The Navy Advancement Center (NAC) is currently merging Sailor answer sheet data with information pulled from the Enlisted Advancement Worksheet (EAW) to create candidate records for the fall advancement cycles. Sailors verified as eligible for advancement in EAW will be given a Final Multiple Score (FMS) according to the below formulas. FMS standing among peers is a critical factor in the advance-to-vacancy process. EAW provides a post-administration process to correct candidate discrepancies. Academics (1) Possess a strong high school grade point average indicating the potential to succeed at the USNA. Fleet applicants ranked in the top 40 percent of their high school class are typically considered competitive. (2) Scholastic Aptitude Test (SAT) scores taken within the last two years. The SAT is a three-part test consisting of reading, math, and writing. Applicants should aim to score above 500 in reading (verbal) and above 550 in math, with a combined minimum of 1050. There is no recommended score for the writing component, but it may be used for evaluation purposes. For applicants who have taken the American College Test (ACT) within the last two years, scores of 22 in english and 24 in math are recommended. Potential candidates with SAT or ACT scores that are older than two years or below these guidelines are strongly encouraged to retake the test. (3) Typically completed four years of mathematics, including a strong foundation in geometry, algebra, and trigonometry; four years of English; and one year of chemistry. Additionally, physics, calculus, history, and two years of a foreign language are strongly recommended. Continued education since high school is vital; candidates are encouraged to strengthen their admission application with college courses in higher math and sciences. (4) If schedule permits, applicants are encouraged to complete college courses that display current academic ability. b. Top performers who have demonstrated or possess strong leadership (e.g., past and present Command Junior Sailors/Bluejackets of the Quarter/Year, top 20 percent performers in A and C schools, class leaders, Honor Guard members, and community volunteers). c. Good moral character and unquestionable loyalty to the United States, as determined by a command interview and military recommendations. d. No record of disciplinary action under Article 15, Uniform Code of Military Justice, or conviction by civil court (except minor traffic violations) during the three years preceding application for admission. Waivers are on a case-by-case basis. e. We are seeking candidates with outstanding physical fitness. In addition to passing the Candidate Fitness Assessment in the USNA application, candidates need to have demonstrated the ability to pass the Naval Academy physical fitness requirements within the last year. The USNA Physical Readiness Test standards (Minimum Passing Scores) are: 1. Curl-ups (Two minutes): 65 (Male/Female); 2. Push-ups (Two minutes): 45 (Male); 20 (Female); and 3. 1.5 mile Run: 10:30 (male); 12:40 (Female). f. Must not have passed their 23rd birthday on 1 July of the year of admission to the USNA. g. Must not be married, pregnant, or have incurred obligations of parenthood. 3. Candidates with superior academic performance and strong military backgrounds may receive direct appointments to the USNA. Top performers who need to strengthen their academic background may be selected to attend the Naval Academy Preparatory School (NAPS) in Newport, RI for one year and receive an appointment to the USNA the following year. 4. Personnel selected to attend the USNA or NAPS must be medically qualified by the Department of Defense Medical Examination Review Board (DoDMERB) in order to be commissioned as an officer in the Navy or Marine Corps. Once candidates complete 50 percent of the application, their name will be sent to DoDMERB for the physical and eye exams. The candidate will be contacted by Concorde, the DoDMERB contractor, with information on where to receive the physical and eye exams. The Service Member will be contacted by the USNA Fleet Coordinator with information on how to get the physical and eye exams completed at their own Military Treatment Facility as an alternative. From Lisa Rendzio, Sea Warrior Program (PMW 240) Public Affairs WASHINGTON (NNS) -- It’s been four months since the Navy released the Professional Military Knowledge Eligibility Exam (PMK-EE) mobile app, which provides Sailors a more convenient way of taking the exam – anywhere, anytime. The app has already been downloaded more than 74,000 times. It’s the second most popular app in the Navy App Locker. As of Sept. 16, 155,438 Sailors had completed their PMK-EE, with a total of 30,199 via the mobile app; that’s almost 20%. “This has been a huge success,” said Tom Updike, deputy director of the Navy Advancement Center. “The PMK-EE app is simply the easiest way for most Sailors to access the test.” PMK-EE replaces the Professional Military Knowledge (PMK) test, which was removed from the Navy-wide Advancement Exam (NWAE) this month. PMK-EE is a standalone, once-per-paygrade electronically delivered eligibility exam. Sailors eligible for advancement to paygrades E-4/5/6/7 must pass each of the five topic areas with at least an 80% score in each course. The knowledge areas include Career Information, Leadership and Character, Naval Heritage, Professional Conduct and Seamanship. The PMK-EE also increases the number of questions from 25 to 100, providing a better assessment of a Sailor’s understanding of basic Navy knowledge. “Afloat Sailors don’t always have access to the Internet, so this app was specifically designed to allow them to take the PMK-EE while deployed or without an Internet