  1. Sailors selected for advancement during the recent spring cycle are in a frocked status. Advancements from the spring advancement cycles are executed from July through December. No less than three percent are advanced each month, with approximately 85% of the advancements occurring on December 16th. The pay bump occurs on the first of the following month. E8-E9 advancements are July through June of the following year, with approximately 65% of the advancements occurring on June 16th. Pay increments (advancements) are done by a fair-share process across the entire paygrade. E4-E6 are rank ordered by Final Multiple Score, and E7-E9 are rank ordered by seniority. For example, if there are 48 Senior Chief Master-at-Arms and 4 Senior Chief Equipment Operators, then the fair-share increment process will advance 12 MACSs for each EOCS. WASHINGTON (NNS) -- The Navy has taken another step forward to improve the quality of life of service members and their families as well as better address housing concerns now and into the future. A central housing electronic data warehouse that will provide consistent oversight of the Navy’s Private Partner Venture (PPV) and government housing programs is currently in development and expected to be up and running by the end of September 2019. “In keeping with our policy of transparency, the Navy has full access to the privatized housing partners’ maintenance databases,” said Cmdr. Benjamin Turner. “Now with a centralized database, the Navy can better monitor, validate and inquire about specific issues.” Turner, who is assigned to Naval Facilities Engineering Command (NAVFAC), is an asset management liaison officer to Commander, Navy Installations Command (CNIC), which oversees the Navy’s housing program. The system will automatically pull and compile maintenance records from all managing members of Navy PPV housing. The Navy currently gathers the information through a manual download and upload, which can take time to generate reports. “This new system will help provide the Navy with real-time and detailed reports of maintenance requests submitted by our Sailors and families and the partners’ progress to address those requests at our fingertips,” said Greg Wright, housing director for CNIC. Working with the housing partners, the Navy is standardizing the work descriptions and categories used within the maintenance management programs to ensure the data noted in the reports are consistent. Clear guidance on what is a health issue and safety issue will provide leaders a better understanding of the issues at each location, Turner said. “At the end of the day, we want our warfighters and families to live in quality homes that meet all health and safety standards,” Wright added. “This system will help us do just that.” In addition to tracking the timeliness of work orders, the housing partners are providing weekly maintenance and customer satisfaction reports to Housing Service Centers (HSC) and installation commanding officers. Navy leaders are able to increase their Sailor and family advocacy by identifying and addressing negative trends in customer service quickly, which was a common issue identified during recent town halls and home visits. The second phase of the database, which is also expected to launch in late September, will include housing information for Navy-owned family and unaccompanied housing. Notes (1) Navy Enlisted Classification (NEC) 0000, commonly referred to as quad zero, is listed here to establish that Sailors in these ratings/career fields can hold any or no NEC and still be qualified for the SRB provided they meet all other applicable non- NEC related criteria. (2) Subsurface or surface designation does not mean an individual must be subsurface or enlisted surface warfare specialist qualified, but it indicates the component of the rating in which they can reasonably be expected to serve. Training, qualifications and previous or projected duty assignments at-sea will indicate the appropriate rating component. When using the force management system and OPINS to input an SRB precertification request, use the rating (with appropriate suffix designation/NEC) as specified in this NAVADMIN. For example, a surface electronics technician with no NEC would submit *ET(SW)* on precertification for rating. (3) An SRB approval for all CT, IS, IT and ITS ratings will be contingent upon the Sailor having a current Single Scope Background Investigation (SSBI) or Tier 5 investigation, an active SSBI/Tier 5 or recent submission of an SSBI/Tier 5 package. Commands must verify the Sailor has a current SSBI/Tier 5, active SSBI/Tier 5 or has submitted an SSBI/Tier 5 package and make a note of this in the comments section of the precertification request. (4) E-3 to E-6 Sailors only. Sailors selected for E-7 advancement are not eligible for SRB. (5) X is used as a placeholder to identify where multiple NECs within a rating are eligible for a stated award level. Sailors in the specified rating that hold an NEC that includes the numbers preceding X are eligible for SRB. For example, SO O9XA includes SO O91A, and SO O92A or T1XB includes all subsurface Electronics Technician navigation NECs contained in T1XA series. (6) Reenlistment bonuses for nuclear-trained Sailors. (a) Reenlistment compensation for zones 1 through 3 nuclear- trained Sailors holding a nuclear supervisor NEC shall be provided under the Enlisted Supervisor Retention Pay (ESRP) program in line with policies and procedures detailed in reference (c) along with current ESRP multiples. (b) SRB entitlement for eligible nuclear-trained Sailors