By Chief Mass Communication Specialist (Sel) Chelsea Milburn NAVAL BASE GUAM – As the Navy’s first unmanned squadron, the “Big Red” of Unmanned Patrol Squadron (VUP) 19 has stretched its wings far and wide since its establishment in late 2013. Reserve Sailors assigned to VUP-19’s Reserve component have played a major role in the squadron’s continued success. VUP-19 is one of 28 active duty squadrons augmented by Training and Administration of the Reserve (TAR) and Selected Reserve (SELRES) Sailors. “The VUP-19 Reserve Component has seven TAR officers and 86 SELRES officers and enlisted aircrew who provided nearly 30 percent of qualified aircrew manpower for the squadron’s fiscal year 2021 main operating base (MOB) in support of U.S. 7th Fleet operations,” said the VUP-19 Reserve Component Commanding Officer, Cmdr. Nate Wolf. As the active component rotates personnel in and out of the squadron and forward operating base (FOB), Reserve component Sailors are able to remain in place, allowing for the buildup of critical resident knowledge and the mentoring of new squadron members. In addition to operational flight schedule support, Reserve component members also serve in leadership roles within the squadron. “The Reserve Force has been the single greatest boon to the Navy’s first unmanned squadron, VUP-19,” said VUP-19 Commanding Officer Cmdr. Brian Conlan. “Capitalizing on a wealth of professional experience both inside and outside of the Navy, the VUP-19 Reserve Component harnessed the most diverse group of naval aircrew to deploy the MQ-4C Triton into the most challenging environments and deliver a force multiplier to fleet commanders and national decision makers. Backgrounds in the maritime, tactical, fighter, and test platforms, complemented by civilian know-how and best practices, deliver a cutting-edge threat against our adversaries. These folks truly embody citizen soldiers, and VUP-19 enjoys an incredible level of success because of what they bring to the fight.” Reserve Sailors were instrumental in the 2021 repositioning of VUP-19’s FOB in Guam to Misawa, Japan, which allowed the squadron to avoid the cold temperatures and convective activity associated with latitudes close to the equator during the summer months in an effort to increase MQ-4C Triton 7th Fleet presence. The FOB, which has since returned to Guam, is slated to continue to shift between Guam and Misawa rotationally. The Reserve Component Sailors who provided essential support to this effort hold a variety of roles within the squadron, detailed by Wolf below: Mission/Operations Planning Direct Support Members of the VUP-19 Reserve Component are subject matter experts in mission planning and are heavily relied upon to create and build operational mission plans for the squadron. This is one of the most important functions for putting an unmanned aircraft into flight. The mission plan is used by the brains of the aircraft, the Integrated Mission Management Computer (IMMC), to perform all the automated functions. The aircraft simply cannot fly without a valid and safe mission plan and the Reserve Component leads this effort. Squadron Detachment OIC/ LNO in Misawa, Japan The squadron has used five Reserve component senior officers this past year to act as forward detachment officer in charge (OIC) and liaison officer (LNO) to the force commander. These officers are in charge of running the day-to-day site operations to maintain, launch, and recover the MQ-4C Triton aircraft. In addition, they handle the care and feeding of the forward-deployed Sailors, enabling them to keep Triton flying. Forward Operating Base Pilots in Misawa Triton has four Air Vehicle Operators (AVOs) forward deployed to support the launch and recovery of the Triton aircraft. These AVOs will detach forward for about two months at a time and have a local control station that allows them to have a direct line of site command and control connection to the aircraft. Four Reserve AVOs have deployed forward to both Guam and Misawa. Repositioning Flight Crew Members The repositioning of [unmanned aircraft systems (UAS)] has increased complexity when compared to manned aircraft. The aircrew rely on several satellite constellations to maintain a beyond the line of sight (BLOS) command and control connection. We had multiple Reserve aircrew handpicked for their experience to fly the air vehicle to both of its reposition missions. VUP-19 Reserve Component not only supports the squadron’s operations in the 7th Fleet Area of Responsibility, but in all of the squadron’s operations. Reserve Sailors comprised 75% of the crew in the inaugural launch for the Triton aircraft from Naval Station Mayport in January 2022, providing 8.2 hours of ISR support to Expeditionary Strike Group (ESG) 2. “I could not be prouder of my Sailors as they continue to answer the call and provide amazing operational support to the Fleet,” said Wolf. “We will continue to always ask for ways to get in the fight to stand hand in hand with our active component brothers and sisters.” The VUP-19 Reserve Component supports VUP-19 in its mission to employ the baseline MQ-4C Triton aircraft to provide persistent intelligence, surveillance and reconnaissance (ISR), distributing valuable and time-critical intelligence to combatant and fleet commanders. OAHU, Hawaii - The U.S. Navy-led Rim of the Pacific exercise is continuing in Southern California and Hawaii with 26 nations conducting naval, aerial and amphibious exercises to test their capabilities and interoperability. One ship is conducting a different test during RIMPAC — it is experimenting with 3D printing technology. The USS Essex is the first Navy ship to sail with a 3D printer on board, and crew members are putting the Xerox ElemX liquid metal printer through its paces.

