I really hate when they do that... -
Many Sailors have called with questions about not being able to submit PMK-EE App completion emails to FLTMPS. Please try the below options to fix the PMK-EE certification submission issue. Fix 1. The PMK-EE was configured to work with the iPhone’s native Mail app. 1) Download the Mail app (search “Mail” in the App Store, if you’ve deleted it) 2) Sign-in to your email account 3) Retry sending your completion through the PMK-EE app. If still grayed out, follow additional steps for Fix 2. Fix 2. After you’ve logged-in or if you already use the native Mail app, you may need to enable the mail function by following these steps: 1) Go to Settings> Passwords & Accounts 2) Under ACCOUNTS, select your email and check that the toggle for Mail is turned on (the switch should be green. Please check for each email account, if you have multiple in your phone) 3) Retry sending your completion through the PMK-EE App If you are still unable to send the completion data, contact PMK-EE at 850-473-6014 or by email at sfly_PMKEE_questions@navy.mil

These programs deliver to the officer corps seasoned professionals with proven leadership abilities at an economical cost. LDOs provide broad technical management and leadership skills and CWOs provide specific technical expertise and leadership skills in support of the unrestricted line, restricted line and staff corps communities. LDOs serve in a variety of leadership billets within their technical fields, ranging from division officer to commanding officer (CO) ashore. CWOs serve in a variety of repetitive billets within their technical specialties, ranging from division officer to officer-in- charge (OIC) ashore. 4. All applicants to the LDO and CWO programs must be able to complete sea duty screening and be worldwide assignable. 5. Updated policy guidance to reference (a): a. All time-in-service (TIS) and time-in-grade (TIG) requirements for the FY-21 Active-Duty LDO and CWO ISPB shall be computed to 1 October 2020. b. To support career progression models and maximize the return on investment for the Navy, TIS waivers for LDO and CWO applications will not be considered. (1) LDO obligatory service is 4 years from commissioning. LDOs must serve 10 years of commissioned service to retire as an officer. (2) CWO obligatory service is 6 years from commissioning. c. TIS and TIG requirements are: (1) LDO: 8-14 years TIS and 1 year TIG for E-6 and above. Applicants for off-ramp designators (629X, 651X, 681X and 682X) may apply with up to 15 years of service. (2) Nuclear Power LDO (620X): Applicants may apply with up to 16 years of service. (3) CWO2: 14 to 20 years TIS for E-6 selected for E-7, E-7 and E-8 (includes frocked E-9s). (4) CWO3: 14 to 22 years TIS and 1 day TIG as an E-9 as of board convening date. d. The FY-21 Active-Duty LDO and CWO ISPB will consider Navy Divers (ND) for Submarine Engineer LDO (623X). e. ND applicants applying for Navy Diver CWO (720X) shall possess the Master Diver Navy enlisted classification (NEC MMDV) or be a chief or senior chief petty officer first class diver (NEC M1DV) who meets all eligibility requirements to attend the master diver evaluation course in reference (c), subparagraph 18b(5)(a) through 18b(5)(i), with the following exceptions: (1) Subparagraph 18b(5)(c): Served at least 12 months at fourth diving command. (2) Subparagraph 18b(5)(h): Successfully passed the written master diver course pretest within the last 24 months. f. Cyber Warrant Officer CWO1 (784X) applicants refer to eligibility requirements listed in reference (d). Applications will not be accepted for Cyber Chief Warrant Officer CWO2 (784X). g. Submarine Communications LDO (629X) applicants must meet requirements in line with references (e) and (f) to off-ramp to their parent designator. h. Applications will not be accepted for Aviation Operations LDO (632X) in line with reference (g). i. Intelligence CWO applicants will be considered for selection into one of three Core Competency Areas (CCA): CI/HUMINT, GEOINT/Targeting or OPINTEL. In order to apply, applicants must possess a NEC code that aligns with the CCA. Specifically, CI/HUMINT Technicians must hold 3913/K13A (MAGTF CI/HUMINT Specialist). GEOINT/Targeting Technicians must hold 3910/K10A (Geospatial Interpretation Analyst), 3923/K23A (Strike Warfare Intelligence Analyst) or 3927/K27A (Advanced Strike and Tomahawk Land Attack Missile (TLAM) Mensuration Analyst). OPINTEL Technicians must hold 3912/K12A (Expeditionary Warfare Intelligence Specialist) or 3924/K24A (Operational Intelligence Analyst). All applicants must request a primary CCA and those holding qualifying NECs in more than one field may request a secondary CCA. Applicants must place