who reenlist after applying for an officer program will be held pending selection results. For nuclear-trained Sailors only, the date on which conditional release is approved by Nuclear Propulsion Program Manager (OPNAV N133) as directed in reference (d) is considered the date of the application to an officer program with the exception of Seaman to Admiral 21 nuclear Option (STA-21(N)) and Limited Duty Officer (LDO). For STA-21(N) and LDO, the application deadline is considered the suspense date. (7) E-4 to E-6 Sailors only. Sailors selected for E-7 advancement are not eligible for SRB. (8) E-3 to E-5 Sailors only. Sailors selected for E-6 advancement are not eligible for SRB. (9) FCA 0000 SRB eligibility contingent upon graduation of an FCA NEC awarding *C* school. (10) Sailors holding a CTI NEC must be differentiated by the Enlisted Manning Code (EMC). Only Sailors having one of the following NECs and assigned in the respective EMC are eligible for SRB: (a) NEC: 9SPA, EMC: B515 (b) NEC: 813A/9RUS, EMC: B516 (c) NEC: 9ARB/9PES, EMC: B511 (d) NEC: 9CMN, EMC: B512 (11) Sailors are eligible for a +0.5 pay for performance SRB kicker contingent upon meeting all requirements specified in paragraph 6 below. (12) For submarine Sailors (SS) only. 5. Sailors must reenlist within 180-days of their end of active obligated service (EAOS), except in the following cases: a. Nuclear-trained Sailors. b. Sailors who must obligate service (OBLISERV) to execute a permanent change of station move will be allowed to reenlist early any time within 1 Calendar Year of the detachment month, but not later than the date of detachment from the last intermediate duty station. c. Combat zone tax exclusion and Early Promote (EP) Sailors who submitted SRB requests on or before the release of NAVADMIN 302/18, Selective Reenlistment Bonus Update December 2018 and the Implementation of a Pay for Performance Pilot, will be grandfathered under paragraph 5 of reference (e). 6. Pay for performance is a Sailor 2025 initiative and is being piloted as part of a talent management process improvement effort. Eligibility and submission requirements are as follows: a. To be eligible for the pay for performance SRB Pilot Sailors must: (1) Be in the EM, EN, GSM, MM(SW), DC, HT or MR rating. (2) Have received two EPs in block 45 of their three most recent regular (Block 8) periodic evaluations (Block 10). No transfer, concurrent or special evaluations will apply. (3) Have not received Non-Judicial Punishment within the last 3 years. (4) Have not failed any part of the physical fitness assessment in the last 3 years. b. Commands must submit a NAVPERS 1306/7, Enlisted Personnel Action Request, requesting the SRB kicker, signed copies of the evaluations of the Sailor and a printout of their physical readiness information management system data to BUPERS-328 once their precertification has been submitted. This requirement is only for those that fall under the provisions of this paragraph. c. Award ceiling cap values under $100,000 will be raised by $5,000 for Sailors eligible for the performance kicker. For example: EN Zone A award ceiling will be raised from $30,000 to $35,000 for Sailors who qualify for the performance kicker. Award ceiling caps will not be adjusted over $100,000 under these provisions. 7. SRB Submission Requirements a. Commands are required to submit SRB reenlistment requests to BUPERS-328 via OPINS or NSIPS 35 to 120 days in advance of the requested reenlistment date of the Sailor. Requests submitted less than 35 days prior to the requested reenlistment date will be rejected. However, commands may contact BUPERS-328 for waiver eligibility and procedures. Sailors must have an approved SRB request before reenlisting. The servicing personnel office is responsible for verifying the reenlistment, posting the contract, releasing the first payment and verifying the master military pay account. Commands shall immediately notify the Military Pay and Compensation Branch (OPNAV N130) when a Sailor fails to maintain eligibility in the skill for which SRB was paid (e.g., loss of security clearance, medical disqualification, loss of eligible NEC, misconduct) or when a Sailor has an approved separation with a remaining SRB contract obligation. b. Career Waypoints - Reenlistment (C-WAY-REEN). Commands are authorized to submit SRB reenlistment requests prior to a Sailor receiving a C-WAY-REEN quota. However, the C-WAY-REEN quota request must be submitted. In these cases, the SRB request will not be processed until the Sailor has received C-WAY-REEN confirmation. SRB requests without C-WAY-REEN quota approval will be rejected in OPINS to keep the command informed of potential SRB approval issues. Once a Sailor has an approved C-WAY-REEN quota, the command should contact BUPERS-328 to clear any rejections. Failure to submit an SRB reenlistment request within the required 35 to 120 day submission window due to awaiting a C-WAY-REEN quota does not meet eligibility requirements for a 35 day submission waiver. c. Sailors with approved SRB requests who do not reenlist on the date or for the term specified in the precertification message must have their command contact BUPERS-328 to initiate a reenlistment cancelation to avoid placing Sailors in an overpaid status. d. To validate an inoperative extension of enlistment and expedite processing of an SRB request, include the following information in the remarks paragraph of the request: term, narrative reason, authority and execution date of all inoperative extensions. Failure to verify extension will cause processing delays and may result in rejection of the request or an approval at a lower amount. e. Sailors must obtain an approval for extension from BUPERS- 328 in order to minimize the potential for loss of SRB eligibility. 