Seoul, South Korea (CNN)A US Navy warship sailed through the Taiwan Strait on Tuesday, the third time in a week the vessel has entered waters claimed by China, heightening tensions between Washington and Beijing. Washington said the latest voyage by the guided-missile destroyer USS Benfold demonstrated its "commitment to a free and open Indo-Pacific," but Beijing blasted it as a "provocation" that showed the United States was a "destroyer of peace and stability." The strait is a 110-mile (180-kilometer) wide stretch of water that separates the democratic self-ruled island of Taiwan from mainland China.

Lt. Amanda Lee will be the first female demonstration pilot for the Blue Angels, the Navy announced Monday. Lee, who goes by the call sign “Stalin,” is among six officers that will join the Blue Angels for its 2023 show season, the demo squadron announced via Facebook. Lee is currently assigned to the “Gladiators” of Strike Fighter Squadron (VFA) 106, which is stationed at Naval Air Station Oceana. The “Gladiators” fly F/A-18E and the F/A-18F Super Hornets, which is what the Blue Angels currently fly.

At least two people were injured in a fire that burned for several hours on a Combined Task Force surface vessel participating in RIMPAC 2022, a Navy official said Sunday. A fire broke out in the engine room at 8 a.m. local time and was extinguished by 1:40 p.m., Cmdr. Sean Robertson, RIMPAC spokesperson, said in a statement. Two personnel, in “critically stable” condition, were evacuated from the Combined Task Force surface vessel by a French helicopter from frigate FS Prairial (F731), Robertson said. They were taken to U.S. Coast Guard cutter USCGC Midgett (WMSL-757) then to carrier USS Abraham Lincoln (CVN-72) and then to shore. Navy officials would not detail the ship’s name or country other than it wasn’t American.

On June 4, the US Navy laid the keel for USS District of Columbia, the first of its new Columbia-class nuclear-powered ballistic-missile submarines, at an Electric Boat facility in Quonset Point, Rhode Island. The high-profile event was attended by both Adm. Daryl Caudle, commander of US Fleet Forces Command, and Secretary of the Navy Carlos Del Toro, who said the Columbia class "will be the cornerstone of our strategic deterrence" and "the ultimate guarantor of our national security." Lingering over this major milestone, however, are longstanding problems for the Columbia program — unexpected delays and technical difficulties that may limit the Navy's ability to deliver nuclear and conventional missiles.

On Saturday, Vibrant Emotional Health, the nonprofit that operates the lifeline on behalf of the US Department of Health and Human Services' Substance Abuse and Mental Health Services Administration (SAMHSA), launched the 988 dialing code available to everyone across the United States. Hawaii Department of Health officials say they will reject the Navy’s plan for draining its Red Hill fuel facility because it lacks details.

