This NAVADMIN announces continuing the Navy�s efforts toward innovative ways to attract and retain highly talented Sailors per reference (a), this NAVADMIN provides policy and guidance for the FY-16 Meritorious Advancement Program (MAP) to include the expansion of MAP to shore commands and Professional Apprenticeship Career Track (PACT) Sailors. The increase in MAP quotas and expansion to PACT Sailors and shore commands empowers commanding officers (CO) to recognize sustained superior performance through immediate advancement. MAP is not intended to continue Sailors on active-duty that would otherwise be facing separation due to high year tenure, denied final active (DFA) reenlistment, or to advantage Sailors in rates with low advancement opportunities. Sailors with a DFA reenlistment who are subsequently nominated for MAP will only receive one additional Career Waypoints look for a reenlistment quota. 2. MAP Strategic Working Group. The MAP modifications are the result of a strategic working group comprised of Master Chief Petty Officer of the Navy�s Leadership Mess and Senior Enlisted Leaders throughout the fleet which was established to examine greater opportunity and flexibility for command leadership triads to recognize their best Sailors. The working group assessed lessons learned from FY-15 MAP, incorporated input from the fleet, and evaluated impact to enlisted rates (specifically community health and continuing advancement opportunities). As a result, community health concerns and time-in-rate (TIR) requirements will be considerations for MAP eligibility. Quotas will be distributed to individual commands according to MAP eligible E3 to E5 billets authorized (BA). 3. Community Health. The need to maintain healthy communities exists to effectively balance the enlisted force and continue to provide Sailors advancement opportunity via the Navy Wide Advancement Exams (NWAE) across all rates. a. To help ensure community health, provide advancement opportunity via the NWAE, and to mitigate risk of zero NWAE opportunity for future exam cycles, echelon II commanders will have limited opportunity to approve quotas in the controlled rates listed below. Commands who wish to nominate a Sailor in one of these rates must submit their request via their chain of command to the designated echelon II command for consideration. Quotas not approved by the echelon II Commander will be returned to the originating command for an alternate Sailor in an unrestricted rate. b. The following rates, by component, are controlled for the FY -16 MAP Season (i.e., echelon II approval required to be MAP advanced into the rates listed): (1) Active Component: AME1, AWF1, AWO1, AWV1, BM1, CTM1, EO1, GSM1, MR1, SH1, UT1, AWF2, AWR2, CSS2, GSM2, MR2, SH2, STS2; (2) Full Time Support: AME1, AO1, AS1, ATI1, ATO1, AZ1, CS1, ET1, IT1, NCC1, PR1, AME2, AS2, ATI2, AZ2, EM2, ET2, PR2, AO3, AWF3, ET3, PR3. c. A COs request for a controlled rate quota must be submitted to their designated echelon II command via their chain of command by 15 June 2016. Controlled rate quota requests may be submitted upon release of this NAVADMIN. Echelon II adjudication and notification will be completed by 30 June 2016. If approved, the Echelon II controlled rate quota authorization must be submitted as an enclosure with the MAP certification letter (MCL) in accordance with paragraph 8. 4. Command MAP Quotas. The quota formula as defined in reference (b) is cancelled. The total number of quotas, by paygrade, will now be calculated based on eligible E3 to E5 BA only. The specific number of quotas, if any, will depend on the size of the E3 to E5 BA at the command level. This may result in an increase or decrease in quotas from previous years. The list of MAP quotas by unit identification code (UIC) can be found on the Navy Personnel Command website at http://www.public.navy.mil/bupers- npc/career/talentmanagement/Pages/MAP.aspx. 5. Echelon II MAP Quotas. For units without sufficient minimum number of BA to generate a MAP quota(s), their designated echelon II command will be allocated a small number of MAP quota(s) that may be distributed to subordinate commands. All COs with MAP eligible Sailors, whether or not command quotas are authorized, can request quotas from their designated echelon II command. These echelon II quotas provide additional opportunity for units to recognize top performing Sailors. 6. De-activating and Pre-commissioning Units. Due to the unique nature and dynamic manning of deactivating units and pre-commissioning units, BA may not accurately reflect manpower at these units. Therefore, deactivating and pre- commissioning units may request an exception to policy (ETP) to use current on board manning of E3 - E5 personnel as of 1 July 2016 to determine if and how many MAP quotas are authorized. An ETP request is not required if the deactivating or pre-commissioning unit receives command MAP quotas as discussed in paragraph 4. 