Returned quotas will then be factored into the current Navy-Wide Advancement Exam (NWAE) cycle. Additionally, we are maintaining the two- season framework that aligns the MAP with the NWAE to emphasize the intent of MAP in identifying and rewarding high-performing, technically-proficient Sailors. COs are authorized to use E4 quotas to advance any E1 through E3 Service Member to the next higher paygrade on a one-for-one basis and also to meritoriously advance Sailors who are in a frocked status. 4. The updated MAP changes for CY20 were made in partnership with Navy leadership and the MAP strategic working group, comprised of senior enlisted leaders across the Fleet. The strategic working group applied the lessons learned from CY19 and Sailor feedback to ensure command triads have as much latitude and flexibility as possible. New changes for the CY20 MAP include: a. Shortening the MAP seasons. Due to the successful implementation of MAP automation in Navy Standard Integrated Personnel System (NSIPS), and in response to the desire of the Fleet to ensure MAP quotas are executed efficiently, the time allotted for commands to approve MAP candidates will be reduced from 60 to 45 days starting with CY20 MAP Season Two. b. Canvasser Recruiter (CANREC) nominations. CANREC Sailors will no longer be advanced under the Active Component MAP. Community Health. Although MAP has not adversely impacted community health, we recognize some ratings had lower NWAE opportunity as compared to MAP. We will continue to explore ways in which MAP can be tailored for specific ratings of interest. 6. Commands are required to submit their MAP advancement through NSIPS. Commands without access to NSIPS should submit their Meritorious Certification Letters (MCL) via e-mail to their Immediate Superior in Command (ISIC) as detailed in paragraph 6a before the last day of the respective MAP season. The system will use authoritative data to determine eligibility. However, commands are still required to locally validate that MAP candidates have successfully completed the professional military knowledge eligibility examination requirement prior to the first day of the MAP season as outlined in reference (b). a. NSIPS Web Afloat Users. Commands without access to NSIPS must submit their MAP nomination request via e-mail directly to their ISIC, type commander (TYCOM) or budget submitting office (BSO)/echelon II command using the MCL. The letter must be signed by the CO and should address any exceptions to policy (ETP) and/or additional quotas requested. Sample MCLs and detailed information regarding the NSIPS web afloat user process can be found via MyNavy Portal (MNP) at the *MAP* tab and then select the *Meritorious Certification Letter (MCL) Template* and *Offline Process*. b. Quota usage, modifications and distribution will be managed within the NSIPS environment. BSO and command quotas will be uploaded into NSIPS on 15 February 2020 and can be found under the quota summary report tab. Quotas can also be found via MNP at the *MAP* tab and then select the *MAP Quotas*. c. Additional quotas can be requested using the quota request option. Commands must contact their BSO to determine timeline for additional quota requests. All commands are authorized to request quotas from their BSO/echelon II command, via their ISIC and TYCOM, whether or not command quotas are authorized. d. The system will automatically determine if an ETP is required, using predetermined criteria. Service Members in ratings requiring security clearances and rates/pay grades requiring time in rate (TIR) waivers will be automatically routed for adjudication. The request will be routed through the ISIC, TYCOM and BSO/echelon II command using a hierarchical workflow. e. Nuclear-trained Service Members. NSIPS will not automatically generate an ETP. If a command desires to advance a nuclear-trained Service Member not meeting the TIR, an ETP must be routed to Director, Military Personnel Plans and Policy (OPNAV N13) via Nuclear Program Manager (OPNAV N33) (E-5 TIR date of 1 January 2018 or earlier to be eligible for advancement to E-6 during CY20 MAP Season One. WASHINGTON (NNS) -- Top-performing junior Sailors will continue to have the opportunity to be promoted to the next rank under the Meritorious Advancement Program (MAP), as outlined in NAVADMIN 005/20. MAP will account for approximately 20 percent of total advancements in CY20 with roughly half of the available quotas allocated for each season. Similar to last year’s guidelines, MAP will be considered in two “seasons” to coincide with the two Navy-wide advancement exam cycle in the spring and fall. Each cycle will begin just before and will conclude just after the exams, March 1 through April 30, and October 1 through November 15 for season one and two respectively. “We continue to see positive results of MAP by providing an avenue to fast-track promotion for Sailors who may not have the time in grade requirements for the advancement but are outperforming their peers,” said Vice Adm. John Nowell, chief of naval personnel. “MAP is doing what it is intended to do: empower commanding officers and their command triads to identify and advance the most talented, experienced and proficient Sailors within their commands based on demonstrated performance and ability.” MAP is open to all Active-Duty, Full-Time Support Sailors who are E-3 to E-5 and meet eligibility requirements for the next pay grade to include completing the Professional Military Knowledge Electronic Exam (PMK-EE).   