connection,” Updike said. Once Sailors have access to the Internet, they can enter their DoD ID number from the back of their CAC to transfer their completed information to the Navy Training Management Planning System (NTMPS)/Electronic Training Jacket (ETJ). The PMK-EE app was developed by the Navy's Sea Warrior Program Office (PMW 240) and can be downloaded free from the Navy App Locker website at www.applocker.navy.mil or through the Navy App Locker app. “In a very short period of time, the PMK-EE has become one of the most popular applications we have produced,” said David Driegert, assistant program manager for the Sea Warrior Program. “Sailors are asking for more mobile applications that will allow them to efficiently manage their careers.” Active Component and Full-Time Support Sailors must complete the PMK-EE for the desired advancement paygrade by Jan. 1, 2020, for the E-7 NWAE (Advancement Cycle 246). Reserve Component Sailors must complete the PMK-EE for the desired advancement paygrade by Feb. 1, 2020 to be eligible to advance for the E-4 through E-7 NWAE (Advancement Cycle 106).   7. When is your rating's Advancement Exam Readiness Review (AERR)? This updated schedule lists upcoming AERR panels scheduled through 2020. E7-E9 personnel selected to be panel members review exam questions from previous administrations, validate exam reference materials, determine the number of questions to be asked in each topic and subtopic, and write new questions for future exams. Panel selections are made by Type Commanders or rating sponsors.   9. Sailors around the Fleet eligible to advance to Petty Officer Second Class took the Navy-wide advancement exam yesterday. The exam is 175 rating-specific questions and is graded once all answer sheets are received. The Navy uses norm-referenced scoring in the advance-to-vacancy process to give the highest number of exam points to the most knowledgeable Sailors. Scores range from 20 to 80 in each rating, with an 80 going to the Sailors that answer the most questions correctly. The exam is one factor in the Final Multiple Score. Quotas and advancement results are scheduled to be released in late November.
  10. Reserve Cycle 105 and Active Duty Cycle 244 advancement record discrepancies must be adjudicated in the Enlisted Advancement Worksheet (EAW). This new process allows Sailors to see the communication between ESOs and the Navy Advancement Center (NAC) in EAW post exam comments discrepancy adjudication functionality within NSIPS - click on the attached link for more info. For example, a Sailor's total awards were calculated to be 4 points, but there was a missing Flag Letter of Commendation. The ESO must upload the Flag LOC document into EAW and then route a comment to NAC asking for the Sailor's award points to be updated. NAC will take action in the Navy Enlisted Advancement System and change the award points from 4 to 5, the route a comment back to the command when completed. The Sailor can log on to EAW with his or her NSIPS self service account and see the comments and action completion. In the past, Sailors had to press the 'I Believe' button whenever there was a record update in the past. The following capabilities are now available on MyPCS Mobile: a. Sailors will be able to: (1) Create a travel voucher for member only, member and dependents, or dependents only (2) Review and edit personal information (3) Enter the travel itinerary (4) Add expense(s) for reimbursement (to include the images of supporting documentation (e.g. receipts) uploaded from a mobile device) (5) Print and save the travel voucher (6) Acknowledge the voucher via electronic signature and electronically submit to their CPPA. b. With this new capability, Sailors can now navigate the PCS move experience via their mobile browser using commercial-grade Multi- Factor Authentication (MFA) credentialing, which enables CAC-free access. MyPCS Mobile Travel Voucher completes the end-to-end support this tool provides Active Duty Sailors and their families during the PCS move process and is a significant addition to a growing toolbox that empowers Sailors with the information and resources needed to improve how they navigate Navy career and life events like a PCS move. 4. As MyPCS mobile capability expands, the options to access appropriate online resources for Sailors and command representatives also expand. CPPAs who function as the Approving Official for travel vouchers should acquaint themselves with all available training resources. The agency/command/activity granting the CPPAs Travel Vouchers or Sub voucher approving authority (Departmental Accountable Official) shall be documented using the Appointment/Termination Record Authorized Signature (DD Form 577).   13. E4 Sailors eligible for advancement will take the Navy-wide Advancement Exam (NWAE) on Thursday, September 12. The exam is 175 job-specific questions that are directly tied to Occupational Standards. E7-E9 rating subject matter experts review exam questions, verify exam bibliographies and write new questions to make sure exams represent the job knowledge required to advance to the next-higher paygrade. Exams are scored using a norm-reference standard where the Sailor's exam score is a numerical representation of how well he or she did on the exam compared to peers. Scores range from 20 to 80, with an 80 going to the Sailors that get the most questions correct. Performance mark average is the other Final Multiple Score (FMS) element that has the most weight, and is based on the average advancement recommendations from the commanding officer(s). Advancement opportunity is based on two primary factors: 1) FMS standing among peers, and 2) vacancies (quotas) at the next-higher paygrade.