8. Acceptance of an NEC-specific SRB contract indicates an agreement between the Sailor and the Navy to use skills attributed to the NEC during the enlistment of the Sailor to meet Fleet readiness requirements. In subsequent tours, a Sailor must be willing to be detailed during the normal projected rotation date window to an available billet within the SRB contracted NEC, consistent with sea-shore flow requirements. Lateral conversions must follow reference (f), subparagraph 12d. Lateral conversion requests will normally not be processed more than nine months before the EAOS. Conversions to a rate with a lower award level normally will not be approved. Personnel in a closed-loop NEC can reenlist by the NEC only. 9. Choosing to Live in PPV Housing There are three housing options available to Sailors and families – Public-Private Venture Housing (PPV), government housing, which is located overseas, and community housing. For Sailors living in the continental U.S. and in Hawaii, many select to live in privatized housing. Active duty military personnel with dependents are eligible for and are the primary residents of privatized family housing. This creates a built-in, tight-knit neighborhood that is unique to military family housing. There are several benefits associated with PPV housing, to include no security deposit when rent is paid by allotment and rent is due in alignment with the service member’s Basic Allowance for Housing (BAH). There are also no application or credit check fees and service members cannot be denied a lease due to negative credit checks. PPV residents also have the option of selecting a six-month or 12-month lease. PPV rent includes basic utilities, such as average electricity use, trash collection, water, sewer and common area grounds and facility care. Privatized neighborhoods often include 24-hour maintenance, free events for children and families as well as additional amenities, such as courtesy patrols, recreation centers, gyms, pools and playgrounds. “Sailors and families should compare PPV housing with other rental options available prior to making a housing decision,” Wright said. “Even after residents move into their homes, if they encounter issues, it is best to communicate directly to the PPV housing manager. If the issue is not resolved, service members and families are encouraged to contact the Navy Housing Center for further assistance.” More About PPV Housing PPV housing is managed much the same way as community rentals; however, it is owned by a private entity and governed by a business agreement between the private entity and the Navy. The private entity is responsible for the construction, renovation, maintenance and day-to-day management of the housing. Privatized housing may be located on or off an installation. In many cases, the privatized housing is former military housing. As with community housing, a lease agreement must be signed with the landlord and rent is capped so it is never higher than the BAH with dependents rate. “The choice is yours, but no matter what housing option you decide to take, the Navy Housing staff is available to provide assistance,” Wright said. This NAVADMIN solicits applications and provides guidance for the Fiscal Year (FY) 2020 Seaman to Admiral-21 (STA-21) commissioning program. 2. STA-21 is a full-time undergraduate education and commissioning program open to enlisted personnel of all paygrades and ratings who meet the eligibility requirements specified in reference (a). 3. Deadline for submission of applications for the FY-20 STA-21 program is 1 July 2019. Application packages must be postmarked on or before the deadline date. It is recommended that applications be mailed prior to the deadline as early submission allows timely feedback to the Sailor for submission of missing or illegible documents. Deadline for submission of additional documentation to the package of an applicant is 1 August 2019. No additional documents can be added after this date. The selection board is scheduled to convene in September 2019 and the selectees will be announced via MyNavy Portal. 4. The following target options and core are open for application for the FY-20 Selection Board: Surface Warfare Officer (SWO), SWO/Engineering, Nuclear (Surface/Sub), Special Warfare, Explosive Ordnance Disposal, Naval Flight Officer, Naval Aviator, Civil Engineering Corps, Nurse Corps and Information Professional. 5. The following communities have zero select opportunity for FY- 20: Human Resources, Intelligence, Information Warfare, Medical Corps, Supply Corps, SWO/Information Professional and SWO/Oceanography. 6. The Nuclear (Surface/Sub) Target Option is open to Sailors who have completed the initial training pipeline and hold an active nuclear Navy Enlisted Classification (NEC) (335X, 336X, 338X or 339X). Sailors who are serving as a staff member or student in the Navy nuclear power training pipeline are also eligible. All applicants must be able to begin their first day of class in the first semester of their course work prior to commencing their eighth year of service. See the Nuclear Program Authorization (PA150A) dated May 2019 for more specific information and all other requirements to apply for the program. Additionally, applicants holding a nuclear NEC must receive conditional release, in line with reference (b), if applying for option outside the Nuclear Community, from the Nuclear Enlisted Community Manager (OPNAV N133D). 