WASHINGTON (NNS) -- With the permanent change of station (PCS) season right around the corner, Sailors and families are urged to turn to their Navy Housing Service Centers (HSC) for assistance to select the housing that best suit their needs. The centers, which are located Navy-wide, provide a range of services and resources to help service members and families make housing choices, process applications and manage waitlists. “The HSC staff provides professional assistance to guide you in your home-finding experience,” said Greg Wright, Navy Housing director for Commander, Navy Installations Command. “They are committed to supporting our Sailors and families, and will even advocate on their behalf by providing issue resolution with landlords if needed.” Contact the HSC Prior to PCSing The Housing Early Assistance Tool (HEAT) assists service members and families in obtaining housing information Navy-wide. Service members and families can start the housing process at multiple Navy installations online before or after they receive their permanent change of station orders. HEAT creates an easy user experience to connect with your next duty station. Spouses can also use the assistance tool, needing only minimal information about their service member. To access HEAT, go to www.cnic.navy.mil/HEAT. Sailors and families can apply for housing through the service center or HEAT at any time, but applications will not be fully processed until all required documents are submitted. When applying to Navy-owned or privatized housing, make sure you have the following documentation: Application for Assignment to Housing (DD Form 1746), Sex Offender Policy Acknowledgement & Disclosure Form, completed PCS orders, and all dependent certification documents. Choosing to Live in PPV Housing There are three housing options available to Sailors and families – Public-Private Venture Housing (PPV), government housing, which is located overseas, and community housing. For Sailors living in the continental U.S. and in Hawaii, many select to live in privatized housing. Active duty military personnel with dependents are eligible for and are the primary residents of privatized family housing. This creates a built-in, tight-knit neighborhood that is unique to military family housing. There are several benefits associated with PPV housing, to include no security deposit when rent is paid by allotment and rent is due in alignment with the service member’s Basic Allowance for Housing (BAH). There are also no application or credit check fees and service members cannot be denied a lease due to negative credit checks. PPV residents also have the option of selecting a six-month or 12-month lease. PPV rent includes basic utilities, such as average electricity use, trash collection, water, sewer and common area grounds and facility care. Privatized neighborhoods often include 24-hour maintenance, free events for children and families as well as additional amenities, such as courtesy patrols, recreation centers, gyms, pools and playgrounds. “Sailors and families should compare PPV housing with other rental options available prior to making a housing decision,” Wright said. “Even after residents move into their homes, if they encounter issues, it is best to communicate directly to the PPV housing manager. If the issue is not resolved, service members and families are encouraged to contact the Navy Housing Center for further assistance.” More About PPV Housing PPV housing is managed much the same way as community rentals; however, it is owned by a private entity and governed by a business agreement between the private entity and the Navy. The private entity is responsible for the construction, renovation, maintenance and day-to-day management of the housing. Privatized housing may be located on or off an installation. In many cases, the privatized housing is former military housing. As with community housing, a lease agreement must be signed with the landlord and rent is capped so it is never higher than the BAH with dependents rate. “The choice is yours, but no matter what housing option you decide to take, the Navy Housing staff is available to provide assistance,” Wright said. The following information addresses lessons learned from the FY- 19 STA-21 selection process and board. This information is provided to preclude common errors: a. Of the 323 applications received for FY-19, only 305 were board eligible. A total of 50 were selected to participate in the FY-19 STA-21 program. b. Each year, packages are not considered due to non-qualifying Scholastic Aptitude Test/American College Test (SAT/ACT) test scores, missing commanding officer (CO) endorsement/recommendation, recent non-judicial punishment, missing physical fitness assessment (PFA) cycles and validation of non-participation PFA status for those Sailors who received overall excellent low or better, missing or illegible submission of documents and not meeting program age or PFA requirements. c. Minimum eligibility requirements must be met before submitting an application. Applications should be mailed only when fully completed. Officer interview boards shall consist of three officers. The CO of the applicant may not be a board member and should not submit an interview appraisal sheet. The personal interview of the CO should be conducted only after the application is complete and the officer interview board has submitted their appraisals. The full picture of the academic and officer potential of an applicant can only be determined by reviewing the SAT/ACT scores, high school/college transcripts and a completed application package. d. The endorsement of the CO is extremely important, especially the ranking of the applicant among his or her peers. The endorsement should contain specifics about the academic potential, commitment, leadership, service