FY-22 Retention: a. In FY-22, we achieved the following combined reenlistment and reserve affiliation rates: (1) Zone A: 68% (62% benchmark). (2) Zone B: 67% (68% benchmark). (3) Zone C: 85% (85% benchmark). b. We fell short of the Zone A attrition benchmark of 4% or less: (1) United States Fleet Forces: 5.8%. (2) United States Pacific Fleet: 5.6%. 3. FY-23 retention environment. As we progress through this FY, we remain dedicated to attracting, developing, and retaining the very best talent. a. Fleet Readiness. We are building a robust marketplace to mitigate gaps at sea and maximize fleet readiness, which is foundational to meeting the Navy mission. Our Sailors will be afforded opportunities to participate in the marketplace as they manage their careers. b. All Hands on Deck. To maximize retention, an *all hands on deck* approach is required. It is imperative everyone plays an active part in ensuring the Navy retains the right Sailors. Last year we introduced changes in the REA program to further incentivize operational units to maximize retention by being the *Best in Class* (BIC) for their platform type while maintaining the REA Legacy for the rest of the Navy until all units can be transitioned into a BIC. c. FY-23 Goal. This FY we are asking that you put additional effort into retaining talented Sailors (on Active Duty or in the Reserves). As such, you will see that we have set the reenlistment rate benchmarks 2% above each platforms 3-year average (for REA BIC), or 2% above last FYs performance (for REA Legacy). 4. Importance of Reserve Affiliation. Maintaining the best retention environment for fleet readiness remains our top priority. We depend on both the Active and Reserve Component to maintain Fleet readiness. Simply stated, we cannot build a Navy who can fight and win without a total force effort. The strategic depth provided by our Navy Reserve team has supported critical missions everywhere we operate, ranging from Coronavirus Disease 2019 response to flying key resupply missions around the world and from shore to operating forward in remote locations. Consequently, retention through reserve affiliation (RA) remains a strategic imperative and will be factored into REA computations. RA can occur greater than 180 days from Active Duty separation, however, it must be within the same FY. 5. FY-23 Reenlistment Rate Benchmarks: a. REA BIC. In FY-23 we will continue a competitive REA BIC distinction for certain (Type 2 and Type 4) operational platform types. The BIC distinction highlights those commands who are optimizing the principles in line with references (a) through (c) to retain an operationally ready, diverse, and talented force. REA BIC includes 18 platform types provided below. Units not identified as REA BIC will continue to be identified as REA Legacy and follow REA benchmarks outlined in paragraph 5b. (1) Reenlistment rates with RA. Commands who meet their specific platform reenlistment rate benchmark targets (including RA) in Zones A, B, and C and remain at or below the Navy's Zone A attrition benchmark of 4% for at least two quarters or the FY overall, will be awarded the REA. The Immediate Superior in Command (ISIC) will evaluate commands who meet the ship class REA criteria and determine, from those commands, their BIC nominee. BIC nominees will be awarded based on ISIC determined metrics as long as they meet the minimum REA benchmarks. Those commands identified by the ISICs as BIC nominees will be forwarded to their respective Type Commander (TYCOM) for additional review, endorsement, and final selection. TYCOMs will then forward finalized REA BIC awardees to the Echelon II command for the release of a recognition message. If commands meet or exceed the FY- 23 reenlistment benchmarks (including RA) and are at or below the attrition benchmark, they are eligible to receive the REA. The benchmarks must be met for at least two quarters or the FY overall. Additionally, ISICs and TYCOMs can utilize retention or Sailor related metrics to determine final eligibility. a. Computation Exceptions. A zone with zero transactions at or before the end of active obligated service will qualify as the percentage required in that particular zone if the command has qualifying transactions in the other zones. Only two zones may be allowed to default to the minimum benchmark in that particular zone. b. Commands must have a minimum of one zone of qualifying transactions to be eligible for the REA. Exceptions to policy (ETP) may be considered on a case-by-case basis for small commands with no junior Sailors. Echelon II commands, TYCOMs and ISICs will determine the necessity of an ETP. c. Loss transactions on a Sailor transferred from a command due to pending separation, a medical, or legal hold will reflect on the command where the Sailor was last attached in an accounting category code 100 status. d. Sailors separated