7. The following information addresses lessons learned from the FY- 19 STA-21 selection process and board. This information is provided to preclude common errors: a. Of the 323 applications received for FY-19, only 305 were board eligible. A total of 50 were selected to participate in the FY-19 STA-21 program. b. Each year, packages are not considered due to non-qualifying Scholastic Aptitude Test/American College Test (SAT/ACT) test scores, missing commanding officer (CO) endorsement/recommendation, recent non-judicial punishment, missing physical fitness assessment (PFA) cycles and validation of non-participation PFA status for those Sailors who received overall excellent low or better, missing or illegible submission of documents and not meeting program age or PFA requirements. c. Minimum eligibility requirements must be met before submitting an application. Applications should be mailed only when fully completed. Officer interview boards shall consist of three officers. The CO of the applicant may not be a board member and should not submit an interview appraisal sheet. The personal interview of the CO should be conducted only after the application is complete and the officer interview board has submitted their appraisals. The full picture of the academic and officer potential of an applicant can only be determined by reviewing the SAT/ACT scores, high school/college transcripts and a completed application package. d. The endorsement of the CO is extremely important, especially the ranking of the applicant among his or her peers. The endorsement should contain specifics about the academic potential, commitment, leadership, service above self and potential for successful service of the applicant as a naval officer. CO comments should specify the primary option to which the applicant is applying and address how the applicant meets qualifications for that option. For junior Sailors with only schoolhouse evaluations, the CO must address the schoolhouse status of the applicant and performance in their endorsement. e. An interview board and nomination review board shall be conducted in line with reference (a). It is recommended that officers belonging to the designator of choice of the applicant, if available, be asked to participate in the interview/nomination review board to assess the applicant for their community. Officer appraisals provide important insight on the applicant. The appraisal from the board should be a frank and honest assessment of the leadership and academic potential of the applicant. Appraisal forms should be typed to ensure legibility for the selection board. f. The personal statement of the applicant should address why the Sailor wants to become an officer, how the selection of the Sailor would improve the Navy and why the Sailor is applying for a specific option. Sailors must also address any hardships or unique experiences that shaped their character. Junior Sailors should provide information on high school experiences as high school transcripts rarely provide in-depth information on involvement in sports, clubs, volunteer hours, work, etc. Additionally, applicants should address any anomalies in their package (e.g., poor high school grades, college grades or service school grades, poor evaluation performance). The explanation should include details of the situation, how the applicant has overcome these issues and why the applicant will be successful in the future. g. The application is a reflection of the applicant. Applicants should review their application in its entirety before submission. They must check for misspelled words and improper grammar, and ensure all transcripts (high school and all colleges) are enclosed. h. Within the last year, applicants must have passed both PFA cycles to include body composition assessment and the physical readiness test (PRT) with performance in the good category or better. For applicants who received a waiver on the most recent PRT, points will be awarded from the most recent observed score from the latest full test taken within 1 year of the application (i.e., Fall 2018 and Spring 2019). i. Applicants may include additional recommendations, qualifications or other accomplishments as a part of their application. 8.   25. The spring E4-E6 advancement results for cycles 243 and 104 should be released the week prior to Memorial Day. The Chief of Naval Personnel sets the dates and times, and this page will share as soon as that schedule is available. How Does the Process Work? The Navy Advancement Center (NAC) creates candidate records for all Sailors participating in the advancement cycle. Then, Final Multiple Score (FMS) elements are used to establish a rank order for each component (Active, Reserve, FTS, etc.), paygrade and rating. Once quotas are received from the Enlisted Planners (OPNAV N132), NAC applies the quotas to each rank order. Minimum FMS cut scores are determined by the rank order. In other words, if there are 50 quotas, then 50 Sailors will be advanced in the grouping, and the FMS of the Sailor who falls in the 50th spot of the rank order will set the minimum FMS cut. That minimum cut score will show on all profile sheets in that grouping. Publication is a three-day process. First, the quotas are released showing advancement opportunity in each advancement grouping. Then, the next morning Triad Notification files are published on BOL so commands can notify Sailors of their advancement status. Then, the following day NAC will publish profile sheets and All Hands Online will publish the list of advancees in each component.
