This NAVADMIN announces revised selective reenlistment bonus (SRB) policy for Active Component (AC) and Full-Time Support (FTS), superseding reference (a). 2. Sailors must now reenlist within 365-days of their end of active obligated service (EAOS) (as opposed to 270-days required in reference (a)), except in the case of Nuclear-trained Sailors who can reenlist at any point in the reenlistment zone, per guidance in reference (b). 3. The pay for performance program continues its pilot as part of Sailor 2025 and the overall talent management process for the Navy. Eligibility and submission requirements are as follows: a. To be eligible, Sailors must: (1) Be in the EM, EN, GSM, MM(SW), DC, HT, MR, CSS or AWS rating. (2) Have received two Early Promotes (EPs) in block 45 of their three most recent periodic evaluations. Block 8 may indicate REGULAR, FROCKED or SELECTED. Block 10 must be checked for periodic. No transfer, concurrent or special evaluations will apply. Evaluations are not limited to performance documented in the last three years. The intent is to evaluate the last three periodic evaluations, regardless of how far back in a career that may go, so as not to limit eligibility to only those who have served at a single duty station for at least three years. (3) Have not received Non-Judicial Punishment within the last three years. (4) Have not failed any part of the physical fitness assessment in the last three years. b. Commands must submit a NAVPERS 1306/7, Enlisted Personnel Action Request, requesting the SRB kicker, signed copies of the evaluations of the Sailor and a printout of their physical readiness information management system data to BUPERS-328 once their pre- certification has been submitted. This requirement is only for those who fall under the provisions of this paragraph. c. Award ceiling cap values under $100,000 will be raised by $5,000 for Sailors eligible for the performance kicker. Award ceiling caps will not be adjusted over $100,000 under these provisions. 4. SRB Submission Requirements a. Commands are required to submit SRB reenlistment requests to the Enlisted Community Support Branch (BUPERS-328) via Officer Personnel Information System (OPINS) or Navy Standard Integrated Personnel System (NSIPS) 35 to 120 days in advance of the requested reenlistment date of the Sailor. Requests submitted less than 35 days prior to the requested reenlistment date will be rejected. However, commands may contact BUPERS-328 for waiver eligibility evaluation and procedural assistance. Sailors must have an approved SRB request before reenlisting. The servicing personnel office is responsible for verifying the reenlistment, posting the contract, releasing the first payment and verifying the master military pay account. Commands shall immediately notify the Military Pay and Compensation Policy Branch (OPNAV N130) when a Sailor fails to maintain eligibility in the skill for which SRB was paid (e.g., loss of security clearance, medical disqualification, loss of eligible Navy Enlisted Classification (NEC), misconduct) or when a Sailor has an approved separation with a remaining SRB contract obligation. b. Career Waypoints-Reenlistment (C-WAY-REEN). Commands are authorized to submit SRB reenlistment requests prior to a Sailor receiving a C-WAY-REEN quota. However, the member must have a final C-WAY-REEN approval prior to reenlistment. c. Sailors with approved SRB requests who do not reenlist on the date or for the term specified in the SRB approval message must have their command contact BUPERS-328 to initiate a reenlistment cancellation to avoid placing Sailors in an overpaid status. 5. Acceptance of a NEC-specific SRB contract indicates an agreement between the Sailor and the Navy to use those NEC skills to meet Fleet readiness requirements. In subsequent tours, a Sailor must be willing to be detailed during the normal projected rotation date window to an available billet within the SRB contracted NEC, consistent with sea-shore flow requirements. Lateral conversions must follow reference (b), subparagraph 16d. 6. Reference (b), paragraph 16f, provides OBLISERV to Train (OTT) guidance. Submit OTT requests to the BUPERS-328 extension desk by submitting an Electronic Personnel Action Request (ePar) via My Navy Portal (MNP), or by submitting a 1306/7 via email to askmncc@navy.mil. Sailors should retain a copy of the authorization message until reenlistment. Use code 1CC for OTT SRB request in OPINS or NSIPS. Additionally, school OBLISERV requirements are provided in reference (c). OBLISERV will be determined based on course length as provided in paragraph 3b of reference (c). Paragraph 3c(1) no longer applies. 