HONOLULU (HawaiiNewsNow) - A local non-profit is calling on the Navy to address high levels of lead contamination along the Puuloa shoreline in Ewa Beach. Surfrider Foundation Oahu said they collected samples in the beach adjacent to the Puualoa Range Training Facility earlier this year. The results show lead concentrations of up to 14,000 mg/kg. The nonprofit said that’s 70 times more than the accepted level for residential areas and over 17 times the accepted public health levels for industrial areas.

The US Navy's newest aircraft carrier — the first-in-class USS Gerald R. Ford — is setting sail on its first deployment. The ship is the Navy's most advanced aircraft carrier and features a suite of new technologies intended to help the Navy maintain its edge over rival powers like Russia and China. These advanced capabilities, however, have come at a cost. The carrier is way over budget and years behind schedule.

Navy SEAL recruits on California's San Clemente Island were blanketed in a cloud of tear gas while being ordered to sing "Happy Birthday" so they couldn't hold their breath during training last year, according to a video obtained by CBS News. Exposure to tear gas is a standard part of SEAL training — but the video raised questions about how that training was carried out. The admiral in charge of Navy SEALs ordered an investigation when he saw the video. He told CBS News it raises questions about "the lawfulness of the behavior."

Aircraft carrier USS Nimitz (CVN-68) is back at sea preparing for an upcoming deployment after being kept pierside due to jet fuel contamination in its potable water system, USNI News has learned. The carrier left the pier at Naval Station North Island, Calif., on Sunday to meet the other ships in its Carrier Strike Group for the Composite Unit Training Exercise (COMPTUEX). “Nimitz got underway after all tests came back in limits and the potable water was determined to be safe for the crew,” Cmdr. Sean Robertson, a spokesman for U.S. 3rd Fleet, said in a statement to USNI News. “The ship had been pier side at Naval Air Station North Island since Sept. 17 flushing, cleaning, testing and evaluating its potable water system to ensure the highest quality water is provided to the crew after trace amounts of jet-propellant 5 (JP-5) were found in its potable water system Sept. 16 while underway off the coast of California.”

This NAVADMIN supersedes references (a) and (b), announces October 2022 as National Cybersecurity Awareness Month, and provides guidance for the Fiscal Year (FY23) Cyber Awareness Challenge (CAC) training requirement. 2. Cybersecurity Awareness Month a. Cybersecurity is a Navy priority and Commander's business. Any individual (officer/enlisted/active/reserve/dependent/civilian/contractor) logging on to a Navy information system is immediately on the front lines of the cyber battlespace. b. In October, we will share cybersecurity-related content via the Navy's media channels as part of the national campaign for raising cybersecurity awareness. We are adopting the Cybersecurity and Infrastructure Security Agency's theme of "See Yourself in Cyber." Individuals must make smart decisions at all network access points. c. Cyber compliance alone will not keep us safe. The annual cyber awareness challenge does not equate to automatic defense of our networks. Being cyber ready translates to warfighting and mission readiness. (1) You MUST follow policy. You signed the Navy Acceptable Use Policy and completed your annual cyber awareness challenge. You know what is and is not allowed on our networks. Follow the rules. (2) You MUST report. When something does not look right, report it. If someone is trying to do something that is not right, report it. Do NOT accept "this is just the way things are" or "this is not a big deal." Your Information Systems Security Manager (ISSM) and our cybersecurity professionals are responsible for determining where the reporting stops. d. Our adversaries are constantly working to exploit our vulnerabilities. They have become more competent in challenging us by stealing our data and developing ways to compromise Navy systems and networks, including those that control our ships, aircraft, weapons, and infrastructure. These incidents have a cost, and put our Sailors and maritime capabilities at risk. e. A single user can impact the global force, and vigilance by everyone will make the difference between continued mission success or failure to meet the tasking of our nation. I appreciate your commitment to keeping the Navy safe by following cybersecurity best practices and policy each and every day of the year. 3. FY23 Cyber Awareness Challenge (CAC) a. Per references (c) and (d), Navy personnel, civilians, and contractors with access to unclassified or classified networks must complete the Department of Defense (DoD) employee version of CAC by 1 September 2023. b. Authorized methods for training delivery: (1) Commands may complete CAC training using instructor-led delivery. A command designated cyber security professional such as the ISSM or Cybersecurity Workforce Program Manager must provide the instruction, and utilize the course requirement ID set by Commander, Navy Installations Command/Total Workforce Management Service (TWMS) Administration (TWMS Requirement ID: 73944 - FY23 DoD Cyber Awareness Challenge). This requirement cannot be waived. (2) TWMS, https://twms/navy.mil/selfservice/login.asp; (3) Navy e-Learning (NEL), https://learning.nel.navy.mil/; (4) Defense Information Systems Agency (DISA) website, https://cyber.mil/training/cyber-awareness-challenge/ (5) DISA Digital Video Discs (DVDs). d. Ships can access the annual training from the NEL application hosted on the Navy Information/Application Product Suite (NIAPS) server, eliminating the need to reach back to shore hosted NEL websites. The CAC 2023 course is available via the NEL Afloat Learning Management System Pub Amendment 112 for download by the NIAPS Administrator. If unable to download Learning Management System Pub Amendment 112. e. Commanders are accountable for 100 percent completion of their personnel. f. Command training officers must validate or manually record training via TWMS or Fleet Training Management and Planning System (FLTMPS) (https://ntmpsweb.ncdc.navy.mil/fltmps/). Report any discrepancies to the Navy Training Management Planning System Operational Support office at ntmps.support(at)navy.mil or (866) 438-2898/DSN 922-1867. g. The Command ISSM is responsible for reporting compliance to meet Federal Information Security Modernization Act of 2014 requirements. Command ISSMs will disable accounts of users who do not complete training by 1 September 2023 and maintain non-compliance list of accounts that were disabled. 4. More than 1,000 gallons of wastewater spilled into Pearl Harbor on Thursday from a 12-inch wastewater line that broke, the Navy announced Thursday afternoon. Utility workers secured the leak at Pier B-23 and installed a plug, the Navy said in a press release, but the leaked wastewater is “unrecoverable.” The spill comes just two days after the Department of Health fined the Navy nearly $9 million for wastewater violations that contaminated the ocean near Pearl Harbor with fecal bacteria. Along with the Navy’s contamination disaster at Red Hill, the military’s pollution of Oahu’s coastal waters has fueled community demands for the military to be better stewards of Hawaii’s environment or reduce its presence in the islands.