the CCA title behind the 783X designator on the application (i.e., 783X Intelligence Technician). Applicants must also have earned the Enlisted Information Warfare Specialist (EIWS) qualification to be considered eligible. However, applicants may submit a waiver for consideration if they were not afforded the opportunity to earn EIWS due to absence of a command program. Selection is based on demonstrated technical expertise in each field. j. Nuclear Power LDO (620X) applications will submit in addition to their application: (1) Other information applicants consider pertinent to their application not contained in their Official Military Personnel File (OMPF). The member should submit sequentially numbered enclosures to the application. All enclosures should be annotated on the bottom right of each page with the last name of the applicant and *Enclosure X of Y* with X being the sequential number of the enclosure and Y being the total number of enclosures. (2) E-6 applicants must submit a copy of their current E-7 examination profile sheet showing chief petty officer board eligibility as enclosure (1) to their application. (3) The engineering watch supervisor (EWS) or propulsion plant watch supervisor (PPWS) qualification is required to apply for Nuclear Power LDO (620X). E-6 applicants must ensure that EWS or PPWS qualification is documented via evaluations, CO endorsement or enclosed designation letter. Since EWS/PPWS qualification is a requirement for selection to chief petty officer, selected chief petty officers and above do not need to submit this documentation. (4) Nuclear Power LDO (620X) applicants are not required to submit interview appraisals or medical documentation of color vision test. (5) It is preferred that COs indicate the ranking among nuclear candidates from their command, even if one of one. (6) All Nuclear Power LDO (620X) applicant packages will be forwarded to Naval Reactors for technical review prior to presentation to the FY-21 Active-Duty Nuclear Power LDO ISPB. (7) Sailors selected for Nuclear Power LDO (620X) will require a separate technical interview at Naval Reactors to receive a commission. Those Sailors not successfully completing a final technical interview will maintain their enlisted status and will not be commissioned as LDOs. Additionally, these Sailors are ineligible to submit future applications to the Nuclear Power LDO (620X) program. Technical interviews will be scheduled by Nuclear Placement and Assignments Branch (PERS-422) and selectees notified via separate correspondence. k. CO/OIC endorsements must contain the following statement: *Applicant meets all requirements outlined in OPNAVINST 1420.1B, NAVADMIN XXX/19 (use the NAVADMIN # for this message) and the physical fitness standards of OPNAVINST 6110.1J.* It is preferred that COs indicate the ranking among candidates from their command, even if one of one. The endorsement should also clearly state the command and name/rank of the CO. l. Applicants are not required to include an obligatory service statement to remain on Active Duty as part of their personal statement. This requirement is included as part of the appointment documentation signed upon commissioning. 6. First class petty officers serving in Iraq, Afghanistan and the Horn of Africa determined to be chief petty officer board eligible in line with reference (h) are also eligible for LDO if all other eligibility requirements are met. 7. Interview appraisal boards shall be constructed and approved by the CO/OIC and consist of three Active Duty naval officers (LDOs or CWOs preferred). The senior member of the interview panel for applicants applying for LDO or CWO should be a lieutenant commander (LCDR) or above. For CWO applicants, the senior member of the interview panel can be a CWO4 or above if a LCDR or above is not available. Every effort (including teleconference media) shall be made to ensure at least one board member is from the designator for which the applicant is applying. Minimum grade requirements for board members are lieutenant or CWO3. Three interview appraisals must be submitted for each applicant. The potential block on interview appraisals must be marked for LDO and CWO candidates. Only the current version of the interviewer appraisal sheet will be accepted. The interviewer appraisal sheet is located via MNP at https://www.mnp.navy.mil/group/career-planning/commissioning- programs. Applicants who have or are currently serving in an Individual Augmentation Manpower Management (IAMM), Global Support Assignment (GSA) or Overseas Contingency Operations Support Assignment (OSA) are to include these tours in the assignment history section of the application. CO/OIC recommendation must include validation of any listed IA/GSA assignment. 