above self and potential for successful service of the applicant as a naval officer. CO comments should specify the primary option to which the applicant is applying and address how the applicant meets qualifications for that option. For junior Sailors with only schoolhouse evaluations, the CO must address the schoolhouse status of the applicant and performance in their endorsement. e. An interview board and nomination review board shall be conducted in line with reference (a). It is recommended that officers belonging to the designator of choice of the applicant, if available, be asked to participate in the interview/nomination review board to assess the applicant for their community. Officer appraisals provide important insight on the applicant. The appraisal from the board should be a frank and honest assessment of the leadership and academic potential of the applicant. Appraisal forms should be typed to ensure legibility for the selection board. f. The personal statement of the applicant should address why the Sailor wants to become an officer, how the selection of the Sailor would improve the Navy and why the Sailor is applying for a specific option. Sailors must also address any hardships or unique experiences that shaped their character. Junior Sailors should provide information on high school experiences as high school transcripts rarely provide in-depth information on involvement in sports, clubs, volunteer hours, work, etc. Additionally, applicants should address any anomalies in their package (e.g., poor high school grades, college grades or service school grades, poor evaluation performance). The explanation should include details of the situation, how the applicant has overcome these issues and why the applicant will be successful in the future. g. The application is a reflection of the applicant. Applicants should review their application in its entirety before submission. They must check for misspelled words and improper grammar, and ensure all transcripts (high school and all colleges) are enclosed. h. Within the last year, applicants must have passed both PFA cycles to include body composition assessment and the physical readiness test (PRT) with performance in the good category or better.   15. The spring E4-E6 advancement results for cycles 243 and 104 should be released the week prior to Memorial Day. The Chief of Naval Personnel sets the dates and times, and this page will share as soon as that schedule is available. How Does the Process Work? The Navy Advancement Center (NAC) creates candidate records for all Sailors participating in the advancement cycle. Then, Final Multiple Score (FMS) elements are used to establish a rank order for each component (Active, Reserve, FTS, etc.), paygrade and rating. Once quotas are received from the Enlisted Planners (OPNAV N132), NAC applies the quotas to each rank order. Minimum FMS cut scores are determined by the rank order. In other words, if there are 50 quotas, then 50 Sailors will be advanced in the grouping, and the FMS of the Sailor who falls in the 50th spot of the rank order will set the minimum FMS cut. That minimum cut score will show on all profile sheets in that grouping. Publication is a three-day process. First, the quotas are released showing advancement opportunity in each advancement grouping. Then, the next morning Triad Notification files are published on BOL so commands can notify Sailors of their advancement status. Then, the following day NAC will publish profile sheets and All Hands Online will publish the list of advancees in each component.

  19. ACTIVE DUTY EXAM BIBLIOGRAPHIES AVAILABLE The Cycle 244 (September 2019) E4-E6 Navy-wide Advancement Exam (NWAE) bibliographies are available for download on MyNavy Portal and Navy COOL. Bibliographies list reference material used by rating subject matter experts during Advancement Exam Readiness Reviews to validate exam questions. Bibliographies are exam specific for the NWAE and substitute exams.
  20. After a successful pilot phase, EAW will be fully implemented for the 2019 E4-E6 fall Active Duty and Reserve advancement cycles. Per NAVADMIN 316/18, all commands must have established EAW roles to execute the worksheet data verification and routing processes, as well as the data exchange between the Navy Standard Integrated Personnel System (NSIPS) and the Navy Enlisted Advancement System (NEAS). The link below outlines all EAW roles and system capabilities. Sailors will be able to use their NSIPS self-service access to view their fall advancement cycle worksheet beginning on June 3, 2019. Commands can garner EAW roles using the NSIPS SAAR link from the splash page. EAW transitions the Navy’s manual paper Advancement Worksheet (NETPDC 1430/3) process to an automated process within the NSIPS. The system will leverage authoritative data and display a dashboard of advancement eligibility factors.   21. This post has been updated to clarify the proposed location of the artificial reef made from the hull of former USS Clamagore. The attack boat was previously planned to be sunk off of Key West, Fla. However, the lawsuit said the proposed location was off the coast of Charleston, S.C.   22. PORTSMOUTH Waverly Sykes ran up the gangway into the billowing smoke at Pier 5. “Chief, there are men trapped in that hold!” workmen on the deck of the USS Saturn shouted. The Norfolk Navy Yard fire chief could hear the cries of the men below as fire hoses were laid on the deck. He grabbed one and descended the ladder behind his assistant chief, battling flames on his way down into the smoke and fume-filled atmosphere of the ship’s third hold. The firefighters knocked down flames overhead and on the bulkhead. A pile of cork about 6 feet high was on fire on the ship’s starboard side. The flames there seemed more stubborn than the rest.