7. MAP Eligibility. MAP is open to all Sailors who meet advancement eligibility requirements. a. MAP open season will take place from 1 July 2016 to 31 August 2016. The effective date of advancement is the date of the COs MCL or 1 July 2016, whichever is later. Commands are encouraged to begin their MAP selection process and submit their MCL as early as possible to ensure Sailors are advanced and paid expeditiously. b. MAP redistribution season will take place from 1 September 2016 to 30 September 2016. The effective date of advancement is the date of the COs MCL or 1 September 2016, whichever is later. See paragraphs 9 and 11 for additional information. c. All MAP Candidates must meet the minimum requirement per reference (b) by 1 January 2017. Sailors that took the FY-16 Spring NWAE (e.g. Frocked, Passed Not Advanced) and Sailors eligible for the FY-16 Fall NWAE are now eligible for FY-16 MAP. d. COs may waive up to 12 months of the required TIR for E5 Sailors who have received a promotion recommendation of Early Promote on the most recent observed periodic evaluation. e. COs may use MAP quotas on either active component or full-time support Sailors. f. Sailors must be attached to the MAP authorized command during the FY-16 MAP Season. Planned rotation date change requests are recommended if a Sailor will transfer prior to the start of the MAP Season. g. PACT Sailors are eligible for MAP advancement. PACT Sailors must complete a minimum of 12 months onboard their permanent duty station, meet TIR requirement for advancement to E4 by 1 January 2017 and have an approved quota for rating designation (i.e. approved quota in C-WAY) via the NWAE or Rating Entry Designation. MAP advancement is not authorized for PACT Sailors with designation approval for A-School required ratings. 8. MAP Validation. Commands will forward their MCL (copy to immediate superior in command (ISIC) and type commander) to Enlisted Career Administration/Enlisted Boards (PERS-81) listing their MAP selects. a. PERS-81 will review the record(s) of the selected Sailor(s) and validate the MCL. If there are no discrepancies PERS-81 will inform the command that their MAP selects are valid. Commands are encouraged to notify Sailor(s) immediately upon validation notification to prevent a Sailor from discovering MAP advancement through other means (e.g. pay and personnel IT systems). b. If discrepancies are discovered, PERS-81 will invalidate the MCL and notify the command of the reason(s) for invalidation. Commands would then be able to correct the discrepancy or identify new MAP candidate(s). c. E-mail is the preferred method for submission of the MCL to PERS-81 at: advancements-active(at)navy.mil. An e-mail response validating the MCL should be received within four business days of submission. d. If operational commitments preclude a command from submitting their MCL prior to the deadline, the command must forward the MCL with justification to their ISIC for endorsement and further processing through PERS-81. 9. Quota Request. COs with Sailors meeting the eligibility requirements for MAP advancement may request a MAP quota from their designated echelon II command, via their chain of command. This request may be in addition to the MAP quotas allocated for their command as discussed in paragraph 4. a. COs with command MAP Quotas retain the ability to return unused quotas or petition for more in FY-16. b. Additionally, COs that did not initially receive a quota via command MAP quotas can request echelon II MAP quotas. c. The echelon II commander can distribute unused or allocated quotas to any command within their domain. d. If a command wishes to request unused or echelon II quotas, a quota request letter (QRL) is required to be submitted via their chain of command to the designated echelon II command by 15 June 2016. Commands may submit their QRL upon release of this NAVADMIN. Echelon II adjudication and notification of echelon II MAP quotas will be completed by 30 June 2016. This request is not required if the command had MAP quotas allocated for their command as discussed in paragraph 4 and do not desire additional quotas. 10. Echelon II Quota Distribution. The echelon II commander has final authority to determine which command(s) will receive echelon II MAP quotas. Echelon II commanders may only distribute quotas to COs that submitted a QRL in accordance with paragraph 9. If awarded a quota from the echelon II commander, an additional MCL must be submitted. 11. Quota Redistribution. The echelon II commander also has final authority to determine which command(s) will receive unused quotas during redistribution season. Echelon II commands may only distribute quotas to Cos that submitted a QRL in accordance with paragraph 9. Echelon II adjudication and notification of redistributed quotas will be completed no later than 15 September 2016. If awarded a redistributed quota from the echelon II commander, an additional MCL must be submitted to PERS-81 no later than 30 September 2016. 12. Quota Substitution. Commands are not authorized to substitute paygrades for MAP quotas (e.g. utilize an E6 MAP quota to advance an E3 Sailor to E4 or vice versa). MAP quotas are formulated based upon specific BA, thus substitution of quotas may cause over-execution of advancements at certain paygrades. 