  1. ANNAPOLIS, Md. (NNS) -- With the recent release of ALNAV 065/15, the United States Naval Academy (USNA) is now accepting motivated Sailors and Marines, active and reserve, for admission to the Class of 2020. Successful candidates will be top-quality Sailors and Marines with a competitive academic and military profile. Preparation begins as early as high school. Typically, fleet applicants who ranked in the top 40 percent of their high school class are considered good candidates. Additional requirements include SAT/ACT scores taken within the last two years, four years of high school mathematics and English and on year of chemistry. Two years of a foreign language is highly recommended. A candidate's application can be strengthened with demonstrated strong leadership and command recognition. Candidates must be of good moral character and have no record of disciplinary action during the three years preceding application for admission. Packages will not be reviewed without the commanding officer's endorsement. The process of application to USNA can seem daunting while serving your country. It is highly recommended to seek out a mentor at your command, especially one who attended USNA. Mentors can guide and help articulate why the individual wants to attend USNA in preparation for the interviews needed for the CO's endorsement, which stands in place of the nomination. "It was definitely huge having an officer mentor help me through the process," said Midshipman First Class Andrew Whisner, a former enlisted hospital corpsman. "My executive officer was a USNA graduate, and he went as far as to help me finish the last pieces of my application that I couldn't physically do myself while I was deployed to Afghanistan. Chances are there is an academy graduate at your command." Beyond academics and military bearing, physical fitness is a top priority at USNA. Applicants are required to possess outstanding physical fitness, as determined by the Candidate Fitness Assessment and recent command Physical Fitness Assessments. "Everyone is in shape here at the academy," said Midshipman First Class Anna Wade, a prior enlisted Mass Communication Specialist. "My time period before getting ready to come here was a lot of physical training. I knew I was going to be pitted against people four years younger than myself, and I knew I wanted to be in better shape than I was at the time. I would suggest to anyone to do an honest self-assessment and make the improvements you need to." Changing from a military-focused environment to an academic-focused one can be a challenge. Applicants are encouraged to enroll in college courses in higher math and science while at their command in order to strengthen their admission application and to help them adapt to an academic environment. "A major challenge for enlisted and reservists is transitioning back to an academic environment," said Chief Logistics Specialist Maximo Regino, coordinator for USNA Fleet Naval Academy Preparatory School (NAPS). "Often they have to attend the Naval Academy Preparatory School, and the environment of NAPS replicates that of USNA. We know these service members are out in the fleet training, performing and focused on their mission. NAPS is here to encourage the transition. I would tell potential candidates take a college-level mathematics or science course to get yourself back into the academic groove." Up to 170 regular and reserve personnel may be appointed to USNA each year. The experience they bring to the Brigade of Midshipmen is invaluable. "Our prior [enlisted] midshipmen provide a unique and important perspective. They are able to relate lessons from the fleet back to what they are doing here at the academy and they are able to convey those lessons to their fellow midshipmen," said Colonel Steve Liszewski, commandant of midshipmen. "One of the reasons I am a Marine today is because I had a squad leader during Plebe Summer who had been a prior enlisted Marine. His inspirational leadership and the example that he set helped guide my decision to become a Marine." The four years at USNA are challenging in order to develop midshipmen morally, mentally and physically. For enlisted candidates who are accepted the change can be a humbling experience. "You've been in two years, made rank and now you are coming to USNA and you're taking orders from a second year midshipman who has no [fleet] experience. It's hard for a lot of 'priors'," said Whisner. "You might have more fleet experience, but that individual has more academy experience and that's what matters here. I see people struggle with that pride. This is a very humbling place and you have to adapt or you won't make it." The deadline to apply to the Class of 2020 is December 31, 2015.   