  2. The U.S. military is doing a poor job of expediting sexual assault victims’ requests to transfer to other units and installations, according to the Defense Department’s watchdog agency. The eligibility criteria stated in this NAVADMIN can be subsequently modified by the program manager if a bonus reduction is warranted based on Naval Special Warfare (NSW) community requirements. 3. Eligibility. NSW officers with designators 1130 or 1137, who have completed at least six years of Active Duty Commissioned Service (ADCS), may be eligible to receive the NSWOCP. Applicants must submit written endorsement from Commanding Officer (CO) recommending bonus approval. COs must ensure applications are accurate and verify applicants meet eligibility requirements. 4. Contract Terms. NSWOCP contract lengths and payments are outlined below. a. The NSWOCP will be offered in two phases. Officers will be paid a fixed amount per year of service. (1) Phase 1 NSWOCP. Officers will have the opportunity to receive up to $100,000 (1130) and $48,000 (1137) in retention bonuses for phase 1 contracts. Officers may elect one of the following payment options: (1) To receive an initial lump sum payment of half the total bonus amount followed by equally divided annual installments through the term of the agreement. (2) To receive bonus payments in equal annual installments through the term of the agreement. d. NSWOCP requests for personnel who are being processed for officer designation removal or additional qualification designation removal will be held in abeyance pending final resolution of the action in question. 6. Officers must submit their applications to the NSWOCP program manager prior to their requested start date and should ensure confirmation of application receipt. Applications received after the requested start date will not be accepted, and payments will not be processed until all eligibility criteria are met. The first payment normally occurs four to six weeks after all eligibility criteria are met. 7. Recoupment and Repayment Policy. Repayment policy is governed by reference (b), sections 332 and 373, and reference (d). A member of the uniformed Services who enters into a written agreement with specified service conditions for receipt of a bonus is entitled to the full amount of the bonus if the member fulfills the conditions of that written agreement. If the member fails to fulfill the service conditions specified in the written agreement for the pay, then the pay may be terminated and the member may be required to repay an amount equal to the unearned portion of the pay. 8.   10. SAN DIEGO, CA — A man killed last weekend in a rollover crash in San Diego was identified as a U.S. Navy Sailor from Riverside County, authorities said. Tyjuan Mayfield, 18, of Perris crashed the Nissan Maxima he was driving around 4:05 a.m. Sunday on southbound state Route 163, north of Friars Road near Mission Valley, according to the California Highway Patrol and San Diego County Medical Examiner's Office. The car veered off the freeway, went up an embankment, struck a tree and overturned.

  17. The police at Joint Expeditionary Base Little Creek, and the Virginia Beach Police need to get their act together. The matter was expunged which means the police messed up.
  18. VIRGINIA BEACH, Va. (WAVY) — Months after being mistakenly arrested on Joint Expeditionary Base Little Creek-Fort Story, Jacqueline A. Smith had her charge expunged Tuesday. Smith, who now lives out of state, had to fly back to Virginia to appear for the expungement hearing, as she, her attorney Niki Bailey and Virginia Beach Police Officer Kaleb Brewer appeared before Virginia General District Court Judge Paul D. Merullo.

By the time the junior officer emailed her peers in March 2022, reminding them to do their jobs and protect their sailors from each other, the men and women of the Navy destroyer Bulkeley had suffered through a rough couple of years. The warship had entered a maintenance and modernization stint in March 2019 that was expected to last 15 months. But Bulkeley didn’t leave the Virginia shipyard until June 2021, more than two years later.

One reason the U.S. Navy is behind on its shipbuilding goals is that it’s been slow to embrace the kinds of digital-design tools that have revolutionized the process of building commercial ships and military aircraft, the Government Accountability Office says in a new report. Such tools—3-D modeling, digital twinning—have helped the Air Force fast-track the design, prototyping, and experimentation of new platforms.
