This NAVADMIN cancels reference (a) and announces an updated Naval Special Operations (NSO) Senior Enlisted Explosive Ordnance Disposal (EOD) Technician Retention Bonus (RB) program. 2. Program Overview. This bonus is authorized under references (b) through (d). Specific critical Navy enlisted classifications (NEC) and approved award levels have been prescribed in reference (d). The NSO EOD Enlisted Community Manager (BUPERS-329) will act as the NSO EOD RB Program Manager. All applications for this bonus will be submitted to the program manager for processing and tracking. By law, Sailors may receive no more than 360,000 dollars in RB monies over a career. Selective reenlistment bonus awards are included in that cap. Within the confines of reference (d), the eligibility criteria stated in this NAVADMIN may be changed by the program manager based on the needs of the EOD community, with the approval of the Director, Military Personnel Plans and Policy (OPNAV N13). 3. Eligibility. NSO EOD Sailors with NEC M04A, in paygrades E-7 to E-9, who meet the following criteria are eligible to apply: a. Between 20 and 28 years of active service (YOAS). Note: Initial applications may be submitted and contracts signed within the 19th YOAS, but payments will not begin until 20 YOAS. b. Milestone complete for current paygrade in line with the EOD career path. c. Serving on Active-Duty in a regular component. d. Favorable recommendation from the Sailors commanding officer (CO). 4. Ineligibility: a. Sailors serving under an existing RB contract are not eligible to receive an additional RB for service outlined in their existing RB contract agreement. b. Sailors are not eligible for RB payments past their high year tenure (HYT) date. HYT dates are firm, and HYT waiver requests will not be considered during the NSO EOD RB application process. c. Sailors with documented misconduct or below standard performance will be removed from RB eligibility. 5. Contract Terms. NSO EOD RB contract lengths, payments, and Active-Duty service obligations are outlined below. a. E-7s are eligible to contract to 24 YOAS. E-8s are eligible to contract to 26 YOAS. E-9s are eligible to contract up to 30 YOAS. If a Sailor serves a partial year, that year will be prorated pursuant to the bonus amount of that year. Specific bonus amounts are graduated in line with YOAS. (1) Phase One NSO EOD RB. Sailors must be E-7 or above and have NEC M04A to apply for a phase one bonus. Phase one corresponds with E-7 HYT and encompasses 20 to 24 YOAS. Sailors will have the opportunity to receive up to 100,000 dollars in RB for phase one contracts. At a minimum, Sailors must contract through 21 YOAS. YOAS Bonus Amount 20 25,000 dollars 21 25,000 dollars 22 25,000 dollars 23 25,000 dollars (2) Phase Two NSO EOD RB. Sailors must be E-8 (select) or above and have NEC M04A to apply for a phase two bonus. Phase two corresponds with E-8 HYT and encompasses 24 to 26 YOAS. Sailors will have the opportunity to receive up to 50,000 dollars in retention bonuses for phase two contracts. YOAS Bonus Amount 24 25,000 dollars 25 25,000 dollars (3) Phase Three NSO EOD RB. Sailors must be E-9 (select) or E-9 and have NEC M04A to apply for a phase three bonus. Phase three corresponds with E-9 HYT and encompasses 26 to 30 YOAS. Sailors must contract before they reach 28 YOAS. Sailors will have the opportunity to receive up to 40,000 dollars in retention bonuses for phase three contracts. YOAS Bonus Amount 26 10,000 dollars 27 10,000 dollars 28 10,000 dollars 29 10,000 dollars (4) RB Contract. RB contract phases may be combined as long as the Sailors are eligible to receive payments to the contracted end date. b. In line with reference (b), NSO EOD RB contracts will be for a minimum of 2 and a maximum of 6 years. Sailors under the RB contract will not submit a request for retirement or tender a resignation with an effective date that is prior to completion of the agreement. Enlisted Sailors must reenlist or extend their enlistment contract, soft end of active obligated service, for a period of at least 2 years. Sailors are authorized early reenlistment in order to align RB and reenlistment contracts. Reenlistments and extensions may be combined to align service dates for the maximum opportunity, up to a reenlistment of 6 years and an extension of up to 12 months. 6. Program Execution: a. Sailors should submit requests for NSO EOD RB to the program manager via their chain of command at eod_comm_mgr.fct(at)navy.mil 60 to 180 days prior to entering into an NSO EOD RB contract. The following documents are required: (1) Letter requesting contract from the Sailor. (2) Endorsement letter from the CO. (3) Evaluation or documentation of appropriate milestone qualification/designation. b. Upon acceptance of a Sailor agreement by the program manager, the amount of the bonus becomes fixed, and the Sailor incurs a firm service obligation. c. Sailors will receive the bonus in a lump sum payment, effective from the date of contract execution. Prior to payment, Sailors will submit a copy of the reenlistment contract and/or extension agreement with proof of tax- free status, if applicable. d. RB requests for personnel who are being processed for disciplinary action, NEC removal, or restoration will be held in abeyance pending final resolution. 7. Recoupment and Repayment Policy. In line with references (c) and (d), a Sailor of the uniformed services who enters into a written agreement with specified service conditions for receipt of a bonus is entitled to the full amount of the bonus if the Sailor fulfills the condition of that written agreement. If the Sailor fails to fulfill the service conditions specified in the written agreement for pay, then the pay may be terminated, and the Sailor may be required to repay an amount equal to the unearned portion of the pay. 8. Thousands of Navy personnel living off base in any of seven U.S. areas temporarily will see increases of as much as $1,260 per month in their housing stipends. The increase took effect Saturday, according to a Navy statement the previous day. The areas are San Diego, Calif.; Miami; Fort Lauderdale, Fla.; Kings Bay, Ga.; Brunswick, Ga.; Newport, R.I.; and Providence, R.I.