2. The Navy Advancement Center gathers all elements of the Final Multiple Score (FMS) to rank order each candidate against all other advancement candidates in the same rating. The Performance Mark Average (PMA) and Awards factors are taken directly from your answer sheet, the standard score (SS) is calculated based on your rating knowledge standing, and the remaining FMS factors are pulled from authoritative databases. Advancement opportunity is determined in each rating by vacancies at the next-higher paygrade. Quotas will be set in November, and you can expect advancement results to be released for the August Reserve (097) and September Active Duty (228) cycles around Thanksgiving.

  4. Newly selected Chief Petty Officers will be paid over 12 pay increments beginning in September. Pay increments are based on seniority within each rating and across the Navy. No less than three percent are advanced each month for the first 11 months, with the majority of new Chiefs being advanced in August 2016. The Navy Enlisted Advancement System fair-shares pay dates based on rating size, so larger ratings advance more candidates than do small ratings as increments are processed.
  5. WASHINGTON (NNS) -- Chief of Naval Operations Adm. Jonathan W. Greenert delivered remarks to family, friends and chief petty officers as 44 new chief petty officers were pinned at an official pinning ceremony held at the Navy Memorial in Washington, D.C., Sept. 16. "Today you joined the Chiefs Mess," said Greenert. "It is the foundation of our warfighting and warfighting is first in our Navy, but remember, you are still the technical experts we depend on and look to for leadership." This was the 122nd class of chief petty officers to join the Chiefs Mess, following a long legacy of senior enlisted leadership. More than 4,000 petty officers fleet wide were accepted into the Chief's Mess today. "Today is the happiest day to put on the anchors and become a chief," said Chief Personnel Specialist Han Peng. "It's a big step and milestone for us. We are going to assume a lot of responsibility leading our junior Sailors and junior officers." The pinning ceremony is a tradition unique to the Navy, which dates back to 1893 when the chief petty officer pay grade was created. The ceremony signifies a new position of leadership and responsibility.
  6. The Navy-wide advancement exams for Sailors eligible to advance to petty officer third class will be administered Thursday, September 17th. Exams are made up of 175 questions, of which 25 questions are professional military knowledge and 150 are occupational. Candidates award and performance mark average information is entered on the answer sheets and returned to the Navy Advancement Center for scanning and processing.

There is no recommended score for the writing component, but it may be used for evaluation purposes. For applicants who have taken the American College Test (ACT) within the last two years, scores of 22 in English and 24 in Math are recommended. Potential candidates with SAT or ACT scores that are older than two years or below these guidelines are strongly encouraged to retake the test. Standardized tests taken prior to January 31, 2016, will be considered for this admissions cycle. (3) Completed four years of high school Mathematics (including a strong foundation in Geometry, Algebra, and Trigonometry), four years of English, and one year of Chemistry. This NAVADMIN announces the solicitation of enlisted selection board participants for the FY-17 Navy Active-Duty and Reserve master chief, senior chief, and chief petty officer selection boards. The experience gained from exposure to the selection board process is critical to a master chiefs success as a leader. Every master chief petty officer, not otherwise restricted from participating in an enlisted selection board is strongly encouraged to volunteer to serve as a member on a FY-17 enlisted selection board. 