due to other medical reasons or disability, will not be counted towards the 4% or less attrition benchmark and commands will utilize reference (b) to adjust computed attrition in Zone A to be submitted to their ISIC or TYCOM. e. Requests for ETPs of any award element in paragraph 5, must be submitted in writing via the respective ISIC or TYCOM with specific justification. ETP requests must be signed by the commanding officer. Requests disapproved at any level will not be considered. Disapprovals at ISIC or TYCOM level do not need to be forwarded to their respective Echelon II command. Command ETP final approval authority resides with Echelon II commands. f. An eligible command must have a rated Navy counselor (NC) or a billeted Command Career Counselor (CCC) with the Navy enlisted classification (NEC) 806R in order to be eligible for the REA. In the event, the CCC billet is gapped or there is an unplanned loss, the command retains REA eligibility while the ISIC supports the interim CCC in the collection and submission of retention data. g. TYCOM and direct reporting NCs will evaluate and submit eligible commands to their respective Echelon II command no later than 1 December 2023. 7. REA Legacy and BIC Announcement Recognition. Echelon II commands should announce their FY-23 REA Legacy and BIC recipients following the consolidation of Echelon III commands and direct reporting command submissions no later than 31 December 2023. a. Following the announcement message, REA BIC awardees may fly the BIC pennant (blue, with a silver anchor) and paint their anchor gold as applicable. b. REA Legacy award winners and BIC contenders who meet benchmarks and who are not selected for BIC distinction can fly the REA pennant (gold, with a blue anchor) and paint their anchor haze grey. 8. Career Counselor of the Year (CCOY). A key to the successful execution of brilliant on the basics as detailed in references (c) and (d) is recognition. CCOY provides an opportunity to recognize CCCs who manage an outstanding Career Development Program and serve a critical role in the military life cycle of a Sailor's career. Lockheed Martin delivered the future USS Marinette (LCS-25) to the Navy at Fincantieri Marinette Marine shipyard, in Marinette, Wisc., the service announced in a Friday news release. Marinette is the Navy’s 13th Freedom-class Littoral Combat Ship to deliver. The ship is the second to be named after the Wisconsin city – the first a former tugboat (YTB-7910). The ship is expected to be commissioned in June 2023, according to the Navy release. From there, it will head to its homeport in Mayport, Fla.

US Navy photos capture the moment sailors pulled a downed Chinese balloon out of the ocean. The balloon, which China has admitted belongs to them, first appeared Friday flying over the US Pacific Northwest. It was later shot down by the US military on Saturday off the coast of Myrtle Beach, South Carolina.

A lawyer representing Navy Seals who do not want to be vaccinated against Covid-19 told a federal appeals court Monday that their lawsuit over a now-withdrawn vaccine mandate isn’t moot even though Congress passed legislation last December ordering the policy canceled. During arguments before the 5th Circuit Court of Appeals in New Orleans, attorney Heather Hacker said the service members still face the possibility of discipline over their refusal to get vaccinated and the government has not ruled out taking vaccination status into account when doling out future assignments.

One of the questions a family member asked me: "Why is it always the Navy that is in the news when they talk about the military?" WASHINGTON — Navy divers were working to locate portions of the debris from the Chinese spy balloon that a U.S. fighter jet shot down six miles off the coast of South Carolina, defense officials said on Sunday. The recovery effort, which is expected to take days, began not long after debris from the balloon hit the water, a defense official said. He added that a Navy ship arrived on the scene soon after the balloon was shot down, and that other Navy and Coast Guard ships, which had been put on alert, were also sent to the scene.

A trio of Navy warships, service divers and the FBI are on the hunt for the wreckage of a high-altitude Chinese spy balloon that was shot down on Saturday by an Air Force F-22 Raptor off the coast of South Carolina, Defense Department officials told reporters Saturday. “The balloon, which was being used by the PRC in an attempt to surveil strategic sites in the continental United States, was brought down above U.S. territorial waters,” Secretary of Defense Lloyd Austin said in a Saturday statement. “On Wednesday, President [Joe] Biden gave his authorization to take down the surveillance balloon as soon as the mission could be accomplished without undue risk to American lives under the balloon’s path.”

