Uniform policy updates are the result of received Sailor feedback, command sponsored requests, and direction from Navy leadership. 2. The manner and occasion for wear of the Recruiting Command, Recruit Division Commander, and Career Counselor identification badges (ID badges) have been expanded as follows and is effective immediately for incumbent and post tour eligible personnel: a. Metal ID Badges. Metal identification badges (ID badges) without wreaths and stars may be worn optionally on the Navy Working Uniform (NWU) for personnel assigned ashore until cloth badges are made available. Placement of metal ID badges on the NWU will be in line with reference (a). b. Embroidered ID Badges. Embroidered ID badges may also be worn on the NWU Type 3 for afloat and ashore assigned eligible personnel. Placement of embroidered ID badges on the NWU Type III will be in line with reference (a). c. Post Tour ID Badge Wear. Post tour wear of ID badges without wreaths and stars is authorized for Sailors who have successfully completed a recruiting, recruit division commander, or career counselor assignment. d. Post Tour ID Badge Manner of Wear: (1) Placement of metal ID badges to denote post tour wear on Service and Service Dress uniforms will align with the placement of incumbent ID badge wear in line with reference (a). Placement of embroidered ID badges on the NWU Type III to denote post tour status will be centered on the right pocket flap. (2) Beginning 1 January 2025, a miniature size recruiting, recruit division commander, and career counselor ID badge will be worn to denote post tour assignment status. Commencing this date, regular size ID badges will be worn only by Sailors fulfilling an incumbent assignment. e. Availability. Regular size recruiting and recruit division commander ID badges will be issued through cognizant organizations to eligible Sailors. Regular size Career Counselor ID badges will continue to be sold at the Navy Exchange Uniform and Customer Support Centers. Notification of the availability of miniature size recruiting, recruit division commander and career counselor ID badges will be via separate announcements. 3. Navy War College (NWC) Alumni badge may now be worn as an optional uniform identification badge on service and full dress uniforms in accordance with Section 1, Chapter 5 of reference (a) with the following provisions: a. Eligibility. Any NWC graduate of an in-residence or distance educations JPME-granting course. b. Badge Description. Metal, circular, 1.5 inch by 1.5 inch badge presenting the NWC trident and shield, colored in blue, white, and gold. c. Occasion of wear. Formal and informal NWC alumni events and partnership engagements where attendees include U.S. and international graduates from NWC. Due to the size of the badge, it is not authorized for wear in dinner dress uniforms. d. Manner of wear. For individual badge wear, the NWC will be worn on Service Dress and Full Dress Uniforms in the same manner prescribed for the wear of the Office of the Secretary of Defense or Joint Chiefs of Staff ID badges. For dual ID badge wear, refer to chapter 5, section 1, article 5101.4 of reference (a). Wearing of NWC ID badges does not take precedence over incumbent assignment ID badge wear requirements. Individuals are not authorized to wear more than two ID badges. e. Availability. NWC badges are awarded to international and only U.S. students embedded in the international programs within Naval Command Course and National Security Courses. NWC will make the alumni badges available for purchase by any eligible U.S. NWC graduate. This badge will not be available for NEXCOM online or in-store purchase. 4. Female Uniform Initiative, Size Modernization Program (SMP). As announced in reference (b), the SMP is a multiphase five-year uniform improvement program focused on improving the design, form, fit, and function of female uniforms. The objective of the SMP is to deliver modernized uniforms that are of consistent fit and sizing across all Service and Dress uniform types. Phase One efforts of the SMP are concentrated on officer and Chief Petty officer (CPO) Service and Dress slacks, skirts, and shirts/blouses. Phase TWO SMP efforts will focus on modernization of enlisted E1 to E6 uniform components. Phase One fleet introduction events will occur during calendar years 2024 and 2025 consisting of the following initiatives: a. Summer White Overblouse: Short sleeved optional component worn by officers and CPOs with the Summer White Service Uniform. (1) Fit Clinics: Pensacola, FL 9-13 September 2024. Jacksonville, FL 9-13 September 2024. Bangor, WA 16-20 September 2024. San Diego, CA 23-27 September 2024. (2) Component Availability: Introduction will commence in at select locations (Norfolk VA, Jacksonville FL, Pensacola FL, San Diego CA, Bangor WA, Pearl Harbor HI, Arlington VA) no later than September 2024. Follow-on availability for the rest of the fleet will commence October 2024. (3) Manner and occasion for wear will be promulgated via reference (a) upon completion of the September 2024 fit clinics and the establishment of proper fit and sizing criteria. b. Dress Overblouse: Long sleeved optional overblouse worn with Service Dress Blue Uniform. (1) Component production will commence December 2024. (2) Component Availability: At select uniform centers, commencing April 2025. c. Service Slacks with Back Pockets. White, Khaki, and Blue slacks will have center front zipper fastener, side pockets. Blue slacks will remain beltless. (1) Component production will commence May 2025. (2) Component Availability: At select uniform centers, commencing September 2025. d. Service Skirts. White, Khaki and Blue service skirts will be redesigned to encompass straight vice A frame design, back center zipper fastener and kick pleat. Side pockets are being reviewed to determine compatibility with new design pattern, appearance, and functionality. (1) Component production will commence September 2025. This NAVADMIN authorizes Basic Allowance for Housing (BAH) based on dependents location for members who choose to leave their dependents at the previous duty station or previously authorized dependent location in the Continental United States (CONUS), Alaska, and Hawaii. It implements reference (b). 2. In order to qualify for BAH at dependent location, the Service Member's dependents must be in CONUS, Alaska, or Hawaii, located in the vicinity of the previous Permanent Duty Station (PDS) or previously approved dependent location and the dependents must not have moved from that location. a. A housing allowance based on dependent location will not be paid under this authority for any location outside of CONUS, Alaska or Hawaii. b. Members with orders detaching from an accompanied tour in a foreign location or non-foreign United States territory are not authorized to receive BAH for dependent location under this authority. c. Entitlement to BAH based on dependent location will cease if the dependents move from the vicinity of the approved location. Any overpayments will be recouped. 3. Members are only authorized to receive a single housing allowance under this authority. If receiving a housing allowance for their dependent's location, the member will not receive a housing allowance for their PDS. Family Separation Allowance may be authorized if requirements in reference (a) are met. Additionally, members approved under this authority are only authorized to occupy unaccompanied government quarters on a space available basis. Service Members should note that unaccompanied government quarters are limited and should not be relied upon in their financial calculations. 4. Members must be aware of the financial implications of maintaining a residence at their PDS and at their dependents location. Members are encouraged to discuss their situation with their command financial specialist prior to electing to geographically separate from their family. 5. All requests made under this NAVADMIN will be submitted to Commander, Navy Personnel Command (PERS-451). Branch Head, Military Pay and Compensation Branch (OPNAV N130) will serve as the ultimate authority for appeals. A complete package must contain: a. Member's request. The request must state that the member understands the potential financial implications of electing to receive BAH based on dependent location and that the dependents reside at the address on the NAVPERS 1070/602. The request must acknowledge the affirmative duty of the member to tell their command if their dependents move from the previous PDS or previously approved dependent location. b. Current Commanding Officer's endorsement. c. Current PCS orders. d. Current NAVPERS 1070/602 (Page 2). e. For subsequent requests, a copy of previous determination(s). 6. This NAVADMIN is effective 1 October 2024. Members that have dependents at a previous duty station can request BAH for that location, but the start date for that BAH will be no earlier than 1 October 2024. 7. Commands with questions regarding this NAVADMIN are encouraged to contact their local Transaction Service Center (TSC) for clarification. Army vet Victor Carl Honey struggled with paranoid schizophrenia and was homeless when he died in Dallas in September 2022, according to an NBC News investigation.
  4. The Office of Management and Budget has approved funding between 6,000-8,000 new privatized beds for the Hampton Roads, Va., area, a senior defense official told reporters Thursday. The announcement of the approved funding came during a Thursday roundtable to discuss a new memo by Secretary of Defense Lloyd Austin that lists contiuining efforts to improve the lives of service members and their families.
  5. The U.S. will support Manila’s plan to build a new naval pier at a Philippine naval base in Subic Bay. A 15-meter by 155-meter finger pier is set to be constructed at Naval Operating Base Subic, homeport of the Philippine Navy’s patrol vessels and frigates. According to the contract, the planning for the pier is under foreign military financing for the Armed Forces of the Philippines and will be in support of Naval Sea Systems Command’s International Fleet Support Program Office, known as PMS 326. Construction of the pier itself will be conducted by the Subic Drydock Corporation, a Philippine company.