More than 1,000 gallons of wastewater spilled into Pearl Harbor on Thursday from a 12-inch wastewater line that broke, the Navy announced Thursday afternoon. Utility workers secured the leak at Pier B-23 and installed a plug, the Navy said in a press release, but the leaked wastewater is “unrecoverable.” The spill comes just two days after the Department of Health fined the Navy nearly $9 million for wastewater violations that contaminated the ocean near Pearl Harbor with fecal bacteria. Along with the Navy’s contamination disaster at Red Hill, the military’s pollution of Oahu’s coastal waters has fueled community demands for the military to be better stewards of Hawaii’s environment or reduce its presence in the islands.

So I got more information and there appears to be a common theme. In one situation, a person called the prescription refill phone number and tried to get their meds. It said the meds needed to be refilled (order?) by the Primary Care (or words to that affect,) but the person stated that they already did that and that they got a reply that they could order the refills. It was a no go and the individual was having difficulty contacting the Primary. The person finally contacted the Pharmacy where a rude individual told that person that they would have to come in, in person, and talk to the "<something> tech" (not sure) about a medication - that was not true. On a hunch, the person logged into their Patient Portal and was finally able to order the exact refills without visiting the pharmacy or talking to any tech. My guess is that there are still glitches in their upgrade. ** Feel free to contact me if you have any incidents you want to share.

At least five sailors aboard the USS Nimitz were sickened after military jet fuel contaminated the aircraft carrier’s water supply, the Navy said Friday. The Navy has not confirmed whether the illnesses are directly related to the tainted drinking water. But Cmdr. Sean Robertson, a spokesperson for the U.S. Third Fleet, said the sailors reported “health concerns” that “could be associated” with ingesting the type of jet propellant that leaked into the carrier’s potable water system weeks ago.

The US Navy said it found only "traces" of jet fuel in the water on the aircraft carrier USS Nimitz. But a sailor told Insider that they were exposed to an "unhealthy amount" of fuel and shared a photo as evidence. They also said they didn't immediately receive medical attention, despite health concerns.

After months of anecdotes and reports of sailors suffering through delayed separation paperwork, the admiral who oversees the entire operation is shedding light on what went wrong, where he hopes to go and sharing a message with those affected by the problem. Rear Adm. Stuart Satterwhite is the commander of MyNavy Career Center. It's a job he took on last year, and the title belies some of the responsibility placed on the one-star flag officer. The command, known more commonly as MNCC, oversees many of the transactions that are crucial to sailors’ lives -- fixing pay issues, tracking leave balances, issuing orders and also the issue at the heart of this story -- separations and retirements.

About 2,600 active-duty sailors remain unvaccinated against COVID-19 a year after the deadline for mandatory vaccination. The Navy separated 177 active-duty sailors over the past month, according to the monthly COVID-19 update. The sea service also separated two members of the reserve for refusal to get vaccinated against COVID-19. With the most recent separations, the Navy has dismissed 1,712 sailors from the Navy, all of whom have received an honorable discharge, according to the update.

