I dunno...It was always great when the captain would get on the 1MC and peoples hearts sank. I honestly thought he was messing with people. He would get on the !MC "this is the Captain......the Chief Petty Officers....will be having an Ice Cream Social tonight! That is all" Eventhough they would bring the firsts to the chiefs mess they still flipped out!

I was going back and forth about a career summary page. And, to jump on what CPO_Pride247 said; not only will you get 10 yes and 10 no's. But, you will get 20 different reasons why. People were selected that did and did not send them in. People were not selected that did and did not sent them in. Maybe, it makes a difference what community you are in. What that rate is, or how many are eligible in that rate. But in the end it is our call if we send one or not. And, one year it is wrong, and another it is right. That is part of what makes this process so great. We are given such specific directions, yet have so much grey area to work in. And the answers to those grey areas change from community to community, and year to year. You just never know! That is what keeps this whole thing so fresh and exciting! And, fun too don't you think? It is what keeps me coming back year after year! The mix of drama, excitement, suspense, and mystery of it all!    That, and wanting to be selected.

There may be some entertainment value associated with it. And, some people prefer the notification in the blind.  One way or the other it is going to be a distraction. And, people are going through that emotional up and down over and over again. That swing builds up more and more each time. Because you know that each time you are closer to the actual announcement. For the ones that get selected in the end it is not so bad. (I assume) But, for the ones that don't.... Just think it is better to get kicked in the gut once. Vice getting punched twenty times than kicked; which just makes getting kicked that much worse.

Anyone on here who DID NOT send a package to the board? I didn't. I have everything on my OMPF (even though my last command NAM for making SOY was missing because I didn't get it on hand on time to send it). I just didn't want to bore the board with information they already have access to. If this is my year, I will make it without sending in a board package... If not, there is always next year! ;)

It is always good practice to send a Letter to the board just to validate.... But if u feel all is groovy. Then more power to you.... Good luck to all eligible

Over time I got conflicting advice: yes, send a letter/package or no, don't send anything if you have all your stuff on your record. Or the latest: a great Chief Board package is the one you don't have to send. So I just decided not to send anything in. I feel like I am begging... like "pick me, pick me!!!". If the board believes I deserve to wear the rank of Chief, they will promote me regardless of that letter or unnecessary information they already have!

The NAVADMIN says that your letter to the board is to contain things "missing from your record".  A career summary is not "missing from your record", so I would not send it.  As far as we know the people who sent a career summary and got selected were selected IN SPITE of not following the instruction, not BECAUSE OF it.  I hope that makes sense.  When in doubt, follow the instruction and you will not go wrong.

I like that.  When in doubt  follow the instruction.. the reasoning for me was the fact that these Masterchiefs are looking through record after record for 12 hours a day, 2 Masterchiefs that have sat the board have personally told me send it in, multiple Chiefs that have sent it in and have not sent 1 in is where the split decision is.  I also had this advice. 

 

"Do your career summary and have your own Masterchief sign the bottom of it saying it was verified by him/her"

Anyone else getting the "The recipient's mailbox is full and can't accept messages now. Please try resen[ing this message later, or contact the recipient directly." today when trying to submit their LTB?  I've never received this message before, but I guess I'll try again tomorrow or Monday.

I did some training with a couple Master Chiefs that sat the board and they recommended to send in items like PPME and SEJPME Certs even if they are reflected in your eval because it saves them time looking for those items. They only spend an average of 20 minutes on each person. That gives them more time to look into your record and find more "beef" as they would call it. For example more time in block 43 on your evals.

Is ok to submit a designation letter from your previous command as and E-5?  I was AUPC back in 2008 but not sure if I should send it. Any ideas on this.

Advice I  received was to submit things that are supposed to stand out with the career summary. Bold those duties or quals that are normally reserved for highr ranks. But if it is already on your evals then DON'T send it in, only notate it on the summary with its location... in bold

I transfer after the 31st of May and I was trying to get my eval fast tracked so I could submit it with my package but my LCPO told me not to worry about it because it is a transfer eval and the ones that hold real weight are the ranked evals, how true is this? I suppose it makes sense, but I need all the help that I can get.

If your last day in the command is the 31st, I don't see how you can sign it before then. I may be wrong but I doubt admin will be able to get it into your OMPF by the convening date. It's messed up, they will be sending  to Millington, just not directly to the board. What was your ranking in Nov? are you 1 of 1 EP on that transfer?

I wasn't worried about it getting in OMPF just yet, was going to send the eval as part of my package, but if it doesn't matter then I wont worry about it. Ranked EP in November, 1 of 1 Transfer EP. It is already written, just waiting to check out to sign it.

If you feel confident that the transfer eval does not contain enough Superior Sustained Leadership than I would not worry about it. Read through the precept for the Reserve CPO board ( I dont know if the AC precept is out) and see if you can draw the key points in your evaluation and then decide whether to submit. At the end of the day this is your package, do what you feel is right.

Since you can submit more than one LTB my advice would be not to wait and send your package as is. Prep another cover letter just for your transfer eval so if you get it in time you can just attach it and send. As to if you should send it or not depends on what is on it. Something to keep in mind would be duplicating information between your package now and this eval. Waiting could simplify your board package. However, I think if you send them in separately they will be able to figure out why the duplicated information is there. It comes down to what is it adding. An additional voice saying you are ready is always a good thing. You just need to decide is this eval adding a voice to the choir, or is it an echo.

Does anyone have any feedback on if TAFMS is still a consideration for                  

selection? I have not found anywhere explicitly saying it isn't. I know the TIR for Chief is 11 yrs and the guidance has been no more than 10% of Chiefs should have less then that. Anyone fimiliar with this?

1202.  EARLY SELECTEE QUOTA.  Department of Defense (DOD) has established the Total Active Federal Military Service (TAFMS) requirement which is to be met prior to a member’s advancement to a given paygrade.  TAFMS requirements are as follows:      E7 – 11 years     E8 – 16 years     E9 – 19 years  DOD has made provisions for early advancements.  An “early” candidate is one who does not meet the TAFMS minimum service requirements.  No more than 10 percent of the total number of Sailors in the E7/8/9 paygrades may have less than the prescribed TAFMS.  The number of “early” selectee quotas available to the selection board is limited to a percentage of the total selectee quota.  CNO (N13) monitors this and informs the board of what percentage can be early selectees.  The percentage is an overall board figure, not a quota by rate.  Some panels may recommend fewer early selectees and others more because the average time in service of candidates varies from rating to rating.  This percentage changes yearly.

I looked in the advancement manual and this is what I found. I will ask again tomorrow. The one interesting fact is that your rate isn't limited to the number of early candidates and that the entire board is limited to 10% so that is actually good news. Like I said, I will ask around tomorrow and see if anyone has any updated info.

Yea that's exactly what I read this puts me at a slight disadvantage if it holds true but I am still confident in the process.

CPO_Pride247, I was able to get it submitted this morning.  I was using the Outlook Web application and it went through.

Does anyone have the site where you go to download the certificated for the cscselboard@navy.mil email in order to send the LTB's encrypted?  Thanks in advance!

I sent mine from NMCI, had to check with admin to learn how to do it but in your outlook click options, should have a dropdown menu that says permissions , click them both and send the email to the cscselboard, you should get an autmated response that says something about them receiving it and it takes about 5 business days to upload.
