into law a Supreme Court decision that allows service members to take state employers to court if they feel the state has violated federal laws that ban discrimination against employees because of their military service. The recommendation is part of an annual report to Congress last month by the department, which oversees implementation of the Uniformed Services Employment and Reemployment Rights Act of 1994, or USERRA.

A Navy sailor stationed in Belle Chasse, Louisiana, pleaded guilty last week to producing child pornography and extorting minors for additional content, authorities said. Biagio Ambrosino, a 20-year-old New York native, faces 15 to 30 years behind bars for the child pornography count and up to 20 years for the extortion count after he pleaded guilty to both offenses at a federal courthouse on Thursday, U.S. Attorney’s Office said.

It’s not often that a Navy crew gets awarded a Special Operations Service Ribbon by the Coast Guard. Then again, it’s not often that a Navy crew seizes $350 million worth of cocaine in a trans-Atlantic drug bust. The Gold Crew of expeditionary mobile base Hershel “Woody” Williams, which helped conduct the bust in April off the west coast of Africa, was recognized with the Coast Guard decoration at a ceremony Aug. 22.

THE PENTAGON — One in 10 female sailors experienced unwanted sexual contact in Fiscal Year 2021, one of the worst rates among the service branches, according to the Department of Defense’s annual Sexual Assault and Prevention Report released on Thursday. That’s an increase from 7.5 percent of female sailors in FY 2018, according to slides from a DoD briefing Thursday afternoon. FY 2021 saw 2.1 percent of male sailors experiencing unwanted sexual contact, the worst among the military branches, not including the Coast Guard, which is not part of the report. The 2.1 percent is an increase from 1 percent in FY 2018, the last year the survey was conducted.

DUBAI, United Arab Emirates (AP) — Iran's navy seized two American sea drones in the Red Sea before letting them go Friday, officials said, in the latest maritime incident involving the U.S. Navy's new drone fleet in the Mideast. Iranian state television aired footage it said came from the deck of the Iranian navy’s Jamaran destroyer, where lifejacket-wearing sailors examined two Saildrone Explorers. They tossed one overboard as another warship could be seen in the distance.

Protecting Navy Sailors, civilians, contractors, and their families from insider threats is a Navy priority. The Navy Insider Threat Program will use the month of September 2022 to promote insider threat awareness throughout the Fleet. Navys intent is to assist and inform commanders and provide commands with early intervention assistance for individuals that may be in need, facing hardships in their lives, or demonstrating potentially malicious behavior in the workplace. 3. Insider Threat Definition. As defined in reference (a), a threat presented by a person who: a. Has, or once had, authorized access to information, a facility, network, person, or resource of the Department; and b. Wittingly, or unwittingly, commits: (1) An act in contravention of law or policy that resulted in, or might result in, harm through the loss or degradation of government or company information, resources, or capabilities; or (2) A destructive act, which may include physical harm to another in the workplace. 4. Per direction, Deputy Chief of Naval Operations for Information Warfare (OPNAV N2N6)/Naval Intelligence Activity (NIA) assumed operational control of the newly formed Navy Insider Threat Analytic Hub on that date. The U.S. Navy administratively and operationally manages the Navys Insider Threat Analytic Hub. OPNAV N2N6, through Director NIA, assumes management, oversight, and programmatic control of the newly formed Navy Hub. 6. The Navy Hub is established to receive Sailor, civilian, or contractor reporting of potential insider threats which may be observed within the workplace or during social/after-hours situations. The Navy SEALs' infamously difficult training course is so brutal, some recruits are turning to drugs to make it through, including off-label use of Viagra, reports the New York Times. Basic Underwater Demolition/SEAL, or BUD/S for short, is notorious for having one of the highest rates of failure in the US military, a grueling mental and physical ordeal that only the most resilient enrollees can withstand. Only 15-30% of recruits who start the program will complete it, Insider's Stavros Atlamazoglou previously reported.

The Solomon Islands will not allow foreign navy ships to enter its ports until the government works out new procedures for arriving military vessels, the prime minister’s office said Tuesday. The U.S. suspects the move is related to China’s expanding influence in the South Pacific. The announcement comes more than a week after the U.S. Coast Guard cutter Oliver Henry and British patrol vessel HMS Spey were denied entry to the Solomons, and the same day that Prime Minister Manasseh Sogavare welcomed the hospital ship USNS Mercy for a Pacific Partnership mission.

LA PORTE, Texas (AP) — It’s the only surviving battleship that served in both world wars, having fought Nazis and the Japanese Army during World War II. But the greatest challenge in recent years for the USS Texas has been a leaky, rusty hull that at times forced workers to pump out about 2,000 gallons (7,570 liters) of water per minute from the 110-year-old ship. To ensure the historic vessel doesn’t sink and can continue hosting visitors, the foundation in charge of its care is towing the ship Wednesday from its longtime home along the Houston Ship Channel to a shipyard in Galveston for much needed repairs.

HONOLULU — Four families filed a federal lawsuit against the United States alleging "negligence, trespass, nuisance, and medical malpractice resulting in physical and emotional injuries" caused by the jet fuel leaks that contaminated drinking water in Oahu on Wednesday. The families are trying to hold the U.S. military accountable for tainting public drinking water with jet fuel from the Red Hill bulk fuel storage facility near Pearl Harbor.
