The SRB award level increases and the award levels for newly added skillsets are effective immediately. SRB requests are required to be submitted 35-120 days in advance. Sailors who just gained eligibility for an SRB with the addition of a newly offered SRB skillsets will have that requirement waived if they are within about 6 weeks of their EAOS, crossing out of zone, or executing a PCS transfer. We will not require a formal 35 Day Waiver in those cases.

President Joe Biden on Wednesday signed into law a bill expanding health care benefits to millions of veterans who were exposed to toxic burn pits during their military service. The bill is a major bipartisan victory for Congress and addresses an issue that is personal to the President. Biden has said he believes there may have been a connection between the brain cancer that killed his 46-year-old son, Beau Biden, and the burn pits Beau was exposed to during his military service.

The cash award criteria is a graduated dollar value dependent upon cost avoidance thresholds. The award program not only rewards the top repair technician, but every technician that meets the following quarterly cost avoidance thresholds: $150k to $199k of cost avoidance yields a $2k award $200k to $249k of cost avoidance yields a $3k award $250k to $299k of cost avoidance yields a $4k award $300k and over of cost avoidance yields a $5k award 3. WASHINGTON — The Navy in recent years has made contradictory budget requests that don’t always align with its previously negotiated long-term procurement agreements, and it’s causing confusion for lawmakers tasked with crafting the annual defense budget, a government watchdog found. Those conclusions came from a new Government Accountability Office report, released today, that said the service in at least three major acquisition programs — DDG-51 destroyers, V-22 helicopters and Virginia-class submarines — made multi-year procurement agreements and, subsequently, made budget requests that failed to follow those contracts’ plans as written.

NAPLES, Italy — The Navy has recovered a Super Hornet jet that was swept overboard from the USS Harry S. Truman in the Mediterranean Sea a month ago, the service announced Monday. The F/A-18E, assigned to Carrier Air Wing 1, was recovered Wednesday from a depth of about 9,500 feet, U.S. Naval Forces Europe-Africa/U.S. 6th Fleet said in a statement. The plane was taken to a nearby military base and will be transported to the U.S., the Navy said.

FORT SHAFTER, Hawaii – Attorneys representing hundreds of Hawaii residents sickened by petroleum-tainted tap water are urging the Navy to permanently relocate families after University of Hawaii scientists this week unveiled sampling data suggesting that water in some homes could still be tainted with jet fuel. “The circumstances are dire and immediate,” the attorneys wrote in a letter Thursday to the Navy’s Office of the Judge Advocate General.

At the end of May, US Navy amphibious transport dock USS Arlington arrived in the Greek city of Alexandroupoli for a port call. The 1,500 officers and enlisted Marines aboard the ship spent three days in the northeastern Greek city, and during their stay they reportedly ate all of Alexandroupoli's eggs.

Corrected 3:05 p.m. | The Senate Appropriations Committee’s new defense spending bill would add $4 billion to the Navy budget — money the Navy did not seek and much of which the Armed Services and House Appropriations panels did not approve — for warships built largely by the constituents of senior appropriators. The fiscal 2023 bill requires the Navy to spend that $4 billion to build all or part of a destroyer, two amphibious ships, a cargo vessel and several troop-ferrying hovercrafts. None of that added spending was requested in the president's budget. Nor was any of it on the Navy’s list of “unfunded priorities” that did not make the administration’s budget.

See Your Advancement Now – with SEA2P The Navy announced a pilot program in NAVADMIN 178/22 on August 5 designed to keep deploying units mission-ready by filling billets in Naval Air Forces and Surface Forces. The program, Senior Enlisted Advancement to Position (SEA2P), offers an advancement incentive to active component E-7 and E-8 Sailors willing to take critical at-sea billets. “Navy Chiefs are essential to the operation and readiness of our fleet,” said Vice Adm. Rick Cheeseman, Chief of Naval Personnel. “SEA2P aims to reward Senior Enlisted who are willing to take the hard jobs where their experience and leadership mean the most, while ensuring our deploying units have the people they need to accomplish the mission.” Senior Enlisted Advancement to Position (SEA2P) awards advancement to eligible Sailors who are willing to take critical at-sea billets. The process for SEA2P will be transparent and objective. Senior Fleet and type commander staff representatives will convene a selection board to select Sailors who are best and fully qualified for priority sea billets primarily within the Nimitz Strike Group, the Bataan Amphibious Ready Group, and USS George Washington. “Sailors need our Chiefs, our Senior Chiefs, and our Master Chiefs, to lead from the front,” said Chief of Naval Personnel Fleet Master Chief Delbert Terrell. “Our Sailors expect it and require their continued leadership, experience, and mentorship. SEA2P helps us make that happen, while offering promotion to those motivators who apply.” Applicants must be an active component E-7 or E-8; must have been selected or screened as a non-select for advancement to E-8 or E-9 by the respective FY-23 selection boards, or be advancement-eligible for the respective FY-24 boards. Time-in-Rate (TIR) waivers will be approved for FY-24 advancement-eligible Sailors who are selected for SEA2P. WASHINGTON — Lawmakers dismayed by persistent unsafe conditions in privatized military housing are pushing for the creation of a council to provide oversight, collect public complaints and report its findings to Congress. Bills introduced in the Senate and House this week call for a new Military Housing Readiness Council to serve as a focal point for accountability after years of sluggish efforts by the Defense Department to improve poor housing. The group would be comprised of Defense Department officials, service members, military families and military housing experts.