2. Shall not have a relative (defined in reference (a)) serving on the same board in any capacity. b. All Navy relatives (active or reserve) must be listed on the application form along with their rank/rate even if not board eligible. c. Shall not have been a member of the same board in the previous year. 5. Additional information pertaining to selection board membership: a. Frocked master chiefs may participate as selection board members and are strongly encouraged to do so. b. In select circumstances, Navy Personnel Command (NPC) may provide permanent change of station (PCS) order modifications if an applicant with PCS orders is selected to serve on an enlisted selection board. Selected board members should contact LCDR Matthew Langreck at (901) 874-4162 or via e-mail at matthew.langreck(at)navy.mil if this applies. Do not contact your detailer directly as they may be eligible before the board. c. Active-Duty and Reserve component master chiefs are encouraged to apply for any of the above boards. There are no restrictions preventing one component from serving on a board of the other. d. Senior chief petty officers and chief petty officers (to include frocked) may serve as recorders on any of the above boards that they or a close relative are not eligible. In addition, senior chief petty officers may apply to be a member on either the Reserve or Active-Duty E7 boards. Petty officers (E6 and below) may not serve on the boards in any capacity, no exceptions. 6. The application form (NAVPERS 1400/2) can be downloaded from the NPC web site at http://www.public.navy.mil/bupers- npc/reference/forms/Pages/default.aspx 7. The signed application must be endorsed by the members commanding officer (CO) and forwarded directly to their cognizant force/fleet master chief (FORCM/FLTCM). The FORCM/FLTCM will forward endorsed applications to Mr. Donald Marshall via e-mail at donald.p.marshall(at)navy.mil or will return the endorsed applications to the member so they send it personally. In rare circumstances where the applicant does not have or is assigned to a joint command without a FORCM/FLTCM, the application should be sent to Mr. Marshall by the commands senior enlisted leader (SEL), provided the SEL is not eligible for advancement on the board the applicant is submitting for. If you are unsure of your circumstance please contact Mr. Marshall. 8. Do not use request chits and do not forward applications through your commands administrative support personnel, including those of your command master chief (CMC), CO or those of your FORCM/FLTCM. This will compromise board membership and invalidate your application. Your application needs to go directly to your CMC. Forms received from or routed through individuals other than the applicant or their FORCM/FLTCM, except as specified in paragraph 7 above, will not be considered. 9. Board membership must be held in the strictest of confidence. Once you submit an application, Commander, Navy Personnel Command (CNPC) has ordered a policy of non-disclosure. Do not discuss your application or your selection, if chosen, to serve on a board with anyone other than your CO, reporting senior, CMC, chief of the boat if applicable, cognizant FORCM/FLTCM, or board support personnel at NPC. It is appropriate for a CMC to be told by a member in their command of that members board service. However, the CMC may not disclose their own service on a board to anyone other than the CO. Failure to adhere to this policy is a direct violation of the Uniform Code of Military Justice. It will result in removal from the board and possible administrative or disciplinary action by CNPC. 10. Careful consideration should be given to a nominees availability to serve as a selection board member. CO concurrence for the nominee to participate on a board is required. COs, CMCs, and the applicant should understand that once selected, the member is under official orders to the board and requests for removal from board duties will not be granted except in extreme cases as specified in reference (a). 11. Mobilized Individual Ready Reserve (IRR) personnel are considered under the SELRES requirements for advancement. 