7. In keeping with Department of Defense (DoD) policy, Sailors who accepted an enlistment bonus for extended enlistment (EBEE), as reflected on their Enlisted Bonus Payment Checklist (NAVCRUIT 1133/52, Enlistment Guarantees, New Accession Training Program Enlistment Guarantee or Professional Apprenticeship Career Track Program Enlistment Guarantees), are not authorized to use this inoperative extension time in the SRB calculation. Sailors who have inoperative extension time through a 5- or 6-year obligation program may continue to have up to 24 months of inoperative extension time count towards the SRB calculation provided the reenlistment results in a new EAOS that is at least 24 months day-for-day past their current extended EAOS. This calculation is performed automatically by BUPERS-328. Local commands are not authorized to cancel or change extensions for the purpose of immediate SRB reenlistments. Commands must verify and annotate on the precertification request whether any inoperative extension time noted is part of an EBEE contract. 8. Repayment policy is governed by Section 373 of Title 37, U.S. Code, DoD Financial Management Regulation (FMR) Chapter 2, Volume 7A and reference (b), which collectively determine when repayment of the unearned portion of a bonus is required or not required but left to Secretarial discretion or prohibited. Section 373 of Title 37, U.S. Code requires repayment with certain exceptions. As a general rule, repayment of any unearned portion of a bonus will be sought. 9. Sailors who have reenlisted and have not received their SRB payment or who have questions concerning the taxation of their SRB and annual installments should contact their servicing pay office or personnel support detachment. SRB tax information is also discussed in DoD FMR, Volume 7A, Chapter 44, table 44-1, rule 5. The Coronavirus Pandemic (COVID-19) has impacted our Fleet in profound and enduring ways. However, the priorities CNO stated in his message to the Fleet on 8 April also endure. First, our health and safety. Second, ongoing fleet operations and our support to the coronavirus effort. Third, generating the support required to keep the first two on track. 2. We are learning to operate our Fleet in a new normal, and must accept that COVID-19 will be with us for the foreseeable future. We will continue to navigate this new dynamic and evolve our way of thinking and day-to-day operations. All hands will be required to defeat this unseen enemy. Our Fleet will continue to operate. 3. We have learned much about how to combat this virus over the past few weeks. COVID-19 makes our job more complex because individuals can harbor the infection and appear asymptomatic and because the shipboard environment makes it difficult to comply with CDC guidelines. However, we know that isolating or quarantining personnel for 14 days gives a 95% chance that they will be virus free at the end of that time. 21 days gives you a 99% chance. Properly disinfecting kills the virus. Covering your cough or sneeze protects shipmates. If you feel ill, stay home. Maintaining social distancing, wherever possible, is effective. Wearing face coverings is effective. We also know that unless there are underlying health issues, the virus rarely requires hospitalization and even more rarely is fatal for our young and fit Sailor demographic. However, these measures all rely on the individual Sailor, and we must rely on each other for these actions to be effective. 4. We understand these measures are especially challenging in a shipboard environment, but they are not impossible. We need your complete cooperation to pull together as we fight this virus, as the COVID-19 transmission rate is three times that of the normal flu. Should our preventative measures fall short, it is extremely important that we rapidly isolate individuals and determine their close contacts. Quick identification, isolation and cleaning is the only way to stop further spread aboard a ship. This will be a continuing fight, but we will win. 5. Our goal moving forward as we prepare ships, submarines and aircraft to operate at sea is to deploy with ZERO positive cases. That is our goal, but leadership recognizes that given the nature of this virus it may not be realistic. Personal accountability and preventive actions will be critical to our success. Every single Sailor must take action, from the operational commander to the deckplate; E-1 to O-10. We each need to be attuned to our own health and our interactions at home, aboard ship or out in town. At the first sign of feeling abnormal cough, unusual fatigue or a fever - treat yourself at home if possible, and if necessary, seek medical attention. Virginia Beach, VA (NNS) -- The Navy Exchange Service Command’s (NEXCOM) NEX Downrange Program was originally created overseas to support troops who are forward-deployed without access to a NEX. But due to the impact of the COVID-19 crisis, the program has transformed into a quarantine support program to support service members who have either been placed on