REF C IS THE DEPARTMENT OF DEFENSE GUIDANCE FOR THE IMPLEMENTATION OF MEASURES TO REDUCE THE FEDERAL GOVERNMENT BACKGROUND INVESTIGATION INVENTORY IN FISCAL YEAR 2018.// POC/FLOYD/CIV/OPNAV N2N6/E-MAIL: JENNIFER.FLOYD3(AT)NAVY.MIL/ TEL: 703-604-5564// RMKS/1. This NAVADMIN provides amplifying guidance to reference (a), which was released to address changes to security clearance background investigation procedures and implement the deferment process for Tier 3 (Secret)/Tier 5 (Top Secret//Sensitive Compartmented Information) Reinvestigations (T3R/T5R) identified in references (b) and (c) as a means of reducing the background investigation backlog. There are no changes in the process of initiating initial Tier 3 and Tier 5 Investigations (T3/T5). The deferment process provides a decision matrix to determine whether a T3R/T5R should be submitted as a reinvestigation in Electronic Questionnaire for Investigation Processing (e-QIP) or can be submitted to Defense Manpower Data Center (DMDC) for entry into the Continuous Evaluation (CE) program. 2. Joint Personnel Adjudication System (JPAS) is the current security system of record. Defense Information System for Security (DISS) is the means to perform some functions to include verifying the CE enrollment date based on reinvestigation deferment. 3. The deferment process for T3R/T5R requires the Command Special Security Officers (SSO) or Command Security Managers (CSM) to validate the requirement for a reinvestigation as previously conducted. The SSO/CSM confirms a members eligibility is still required based on the individuals position sensitivity; and there are no other ongoing investigations which meet the vetting requirements of the position, prior to initiating the Standard Form-86 (SF-86) for reinvestigation in e-QIP. 4. Once the SF-86 is submitted to the security office for review, the SSO/CSM is required to review the SF-86 using the Department of Defense (DoD) SF-86 Screening Matrix. The Screening Matrix provides a list of potential flags on the SF-86, and what action is to be taken for each flag. Based on the SSO/CSM review, the SF-86 is either: a. With flags, released in e-Qip and sent to National Background Investigation Bureau (NBIB) as traditionally done for reinvestigation. b. With no flags, downloaded from e-Qip and sent to the Echelon I or II SSO/CSM for enrollment in the CE program. c. With no flags and CE enrollment confirmed in DISS, no further action is needed. 5. Commands submitting case files for CE enrollment are required to: a. Review the SF-86 to ensure all information is replicated in JPAS in order for the deferment to be accepted. In the event of a matching error, contact the DMDC call center at (800) 467-5526 for resolution and ensure the Human Resources/Personnel system of record is accurate. b. Extract the SF-86 file from e-Qip and forward the file to the Echelon I or II Security Officer. The process for exporting SF-86 as an .xml file is: (1) In e-Qip, select investigation to be extracted (2) Select ATTACHMENT tab (3) Select the PRINTABLES radio button (4) Select EXPORT SUBMISSION DATAT (XML) hyperlink (5) Right click on data and SELECT ALL (6) Right click and select SAVE TARGET AS .xml format (7) Save subject files as: LastName_FirstName_LastFourSSN.xml i.e., (Smith_John_1234.xml) The .xml extension should be saved as lower case. c. Submit xml file to the echelon I or II Security Office for submission to DMDC for CE enrollment. 6. Echelon I and II commands must register no more than three representatives who will be authorized to submit case files to DMDC for CE enrollment. Echelon I and II SSO/CSM should contact Deputy Under Security of the Navy (DUSN), Security Directorate at: donsecurity_pers.fct(at)navy.mil to register. Files submitted by unauthorized personnel will be rejected and not enrolled into CE. 7. To submit CE enrollment files to DMDC, echelon I and II commands are required to: a. Group all .xml files into a single zip file, for one weekly submission. Do not send subject files individually if there are multiples to submit. b. Include the word Navy in the subject line of the email. c. Submit the .xml zip file by email each Tuesday by 1100 PST. d. Email addresses to send the encrypted zipped xml files will be provided by DUSN Security Directorate when registering authorized Echelon I and II users. 