9. Applicants currently serving in an IAMM, GSA or OSA assignment may have their application endorsed by the field commander. Due to ongoing rating mergers or realignments, eligible Sailors are encouraged to apply for the designator for which they have extensive documented technical and leadership experience in their enlisted service records, regardless of current rating. However, special attention should be given to the guidance in chapter 7, subparagraph 9c of reference (a). 12. Applicants must maintain eligibility throughout the selection and promotion process. Applicants who are deemed ineligible after submitting an application must be declared ineligible by their current CO/OIC. PENSACOLA, Fla. (NNS) -- Sailors eligible for advancement to paygrades E-4/5/6/7 can now complete their Professional Military Knowledge Eligibility Exam (PMK-EE) requirements anytime, anywhere in the world, through a self-service app announced in NAVADMIN 140/19, June 26. Professional Military Knowledge (PMK) will be removed from the Navy-wide Advancement Exam (NWAE) starting September 2019 (Advancement Cycle 244) and will instead transition to a stand-alone, once-per-paygrade electronically delivered eligibility exam. The PMK-EE also expands the number of questions from 25 to 100, providing a better assessment of a Sailor’s understanding of basic Navy knowledge. Sailors can access the PMK-EE through MyNavy Portal (MNP), Navy e-Learning (NeL), Submarine On-Board Training (SOBT) and now the PMK-EE app. Each of these PMK-EE options operate independently, so Sailors should select one of the systems to complete all modules. With PMK separated from the advancement exam, once Sailors complete their PMK-EE requirements for their paygrade, they will have more time to concentrate exclusively on job-specific occupational knowledge needed for the NWAE, contributing to Navy’s goal of promoting technical experts. Here’s how Sailors can take advantage of the PMK-EE app: 1. Go to the Navy App Locker at https://www.applocker.navy.mil/ and download the PMK-EE app to a mobile device when ready to complete the eligibility requirement through an online exam. This does not require a Common Access Card (CAC). 2. Select each of the five topic areas: Career Information, Leadership and Character, Naval Heritage, Professional Conduct and Seamanship. Each topic may be taken independently of the others, in any order, and not necessarily during the same app session. 3. Once each topic is completed, the app will indicate the graded performance. Review the associated reference from the bibliography for incorrectly answered questions. 4. Score 80% or higher in each topic to pass the entire exam. If you did not pass a topic, you will have to retake it. 5. Once all topic areas are successfully completed, the app will display an overall exam score. 6. The app will ask for the Sailor’s DoD ID number (located on the back of your CAC) to transfer completion information to the Navy Training Management Planning System (NTMPS) / Electronic Training Jacket (ETJ). 7. Now, focus exclusively on job-specific occupational knowledge while preparing for the advancement exam. Since all Sailors must successfully complete PMK-EE prior to being eligible for advancement in each paygrade, this app increases a Sailor’s flexibility by providing the capability to do so at the right time and the right place, at the convenience of the Sailor. The app helps support, for example, Sailors who advance through the Meritorious Advancement Program (MAP) or automatically advance to E-4 upon completion of an “A” school. To count for eligibility, PMK-EE for the next paygrade must be completed on or after the Sailor is selected for the preceding paygrade. For example, in order for the completion of the E-6 PMK-EE to count for advancement eligibility, the Sailor must be selected for E-5. Active Component and Full-Time Support Sailors must complete the PMK-EE for the desired advancement paygrade by Sept. 1, 2019, to be eligible to advance for the E-4 through E-6 NWAE (Advancement Cycle 244), and by Jan. 1, 2020 for the E-7 NWAE (Advancement Cycle 246). Reserve Component Sailors must complete the PMK-EE for the desired advancement paygrade by Feb. 1, 2020 to be eligible to advance for the E-4 through E-7 NWAE (Advancement Cycle 106). The PMK-EE, announced in NAVADMIN 085/18, was created to provide greater emphasis on PMK and to separate it from examinations on rating knowledge as part of Sailor 2025 and Rating Modernization efforts. This is an initial step toward electronic advancement exams and, eventually, individually-tailored rating exams, unique to specific jobs and platforms. The Navy announced business rules for