We continue to refine and improve MAP to empower reserve command triads to identify and recognize their most talented Sailors through meritorious advancement process. Our Reserve Force is a predominantly prior service force with unique accession pathways. SELRES overall rating health and advancement outlook is similar but not identical to AC/TAR planning factors. Reserve MAP has specific controls to ensure that our force maintains a balanced and healthy total advancement opportunity percentage for each rating. 3. The Navy Reserve Force will continue to convene an Echelon II MAP board for E-4 to E-5 and E-5 to E-6 candidates in readiness units and all E-5 to E-6 controlled ratings for operational and CNIFR units. The new E-5 to E-6 quota policy is discussed in paragraph 9. The ECH II MAP board will ensure MAP selections are determined utilizing a board precept, convening order and selection standards consistent with promotion boards. 4. CY23 Reserve MAP Season One a. Each MAP season is aligned with the Navy-wide advancement exam (NWAE) cycles to reward the best performing Sailors. This will require command triads to select their best and fully qualified Sailors for MAP nominations, without regard to NWAE results; however, it does not relieve Sailors from the need to prepare and study for the technical rating information tested by the NWAE. b. Season one window: 1 March- 31 April 2023. c. All Navy Reserve Units must request Unit Approver access using NSIPS. Readiness and Mobilization Commands (REDCOMs) and Immediate Superior in Command (ISIC) Commands must request RCC Approver and ISIC Approver access respectively. MAP-R NSIPS tutorials are located at https://www.nsips.navy.mil under the training tab. Reference (b) contains guidance on NSIPS MAP-R user roles. 5. Eligibility. MAP is open to all E-3, E-4 and E-5 Sailors who meet MAP advancement eligibility requirements per references (d) and (e) and are in a valid pay billet. Prior Service Re-enlistment Eligibility - Reserve (PRISE-R) Sailors are eligible only if their new rate is permanent before 1 March 2023. a. Sailors may only meritoriously advance one paygrade. Sailors in a frocked status are not eligible for advancement to the next higher paygrade until advanced (i.e., frocked E-5 cannot be meritoriously advanced to E-6). b. MAP Time-in-Rate (TIR) requirements. The minimum TIR dates must be on or before: (1) E-6: 1 January 2022 (2) E-5: No TIR requirement (3) E-4: No TIR requirement c. Mobilized, Definite Recall, ADOS, and Canvasser Recruiter (CANREC) Sailors. Sailors who are currently mobilized or serving on Definite Recall, ADOS, or CANREC orders may compete for a SELRES MAP nomination opportunity. They are not eligible for AC/TAR quotas. Nomination packages for Sailors on Mobilization, Definite Recall, and ADOS orders must be submitted in NSIPS via the automation tool by the Sailor's respective Navy Reserve Unit (specifically their Unit Mobilization Unit Identification Code (UMUIC)). Nomination packages for Sailors on CANREC orders must be submitted manually to CNRF via their respective recruiting region. Nomination package for Sailors supporting the Navy Reserve Center on long term ADOS or Definite Recall orders must be submitted manually to the REDCOM. d. Per reference (c), Sailors must complete PMK-EE for the desired advancement paygrade to be eligible for the Meritorious Advancement Program. e. Required attachments for E-4 to E-5 and E-5 to E-6 MAP candidates (all readiness units and operational units submitting a Sailor in a controlled rating listed in paragraph 9) (1). MAP nominations submitted in the automation tool must contain evaluations from 1 March 2021 through 1 March 2023. Packages submitted without the required evaluations will be determined ineligible for MAP unless a waiver is submitted in the NSIPS MAP Package. 6. Nominations. The list of MAP nominations by UIC for operational and readiness units will be loaded into the NSIPS automation tool and visible to unit leadership once user role permissions have been granted. MAP nomination opportunities are allocated as follows: a. CANREC. Each Navy Talent Acquisition Group (NTAG) will compete for nominations within their respective region (East, West or Central) and are allotted two E-6 nominations for each region. Navy Recruiting Command (NRC) HQ and PERS-9 are allotted one E-6 nomination each. 7. E-3 to E-4 MAP process: a. The authority to select and MAP Sailors to E-4 is delegated to reserve unit Commanding Officers (CO). Readiness and operational unit COs are authorized to MAP their most deserving E-3 Sailor to E-4. b. Each Unit CO will receive one E-3 to E-4 MAP quota. c. Advanced Electronic Field and Advanced Technical Field ratings are ineligible for E-4 MAP due to rating requirements described in reference (d). 