8. DoD personnel enrolled in CE will retain their existing eligibility. Under the rules of reciprocity as mandated by the applicable policy, existing eligibility remains valid until the individual: a. Is removed from CE b. No longer has any DOD affiliation c. Eligibility is revoked or suspended d. CE enrollment dates prior to August 2018 are not valid as they were part of the CE test program. For members with prior CE dates, submit reinvestigations as per references (b) and (c). 9. SSO/CSM are advised to communicate CE enrollment to the employee; and to advise the employee to maintain a copy of the SF-86. 10. Based on frequently asked questions, the following information is provided. a. ALNAV 059/18 deferment policy and guidance only applies to T3R/T5Rs. b. The CE enrollment date will be used as the investigation date once enrolled into CE deferment. c. Employees will remain in CE deferment until one of the conditions in paragraph 8 above is met. d. Currently the CE enrollment date is only available in DISS. e. Personnel enrolled in CE do not receive a new eligibility date; they retain their existing eligibility. f. There is no separate guidance regarding established control programs. All reinvestigations should be processed as per ALNAV 059/18, and existing eligibility remains as stated above. g. Until otherwise directed, submit any required reinvestigations for members enrolled in CE as warranted by the level of clearance eligibility required. Use the last closed investigation date or CE enrollment date, whichever is later, to determine reinvestigation periodicity requirements. 11. This NAVADMIN announces the annual Special Duty Assignment Pay (SDAP) recertification process for Fiscal Year 2019. In line with references (a) and (b), commanding officers (CO) are required to annually review and certify the entitlement to SDAP of each Sailor. This recertification is to verify that every Sailor who is assigned to an eligible billet is still qualified to fill that billet and is receiving the correct level of SDAP. 2. SDAP recertifications will not be forwarded to the Personnel Support Detachment (PSD). However, any action to start, stop or change the level of SDAP of a Sailor must be submitted to PSD via the Command Pay/Personnel Administrator using the Transaction Online Processing System. Certification shall commence upon the release of this NAVADMIN and continue through 31 August 2019. Failure by commands to complete the required certification by 31 August 2019 will result in stopping the SDAP of their Sailors until the annual recertification is endorsed by their Immediate Superior In Command (ISIC) and submitted to Enlisted Incentive Program Department (BUPERS-328). This endorsement cannot be signed by direction nor by an acting ISIC. A list of the commands that do not recertify on time will be sent to the Chief of Naval Personnel and the N1 staffs at U.S. Fleet Forces and U.S. Pacific Fleet via the Military Pay and Compensation Branch (OPNAV N130). Once the recertification is submitted, back pay will then be approved. 3. It is recognized that this process is laborious for Sailors and commands and the Military Pay and Compensation Branch (OPNAV N130) is developing options for an easier recertification process with the intent to implement in FY-20. In the meantime, this process needs to continue. 4. To verify if a Sailor is eligible and receiving the correct level of SDAP, a complete list of authorized skills and pay amounts can be found by visiting https://www.mnp.navy.mil/group/pay-and-benefits, then clicking on the *SRB* tab and navigating to the SDAP section on that page. 5. Follow these procedures to certify the SDAP report of your command: a. Obtain and print the annual SDAP report of your command. The annual SDAP report only pulls those Sailors that are currently drawing SDAP. (1) The command annual SDAP report may be obtained by sending a digitally signed e-mail to the SDAP recertification report help desk at mill_sdap_recert.fct(at)navy.mil. (2) Annual SDAP report requesters are to include their primary unit identification code (UIC) in the subject line and any required subordinate UICs in the e-mail body. (3) Reports will only be provided to Command Career Management System-Interactive Detailing (CMS-ID) users with the Activity Manning Manager (AMM) role. Requester must have CMS-ID AMM access for all subordinate UICs requested. Commands with no AMM will need to submit a CMS-ID AMM access request which can be found by visiting