The House voted to approve its $839 billion defense authorization bill that raises the topline for defense spending by $37 billion and signed off on major additions to the Department of the Navy’s budget. In a 329-101 vote, the bill authorized 13 battle force ships for the service – five more than the Navy requested in this year’s budget request. The bill authorizes an additional Arleigh Burke-class guided-missile destroyer, a Constellation-class guided-missile frigate, a fleet oiler and two ambulance variants of the Expeditionary Fast Transport (EPF). The bill also authorizes a 15-ship, multi-year destroyer contract.

More than 20 sailors were punished for the four-day fire that led to the loss of the warship Bonhomme Richard (LHD-6) in 2020, the Navy announced Friday. The actions ordered by U.S. Pacific Fleet commander Adm. Samuel Paparo include letters of reprimand and forfeitures of pay for former commander Bonhomme Richard Capt. Gregory Thoroman and executive officer Capt. Michael Ray, as well as a punitive letter of reprimand for the ship’s Command Master Chief Jose Hernandez, according to a statement from the service provided to USNI News.

Big Navy is pledging to do better when it comes to systemic shortfalls impacting sailor pay, including Basic Allowance for Housing, special pay entitlements and permanent change of station travel pay, as well as separation and retirement processing. In a task order announced Thursday by the commanders of U.S. Fleet Forces Command, U.S. Pacific Fleet and Naval Forces Europe-Africa, leadership pledged to “quickly improve the timeliness and accuracy of Sailors’ pay.”

As the United States grapples with a shortage of mental health providers in a time of increased need, the Navy is also struggling to fill such positions for the fleet, according to data provided by the Navy Bureau of Medicine and Surgery. But while BUMED officials provided basic numbers to Navy Times last month, they did not respond to a request for an interview with leadership for a deeper look at the challenge of filling the shortages and the long wait times sailors are reporting when they seek the mental health help that leadership encourages them to get.

From MC1 Mark D. Faram, Chief of Naval Personnel Public Affairs Submarine Independent Duty Corpsman Submarine (IDC) is one of four types of IDCs in the Navy. But because of how they deploy and the culture of the Submarine Force, it's arguably the most demanding independent duty corpsman job and one of the most rewarding.

The Navy will mandate the wear of the Cold Weather Parka (CWP) rank insignia on all uniforms with rank tabs effective Oct. 1, as announced in the uniform update NAVADMIN 124/22, released May 27. Also updated were policies for required uniform items for women and grooming standards for retirees while wearing Navy uniforms. “Navy uniform regulations apply to all Sailors equally, regardless of their rank, grade, ethnicity, position held or community assigned,” said Robert B. Carroll, director of Navy Uniform Matters and Emerging Issues Branch. “Any difference between male and female grooming policies recognizes the differences between the genders.” Updated Rank Tab Rules Starting Oct. 1, wear of the black CWP rank insignia is mandatory for E-4 to O-10 Sailors on all uniform items with rank tabs, to include NWU Types II and III, parkas, and black or brown fleece liners. After that date, wear of the matching camouflage-pattern rank tab is limited to tactical training and operations at the commanding officer’s direction. Women’s Uniforms and Hosiery The belted slacks from the women officer and chief petty officer Summer White Service Uniform are now redesignated as official slacks for both Summer White and Service Dress White Uniforms. As part of this change, the beltless dress white slacks are now optional for wear with the women’s Service Dress White Uniform. It’s now optional for women in the Navy to wear hosiery with slacks and skirts while wearing pumps or flats. When hosiery is not worn, shoe liners or no-show socks must be worn for hygienic purposes and as a protection against abrasions or blisters caused by rubbing between the foot and shoe. Retired Male Sailor Grooming Standards Retired male Sailors are now authorized to have beards while wearing Navy uniforms during authorized ceremonial events. The beard must be properly groomed and can be no longer than two inches in length as measured from the face outward. Feedback is Welcome The Navy Uniform Matters Office welcomes feedback and recommendations from Sailors about uniform and grooming policies via the MyNavy UNIFORMS App or MyNavy Portal.