7. The United States Navy’s enlisted rank and rate system is unique among the armed services. The first point of divergence is the term “rate,” used in the Navy rather than the more-familiar term “rank,” which is reserved for naval officers and warrant officers. The second unique aspect of Navy enlisted rates is the inextricable linkage of rates, which represent a Sailor’s pay grade, and ratings, which denote an occupational specialty. For example, where a notional Sergeant Smith may have a military occupational specialty (MOS) of infantryman in the Army, he would simply be designated Sergeant Smith, both in conversation and on official documents. A Sailor of equivalent rank/rate with a rating of boatswain’s mate would be Boatswain’s Mate Second Class Jones. (NNS) -- With the first enlisted advancement cycle complete following the rollout of the automated Enlisted Advancement Worksheet (EAW), the EAW working group began to address Fall 2019 advancement cycle lessons learned based on input from Sailors and Educational Services Officers to enhance the Navy’s processes. One of the biggest feedback items was EAW’s requirement for the Professional Military Knowledge-Eligibility Exam (PMK-EE) certificate to be uploaded in the Navy Standard Integrated Personnel System. This led to one of the changes for the fiscal year 2020 advancement cycle for active-duty E-7 in January, Reserve E-4 through E-7 in February, and active-duty E4 through E6 in March. “System latency was extending processing requirements,” said Thomas Updike, Navy Advancement Center deputy director. “Now, as long as the PMK-EE is successfully completed with an 80 or higher in the app or online, there is no need to upload the certificate.” The PMK-EE, which Sailors can now take on Navy eLearning or the mobile app, is required once per paygrade. “The app allows you to complete the PMK-EE requirement anytime and anywhere you have an internet connection,” said Naval Education and Training Professional Development Center (NETPDC) Command Master Chief Gregory Prichard. “Once you complete the exam on the app, you will be directed to enter your Department of Defense identification number to create an email that will update your training jacket.” Another change Sailors will see is less EAW system-generated emails. “Due to fleet feedback, a system change was implemented to reduce the periodicity to weekly,” said Updike. The working group will continue to address issues and feedback from the fleet as advancement cycles continue. “We want the fleet to know that the automated EAW is an evolution toward electronic exams,” said Capt. Brett St. George, NETPDC commanding officer. “We hear their feedback and we are adopting changes to make it better.” The automated EAW, which replaces the paper worksheet, is one of the many endeavors delivering on the MyNavy HR Sailor 2025 Pay and Personnel System Modernization effort. The automated EAW improves the integrity of data used to compute the Final Multiple Score by leveraging data feeds from authoritative data systems for time-in-rate, performance mark average, awards and education.   9. The Marine Corps announced Tuesday that it was authorizing Marines and civilians in Marine Corps law enforcement roles to carry personal firearms while on base.   10. Fewer service members will receive a cost of living allowance in 2020, according to an announcement from the Defense Department on Friday. The department will pay about $20.2 million in cost of living allowances, known commonly as COLA, for service members living in expensive areas of the continental United States. This includes about 12,300 service members — down 2,600 from last year — living within 16 identified areas, according to the DoD news release. MILLINGTON, Tennessee (NNS) -- Sailors moving overseas are now eligible to use their Government Travel Credit Card (GTCC) as part of a pilot program launched this summer initially only for permanent change of station (PCS) moves in the U.S. The expansion of the pilot, announced in NAVADMIN 297/19, is part of the Navy’s ongoing transformation efforts for a modernized pay and personnel system under Sailor 2025; the program is designed to reduce out-of-pocket expenses for Sailors and families while executing PCS travel. The pilot program allows the Sailor to use their GTCC as an option to pay for a range