https://www.mnp.navy.mil/group/mnpmain, then clicking on *Quick Links*, then clicking on the *NPC* tab. Under the tab labeled *enlisted* click *CMS-ID*. (4) The SDAP report will be returned as an attachment either in an encrypted e-mail or via the U. S. Army Aviation and Missile Research Development and Engineering Center (AMRDEC) SAFE access file exchange process. AMRDEC SAFE will send an e-mail from no- reply(at)amrdec.army.mil with specific instructions on how to access and download the file. b. Verify your command as a whole and make changes as follows: (1) Add all Sailors who are eligible for SDAP, but not listed in the annual SDAP report. To add, simply handwrite or type the name, rate, effective date and level on the bottom of the annual SDAP report. If there is not enough space, attach a list on command letterhead. (2) Draw a line through any Sailor who is no longer eligible and put a brief description as to why they are no longer eligible (transfer/separation/loss of Navy enlisted classifications). (3) Verify levels are in line with the most recent SDAP eligibility chart by visiting https://www.mnp.navy.mil/group/pay-and-benefits, then clicking on the *SRB* tab and navigating to the SDAP section on that page. (4) The original signature of the CO must be on each page of the annual SDAP report accompanied by the following statement: *After review, I certify that all required additions and changes have been annotated, actions required to start, stop, increase or decrease has been processed via PSD prior to submission of recertification and all Sailors at this command are receiving the correct SDAP entitlement. This statement can be handwritten, typed or put on with a label. A cover letter is not required and only recommended if the command needs more space for Sailors added. (5) Provide a point of contact in the top right-hand corner of the first page of the annual SDAP report. (6) Send the SDAP report via encrypted e-mail to mill_incen_pays(at)navy.mil. The e-mail subject line must contain UIC and point of contact with rate, name, phone number and e-mail. (7) If you are having trouble sending encrypted e-mail, ensure that your encryption e-mail certificate is posted to the global address list. If you are still having encryption issues, contact BUPERS-328 at (901) 874-3260/ DSN 882. Many Sailors have called with questions about not being able to submit PMK-EE App completion emails to FLTMPS. Please try the below options to fix the PMK-EE certification submission issue. Fix 1. The PMK-EE was configured to work with the iPhone’s native Mail app. 1) Download the Mail app (search “Mail” in the App Store, if you’ve deleted it) 2) Sign-in to your email account 3) Retry sending your completion through the PMK-EE app. If still grayed out, follow additional steps for Fix 2. Fix 2. After you’ve logged-in or if you already use the native Mail app, you may need to enable the mail function by following these steps: 1) Go to Settings> Passwords & Accounts 2) Under ACCOUNTS, select your email and check that the toggle for Mail is turned on (the switch should be green. Please check for each email account, if you have multiple in your phone) 3) Retry sending your completion through the PMK-EE App If you are still unable to send the completion data, contact PMK-EE at 850-473-6014 or by email at sfly_PMKEE_questions@navy.mil

To support career progression models and maximize the return on investment for the Navy, TIS waivers for LDO and CWO applications will not be considered. (1) LDO obligatory service is 4 years from commissioning. LDOs must serve 10 years of commissioned service to retire as an officer. (2) CWO obligatory service is 6 years from commissioning. c. Interview appraisal boards shall be constructed and approved by the CO/OIC and consist of three Active Duty naval officers (LDOs or CWOs preferred). The senior member of the interview panel for applicants applying for LDO or CWO should be a lieutenant commander (LCDR) or above. For CWO applicants, the senior member of the interview panel can be a CWO4 or above if a LCDR or above is not available. Every effort (including teleconference media) shall be made to ensure at least one board member is from the designator for which the applicant is applying. Minimum grade requirements for board members are lieutenant or CWO3. Three interview appraisals must be submitted for each applicant. The potential block on interview appraisals must be marked for LDO and CWO candidates. Only the current version of the interviewer appraisal sheet will be accepted. The interviewer appraisal sheet is located via MNP at https://www.mnp.navy.mil/group/career-planning/commissioning- programs. Click the *Active-Duty LDO/CWO ISPB link, then select LDO and CWO ISPB to download the form. Nuclear applicants do not require interview appraisal boards. 