8. E-4 to E-5 MAP process for operational units and CNIFR units: a. The authority to elect and MAP Sailors to E-5 is delegated to each squadron CO, operational unit CO and NIFR CO. b. Each operational unit CO and squadron CO will receive one E-5 MAP quota. c. Each NIFR CO will receive eight E-5 quotas for their region. 9. Policy update for E-5 to E-6 MAP process for operational units and CNIFR units: a. The authority to elect and MAP Sailors to E6 is delegated to each squadron CO, operational unit CO and NIFR CO. b. In order to control over advancing particular E6 rates and to maintain rating health, several ratings will be controlled. MAP candidates in controlled ratings will not automatically be advanced. (3) MAP Unit Approver will upload 2022 PFA results and current evaluation to satisfy system requirements. (4) MAP Unit Approver will save the document which will automatically be forwarded on 20 March 2023 at 2359 to the respective ISIC. (5) REDCOM MAP approvers will rank all submissions alphabetically NLT 2359 on 31 March 2023 and save the selection. 11. Timeline. The MAP automation tool is designed to route MAP packages automatically on the dates below. Failure to comply with selection due dates is irrevocable and commands will forfeit their opportunity to submit MAP nomination package(s) for season one. a. 20 March 2023: Deadline for all readiness and operational units to submit nomination packages in NSIPS. The automation tool will automatically route the nomination to the appropriate REDCOM or ISIC on this date at 2359. b. 20 March 2023: Deadline for NTAGs to submit nomination packages to their respective region. AM was designed to satisfy both steady-state and mass activation requirements and encompasses all processes of distributed activation (DA), distributed mobilization (DM), distributed de-mobilization (DDM), and distributed de-activation (DDA). The AM construct was codified via reference (a). B. In FY-23, Commander, Navy Reserve Force directed the planning and execution of three MOBEXs to develop, test, and evaluate DA processes per reference (b). The force must continue to execute and leverage readiness improvement initiatives incorporated in the Chapter 1 Tables of reference (c). C. FY-23 MOBEXs are designed to evaluate the progress of driving readiness across the force as well as develop and improve AM processes. MAX 23 is the second exercise in the series for FY-23. 3. Commander's Intent. A. Commander, Navy Reserve Force (CNRF) executes AM to mobilize designated personnel for both (1) mass activation in support of strategic competition as well as (2) steady-state and emergent ad hoc augmentation. This package will be provided electronically by CNRF N9 to CNAFR, NSWG-11, and REDCOM regional medical directors (RMDs) by 30JAN23. POCs for each participating NRC will be included in this package. (2) BSO-18 members should attend a virtual training meeting hosted by CNRF N9, Deputy Force Surgeons, and RMDs to improve familiarization and integration. These meetings will be scheduled within two weeks of the exercise start date. Meeting details will be communicated to CNAFR, NSWG-11, and REDCOM RMDs. (3) BSO-18 members are directed to complete mobilization medical screening requirements for MAX 23 participants. MOBEX EXERCISE SCORECARD and MOBEX AAR Template documents are provided under the 'MOB Required Documents' tab of the CNRFC N15 Distributed Activation SharePoint Portal (link provided in Para 4.C.(2) above) to aid NRAs in: i. Tracking/aggregating results during the exercise. ii. Completion of their AAR at the conclusion of the exercise. (5) Assist assigned participants in completing exercise required documents and uploading to the CNRFC N15 Distributed Activation SharePoint Portal. (6) Assist assigned participants experiencing information technology (IT) issues, such as trouble signing PDFs electronically or accessing CAC enabled websites. Issues unable to be resolved by NRA IT will be elevated via the appropriate trouble desk or ISIC. Issues which are not resolved by end of the exercise period will be thoroughly documented in the AAR. (7) NRAs will screen documentation submitted to the CNRFC N15 Distributed Activation SharePoint Portal for correctness/completion and action as appropriate (i.e. accept or reject). NRAs will coordinate with the member to ensure rejected packages are corrected and resubmitted. a. Common exercise required document errors identified during previous MOBEXs: Blanks in required spaces such as social security numbers, signatures, and incorrect or missing order endorsements. (8) During FY-22 MOBEXs, NRAs repeatedly demonstrated their ability to innovate solutions and workarounds to accomplish the mission. A goal of this exercise is to refine processes and identify system issues for correction. To achieve this goal, to the maximum extent possible the established processes and systems will be utilized and NRAs will use the AAR to identify issues or shortfalls and to recommend solutions vice innovating