Not have a pending or approved resignation or retirement request, lateral transfer request, or application to programs which will result in a change of designator, such as the permanent military professor (PMP) program. h. Be medically qualified for assignment to submarine community cognizant billets (1120 and 1000/1050 coded) worldwide. i. Not have investigations, punitive administrative actions, detachment for cause proceedings, or legal actions in progress or completed. j. Not be eligible for a continuation bonus under nuclear officer incentive pay. k. Not have lost nuclear additional qualification designator due to refusal of any nuclear assignment (including submarine commanding officer). l. Not be under any education or training associated service obligation except as authorized by reference (c). Officers within one year of completion of an existing obligation may apply for COSM RB to begin at the end of their current obligation. 4. Upon acceptance of a COSM RB application, officers will incur a three, four, or five-year service obligation. The COSM RB will be paid in equal annual installments at the start of each year covered by the agreement. a. The service obligation for officers whose applications are accepted by PERS-42 prior to the end of their existing service obligation will run from the expiration of their existing service obligation. Annual installments will begin upon the expiration of their existing service obligation. b. The service obligation for officers whose applications are accepted by PERS-42 after the expiration of any existing service obligation will run from the date of acceptance by PERS-42. Annual installments will begin upon the date of acceptance by PERS-42. c. There is no provision for a lump sum payment. d. In no case will an officer receive more than 300,000 dollars in payments authorized by reference (c) in their officer career. 5. Eligible officers who sign up for a COSM RB contract may renegotiate a new COSM RB contract at the same rate on the upcoming anniversary date of their current contract or to align their anniversary date with their commissioning date, as long as the period of the new contract will be equal to or exceed the remaining period of the officers existing contract, and does not extend beyond 28 YCS. Upon acceptance of a new COSM RB contract, the existing COSM RB contract will be cancelled, effective on the day before the next anniversary date. 6. Assignment. Officers who receive a COSM RB will be assigned according to the needs of the submarine force (for officers of their qualification and experience) without affecting their eligibility for receipt of this special pay. 7. Recoupment. Repayment guidance will be in line with reference (b), Section 373, DoD FMR, Volume 7a, Chapter 2, and the following program specific guidance: a. In the event an officer who has received a COSM RB fails to maintain eligibility as set forth in paragraph 3 or fails to complete the total period of Active Duty specified in the agreement, no further annual payments will be made, and recoupment of unearned portions of the COSM RB will be required on a pro-rata basis. Examples of such situations requiring recoupment are: (1) Approved request for voluntary release from the written agreement if, due to unusual circumstances, it is determined by PERS-42 that such release would be clearly in the best interests of both the U.S. Navy and the officer concerned. (2) Approved voluntary request for relief from the current assignment. (3) Refusal to accept orders. (4) Disability or death resulting from misconduct or willful neglect, or incurred during a period of unauthorized absence. (5) Misconduct. (6) Approved detachment for cause. (7) Promotion to pay grade O-7 . (8) Selection for lateral transfer into another community, including the PMP program. b. If, for any of the following reasons, the officer fails to maintain eligibility for the COSM RB, as set forth in paragraph 3, or fails to complete the full period of additional obligated service, no further payments will be made, and recoupment of unearned portions of the incentive already made will not be required. (1) Separation from the naval service by operation of laws independent of misconduct. (2) Where PERS-42, hereby delegated wavering authority, determines that waiving the requirement to recoup payments is clearly in the best interest of the United States. (3) Separation from the naval service under a hardship separation or sole survivorship discharge as defined under section 373(b)(3)(b) of reference (b). c. If, for any of the following reasons, the officer fails to maintain eligibility for the COSM RB as set forth in paragraph 3, recoupment of the unearned portions of incentive will not be sought, and any remaining unpaid portions of COSM RB due the member shall be paid. (1) Death. In the event an officer serving under a COSM RB contract dies (not as the result of misconduct or willful neglect) before receiving the full amount of the bonus due, the remaining unpaid installments are payable as a lump sum for inclusion in the settlement of the deceased officers final military pay account. (2) Disability. In the event of an injury or illness that results in the member being separated or retired for a disability incurred in the line of duty in a combat zone designated by the President of the United States or the Secretary of Defense, in a combat-related operation designated by the Secretary of Defense, or involves a combat-related disability as defined section 1413A(E) of title 10, U.S. Code, and is not the result of misconduct or willful neglect. 8. Submission of applications. Eligible officers may submit applications to PERS-42. The wife of a U.S. Navy lieutenant who has been sentenced to three years in a Japanese prison after he was involved in a traffic accident that killed two people said she is doing everything she can to reunite her children with their father. “This is really about my kids, while it is hard for us, the ones really paying the price for this and for the alliance and politics are my kids,” Brittany Alkonis, wife of Navy Lt. Ridge Alkonis, told Fox News Digital. “They are young and in the formative years of their life. They need a father.”

The U.S. Navy identified the Sailor assigned to USS Arleigh Burke (DDG 51) lost overboard while operating in the Baltic Sea August 1, as North Carolina native Seaman Recruit David L. Spearman. Spearman reported to Arleigh Burke in April following training at Surface Warfare Engineering School Command, Great Lakes, Ill. “This bright, young man made an oversized positive impact on Arleigh Burke. My entire crew’s thoughts and prayers are with Seaman Recruit Spearman’s family and friends. We offer our most sincere condolences for their loss,” said Cmdr. Pete Flynn, commanding officer, USS Arleigh Burke. “Thank you to the Swedish and German navies, the U.S. Air Force, and the Sailors from Arleigh Burke for their extensive efforts to search for our shipmate.”
