True to fashion And let's not forget that sometimes the quotas are not filled because there were not enough qualified Sailors (with the Precepts being the guide). But the bottom line is if that Sailor made it and you did not, he or she had a better set of records than you did. etfc1121 has an awesome post here on things that can be done for you to become more competative if you don't make it.