restriction of movement (ROM) by their commands or aboard a ship in port overseas and unable to disembark. As of Apr. 9, the NEX Downrange Program, or now also known as the NEX Quarantine Support Program, has been adopted by over 20 NEX locations around the world and filled approximately 3,000 orders in a little over a week. The program will continue to expand to other NEX locations where there is a need. At most NEX locations, service members can submit an order and pay for their merchandise via a secure encrypted internet site. The customer receives an email acknowledging the order and an estimated time the order will be delivered or will be available for pick up by the Sailor’s command. Customers can purchase a variety of items from the NEX including food, non-alcoholic beverages, electronics, personal hygiene, health and comfort items, sports nutrition and cleaning supplies. Due to social distancing guidelines, all orders are delivered or picked up without coming into close contact with the associate or customer. “NEXCOM’s sole mission is to support our Navy, our Sailors and their families, especially in times of crisis,” said Greg Thomas, Senior Vice President, NEXCOM Operations. “Now more than ever our command must get creative and dig deep to support our service members, and this program does just that! For everyone’s safety and well-being, these men and women can’t come to a store… so we’re bringing the store to them!” NEX locations that are providing the downrange or quarantine support program include Bahrain; Guam; Djibouti; Jebel Ali, Dubai; Guantanamo Bay, Cuba; Naples, Italy; NEX Jacksonville, Key West, Orlando and Pensacola, Fla.; NEX Newport, R.I.; NEX Great Lakes, Ill.; NEX San Diego; NEX Norfolk, Little Creek and Oceana, Va.; NEX Bremerton and Everett, Wash.; NEX Pearl Harbor and NEX New London, Conn. Every time you’ve has been asked to assist, you and the team not only accepted the challenge you exceeded all expectations with speed and agility. You have, once again, proved that your NEX Guam team is more than a brick and mortar store. Team NEX Guam's efforts have made immediate and positive impact on the crew and this community.” Stateside, NEX Great Lakes, Ill., at Navy Recruit Training Command is currently utilizing the program to support all new recruits who have been placed on ROM, and since the beginning of April has filled nearly 1,000 orders. At NEX San Diego where ROM Sailors are located all around the installation, they have adapted the program to provide a wide range of food delivery services and an online order system where their command representatives are able to also pick up items at the QMart. NEX New London, Conn., recently started its program for those students at the U.S. Naval Submarine School placed on quarantine, and has so far received over 30 orders. Additionally, NEX Pearl Harbor opened up its program on Apr. 6, and in three days, 25 orders were been placed, totaling nearly $2,000. The NEX Downrange and Quarantine Support Program continue to be shaped and molded based on a particular installation’s need. The Navy did not disclose the name of the sailor, who was admitted to the intensive care unit of a US Navy hospital on Thursday. A sailor assigned to the aircraft carrier USS Theodore Roosevelt was in intensive care Thursday after suffering complications from a coronavirus infection, the Navy said. WASHINGTON (NNS) -- The Navy has modified allowance rules for Sailors in a restriction of movement (ROM) status on base in order to receive Navy-provided meals without losing their pre-existing subsistence allowance. The approval is outlined in an April 7 memorandum from Vice Adm. John B. Nowell, the Navy's top uniformed personnel officer. The memo was crafted to ensure that those who were in command-directed isolation were not penalized with pay deductions, even if they received meals free of charge. Installation commanding officers are given approval authority to grant meals to those in a ROM status based on the guidance in the memo. The temporary exception applies to both officers and enlisted who are already being paid full BAS but find themselves under restriction of movement in government quarters. Under normal circumstances, the DOD’s pay rules require service members being paid BAS to pay for government provided meals “out of pocket” or have their BAS reduced, accordingly. Units confined to protect the health of our personnel and their families or to assure essential mission function capability and not specifically for health-related ROM, must request approval from the Director, Military Personnel Plans and Policy (OPNAV N13) to provide subsistence-in-kind without deducting Sailors’ BAS. Eligible travelers who self-fund travel will be reimbursed within the authorized limits of the Joint Travel Regulations. 