13. Subordinate UICs. COs are not authorized to utilize MAP quotas at a subordinate UIC. MAP Quotas are distributed by UIC and must be used to advance a Sailor permanently assigned, or temporary additional duty for greater than 30 days, to that UIC. A CO may request an ETP via their chain of command to authorize use of MAP quota(s) at a subordinate UIC. 14. Selected Reserve (SELRES). In order to preserve and maximize advancement opportunity, there will be a moratorium placed on MAP for SELRES in FY-16. This is due to strength reductions and changes in force structure which have resulted in multiple over-manned rates and created community health challenges in the SELRES force. Navy Recruiting Districts (NRD) are authorized to use one MAP quota per NRD for reserve Sailors filling Canvasser Recruiter billets. 15. MAP Website. (NNS) -- The September 2016 Navywide enlisted examinations (Cycle 232) testing dates for active duty, full time support and canvasser recruiter Sailors who are advancement eligible to the paygrades of E4-E6 have been announced in Naval Administrative Message (NAVADMIN) 083/16, released April 4. Each Navy examination consists of 25 professional military knowledge and 150 job-specific rating technical questions. The Navywide examination dates are Sept. 1 (E6), Sept. 8 (E5) and Sept. 15 (E4). Examination results will be released to command triads in November, before being posted on the Navy Enlisted Advancement System (NEAS) website. "Bibliographies for the September exams have been posted and are now available for download on the Navy Knowledge Online and Navy COOL websites," said Master Chief Electronics Technician (Nuclear Power) (SS) James Berhalter, command master chief of the Naval Education and Training Professional Development and Technology Center. To download the bibliographies and an exam-specific topic list for the upcoming cycle, go to the Navy Advancement Center's web portal on NKO at https://www.nko.navy.mil/group/navy-advancement-center/bibliographies?inheritRedirect=true. NAC updates bibliography information as fleet instructions and manuals change, and it is recommended that candidates check their bibliography a few times prior to the exam administration date. Scope and Applicability. This ALNAV applies to all DON Sailors, Marines, civilians, and contract personnel regarding the use of PPEDs with specific capabilities in spaces where collateral classified information is processed, transmitted, stored, or discussed. Non-DON personnel are prohibited from introducing PPEDs into DON spaces. This ALNAV does not prevent COs from issuing stricter policy in accordance with the needs of their commands; authorize introduction of PPEDs into any DON spaces located outside the homeland or in Sensitive Compartmented Information Facilities (SCIFs) (see REF C); or apply to PEDs issued by the DON for official business. 4. Discussion. The proliferation of PPEDs in the form of wearable technology has increased dramatically since the introduction of wearable heart rate monitors in the 1980s. Today's portable electronic activity monitoring devices, (e.g., fitness, communication, and medical) offer a wide range of personal, professional, and health benefits. However, these devices may pose security risks to DON information and information systems. This message specifically identifies capabilities associated with PPEDs that are permitted in DON spaces where collateral classified information is processed, transmitted, stored, or discussed in order to allow PPED use while minimizing risk to DON information. It also lays the groundwork for future DON wireless policies. 5. Action. Effective immediately, all DON personnel using PPEDs in DON spaces where collateral classified information is processed, transmitted, stored, or discussed must comply with the requirements and responsibilities cited below: a. PPEDs are permitted: (1) If commercially obtained in the U.S. or through a U.S. military exchange and assigned a Federal Communication Commission (FCC) Identifier denoting compliance with the limits for a Class B digital device designated by the FCC, pursuant to Part 15 of the FCC Rules, per REF D. (2) If they contain only vendor-supplied software and receive only updates that do not add any features or capabilities prohibited in this message. (3) If they have any or all of the following: Bluetooth, Global Positioning System (GPS) (RECEIVE-ONLY), accelerometer, altimeter, gyroscope, heart monitor, vibration, and/or NFC capabilities. (4) If they have password/pin protections enabled and have up-to-date anti-virus software protection installed, where those capabilities exist. b. PPEDs are prohibited: (1) If they contain cellular and/or Wi-Fi transceivers, or other technologies not permitted in para 5.a. of this ALNAV. Each year, packages are not considered due to non-qualifying Scholastic Aptitude Test/American College Test (SAT/ACT) test scores, missing