2. Timeline a. 23 October 2015. Navy Personnel Command (NPC) (PERS-802) compiles and submits initial time-in-rate (TIR) eligibility list of candidates to Naval Education and Training Professional Development and Technology Center (NETPDTC) (N321). b. 13 November 2015. Examination Status Verification Reports (ESVR) will be available at: https://prod.neas.netc.navy.mil. c. 29 January 2016. Reserve Component (RC) E8/E9 board candidates changing ratings must be in their new rating to be considered as a candidate in the new rating. d. 8 February 2016. Letter to the board (LTB) deadline to the RC E8/9 selection board. e. 28 February 2016. Active Component (AC) E9 board candidates changing ratings must be in their new rating to be considered as a candidate in the new rating. f. 29 February 2016. RC E8/E9 selection board convenes. Candidates must meet the eligibility requirements outlined in chapter 2 of reference (a) prior to the scheduled board convening date. Requirements achieved after the scheduled board convening date will be considered late and not entitle a candidate for an enlisted special selection board. The authoritative source to determine if a candidate is selection board eligible or not is the profile sheet. The AC/FTS/SELRES cycle is 229. Because eligibility status can change without direct notification, candidates should verify their profile sheet on a continuous basis up to the board convening date. Commands must verify their ESVR weekly. The ESVR is updated as changes are processed by PERS-802. If necessary, take the following actions per reference (a). a. If eligible candidates are not listed, mail or send an encrypted e- mail containing a completed Advancement in Rate or Change in Rating worksheet (NETPDTC 1430/3 Rev 06-14) along with a letter of transmittal to NETPDTC (N321) and info PERS-802. b. If listed candidates are ineligible or later become ineligible, submit a message to NETPDTC N321 and Navy Personnel Command (NAVPERSCOM) PERS-802 requesting invalidation of eligibility status and provide explanation for invalidation. Per reference (a) paragraph 721b, withdrawal of advancement recommendation must be completed and documented prior to message transmission. c. If candidates are validated in wrong competitive category, submit a message notification to NETPDTC N321 and NAVPERSCOM PERS-802 detailing the discrepancy. d. Sailors not selected to continue from a Senior Enlisted Continuation Board are ineligible for advancement. e. Candidates who do not have a recommendation for advancement on their most recent chief evaluation shall be invalidated. Evaluations that restore a recommendation for advancement must be made available to the selection board prior to the board convening date. f. Terminal eligibility date used to compute the TIR is 1 October 2016. The minimum TIR date must be on or before 01 July 2013. g. High Year Tenure (HYT) date or approved HYT waiver must be on or after 1 July 2016. h. Members who have submitted voluntary Fleet Reserve (FLTRES)/retired requests to NPC are not eligible. Voluntary FLTRES are those not mandated by HYT; requests due to HYT are eligible for advancement and selection board consideration provided their HYT date for the present paygrade is 1 July 2016 or later per reference (a). An approved or pending voluntary FLTRES/ retirement request must be successfully disapproved, canceled, or modified to an involuntary date prior to the board convening to render a candidate selection board eligible. i. Commissioning Programs. Candidates who have been selected for Seaman To Admiral (STA-21), Medical Enlisted Commissioning Program, and Medical Service Corps in-service procurement programs remain eligible for advancement consideration. Selection to any other officer commissioning program renders candidates ineligible. Commands are required to request those candidates be invalidated by PERS-802. Per reference (b), nuclear candidates will be assigned Navy Enlisted Classification (NEC) 3359/3389 upon transfer of a nuclear propulsion plant operator to a non-nuclear billet at sea or ashore, or to duty under instruction including special college education programs. Therefore, nuclear candidates transferred to a STA-21 duty station will not be selection board eligible. j. Security clearance requirements. Candidates in a rating requiring a security clearance must have a favorable investigation adjudication issued by the Department of Defense Central Adjudication Facility. If the candidates Commanding Officer (CO) grants an interim clearance, documentation must be received by PERS-802 prior to board convening. Refer to reference © for additional guidance. Once Sailors have a clearance they must maintain that clearance eligibility. Ratings requiring a security clearance are AC, AE, AG, AO, AT, AWF, AWO, AWR, AWS, AWV, AZ, CTI, CTM, CTN, CTR, CTT, EOD, ET, FC, FT, GM, HT, IC, IS, IT, ITS, LN, MA, MC, MN, MT, ND, OS, QM, SB, SO, STG, STS, and YN, as well as all nuclear and submarine ratings. This