and implementing solutions in situ. Any questions regarding the process should be addressed via your ISIC. (9) ECH V commands will be assessed on three factors: a. Participation. Percentage of members identified in Para 5 who submitted a TSC Norfolk activation pay gain packet via the CNRFC N15 Distributed Activation SharePoint Portal. i. If a member was a participant (submitted a TSC Norfolk activation pay gain packet) but did not submit other required exercise documents (NAVPERS 1300/22 or NAVMED 1300/4), they will be listed by name detailing the deficiency and describe corrective action taken if appropriate, and report any issue unable to be resolved as well as provide suggestions for issue resolution. b. TSC Norfolk activation pay gain packet accuracy. Percentage of NRA accepted packages which are 100 percent complete and correct. c. Demonstration of familiarity with and mastery of the commands' ability to execute adaptive mobilization processes. i. The goal of any MOBEX is not necessarily to produce mobilization ready Sailors at FINEX. An NRA that is familiar with the processes and which has mastered them understands where they lack capability to complete requirements within the exercise required documents and they can articulate those capability shortfalls, propose solutions, and identify assistance required. ii. Familiarity with and mastery of the processes is demonstrated via requirement completion tracking and reporting utilizing the MOBEX EXERCISE SCORECARD and MOBEX AAR Template. (10) ECH V commands will submit completed AARs as directed by their ISIC using the guidance of Para 4.F including the BUMED input of Para 4.D.(4). AARs will be fully routed through respective chains of command prior to submission. F. ECH IV - REDCOMs/Wings/SEAL Teams (1) Read this EXORD in its entirety. (2) Attend one of the exercise coordination and execution meetings in Para 4.A. (3) Provide guidance and supervision to their NRAs regarding the execution of this exercise. a. The REDCOM/Wing/SEAL Team will ensure that every participating member's NAVMED 1300/4 is uploaded to the appropriate folder in the "Medical Form Document PII" tab located on the CNRFC N15 Distributed Activation SharePortal Portal. b. The REDCOM/Wing/SEAL Team N9 will complete AOR Waivers and provide mobilization screening assistance as needed during the exercise as detailed in Para 4.H.(5)d. (4) The REDCOM/Wing/SEAL Team will screen documentation submitted to the CNRFC N15 Distributed Activation SharePoint Portal for correctness/completion and action as appropriate (i.e. accept or reject). a. Common exercise required document errors identified during previous MOBEXs: Blanks in required spaces such as social security numbers, signatures, and incorrect or missing order endorsements. b. Once the exercise is concluded, the ECH IV medical personnel will review at least 10 percent of the submitted packages for completeness and accuracy in order to provide quality assurance of the work accomplished by their lower echelon. This review must be complete within 14 days of exercise completion and results will be included in the appropriate Echelon AAR. (5) ECH IV commands will be assessed on three factors: a. Participation. Percentage of members identified in Para 5 who submitted a TSC Norfolk activation pay gain packet via the CNRFC N15 Distributed Activation SharePoint Portal. i. If a member was a participant (submitted a TSC Norfolk activation pay gain packet) but did not submit other required exercise documents (NAVPERS 1300/22 or NAVMED 1300/4), they will be listed by name detailing the deficiency and describe corrective action taken if appropriate, and report any issue unable to be resolved as well as provide suggestions for issue resolution. b. TSC Norfolk activation pay gain packet accuracy. Percentage of NRA accepted packages which are 100 percent complete and correct. c. Demonstration of the ability to supervise NRAs to ensure familiarity with and mastery of the commands' ability to execute adaptive mobilization processes. i. By-name report of all individuals identified as exercise participants but who failed to participate satisfactorily (non-participants). Include the reason for non-participation and any corrective action taken by ECH IV/V leadership. If a member was a participant (submitted a TSC Norfolk activation pay gain packet) but did not submit other required exercise elements (NAVPERS 1300/22 or NAVMED 1300/4), a detailed explanation will be provided explaining why all exercise requirements were not completed and submitted. e. Summary and analysis of BUMED AAR input of Para 4.D.