8. Applicants who have or are currently serving in an Individual Augmentation Manpower Management (IAMM), Global Support Assignment (GSA) or Overseas Contingency Operations Support Assignment (OSA) are to include these tours in the assignment history section of the application. CO/OIC recommendation must include validation of any listed IA/GSA assignment. 9. PENSACOLA, Fla. (NNS) -- Sailors eligible for advancement to paygrades E-4/5/6/7 can now complete their Professional Military Knowledge Eligibility Exam (PMK-EE) requirements anytime, anywhere in the world, through a self-service app announced in NAVADMIN 140/19, June 26. Professional Military Knowledge (PMK) will be removed from the Navy-wide Advancement Exam (NWAE) starting September 2019 (Advancement Cycle 244) and will instead transition to a stand-alone, once-per-paygrade electronically delivered eligibility exam. The PMK-EE also expands the number of questions from 25 to 100, providing a better assessment of a Sailor’s understanding of basic Navy knowledge. Sailors can access the PMK-EE through MyNavy Portal (MNP), Navy e-Learning (NeL), Submarine On-Board Training (SOBT) and now the PMK-EE app. Each of these PMK-EE options operate independently, so Sailors should select one of the systems to complete all modules. With PMK separated from the advancement exam, once Sailors complete their PMK-EE requirements for their paygrade, they will have more time to concentrate exclusively on job-specific occupational knowledge needed for the NWAE, contributing to Navy’s goal of promoting technical experts. Here’s how Sailors can take advantage of the PMK-EE app: 1. Go to the Navy App Locker at https://www.applocker.navy.mil/ and download the PMK-EE app to a mobile device when ready to complete the eligibility requirement through an online exam. This does not require a Common Access Card (CAC). 2. Select each of the five topic areas: Career Information, Leadership and Character, Naval Heritage, Professional Conduct and Seamanship. Each topic may be taken independently of the others, in any order, and not necessarily during the same app session. 3. Once each topic is completed, the app will indicate the graded performance. Review the associated reference from the bibliography for incorrectly answered questions. 4. Score 80% or higher in each topic to pass the entire exam. If you did not pass a topic, you will have to retake it. 5. Once all topic areas are successfully completed, the app will display an overall exam score. 6. The app will ask for the Sailor’s DoD ID number (located on the back of your CAC) to transfer completion information to the Navy Training Management Planning System (NTMPS) / Electronic Training Jacket (ETJ). 7. Now, focus exclusively on job-specific occupational knowledge while preparing for the advancement exam. Since all Sailors must successfully complete PMK-EE prior to being eligible for advancement in each paygrade, this app increases a Sailor’s flexibility by providing the capability to do so at the right time and the right place, at the convenience of the Sailor. The app helps support, for example, Sailors who advance through the Meritorious Advancement Program (MAP) or automatically advance to E-4 upon completion of an “A” school. To count for eligibility, PMK-EE for the next paygrade must be completed on or after the Sailor is selected for the preceding paygrade. For example, in order for the completion of the E-6 PMK-EE to count for advancement eligibility, the Sailor must be selected for E-5. Active Component and Full-Time Support Sailors must complete the PMK-EE for the desired advancement paygrade by Sept. 1, 2019, to be eligible to advance for the E-4 through E-6 NWAE (Advancement Cycle 244), and by Jan. 1, 2020 for the E-7 NWAE (Advancement Cycle 246). Reserve Component Sailors must complete the PMK-EE for the desired advancement paygrade by Feb. 1, 2020 to be eligible to advance for the E-4 through E-7 NWAE (Advancement Cycle 106). The PMK-EE, announced in NAVADMIN 085/18, was