(2) Have completed an operational Fleet tour. (3) Have completed Advanced Flight Training with an average or greater composite score. b. Marine C-130 demonstration pilot: (1) Must have an aircraft commander rating in the C-130J. (2) Should have a minimum of 1,200 total flight hours. c. Conditional AvIP may be paid to those aeronautically designated officers in the following categories: a. Aeromedical officers. b. Aviation officers who would otherwise be eligible for continuous AvIP but have not met the months of operational flying requirements at the 12-year or 18-year gate. c. Aviation officers, O6 and below, who have completed the continuous AvIP program after 22 years (after passing the 18-year low gate) or 25 years (after passing the 18-year high gate). 3. In order to be eligible for conditional AvIP, an officer must be under orders to Duty in a Flying Status Involving Operational or Training Flights (DIFOPS), must occupy a billet designated XXX1 or XXX2 (a DIFOPS billet), and must fly the minimum hours prescribed in reference (b). 4. HDIP-F may be paid to non-aeronautically designated officers and aeronautically designated Flag Officers required by competent orders to participate in regular and frequent aerial flights as crew or non- crewmembers. HDIP-F eligibility requires a non-aeronautically designated officer to be under orders to duty involving flying as a technical observer. An aeronautically designated Flag officers must be under DIFOPS orders to maintain HDIP-F eligibility. All must fly the minimum hours prescribed in reference (b). Officers entitled to AvIP are not entitled to HDIP-F. 5. Any officer who received any conditional AvIP or HDIP-F payment during FY 24 is required to provide total flight hours, by month, from 1 October 2023 through 30 September 2024 to PERS-435A no later than 30 November 2024. The repayment process of the AvIP received will be initiated as applicable. ACRB applicants must have screened during the Aviation Command Screen Board (ACSB) as CO of an eligible Operational (OP), Operational Training (OP-T) or Special Mission (SM) CDR command in order to apply. Eligible commands are those for which the annual ACSB selects officers to serve as CO, excluding second-in-grade/sequential/bonus/fleet replacement squadron commands. All applicants must hold a baccalaureate degree from an accredited institution at the time of the application deadline. Applicants applying to the FLEO must provide a prioritized list of U.S. law schools accredited by the American Bar Association (ABA) to which the applicant has applied or plans to apply. Aircraft carrier USS Abraham Lincoln (CVN-72) has left the South China Sea and is now in the Indian Ocean, Navy officials confirmed to USNI News on Friday. The carrier is bound for U.S. Central Command to relieve USS Theodore Roosevelt (CVN-71), which has been operating in the region since July as part of the U.S.-led Operation Prosperity Guardian. The Navy posted a timelapse video on Friday of the carrier moving through the Strait of Malacca off the coast of Singapore.

Two MH-60S Knighthawk helicopters were involved in an unspecified incident at Naval Air Station Fallon, Nev., Thursday, injuring 10 sailors, USNI News has learned. The sailors suffered non-life threatening injuries in the incident, Naval Air Forces spokesperson Cmdr. Beth Teach told USNI News. The helicopters are assigned to “Golden Falcons” of Helicopter Sea Combat Squadron (HSC) 12. She did not have additional details as of this posting.

The Navy is preparing to award an estimated $11.5 billion multi-ship deal to build four amphibious warships, according to a copy of a Tuesday Navy notification to Congress reviewed by USNI News. According to the Aug. 14 notification, the Department of the Navy will purchase three San Antonio class Flight II amphibious warships and a Flight I America-class big deck amphibious warship starting in Fiscal Year 2025 to 2027 as part of a “multi-ship procurement,” authorized as part of the FY 2023 National Defense Authorization Act.

The Department of Defense (DoD) announced today the launch of the DoD Housing Feedback System (DHFS), an initiative designed to enhance transparency and accountability in DoD privatized military housing. The new system allows active-duty Service members and their authorized dependents to submit feedback on their current leased unit, ensuring that their voices are heard and their concerns are addressed in a timely manner. The system opens an additional, high-visibility communication channel for active-duty service members living in privatized military housing and their authorized dependents to submit public feedback related to the condition of their current housing unit and receive a response from their privatized landlord. The DHFS is intended to augment, not replace existing processes for submitting maintenance work order requests. Privatized military housing residents should continue to submit work order requests through their community's property manager or other regular channels to receive corrective action for maintenance issues. The launch of this initiative is part of the department's ongoing commitment to improving the quality of life for our Service members and their families. "The Department of Defense has a moral obligation to ensure that the spaces where our Service members and their families live are healthy, functional, and resilient," said Deborah G. Rosenblum, Acting Deputy Under Secretary of Defense for Acquisition and Sustainment. "This new feedback system is a critical step to ensuring transparent and timely responses to occupants' concerns and aligns with Secretary Austin's priority to Take Care of Our People. We are focused on putting our people's experiences at the very center of all the work we do." The DHFS is now live and can be accessed at https://www.dhfs.mil.