(4) from their selected NRCs. f. All NRA/ECH V AARs will be submitted to CNRFC via respective REDCOM/ECH III/IV commands for historical purposes. G. ECH III - CNAFR/NSWG-11 (1) Read this EXORD in its entirety. (2) Attend one of the exercise coordination and execution meetings in Para 4.A. (3) Provide guidance and supervision to respective ECH IV commands regarding the execution of this exercise. (4) ECH III commands will use data consolidated from their ECH IV commands' AARs to submit ECH III AARs to CNRF by close of business 12MAY2023. This task will be sent via ETMS2 for tracking purposes. ECH III AAR submissions must contain the following elements: a. Summary of action detailing the number of members identified to participate, TSC Norfolk activation pay gain packets submitted, NAVPERS 1300/22 forms submitted, and NAVMED 1300/4 forms submitted. b. Clarifications and authorized simulated items (1) NRAs are directed to execute all normal mobilization processes, screenings, and procedures while conducting MAX 23. a. All screening items should be completed. No items will be simulated unless otherwise directed herein. b. If a member meets the requirements for MOB cancelation per reference (c), the NRA will document the reason for cancelation, continue exercise execution per Para 4, and indicate in the AAR the member's name, reason cancellation would be required, and action taken by the NRA to document/resolve the issue. c. Process work-arounds (i.e. use of wet-signed paper forms vice electronically signed digital forms) should not be utilized. Any identified need for process work-arounds or issues resulting in members not submitting the completed 'exercise required documents' will be appropriately noted in the AAR. (2) NSIPS specific simulations: a. Individual mobilization status (IMS) codes (R##, RC1, RC2, etc) will not be entered in NSIPS. IMS code changes associated with MAX 23 will be simulated. b. DSC codes will not be changed in NSIPS. DSC code changes will be simulated as part of the TSC Norfolk activation pay gain packet processing. (3) Orders for MAX 23 will not be available in the Navy and Marine Corps Mobilization Processing System (NMCMPS). a. Members will simulate obtaining orders from NMCMPS by downloading the orders/instruction template (MOBEX EXERCISE ORDERS_MOBEX USE ONLY.pdf) in the 'MOB Required Documents' tab of the CNRFC N15 Distributed Activation SharePoint Portal (link provided in Para 4.C.(2) above). (4) The following MOBEX NAVPERS_1300/22_Rev06-22 checklist clarifications are specified below, and are pre-entered in the copy located under the 'MOB Required Documents' tab on the CNRFC N15 Distributed Activation SharePoint Portal: a. Section 1.a: Verify member has an open government travel charge card (GTCC) account and is in good standing. Simulate activation of member's GTCC. b. Section 1.i: Upon completion of NAVMED 1300/4, simulate IMS code update to RC2 [Completed Medical Screening]. c. Section 1, Command IA Coordinator (CIAC) Verification: Simulate assigning service member to a CIAC in Navy Family Accountability and Assessment System (NFAAS) at https://navyfamily.navy.mil. Enter 'Simulated per Para 4.H.(4).c' as the NFAAS CIAC file ID # on the NAVPERS 1300/22. d. Section 2, Part 1.b: Simulate activation of member's valid government travel charge card (GTCC). e. Section 2, Part 1.l: Simulate selecting "IA Option" in PRIMS. f. Section 2, Part 1.o: PRD extensions will not be granted for MAX 23. NRA communications with NAVRESFORCOM (N12) regarding PRD extensions will include language to identify that the request is part of an exercise. (i.e. MAX 23 - EXERCISE EXERCISE EXERCISE - MAX 23). g. Section 2, Part 1.q: Simulation. Per reference (c), deployment readiness training (DRT) is required of all SELRES every 3 years. Participants not in compliance will coordinate with their NRA to attend an available training to ensure that the highest levels of mobilization readiness are maintained. If the next available training occurs outside of the exercise, note the deficiency in the MOBEX EXERCISE SCORECARD for aggregation and reporting in the NRA AAR. h. Section 2, Part 1.r: Complete all portions of this step, but simulate CCC or transition officer (TO) uploading DD eForm 2648 to DMDC. i. Section 2, Part 3.(9): Simulate completion of Tactical Combat Casualty Care - All Service Members (TCCC - ASM) Tier 1 certification (B-300-2010). j. Section 2, Part 5.b: Simulate completion of detaching individual evaluation/fitness report. k. Section 2, Part 5.c: On RLD, simulate IMS code change to RC3 to reflect Service Member's active status. (5) The following NAVMED 1300/4 (Rev. 12-2021) checklist clarifications are specified below: a. Medical Readiness: Complete Medical Readiness services in accordance with NRA resources. For example: If a Sailor needs a vaccination that the NRA has on-hand, administer the vaccine and update the Medical Readiness Reporting System (MRRS); If a Sailor needs a vaccination that the NRA does not have on-hand, note the deficiency in the MOBEX EXERCISE SCORECARD for aggregation and reporting in the NRA AAR. b. Part I, Section A, Item 11: Participants will verify access to the Electronic Health