JACKSONVILLE, Florida (NNS) -- As personnel in Navy Region Southeast return after Hurricane Dorian, the command offers details on reimbursement of expenses for those who were evacuated as authorized by Rear Adm. Gary Mayes, commander of Navy Region Southeast. Per Diem – the money authorized to cover lodging, food, and incidentals – is authorized to be paid to evacuees at the rate of the approved safe-haven location. Navy Region Southeast established safe haven locations around Tallahassee, Florida; Atlanta, Georgia; Columbia, South Carolina; and Tampa, Florida. As an example, the daily rates for Tallahassee are $102 for lodging, $56 for food, and $5 for incidentals. Anyone who evacuated to locations, outside of the approved safe haven location for their command, will only be reimbursed at the safe haven per diem rates. Reimbursement for meals is based on the number of authorized travelers and paid out at the approved rate. However, there are calculations to determine maximum amounts for families. Receipts for meals are not required however; we strongly recommend you keep them. Travel expenses to evacuate are similar and are only reimbursed up to the safe-haven location. Travel to the safe haven in a personal vehicle is reimbursed at $0.58 cents per mile. Once the military evacuee receives notification from their appropriate Routing/Reviewing Official, they may access Defense Travel System to complete their travel authorization and voucher for reimbursement. Military evacuees will need a copy of your NAVPERS 1070/602 (Dependency Application/Record of Emergency Data), itemized lodging receipts in the traveler’s name, Evacuation Lodging Reimbursement Certification Form (if claiming lodging), and receipts for claimed expenses of $75 or more. Civilians will need: DD Form 1351-2 (Travel Voucher), DD Form 1610 (TDY Orders), bank routing and account information for direct deposit, Evacuation Lodging Reimbursement Certification form (if claiming lodging), itemized lodging receipts in the traveler’s name, and receipts for claimed expenses of $75 or more. Commands may establish a schedule to create and issue the evacuation orders for travel claims, so evacuees are urged to maintain contact with the parent command. Personnel are reminded that evacuation entitlements will end upon return to home station or at 11:59 p.m. Sept. 8 – whichever is earlier. If authorized to evacuate, military and civilian employees should maintain all travel and lodging receipts to ensure proper reimbursement. (NNS) -- The Final Multiple Score (FMS) Calculator app is ready for download after undergoing a redesign that complements the MyNavy Portal FMS Calculator. The app, which calculates projected FMS for E-3 through E-6 Sailors who are eligible for advancement to paygrades E-4 through E-7, hit the app stores Sept. 5. “It’s a simple, single-screen display that enables users to populate FMS elements with data representing individual accomplishments and other required data that helps Sailors determine their advancement potential,” said Master Chief Electronics Technician (Nuclear) Greg Prichard, command master chief, Navy Advancement Center. The app features dropdown menus that allow users to change inputs to explore “what if” scenarios. For example, if Sailors believe they may complete an associate or bachelor’s degree prior to the next advancement cycle, they can enter the data to determine if the addition of the degree will place their score above the minimum cut score from the previous exam cycle. This release includes the latest FMS minimum cut scores for the spring 2019 advancement cycles. The release also includes changes in the FMS formulas and implementation of NAVADMIN 312/18, as well as the Reporting Senior’s Cumulative Average (RSCA) Performance Mark Average (PMA) policy. The RSCA PMA calculation will be included in the automated Enlisted Advancement Worksheet (EAW) application starting with the Fall 2019 cycles (Cycles 105 and 244). Active and Reserve candidates competing for advancement to chief petty officer will not use RSCA PMA until the 2020 advancement cycles. Two other changes of note include Individual Augmentee (IA) points and Pass Not Advanced (PNA) points. Based on current operational requirements, the awarding of IA points for E-4 through E-6 candidates will no longer be factored into the FMS. To reward superior rating knowledge, PNA points for E-4 through E-6 candidates will continue to be added when the FMS is computed. However, in an effort to allow first- time test takers an opportunity to compete on a more equal level, PNA points will continue to be awarded for the top 25 percent of eligible candidates, but PNA points will only accumulate for the three previous advancement cycles. Current PNA points from previous cycles will be retained. “The goal is provide greater weight to performance measures and reward talented Sailors who show sustained superior performance,” said Prichard. “This aligns with MyNavy Human Resources’ strategy to improve the way Sailors manage their careers.” The Navy’s Sea Warrior Program (PMW 240) produced the app and Tracen Technologies Inc., a company that specializes in integrated mobile and web solutions, developed the software.

  21. E3-E5 Sailors participating in Reserve Cycle 105 or Active Duty Cycle 244 must validate their advancement worksheet to ensure Final Multiple Score and eligibility factors are correct. In the past, the process was done with paper worksheets and was a fully manual procedure. Now, the online Enlisted Advancement Worksheet (EAW) allows quick access online for Education Services Officers (ESOs), command representatives and Sailors. EAW is automated and pulls from authoritative data. Ships at sea with disconnected operationas will continue to use paper worksheet validation processes, with ashore support to complete each Sailor's EAW.