created to provide greater emphasis on PMK and to separate it from examinations on rating knowledge as part of Sailor 2025 and Rating Modernization efforts. This is an initial step toward electronic advancement exams and, eventually, individually-tailored rating exams, unique to specific jobs and platforms. The Navy announced business rules for eligibility and administration of the PMK-EE in NAVADMIN 313/18. All Sailors participating in the upcoming advancement cycles can now view their worksheets online using their NSIPS Self-service accounts from the Enlisted Advancement Worksheet (EAW) module. Worksheets are in a view-only status until your ESO routes the worksheet to you for data/status verification. Once EAW is in your queue, the system permits documents upload and comments to be made before routing back to your ESO. Data from EAW will be sent directly to the Navy Enlisted Advancement System the day after exam administrations. So, it's critical that all commands ensure data in EAW is accurate and reflects correct Performance Mark Average, awards and advancement eligibility information like the completion of the Professional Military Knowledge Eligibility Exam (PMK-EE). This NAVADMIN announces the release of the Professional Military Knowledge Eligibility Exam (PMK-EE) Application (App) for use on mobile devices. The PMK-EE App was created to provide flexibility to Sailors in the completion of their E-4 through E-7 advancement eligibility requirements. Reference (a) provides the business rules and eligibility requirements as they pertain to PMK-EE. All Sailors must successfully complete PMK-EE as outlined in reference (a) regardless of their path to advancement. 2. The PMK-EE App is currently available through the Navy App Locker and via the Apple and Android App stores under the name PMK-EE. a. The PMK-EE App can be downloaded to and opened on a mobile device without the need for a common access card. b. Once an exam has been downloaded to a mobile device, the App can be used with or without an internet connection. c. Upon exam completion, the Sailor will input their Department of Defense Identification (DoD ID) Number into the App. Once the DoD ID is submitted, completion information is transferred to the Navy Training Management and Planning System (NTMPS)/Electronic Training Jacket (ETJ). Sailors must be connected to the internet to transfer exam completion data. 3. Completion Status and System Reporting a. Sailors working in a restricted environment using the PMK-EE App will have to back up their progress to an external device, or complete the PMK-EE exam and transfer the completion information to NTMPS/ETJ, prior to exiting the restricted environment. PMK-EE progress/completion information will be lost if the mobile device memory is erased prior to departing the restricted environment. b. PMK-EE completed via Navy e-Learning, submarine on-board training or a mobile device, will automatically be updated in the Sailors NTMPS/ETJ. NTMPS/ETJ should update the advancement eligibility check on the Enlisted Advancement Worksheet (EAW) to *yes* indicating PMK-EE is complete. If the NTMPS/ETJ does not automatically update the PMK-EE successful completion on the EAW, the command Educational Services Officer (ESO) can upload the passing certificate of the Sailor to NTMPS/ETJ and change the PMK-EE status on the EAW from *No* to *Yes*. The ESO can change *Advancement Ineligible* to *Advancement Eligible* at this time if all other eligibility requirements have been met. At this time, the PMK-EE App and Navy e-Learning systems operate independently. This means that in order to generate a completion certificate, Sailors must complete all five modules of the PMK-EE within the same system. c. The Fleet Training Management and Planning System (FLTMPS) can be used to generate command completion reports for PMK-EE. The following steps access the automated report: (1) Log into FLTMPS. (2) Click on the *Report Search* button at the top of the Screen. (3) Type *PMK* in the *Search for Report* box, click *Search*, then click on the PMK-EE link once it appears. (4) On the report screen, select one of the options from the report criteria table. (5) Enter the command unit identification code or activity name and run the report. (6) The command completion report will list all Sailors who have completed at least one PMK-EE. 4. A password is not required to participate in the survey.