So I got more information and there appears to be a common theme. In one situation, a person called the prescription refill phone number and tried to get their meds. It said the meds needed to be refilled (order?) by the Primary Care (or words to that affect,) but the person stated that they already did that and that they got a reply that they could order the refills. It was a no go and the individual was having difficulty contacting the Primary. The person finally contacted the Pharmacy where a rude individual told that person that they would have to come in, in person, and talk to the "<something> tech" (not sure) about a medication - that was not true. On a hunch, the person logged into their Patient Portal and was finally able to order the exact refills without visiting the pharmacy or talking to any tech. My guess is that there are still glitches in their upgrade. ** Feel free to contact me if you have any incidents you want to share.

At least five sailors aboard the USS Nimitz were sickened after military jet fuel contaminated the aircraft carrier’s water supply, the Navy said Friday. The Navy has not confirmed whether the illnesses are directly related to the tainted drinking water. But Cmdr. Sean Robertson, a spokesperson for the U.S. Third Fleet, said the sailors reported “health concerns” that “could be associated” with ingesting the type of jet propellant that leaked into the carrier’s potable water system weeks ago.

The US Navy said it found only "traces" of jet fuel in the water on the aircraft carrier USS Nimitz. But a sailor told Insider that they were exposed to an "unhealthy amount" of fuel and shared a photo as evidence. They also said they didn't immediately receive medical attention, despite health concerns.

After months of anecdotes and reports of sailors suffering through delayed separation paperwork, the admiral who oversees the entire operation is shedding light on what went wrong, where he hopes to go and sharing a message with those affected by the problem. Rear Adm. Stuart Satterwhite is the commander of MyNavy Career Center. It's a job he took on last year, and the title belies some of the responsibility placed on the one-star flag officer. The command, known more commonly as MNCC, oversees many of the transactions that are crucial to sailors’ lives -- fixing pay issues, tracking leave balances, issuing orders and also the issue at the heart of this story -- separations and retirements.

About 2,600 active-duty sailors remain unvaccinated against COVID-19 a year after the deadline for mandatory vaccination. The Navy separated 177 active-duty sailors over the past month, according to the monthly COVID-19 update. The sea service also separated two members of the reserve for refusal to get vaccinated against COVID-19. With the most recent separations, the Navy has dismissed 1,712 sailors from the Navy, all of whom have received an honorable discharge, according to the update.