guidance supersedes reference (a). k. Branch class (BRCL) and special program indicator (SPI) code. The Navy accounting status for BRCL 32 Sailors must be verified via the command's Enlisted Distribution Verification Report. BRCL 32 with a blank SPI code is an invalid Navy accounting status. Commands must correct the error via the Navy Standard Integrated Personnel System or the Sailor may seek relief via petitioning the Board for Correction of Naval Records. Sailors in this accounting status as of the board convening date will be invalidated. l. Competitive group specific eligibility requirements. Candidates must meet special requirements (citizenship, medical, etc.) for certain ratings as outlined in paragraph 204 of reference (a). Commands must verify and submit a message to NETPDTC N321 and NAVPERSCOM PERS-802 requesting invalidation of those selection board eligible Sailors who no longer meet the qualifications listed in reference (a) or below by the scheduled board convening date. (1) Air Traffic Controllers must possess a valid Federal Aviation Administration 7220-1 ATCS Certificate and meet requirements established in NAVMED P-117. (2) Explosive Ordnance Disposal (EOD) personnel. To be eligible for advancement to E8 and E9, Sailors must hold the master EOD technician NEC (5337). (3) Navy Diver personnel. To be eligible for advancement to E8, Sailors must hold the first class diver NEC (5342) for group 2 or the master diver NEC (5341) for group 1. To be eligible for advancement to E9, Sailors must hold the master diver NEC (5341). (4) Nuclear trained personnel: (a) To be eligible for advancement to E8, submarine sailors in nuclear ratings must hold a supervisor NEC (3363, 3364, 3365, 3366). Personnel must also hold a nuclear qualified secondary NEC 3302 (engineering department master chief (EDMC)). A NAVPERS 1221/6 requesting a secondary NEC of 3302 must be submitted to OPNAV N133 by 8 April 2016. E-mail the NAVPERS 1221/6 and copy of qualification card to bullnuke(at)navy.mil via Force EDMC. Personnel must also hold a secondary NEC 3302 and have served or be currently serving as an EDMC of a submarine. Acceptable documentation of EDMC service for review by the advancement board includes an evaluation with "EDMC" in Block 29/41 or a letter from the CO via the member providing dates of EDMC service. Sailors without EDMC service documented in their service record must submit documentation with their LTB providing dates of EDMC service. (d) To be eligible for advancement to E9, surface Sailors in nuclear ratings must hold a supervisor NEC (3393, 3394, 3395, 3396), and must have served, or be currently serving as, a division leading chief petty officer (DLCPO) of a nuclear division at sea (reactor mechanical, reactor electrical, reactor controls, reactor propulsion, or reactor laboratories), reactor training division officer (RT DIVO) at sea, or leading crew chief (LCC) of a prototype. E8s who are billeted as Reactor Department Master Chief (RDMC) in lieu of DLCPO are also eligible for advancement to E9. Acceptable documentation of DLCPO, RT DIVO, LCC, or RDMC service for review by the advancement board includes an evaluation with DLCPO, RT DIVO, LCC, or RDMC in Block 29/41 or a letter from the CO via the member to the board providing dates of DLCPO, RT DIVO, LCC, or RDMC service. Sailors without DLCPO, RT DIVO, LCC, or RDMC service documented in their service record must submit documentation with their LTB providing dates of DLCPO, RT DIVO, LCC, or RDMC service. m. E9 eligibility requirement. Per reference (d), starting with the FY- 17 Senior Chief selection boards, all newly selected Senior Chiefs are required to complete the U.S. Navy Senior Enlisted Academy in Newport, Rhode Island or attend either the U.S. Air Force Senior Enlisted Academy, U.S. Marine Corps Senior Enlisted Academy, U.S. Coast Guard Senior Enlisted Academy, or the Joint Special Warfare Academy in order to be eligible for advancement to Master Chief. This means the first boards where Senior Enlisted Academy completion will be required for selection board eligibility is the FY-20 Master Chief selection boards. Senior Chiefs should plan accordingly. 