But there have been concerns that fewer sailors has made it harder to maintain ships. And it could also have broader consequences for Navy readiness. The posts on the white supremacy forum Iron March called for a paramilitary force that would operate as a “modern day SS.” As Iron March users traded messages, a vision for a new group began to emerge: buying land in remote, predominantly white areas of the United States; networking with locals; stockpiling weapons and supplies; and eventually starting a guerilla race war. “As time goes on in this conflict, we will expand our territories and slowly take back the land that is rightfully ours,” one of the users wrote. “This will be a ground war very reminiscent of Iraq.” That fit well with what Liam Collins—a New Jersey man who often went by the name Niezgoda online—had been thinking when he hatched the idea. Everyone in the group, he wrote, should spend time in the military. He was enlisting in the Marines, he said—“for the cause.”

WASHINGTON — The Defense Department is overhauling a job training program for transitioning service members with tougher requirements for employers, the creation of a centralized tracking system to measure outcomes and a greater focus on moving participants into full-time work after an internship. The new mandates were implemented in August and require companies that participate in a program called SkillBridge to demonstrate a “high probability” of immediate employment after the six-month program, according to the department. DUBAI, United Arab Emirates (AP) — Yemen’s Houthi rebels claimed early Sunday they shot down another American-made MQ-9 drone flying over the country, marking potentially the latest downing of the multimillion-dollar surveillance aircraft. The U.S. launched airstrikes over Houthi-controlled territory afterward, the rebels said. The U.S. military told The Associated Press it was aware of the claim but has “received no reports” of American military drones being downed over Yemen.

Over the last few months, the U.S. Navy has suffered its most significant setback in the last 50 years, a disaster more damaging than the pier-side sinking of the Bon Homme Richard or the loss of 17 sailors in two destroyer collisions. It is a setback that is existential, and casts into question a core reason for the Navy’s very existence. For the Navy is seemingly abandoning a key mission: keeping vital sea lanes open to commerce. After a nine-month deployment to claw back control of the Suez Canal and Red Sea from Houthi rebels in Yemen, the Dwight D. Eisenhower(Ike) carrier strike group returned to the U.S., without dislodging the Iran-backed Houthis.