eligibility and administration of the PMK-EE in NAVADMIN 313/18. All Sailors participating in the upcoming advancement cycles can now view their worksheets online using their NSIPS Self-service accounts from the Enlisted Advancement Worksheet (EAW) module. Worksheets are in a view-only status until your ESO routes the worksheet to you for data/status verification. Once EAW is in your queue, the system permits documents upload and comments to be made before routing back to your ESO. Data from EAW will be sent directly to the Navy Enlisted Advancement System the day after exam administrations. So, it's critical that all commands ensure data in EAW is accurate and reflects correct Performance Mark Average, awards and advancement eligibility information like the completion of the Professional Military Knowledge Eligibility Exam (PMK-EE). Sailors selected for advancement during the recent spring cycle are in a frocked status. Advancements from the spring advancement cycles are executed from July through December. No less than three percent are advanced each month, with approximately 85% of the advancements occurring on December 16th. The pay bump occurs on the first of the following month. E8-E9 advancements are July through June of the following year, with approximately 65% of the advancements occurring on June 16th. Pay increments (advancements) are done by a fair-share process across the entire paygrade. E4-E6 are rank ordered by Final Multiple Score, and E7-E9 are rank ordered by seniority. For example, if there are 48 Senior Chief Master-at-Arms and 4 Senior Chief Equipment Operators, then the fair-share increment process will advance 12 MACSs for each EOCS. WASHINGTON (NNS) -- The Navy has taken another step forward to improve the quality of life of service members and their families as well as better address housing concerns now and into the future. A central housing electronic data warehouse that will provide consistent oversight of the Navy’s Private Partner Venture (PPV) and government housing programs is currently in development and expected to be up and running by the end of September 2019. “In keeping with our policy of transparency, the Navy has full access to the privatized housing partners’ maintenance databases,” said Cmdr. Benjamin Turner. “Now with a centralized database, the Navy can better monitor, validate and inquire about specific issues.” Turner, who is assigned to Naval Facilities Engineering Command (NAVFAC), is an asset management liaison officer to Commander, Navy Installations Command (CNIC), which oversees the Navy’s housing program. The system will automatically pull and compile maintenance records from all managing members of Navy PPV housing. The Navy currently gathers the information through a manual download and upload, which can take time to generate reports. “This new system will help provide the Navy with real-time and detailed reports of maintenance requests submitted by our Sailors and families and the partners’ progress to address those requests at our fingertips,” said Greg Wright, housing director for CNIC. Working with the housing partners, the Navy is standardizing the work descriptions and categories used within the maintenance management programs to ensure the data noted in the reports are consistent. Clear guidance on what is a health issue and safety issue will provide leaders a better understanding of the issues at each location, Turner said. “At the end of the day, we want our warfighters and families to live in quality homes that meet all health and safety standards,” Wright added. “This system will help us do just that.” In addition to tracking the timeliness of work orders, the housing partners are providing weekly maintenance and customer satisfaction reports to Housing Service Centers (HSC) and installation commanding officers. Navy leaders are able to increase their Sailor and family advocacy by identifying and addressing negative trends in customer service quickly, which was a common issue identified during recent town halls and home visits. The second phase of the database, which is also expected to launch in late September, will include housing information for Navy-owned family and unaccompanied housing. For example, a surface electronics technician with no NEC would submit *ET(SW)* on precertification for rating. (3) An SRB approval for all CT, IS, IT and ITS ratings will be contingent upon the Sailor having a current Single Scope Background Investigation (SSBI) or Tier 5 investigation, an active SSBI/Tier 5 or recent submission of an SSBI/Tier 5 package. Commands must verify the Sailor has a current SSBI/Tier 5, active SSBI/Tier 5 or has submitted an SSBI/Tier 5 package and make a note of this in the comments