4. Competitive Groups. It is the responsibility of the candidate and command to ensure that the candidate is listed in the correct competitive group and that any issue is identified and forwarded to PERS-802 prior to board convening. It is the responsibility of the candidate and command to ensure that the candidates Official Military Personnel File (OMPF) field codes 30 38 and Performance Summary Record (PSR) are up-to-date. Candidates should not include items in their LTB that are already included in their OMPF or PSR unless the OMPF version is unreadable or the PSR is incorrect. Candidates should check their evaluation continuity via BUPERS Online (BOL). Any evaluation gaps should be resolved by either submitting the missing evaluations or a statement in lieu of missing report per chapter 17 of reference (e) in the candidates LTB. b. Communication to the board must originate from the individual Sailor and must be accompanied under the candidates signed LTB. Commands are not authorized to submit a message to NPC requesting information be presented to the board. Third party correspondence is any communication to the board which is not accompanied by the candidates signed LTB and will not be permitted. This supersedes reference (a). Information received that is not under a signed LTB or not received by NPC Customer Service Center (CSC) by the established deadline will not be presented to the board. To verify receipt of your LTB, go to https://ahdsedstws16.ahf.nmci.navy.mil/OA_HTML/npc.htmlor call the NPC CSC. c. The time and date LTBs are received in the NPC CSC inbox (central time zone) is the time and date used for deadline verification. Although late LTBs may be accepted by the NPC CSC, they will not be presented to the board. d. All LTBs must contain the Sailors full name and full Social Security Number. Additionally, this information must be affixed and legible on all enclosures submitted. LTBs should be on plain white paper, paper clipped (no staples, binders, folders or tabs) and submitted under signed cover letter to the president of the board. Candidates must verify that the correct board number is on their signed cover letter. The board numbers are 205 for SELRES E8/9, 206 for FTS E8/9, 210 for AC E9, and 235 for AC E8. e. The preferred method for submission of a LTB is by encrypted email to cscselboard(at)navy.mil. E-mailed LTBs must be encrypted to protect Personally Identifiable Information. Trouble with file encryption or certificate issues does not justify a late LTB. f. If the candidate is unable to send an encrypted e-mail, they may utilize the safe access file exchange (SAFE) website at https://safe.amrdec.army.mil/safeto transmit their LTB to cscselboard(at)navy.mil. In order for the LTBs to be considered by the board, the NPC CSC must receive the e-mail notification of the file upload from SAFE before the LTB deadline. g. This NAVADMIN provides guidance for administration of the January 2016 (Cycle 230) E7 Navy-Wide Advancement Examination (NWAE) for active and full time support (FTS) Sailors only. Information pertaining to selection board criteria will be promulgated via a future NAVADMIN. 2. Timeline a. 21 January 2016: Administration of exams for USN (active) and FTS. b. 29 February 2016: Individual augmentation (IA) evaluations used for time-in-rate (TIR) waivers must have an ending date by this date. 3. Eligibility Criteria a. Candidates must meet the basic eligibility requirements outlined in chapter 2 of reference (a) prior to 31 December 2015 to be considered as a candidate. Candidates who do not meet the eligibility requirements are ineligible for cycle 230 NWAE and shall not be administered an advancement examination. b. Terminal eligibility date (TED) for cycle 230 used to compute the TIR is 1 January 2017. The minimum TIR date must be on or before l January 2014. c. TIR waivers of early promote candidates must be approved on or before 1 January 2016. d. High year tenure (HYT) date or approved HYT waiver must be effective 1 September 2016 or later. e. Commissioning Programs. Candidates who have been selected for Seaman to Admiral (STA-21), Medical Enlisted Commissioning Program (MECP) and Medical Service Corps (MSC) in-service procurement programs remain eligible for advancement consideration. Selection to any other officer commissioning program renders candidates ineligible and those examinations must be invalidated by their commands. f. Security Clearance. Candidates in a rating requiring a security clearance must have a favorable investigation adjudication issued by the Department of Defense Central Adjudication Facility or the commanding officers interim clearance must have been granted before 1 January 2016. Refer to reference (b) for additional