REF B TEMPORARY INCREASE IN BASIC ALLOWANCE FOR HOUSING RATES APPROVED BY THE DEPUTY ASSISTANT SECRETARY OF DEFENSE FOR MILITARY PERSONNEL POLICY.// RMKS/1. This NAVADMIN announces temporary basic allowance for housing (BAH) increases for Sailors authorized BAH in 28 military housing areas (MHA) from 1 October 2022 to 31 December 2022. 2. In line with references (a) and (b), the Deputy Assistant Secretary of Defense for Military Personnel Policy has approved temporary BAH rate increases for MHAs that have experienced an average increase of 20 percent or more in rental housing costs as determined by rental housing market data collected by the Department of Defense (DoD) from March to August 2022. Navy centric MHAs listed include San Diego, CA (CA038), Miami/Fort Lauderdale, FL (FL061), Kings Bay/Brunswick, GA (GA074), Newport, RI (RI256), and Providence, RI (RI257). A full list of the 28 MHAs impacted and frequently asked questions can be found at https://www.mynavyhr.navy.mil/References/Pay-Benefits/N130C/ . It is important to note that if your MHA is not listed, you are not eligible for a BAH increase. Sailors are encouraged to review the BAH rate charts carefully as rates vary within MHAs (i.e. some ranks may not see an increase). 3. The increased BAH rates are automatic and are only payable from 1 October 2022 to 31 December 2022 for Sailors authorized a housing allowance in 1 of the 28 impacted MHAs. No application nor supporting documentation is required, the increase will automatically be applied to those entitled to BAH in the affected MHAs. Temporary increases in BAH rates are not subject to rate protection, which means that it is possible Sailors will see lower or higher BAH rates when the 2023 BAH rates become effective on 1 January 2023. That said, the temporary 2022 rates are based on the same data being used in determining 2023 BAH rates and DoD is making every effort to ensure these rates remain as stable as possible as we transition into 2023. Because the temporary rates vary within each MHA (dependent on rank) and depend on actual rental market data, the BAH increase for those in the 28 MHAs may be less or more than 20 percent. 4. This NAVADMIN will remain in effect until superseded or 31 December 2022, whichever occurs first. 5. Released by Vice Admiral Richard J. Cheeseman, Jr., N1.// BT #0001 NNNN UNCLASSIFIED//

One of my three enduring priorities is to empower our people. Inherently this includes family members. Military family life presents challenges as well as opportunities. Programs and services are available to support military spouses, whether new to the military or seasoned spouses seeking networking and employment following a recent change of duty station. The professionals at Fleet and Family Readiness and Marine Corps Community Services and I acknowledge the difficulties of military life, from family separation during deployments, to starting over in a new neighborhood. I want to highlight some of the resources offered by the Navy-Marine Corps team to support spouses. 2. Poised to assist are your local installation Fleet and Family Readiness Center and Marine Corps Community Services offices. They provide information and referrals to programs and services ranging from long term financial planning to short-term needs such as identifying a fitness coach. Additional resources include Ombudsmen, Family Readiness Officers, and in-house clinical counseling services. The family support staff can also connect you with resources for navigating deployment, as well as "Return & Reunion," and support if you or a family member are enrolled in the Exceptional Family Member Program. 3. If you do not reside on base or near an installation, you can access a wealth of information online. Military OneSource offers all military families a database of more than one million caregivers, with many offering hourly and on-demand childcare. We also provide spouse employment transfer opportunities through the Child and Youth Program, as well as the Navy Exchange and Marine Corps Exchange and other Morale, Welfare and Recreation programs. 7. To ease the financial burden military spouse's encounter in certain professions when they relocate to another state, there is a reimbursement process up to $1000. One of the challenges for the Defense Department in its quest for distributed operations is addressing the reality that legacy systems were not built with modularity, scalability, and connectivity to meet new and evolving threats from near-peer and peer competitors. Because of one very big reason, however, that will be less of a challenge for the US Navy’s newest and most advanced weapon systems — the Arleigh Burke-class Flight III destroyer, upgraded Flight IIA destroyers, the under-development Constellation class guided-missile frigate, and the Gerald R. Ford-class nuclear-powered aircraft carrier.

If anyone is having issues with Navy Medical Oceana Pharmacy, and/ or trying to communicate with your Primary Care Provider, or the Pharmacy, please share your experiences here. If you have any tips that'll help get your medication please post as well. And if anyone knows the root cause please enlighten us. Please do not contact me directly, I cannot resolve any issues, I am only the messenger. There appears to be a breakdown after installation of the new pharmacy automation system and it is difficult getting in touch with the Pharmacy and more important ordering prescriptions. Patients Experiencing: Rude Service Difficulty ordering medicine Difficulty communicating with Primary Care Provider Poor instructions NAS Oceana Branch Health Clinic Reviews One of the notices sent to me. Days after saying that the water on the USS Nimitz was clean following a recent issue with fuel leaking into the ship’s water, the Navy is acknowledging that tests are still showing signs of contamination leading the service to delay a planned deployment of the aircraft carrier. The problem with fuel in the water was first detected on the evening of Sept. 16 while the ship was at sea. Three days later, the Navy declared the issue resolved once the ship was moored at Naval Station North Island, California.

The Navy has ditched its iconic and beloved coveralls for sailors aboard ships for a new, two-piece uniform that was finally approved on Monday after years of trials and a decade after a previous version of the uniform was found to be dangerously flammable. Fleet Forces spokeswoman Lt. Cmdr. Madisyn Hansen confirmed to Military.com that the 2-Piece Organizational Clothing -- more commonly called the "2POC" -- is now hitting the fleet.