commanding officer (CO) endorsement/recommendation, recent non-judicial punishment, missing physical fitness assessment (PFA) cycles, missing or illegible submission of documents, and not meeting program age or PFA requirements. c. Minimum eligibility requirements must be met before submitting an application. Applications should be mailed only when fully completed. Officer interview boards shall consist of three officers; the applicants CO may not be a board member and should not submit an interview appraisal sheet. The COs personal interview should be conducted only after the application is complete and the officer interview board has submitted their appraisals. The full picture of an applicants academic and officer potential can only be determined by reviewing the SAT/ACT scores, high school/college transcripts, and a completed application package. d. The COs endorsement is extremely important, especially the ranking of the individual among his/her peers. The endorsement should contain specifics about the individuals academic potential, commitment, leadership, service above self, and potential as a naval officer. CO comments should specify the primary option to which the individual is applying and address how the individual meets qualifications for that option. For junior Sailors with only schoolhouse evaluations, the CO must address this issue in his or her endorsement. e. An interview board and nomination review board shall be conducted in accordance with reference (a). It is recommended that officers of the applicants designator of choice, if available, be asked to participate in the interview/nomination review board to assess the applicant for their community. Officer appraisals provide important insight on the applicant. The appraisal from the board should be a frank and honest assessment of the applicants leadership and academic potential. Appraisal forms should be typed in 10 or 12 point font. f. The applicants personal statement should address why the Sailor wants to become an officer, how the Sailors selection would improve the Navy, and why the Sailor is applying for a specific option. Sailors must also address any hardships or unique experiences that shaped their character. Junior Sailors should provide information on high school experiences as high school transcripts rarely provide in-depth information on involvement in sports, clubs, volunteer hours, work, etc. Additionally, applicants should address any anomalies in the package (e.g., poor high school grades, college grades, or service school grades, poor evaluation performance). The explanation should include details of the situation, how the applicant has overcome these issues, and why the applicant will be successful in the future. g. The application is a reflection of the applicant. Applicants must review their packages in their entirety before submitting. Check for misspelled words and improper grammar. Ensure all transcripts (high school and all colleges) are enclosed. Within the last year, applicants must have passed the PFA, to include body composition assessment and the physical readiness test with performance in the good category. For applicants who received a waiver on the most recent PRT, points will be awarded from the most recent observed score from the latest full test taken within a year of application (i.e. Fall 2015 and Spring 2016).   13. The questions on Navy advancement exams are pulled from exam banks that are maintained by rating Chief Petty Officers during Advancement Exam Readiness Reviews. A typical rating exam bank will have approximately 3000 questions, and each rating's exam bank supports E4-E7 exam development. Questions have to be tied to rating Occupational Standards and must fit the test plan designed by the rating subject matter experts. Most importantly, each question must meet psychometric standards and statistical parameters. For example, when a question is answered correctly by all candidates, that question is thrown out and not used again. NAC exam standards require each question to identify the most knowledgeable Sailors. Similarly, a question that all Sailors get wrong will be thrown out. There are no trick questions, and each question is tied to a rating reference. That's why you should use the NAC bibliography only for exam preparation, because the BIB is exam specific and lists the exact references that were used to verify the questions on your exam.

  17. A small number of Chief Petty Officer candidates did not receive a minimum Final Multiple Score (FMS) or exam Standard Score (SS) on their profile sheet. The reason - candidates who fail the exam do not get an FMS or SS. Even though Navy exams are not pass/fail, like a high school or A-school test, it is possible to "fail" a Navy advancement exam. To eliminate the guess potential, a candidate is removed from competition for advancement if his/her raw score (number of questions answered correctly) falls below the cut score standard for each paygrade. The idea is that Sailors can answer at least 1/4 of the items on the exam by guessing.