guidance. Once Sailors have a clearance they must maintain that clearance eligibility. If for any reason a clearance is denied or revoked, an exam is not authorized until a new clearance is granted. Rates requiring a security clearance are AC, AE, AG, AO, ATI, ATO, AWF, AWO, AWR, AWS, AWV, AZ, CTI, CTM, CTN, CTR, CTT, EOD, ET, FC, FT, GM, HT, IC, IS, IT, ITS, LN, MA, MC, MN, MT, ND, OS, QM, SB, SO, STG, STS, and YN, as well as all nuclear and submarine ratings. g. Branch class (BRCL) and special program indicator (SPI) code: BRCL 32 with a blank SPI code is an invalid Navy accounting status. Commands should take action to have this corrected for Sailors reflecting no SPI code. Sailors in this status will be invalidated. h. Canvasser recruiter (CANREC) personnel with BRCL of 32 and a SPI of W are ineligible for advancement to E7 and are only authorized to take the NWAE for limited duty officer purposes. i. Naval Special Warfare (NSW) personnel. Per reference ©, the NSW alternative final multiple score (AFMS) will be used to determine selection board eligibility for Special Warfare Operator (SO) and Special Warfare Boat Operator (SB) ratings. j. Candidates must meet special requirements (citizenship, security clearance, medical, etc.) for certain ratings as outlined in paragraph 204 of reference (a), prior to the regular exam date. k. Evaluations used to compute performance mark average (PMA) must be inclusive of period 1 January 2013 - 31 December 2015. For additional guidance on computing PMA, refer to chapter 3 of reference (a). Refer to reference (d) for use of concurrent evaluations for specific IA/global support assignment (GSA) tours for PMA computation and to establish eligibility for early promote TIR waivers. Only E6 evaluations are to be used for PMA computation. If a service member does not have an evaluation during the period specified, prepare a special evaluation with 31 December 2015 in block 15. 4. Exam Ordering a. Deploying commands can order exams up to six months prior to the scheduled exam date. Exams required prior to the TIR list opening are ordered via message or in the preferred message format via e-mail to sfly_N321_exam_order(at)navy.mil following the guidelines in chapter 4 and figure 4-1 of reference (a). Specify in the subject line the order request is for early exams. Ensure a point of contact (POC) is included in the message. Refer to reference (e) for IA Sailors. b. CTI/CTN/CTR sensitive compartmented information (SCI) exam ordering dates can be found on the Navy Enlisted Advancement System (NEAS) website at https://neasos.cnet.navy.mil. (1) Educational Services Officers (ESO) must verify TIR eligibility lists on the NEAS website for initial exam ordering. (2) Additional exams are ordered via message or in message format via e-mail to sfly_cryptologic.products(at)navy.mil following the guidelines in chapter 4 of reference (a). Commands must include their Department of Defense activity address code (DODAAC) account number, POC, and the number of exams required. Commands requesting the forwarding of exams should include the forwarding command as an info addressee on the message. The deadline for additional orders is 28 September 2015. The deadline for substitute SCI exam orders is 31 January 2016. c. Exam ordering for non-SCI exams begins 14 September 2015. ESOs must verify TIR eligibility lists on the NEAS website during the following time periods: (1) Initial TIR lists will be open for review and editing until 8 November 2015. Initial TIR exam orders will be processed 9 November 2015. (2) Eligible candidates that were not added to the initial TIR list can be added to a supplemental TIR list. Additional TIR lists will be available 9 November 2015 to 6 December 2015. The supplemental orders will be processed 8 December 2015. (3) Additional regular exams required after the TIR list has closed will be considered; otherwise, substitute exams will be sent. Exams ordered after the TIR list has closed should be ordered via message or in the preferred message format via e-mail to sfly_N321_exam_order(at)navy.mil following the guidelines in chapter 4 of reference (a). Ensure a POC is included in the message. (4) Substitute exams should be kept to a minimum and require justification as stipulated in chapter 4 of reference (a). Naval Education and Training Professional Development and Technology Center (NETPDTC) is the approval authority for all substitute exams. The Deadline for non-SCI substitute examination ordering is 12 February 2016. d. ESO must verify the examination order at the View Previous Exam Orders link via NEAS web within 14 days of placing the order. 