of PCS related expenses. These expenses include temporary lodging, fuel for personal vehicles and meals en route to the new duty station as well as Dislocation Allowance (DLA)-related expenses necessary to establish a household. All commercial airfare for PCS travel will continue to be booked through the Navy Passenger Transportation Office (NAVPTO). Eligibility now includes Continental U.S. (CONUS) and Outside Continental U.S. (OCONUS) active duty Sailors conducting PCS moves with 45 days or less Temporary Duty Under Instruction (TEMDUINS) en route to their permanent duty station. The initial pilot program was launched Aug. 6, 2019, for active-duty existing GTCC cardholders who were conducting PCS between two U.S. based duty stations with fewer than 30 days travel. Since the program launched, several keys to success were identified during the first phase. These include: ensuring the Sailor verifies the status of the GTCC and the card’s assigned pin prior to use, working with the Command Pay and Personnel Administrator (CPPA) to understand entitlements, and verifying with the Agency Program Coordinator (APC) that the GTCC has been placed in a mission critical status. With future planned enhancements, and as distributable inventory increases over time, expect to see even greater flexibility and choice offered via a variety of incentives made available through MNA. MNA also enhances command interaction, which in the end affords improved Fleet manning leading to increased readiness and lethality, all while improving the Sailor experience. 2. MNA goes live on 5 December 2019, replacing CMS-ID. All Active Duty and Full Time Support Sailors will be able to review and apply for advertised billets in MNA. Incorporation of Enlisted Reserve Sailors is planned for a future upgrade. Upon logging in to the new system, Sailors will immediately notice the new, modern Graphical User Interface (GUI). This GUI was designed with significant Fleet Sailor input and is a foundational element of delivering a modern Human Resources (HR) service and experience to all that use MNA. In addition to this new interface, MNA incorporates the following changes: a. Increased access window. To increase transparency, Sailors will have access throughout the entirety of every detailing cycle, with the exception of scheduled maintenance periods when new job vacancy data is released. b. Expanded job search capability. Gives Sailors the ability to search for all available vacant jobs as well as jobs with upcoming vacancies throughout the Navy, not just must-fill jobs in any given cycle. c. More job search tools. Expands job search filters to include categories with these titles - All Jobs, My Preferences, Bookmarks, Saved Searches, By Qualification and Rate Commonality Matches. d. Bookmark capability. Up to 100 jobs of interest may be bookmarked for future viewing and comparison. e. Improved application process. Increases the number of applications a Sailor may submit during an application cycle from five to seven. It also includes an Application Lifecycle Tracker dashboard, giving Sailors a quick visual reference on the status of their application. f. Professional Apprenticeship Career Track (PACT) Sailor assignments. PACT Sailors will view, apply and compete for billets leading to rating designation. PACT Sailors will see a tailored billet list based on individual eligibility. While a follow-on assignment at the current command of the PACT Sailor is considered optimal, billet vacancy will largely determine if the orders are to the current command, a new command, or A- School, leading to a rating designation. Command involvement in this process is paramount. PACT NAVADMIN 275/19 provides specific details on the new PACT designation process. g. MyResume. This feature expands Sailor ability to highlight professional and personal information to Detailers and prospective commands. The Sailor resume will present authoritative data used in assignment decisions to Sailors and prospective commands. Sailors will be able to add text, highlighting their experience, pertinent skillsets and accomplishments at their current and past commands as well as general comments to help market themselves for desired billets. h. Access to personal information. Gives Sailors easier access to their personal information, improved duty preferences, assignment history and MyResume. i. Enhanced messaging tools. Community notes from detailers and messages about new detailing polices or programs available to Sailors on the MNA homepage. j. Improved help, tutorial and tips functionality. 3. The MyNavy HR Team is committed to continual process improvement and has begun work on future updates to MNA to link rating conversion and re- enlistment/extension to billet assignments. We will continue to learn and adjust our business processes and practices as appropriate to improve transparency, flexibility and choice for both Sailors and commands. 4.