(NNS) -- From the pool of approximately 33,000 first class petty officers who took the chief's test, 19,170 Sailors are now selection-board eligible for the fiscal year 2017 active duty and full time support Chief Petty Officer Selection Boards, officials announced March 11. Sailors who took the cycle 230 E7 exam can find out if they made the board by checking their profile sheets via the Navy Advancement Center (NAC) portal on Navy Knowledge Online (NKO). Reserve component answer sheets for cycle 098 are currently being processed by NAC and those selection board eligibility results should be out in early April. "The process to identify which Sailors are selection board eligible starts with the Final Multiple Score (FMS), which consists of only two factors for chief candidates -- eval performance mark average and exam standard score," said Master Chief Electronics Technician Nuclear Power (SS) James Berhalter, command master chief for the Naval Education and Training Professional Development and Technology Center. "Once the FMS is calculated for each candidate, the Advancement Center rank orders Sailors in each rating." The FMS performance factor is calculated using the Sailor's advancement recommendations within the time period specified for that cycle. The FMS exam standard score is a numerical representation of rating knowledge compared to peers taking the same exam. Only the advancement candidates that fall in the top 60 percent of each rating, plus selection board waivers, are considered by the chief selection board. There are 461 selection board waivers for cycle 230, which include candidates who serve in a Congressionally-designated combat zone. According to Navy Personnel Command (NPC) Force Master Chief (SW/AW) Tuck Williams, making board is a significant accomplishment, but there are additional steps to the process to earn those anchors. "These board-eligible Sailors now have an opportunity to ensure their Official Military Personnel File (OMPF) is correct and up to date with their latest evaluations, awards and other appropriate information," said Williams. "The selection board reviews this information so it benefits the Sailor for it to be correct." Letters to the board must be received at NPC by April 25 for the Reserve component board and May 31 for the active-component board. The FTS and Reserve component Selection Boards are scheduled to convene May 16 and the active-component selection board is scheduled to convene June 20. The active-component Chief Petty Officer Board is the largest selection board conducted in the Navy and typically lasts four weeks. After the selection board reviews the records of all eligible candidates and selects the best and fully-qualified Sailors based on the precept, the results are forwarded to the Chief of Naval Personnel for final approval. (NNS) -- Sailors preparing for advancement examinations can now access their bibliographies (BIBs) without the need for a Common Access Card (CAC), as the Navy Advancement Center added the active duty and Reserve BIBs to the Navy Credentialing Opportunities Online (COOL) website March 14. While it will still be possible to link to the BIBs through the Navy Knowledge Online (NKO) website, which requires a CAC, adding a BIB portal on Navy COOL allows access through any internet-capable computer or mobile device. "A common theme running through the Sailor feedback we receive is that much of the preparation for advancement exams is done at home, away from work," said Master Chief Electronics Technician, Nuclear Power (SS) James Berhalter, command master chief for the Naval Education and Training Professional Development and Technology Center (NETPDTC). "Having the public-facing BIBs will make figuring out what references to use for exam preparation significantly easier." The BIBs pages on Navy COOL will provide both active duty and Reserve Sailors a link to the exam bibliography listings specific to their rating and rank, offering virtual 'one-stop shopping' for Sailors to know what publications to use to get ready for exams. The BIBs reference pages list the material subject matter experts use to develop the tests during the Advancement Exam Readiness Reviews. "It's important that Sailors review their BIBs before every exam," said Berhalter. "Each cycle's exams are different, and the BIBs listed through Navy COOL and on NKO are tailored specifically for that exam cycle. If a Sailor is relying on BIBs from past exams, then he or she may miss some important references. Publications and instructions are also constantly being updated, so it's important to have the information that corresponds to that specific cycle's exam." The Navy COOL links will contain the same content accessed through NKO, including BIBs for substitute exams, as well as rating-specific topics and subtopics which provide an exam content outline unique to each enlisted rating. Updates to BIBs will also be reflected simultaneously on Navy COOL. Navy COOL Program Manager Keith Boring said that adding BIBs to the website helps the popular destination become even more functional. "The goal of Navy COOL is to help today's Sailors become a stronger, more professional workforce and assisting them in advancement exam preparation is the epitome of that goal," said Boring. "This is one more valuable tool we offer our 21st Century Sailors." To access the Advancement Exam Bibliographies section of Navy COOL, begin at the Department of the Navy COOL home page: www.cool.navy.mil/usn. Click on the 'Navy COOL' tab at the top right of the page, and under the 'Find and Select Related Credentials' tab, click on the 'Advancement Exam Bibliographies' dropdown on the left side page navigation. Then choose your rating and select 'Go'. The advancement exam bibliographies, topics and subtopics, FAQs and contact resources are found lower on the rating's COOL page.