Assessment (EHA) NMCPHC Website https://data.nmcphc.med.navy.mil/eha/ and ability to log in. NRAs will report participant ability to access the website and indicate if the NRA has organic medical capability to review and certify submissions. This information will be aggregated and reported by the NRA in their AAR. DO NOT complete a pre-deployment health assessment (PreDHA), DD Form 2795 in the EHA website. c. Part I, Section G, Item 6: Participants will verify with the NRA that their medical record is maintained appropriately. Member will simulate record in hand. d. Part II, Section C, D, and E: For selected NRCs with BSO-18 Reserve Component Medical Support of Adaptive Mobilization Concept of Operations Participants, if AOR waiver is required: i. Download the Combatant Command waiver document and complete all sections. ii. Submit AOR Medical Waiver to REDCOM Medical Director for review. iii. REDCOM will approve or request additional information and return to requestor noting approval. iv. Upon approval or denial, update NAVMED 1300/4 Part II, Sections C, D and E. v. Waivers created as a part of this exercise WILL NOT be submitted to AOR surgeons for review/adjudication. e. Part III, Section A, Item 1: Participants will verify with the NRA that their dental record is maintained appropriately. Member will simulate record in hand. 5. Admin/Logistics. A. CNAFR, NSWG-11, and REDCOMs are directed to select 20 percent of their SELRES population for participation in MAX 23 with a suspense date of 17FEB2023. This task will be sent via ETMS2 for tracking purposes. Participant selection criteria is provided below: i. Individuals should be selected at random taking the additional considerations below into account. ii. SELRES selected should account for at least 20 percent of each NRAs total population (20 percent required at the ECH III/IV level). SELRES selection by entire units, as has been done for previous exercises, is not required for MAX 23. iii. Where possible, select SELRES for MAX 23 participation that have not participated in a previous MOBEX. iv. SELRES on MOB, ADOS, or Definite Recall orders at the time of the exercise period (1-31MAR23) or with an approved attrition (separation/retirement) request should not be selected as a participant for MAX 23. v. WASHINGTON — A key system on aircraft carrier Gerald R. Ford forced the cancelation of an at-sea test in August, but the ship successfully completed an overseas mission in the fall after the U.S. Navy installed a new replacement part. A Pentagon test and evaluation office noted in a January report the Ford’s jet blast deflector — the large panel that raises just before a jet is catapulted off the flight deck to protect the ship and sailors from intense heat — was among the systems with ongoing reliability problems that hindered the ship from reaching its promised efficiency.

SAN DIEGO – U.S. Navy Captain (Retired) David Williams Haas was sentenced today to 30 months in prison by a federal district judge in San Diego on charges that he received more than $90,000 in bribes from foreign defense contractor Leonard Francis, who plied him with luxurious hotel stays, travel, and prostitutes. Haas was also ordered to pay a criminal fine of $30,000 and restitution in the amount of $90,968.82.

A massive spy balloon believed to be from China was seen above Montana on Thursday and is being tracked as it flies across the continental United States, with President Joe Biden ultimately deciding against "military options" because of the risk to civilians, U.S. officials said on Thursday. The high-altitude reconnaissance balloon was not the first such vessel to pass over the country in this way, a defense official said in a briefing.

The Pentagon’s emerging technologies research arm awarded two aviation companies contracts to develop seaplanes that would fly less than 100 feet off the ground and carry 90 tons of cargo more than 6,500 nautical miles, the Department of Defense announced Wednesday. General Atomics, working with Maritime Applied Physics Corporation, and Aurora Flight Sciences, working with Gibbs & Cox and ReconCraft, each won contracts to start design and development work for a prototype Liberty Lifter cargo aircraft, according to the DARPA announcement.

The Navy exceeded retention goals for Fiscal Year 2022 and is on track to beat them in Fiscal Year 2023, according to data from the Office of the Chief of Naval Personnel obtained by USNI News. The sea service finished the fiscal year at 107 percent of its goal for retaining sailors in Zone A, which is sailors with one month of service through six years, Lt. Rachel Maul, a spokesperson for the Chief of Naval Personnel office, told USNI News. For Zone B, or sailors with six to 10 years of service, the Navy met 106 percent of its goal. For Zone C, which is sailors that have 10-14 years of service, the sea service hit 109 percent of its goal.