section of the precertification request. (4) E-3 to E-6 Sailors only. Sailors selected for E-7 advancement are not eligible for SRB. (5) X is used as a placeholder to identify where multiple NECs within a rating are eligible for a stated award level. Sailors in the specified rating that hold an NEC that includes the numbers preceding X are eligible for SRB. For example, SO O9XA includes SO O91A, and SO O92A or T1XB includes all subsurface Electronics Technician navigation NECs contained in T1XA series. (6) Reenlistment bonuses for nuclear-trained Sailors. (a) Reenlistment compensation for zones 1 through 3 nuclear- trained Sailors holding a nuclear supervisor NEC shall be provided under the Enlisted Supervisor Retention Pay (ESRP) program in line with policies and procedures detailed in reference (c) along with current ESRP multiples. (b) SRB entitlement for eligible nuclear-trained Sailors who reenlist after applying for an officer program will be held pending selection results. For nuclear-trained Sailors only, the date on which conditional release is approved by Nuclear Propulsion Program Manager (OPNAV N133) as directed in reference (d) is considered the date of the application to an officer program with the exception of Seaman to Admiral 21 nuclear Option (STA-21(N)) and Limited Duty Officer (LDO). For STA-21(N) and LDO, the application deadline is considered the suspense date. (7) E-4 to E-6 Sailors only. Sailors selected for E-7 advancement are not eligible for SRB. (8) E-3 to E-5 Sailors only. Sailors selected for E-6 advancement are not eligible for SRB. (9) FCA 0000 SRB eligibility contingent upon graduation of an FCA NEC awarding *C* school. (10) Sailors holding a CTI NEC must be differentiated by the Enlisted Manning Code (EMC). (12) For submarine Sailors (SS) only. 5. Sailors must reenlist within 180-days of their end of active obligated service (EAOS), except in the following cases: a. Nuclear-trained Sailors. b. Sailors who must obligate service (OBLISERV) to execute a permanent change of station move will be allowed to reenlist early any time within 1 Calendar Year of the detachment month, but not later than the date of detachment from the last intermediate duty station. c. Combat zone tax exclusion and Early Promote (EP) Sailors who submitted SRB requests on or before the release of NAVADMIN 302/18, Selective Reenlistment Bonus Update December 2018 and the Implementation of a Pay for Performance Pilot, will be grandfathered under paragraph 5 of reference (e). 6. Pay for performance is a Sailor 2025 initiative and is being piloted as part of a talent management process improvement effort. Eligibility and submission requirements are as follows: a. To be eligible for the pay for performance SRB Pilot Sailors must: (1) Be in the EM, EN, GSM, MM(SW), DC, HT or MR rating. (2) Have received two EPs in block 45 of their three most recent regular (Block 8) periodic evaluations (Block 10). No transfer, concurrent or special evaluations will apply. (3) Have not received Non-Judicial Punishment within the last 3 years. (4) Have not failed any part of the physical fitness assessment in the last 3 years. b. Commands must submit a NAVPERS 1306/7, Enlisted Personnel Action Request, requesting the SRB kicker, signed copies of the evaluations of the Sailor and a printout of their physical readiness information management system data to BUPERS-328 once their precertification has been submitted. This requirement is only for those that fall under the provisions of this paragraph. c. Award ceiling cap values under $100,000 will be raised by $5,000 for Sailors eligible for the performance kicker. For example: EN Zone A award ceiling will be raised from $30,000 to $35,000 for Sailors who qualify for the performance kicker. Award ceiling caps will not be adjusted over $100,000 under these provisions. 7. SRB Submission Requirements a. Commands are required to submit SRB reenlistment requests to BUPERS-328 via OPINS or NSIPS 35 to 120 days in advance of the requested reenlistment date of the Sailor. Requests submitted less than 35 days prior to the requested reenlistment date will be rejected. However, commands may contact BUPERS-328 for waiver eligibility and procedures. Sailors must have an approved SRB request before reenlisting. The servicing personnel office is responsible for verifying the reenlistment, posting the contract, releasing the first payment and verifying the master military pay account. Commands shall immediately notify the Military Pay and Compensation Branch (OPNAV N130) when a Sailor fails to maintain eligibility in the skill for which SRB was paid (e.g., loss of security clearance, medical disqualification, loss of eligible NEC, misconduct) or when a Sailor