Temporary increases in BAH rates are not subject to rate protection, which means that it is possible Sailors will see lower or higher BAH rates when the 2023 BAH rates become effective on 1 January 2023. That said, the temporary 2022 rates are based on the same data being used in determining 2023 BAH rates and DoD is making every effort to ensure these rates remain as stable as possible as we transition into 2023. One of the challenges for the Defense Department in its quest for distributed operations is addressing the reality that legacy systems were not built with modularity, scalability, and connectivity to meet new and evolving threats from near-peer and peer competitors. Because of one very big reason, however, that will be less of a challenge for the US Navy’s newest and most advanced weapon systems — the Arleigh Burke-class Flight III destroyer, upgraded Flight IIA destroyers, the under-development Constellation class guided-missile frigate, and the Gerald R. Ford-class nuclear-powered aircraft carrier.

Days after saying that the water on the USS Nimitz was clean following a recent issue with fuel leaking into the ship’s water, the Navy is acknowledging that tests are still showing signs of contamination leading the service to delay a planned deployment of the aircraft carrier. The problem with fuel in the water was first detected on the evening of Sept. 16 while the ship was at sea. Three days later, the Navy declared the issue resolved once the ship was moored at Naval Station North Island, California.

The Navy has ditched its iconic and beloved coveralls for sailors aboard ships for a new, two-piece uniform that was finally approved on Monday after years of trials and a decade after a previous version of the uniform was found to be dangerously flammable. Fleet Forces spokeswoman Lt. Cmdr. Madisyn Hansen confirmed to Military.com that the 2-Piece Organizational Clothing -- more commonly called the "2POC" -- is now hitting the fleet.

Aircraft completed all evacuations from area airfields and the rest are secured in hangars rated to withstand hurricane force winds.

This message announces general military training (GMT) requirements for fiscal year (FY) 2023 for the Navy Reserve. In line with reference (a), the Navy has minimized the number of mandatory GMT topics to empower commanders to decide what training their personnel should receive and how often they should receive it. Commanding officers (CO) should review the command discretion GMT list to determine the frequency and method of additional training appropriate for their command. 2. FY-23 Mandatory GMT Requirements a. Mandatory GMT must be completed by all military personnel. b. The following mandatory GMT is required to be completed in FY-23: (1) Sexual Assault Prevention and Response (SAPR) Awareness. (2) Cyber Awareness Challenge. (3) Counterintelligence Awareness and Reporting. (4) Suicide Prevention. (5) Equal Opportunity, Harassment and Resolution Options. (6) Domestic Abuse. (7) Operations Security (OPSEC) and Controlled Unclassified Information (CUI) (refer to paragraph 2.e). c. Commands may elect to complete Cyber Awareness Challenge training using instructor-led and/or computer-based methods. d. The recommended method of delivery for SAPR and Suicide Prevention annual training is via face-to-face, small group facilitated discussions. While this remains the most effective lesson delivery method, ref (a) authorizes COs to adapt or modify FY-23 SAPR and Suicide Prevention GMT delivery methods consistent with coronavirus mitigation procedures and operational commitments to meet these training requirements. If in-person, face-to-face delivery is not feasible, the preferred alternative is facilitated small-group training via teleconference, or DoD365 Microsoft Teams. SAPR and Suicide Prevention training is not authorized for delivery via non-Department of Defense (DOD) approved collaborative technology (e.g. Facebook, Zoom, etc.). Facilitated small group training using approved video conferencing technology is considered *face-to-face*. Senior commanders have the authority to issue guidance that is more restrictive to their subordinate commands. e. Commands may combine OPSEC and CUI into one training session. The training should be tailored to meet the specific needs of that unit. (1) Commands have the option to complete CUI training via alternate means as long as they meet the minimum training requirements of reference (c), section 2.10.g. (2) When feasible, OPSEC training should be conducted in person or through approved video conferencing technology. At a minimum, personnel must be aware of their units tailored critical information and indicators list in line with reference (d). 3. FY-23 Command Discretion GMT a. Command discretion GMT is not required at any specified periodicity, but may have situational requirements (i.e. initial entry, pre-deployment, career milestones, etc.). COs should train their personnel at a time and place that best meets their command and mission needs. b. The list of discretionary training topics has been updated to reflect the effort of the Culture of Excellence Oversight Committee, to simplify and align policies and programs that are duplicative or ineffective. c. Personal Financial Management training does not have a required annual periodicity, but is instead mandatory at personal and professional touchpoints across the military lifecycle in accordance with reference (a). a. Financial Readiness touchpoint courses are available via Navy e-Learning (search for the title *touchpoint* under the Course Catalog tab) and the MyNavy Financial Literacy mobile app. If preferred, in-person training can be provided by a Fleet and Family Support Center Personal Financial Manager or a Command Financial Specialist.