5. General Examination Information a. Examination will be administered per chapter 6 of reference (a). Do not administer cycle 230 examinations prior to 21 January 2016 unless specifically authorized by Reserve Enlisted/Reserve Officers (PERS-812). b. Refer to reference (e) regarding examination options for Sailors who are pending deployment to, or are deployed and operating in Iraq, Afghanistan, or the Horn of Africa. Commands must submit the command letter of transmittal in accordance with reference (a). The in-theatre selection board eligibility waiver is not an automatic process. c. Authorized materials during examination administration, only those materials specifically identified and listed in chapter 6 of reference (a), this NAVADMIN and the general examination verbatim instructions are authorized for use during examination administration. d. Navy Counselor (NC) Recruiter examinations. Administer Navy Career Counselor (Recruiter) (NCCR) examinations to the NCs holding the 2186 NEC. Administer Navy Career Counselor (Counselor) (NCCC) examinations to all other NCs. e. Aviation Electronics Technician (AT) examinations. Administer Aviation Electronics Technician (Intermediate) (ATI) examinations for intermediate maintenance personnel and Aviation Electronics Technician (Organizational) (ATO) examinations for organizational maintenance personnel. Personnel will continue to be tested via two separate examinations, but will be merged together for advancement purposes. f. Air Traffic Controllers (AC) must possess a valid FAA 7220-1 ATCS certificate and meet requirements established in NAVMED P-117. g. Nuclear Electronics Technician (ETN), Nuclear Electricians Mate (EMN), and Nuclear Machinists Mate (MMN) examinations: (1) ETN, EMN, and MMN candidates will take nuclear-specific rating examinations. (2) Nuclear Surface and Submarine candidates will take the same examination. h. The Non-Nuclear Electronic Technicians (ET) rating has separate exams for Electronic Technicians (Communications) (ETR), Electronic Technicians (Navigation) (ETV) and ET. The Non-Nuclear Machinists Mate (MM) rating has separate exams for Machinists Mate (Engineering) (MME), Machinists Mate (Weapons) (MMW), and MM. Administer the appropriate examination in accordance with (IAW) applicable NEC: (1) ET Examinations: ETR - NEC 14BH, 14HH, 14RO, 14TO, 14CM, 14TM, 14EM, 14RM ETV - NEC 14NM, 14NO, 14NV, 14SM, 14TK, 14XM, 14NP, 14GM, 14XO NOTE: ET surface - Administer the ET examination. (2) MM examinations: MME - NEC 4230, 4231, 4234 MMW - NEC 4232, 4233, 4235 NOTE: MM Surface - Administer MM examinations. i. If an exam is administered in error, the command must request to invalidate IAW reference (a), paragraph 610. 6. Competing Groups. USN candidates in the following ratings are separated into the following competing groups: a. CS, LS, and YN GROUP 1 - Submarine GROUP 2 - All others b. CTI GROUP 1 - Middle East/North Africa GROUP 2 - East/Far East GROUP 3 - Latin/South America GROUP 4 - Eastern Europe c. EMN, ETN, and MMN GROUP 1 - Submarine GROUP 2 - Surface d. FC GROUP 1 - Non-AEGIS GROUP 2 - AEGIS e. MU GROUP 1 - Premier Band GROUP 2 - Fleet Band 7. Exam administration and answer sheet return a. Commands must verify their exam status verification report (ESVR) and submit a message to Naval Education and Training Professional Development and Technology Center (N321), info Eligibility and Promotions Branch (PERS-802), requesting invalidation for candidates no longer eligible or no longer recommended for advancement. Withdrawal of advancement must be documented per reference (a), paragraph 721.b. c. Individual Sailors may view/download their profile sheet at the "Profile Sheets" link on the Navy Knowledge Online (NKO) Navy Advancement Center website under the career management link. 9. Writing your evals is that important step in documenting your Sustained Superior Performance and the Precepts your guide on what you should be looking for. Please take a look at your evals for those cycles that you got an "N" and see what could have been done to improve them! So far the best tips have been of this first page: Precepts, EVALS. You could almost say Qualifications, communication... Fingers crossed in this round and thanks for the great post RMCS_1998.