has an approved separation with a remaining SRB contract obligation. b. Career Waypoints - Reenlistment (C-WAY-REEN). Commands are authorized to submit SRB reenlistment requests prior to a Sailor receiving a C-WAY-REEN quota. However, the C-WAY-REEN quota request must be submitted. In these cases, the SRB request will not be processed until the Sailor has received C-WAY-REEN confirmation. SRB requests without C-WAY-REEN quota approval will be rejected in OPINS to keep the command informed of potential SRB approval issues. Once a Sailor has an approved C-WAY-REEN quota, the command should contact BUPERS-328 to clear any rejections. Failure to submit an SRB reenlistment request within the required 35 to 120 day submission window due to awaiting a C-WAY-REEN quota does not meet eligibility requirements for a 35 day submission waiver. c. Sailors with approved SRB requests who do not reenlist on the date or for the term specified in the precertification message must have their command contact BUPERS-328 to initiate a reenlistment cancelation to avoid placing Sailors in an overpaid status. d. To validate an inoperative extension of enlistment and expedite processing of an SRB request, include the following information in the remarks paragraph of the request: term, narrative reason, authority and execution date of all inoperative extensions. Failure to verify extension will cause processing delays and may result in rejection of the request or an approval at a lower amount. e. Sailors must obtain an approval for extension from BUPERS- 328 in order to minimize the potential for loss of SRB eligibility. 8. Acceptance of an NEC-specific SRB contract indicates an agreement between the Sailor and the Navy to use skills attributed to the NEC during the enlistment of the Sailor to meet Fleet readiness requirements. In subsequent tours, a Sailor must be willing to be detailed during the normal projected rotation date window to an available billet within the SRB contracted NEC, consistent with sea-shore flow requirements. Lateral conversions must follow reference (f), subparagraph 12d. Lateral conversion requests will normally not be processed more than nine months before the EAOS. Conversions to a rate with a lower award level normally will not be approved. Personnel in a closed-loop NEC can reenlist by the NEC only. 9. Reference (f), paragraph 12e, provides OBLISERV to Train (OTT) guidance. Requests are to be submitted to BUPERS-328 extension desk via e-mail. A copy of the authorization message should be retained by the Sailor until the SRB reenlistment on graduation day from the course of instruction. Use code 1CC for OTT SRB request in OPINS or NSIPS. Additionally, OBLISERV requirements for schools are provided in reference (g). OBLISERV will be determined based on the course length as provided in paragraph 3b of reference (g). Paragraph 3c(1) no longer applies. 10. In keeping with Department of Defense (DoD) policy, Sailors who accepted an enlistment bonus for extended enlistment (EBEE), as reflected on their Enlisted Bonus Payment Checklist (NAVCRUIT 1133/52, Enlistment Guarantees, New Accession Training Program Enlistment Guarantee or Professional Apprenticeship Career Track Program Enlistment Guarantees), are not authorized to use this inoperative extension time in the SRB calculation. Sailors who have inoperative extension time through a 5-year obligation or 6- year obligation program may continue to have up to 24 months of inoperative extension time count towards the SRB calculation provided the reenlistment results in a new EAOS that is at least 24 months day-for-day past the current extended EAOS. This calculation is performed automatically by BUPERS-328. Local commands are not authorized to cancel or change extensions for the purpose of immediate SRB reenlistments. Commands must verify and annotate on the precertification request whether any inoperative extension time noted is part of an EBEE contract. 11. Repayment policy is governed by section 373 of Title 37, U.S. Code, DoD Financial Management Regulation (FMR) Chapter 2, Volume 7A and reference (f), which collectively determines when repayment of the unearned portion of a bonus is required or not required but left to Secretarial discretion or prohibited. The Enlisted Advancement Worksheet (EAW) module in the Navy Standard Integrated Personnel System (NSIPS) published all worksheets for the upcoming fall advancement cycles - Reserve Cycle 105 (August 2019) and Active Duty Cycle 244 (September 2019). Sailors can use their NSIPS Self Service account to view individual worksheets. Regional Educational Services Officers (ESOs) must route the EAW to the command ESO before any action can be taken to correct discrepancies.