3. Casualty Assistance Calls Officer (CACO) Notifications and Casualty Assistance Support. In person CACO notification is authorized only for the Primary Next of Kin (PNOK), unless Commander, Navy Installations Command (CNIC) directs phone notification due to the health and safety risk in the affected location. CNIC approval is required for any additional in-person notifications and for any in-person enduring CACO casualty assistance support of the PNOK and other NOK beneficiaries. 4. Casualty Benefits Processing. Benefit processing will be prioritized with the most critical benefits processed first (e.g. Death Gratuity (DG), 365 days of housing allowance (BAH 365), Servicemembers Group Life Insurance (SGLI)) for eligible beneficiaries. In areas where in person CACO notification or continuing contact has not been authorized by CNIC for health and safety reasons, the use of alternative beneficiary contact methods (phone/email/express mail) will be pursued to enable timely benefits processing. 5. Dignified Transfer (DT). Family travel to witness the DT at Dover Air Base is temporarily suspended until DoD travel restrictions are lifted. The exception approval authority for family travel is CNP and exceptions will be considered on a case-by- case basis. Attendance at DTs is limited to mission essential personnel only. As such, not only is family member participation temporarily restricted, but also no unit participation at the DT. The Air Force Mortuary Affairs Operations (AFMAO) Commander or Deputy or on-call general/flag officer will officiate the DT, and the carry team will be provided by AFMAO. 6. Escorting remains of Service Members and civilian employees. Escorts are not authorized to accompany remains during air travel. Per DoD policy, Aircraft Commanders will serve as the official escort on military air or military contracted aircraft. CNIC approval is required for escort assignment during the ground transportation portions of remains movement pending assessment of health and safety risk in the affected location(s). If conditions permit, CNIC will assign an escort to travel with remains to the departure airport and a receiving escort to travel with remains from the arrival airport to the receiving funeral home or place of final disposition. 7. Funeral Honors. The requirement to provide military funeral honors at any funeral or memorial function (to include interments) for veterans and Service Members is waived until further notice. Families requesting military funeral honors will be informed that funeral honors are suspended and that honors may be provided at a later date when the DoD travel restrictions have been lifted and the request can be accommodated. The exception approval authority for funeral honors support is CNIC and will be considered for exceptional circumstances on a case-by-case basis. 8. Funeral Travel. Funded family travel to funerals is temporarily suspended until DoD travel restrictions are lifted. The exception authority for family travel is CNP and exceptions will be considered on a case-by-case basis. With the delay of funeral travel, expenses for the sheltering of remains will be covered as a primary expense and will not count against reimbursable allowances. Eligible travelers who self-fund travel will be reimbursed within the authorized limits of the Joint Travel Regulations. 9. Present and past conflict/command memorial service travel. Family funded travel for funerals is temporarily suspended until travel restrictions are lifted. The exception approval authority for family travel is CNP and exceptions will be considered on a case-by-case basis. 10. With a confirmed case of coronavirus already among the crew members of the USNS Comfort, the hospital ship docked in New York City formally will begin accepting patients with the respiratory illness, U.S. Northern Command announced Tuesday. The Navy captain who was removed after he sounded the alarm about a coronavirus outbreak aboard an aircraft carrier he commanded has tested positive for the virus, according to a report Sunday. Capt. WASHINGTON (NNS) -- Statement from the Acting Secretary of the Navy Thomas B. Modly, regarding the relief of the Commanding Officer of USS Theodore Roosevelt. --------------- Good afternoon. Thank you again for your diligence and courage in keeping the American people informed as we all deal with the profound ramifications, and rapid developments, associated with this crisis. I am here today to inform you that today at my direction, the Commanding Officer of the USS Theodore Roosevelt, Captain Crozier, was relieved of command by the Carrier Strike Group Commander, Rear Admiral Stuart Baker. The Executive Officer, Captain Dan Keeler, has assumed command temporarily until such time as Rear Admiral Select Carlos Sardiello arrives in Guam to assume command. Rear Admiral Select Sardiello is the former commanding officer of the Theodore Roosevelt so he is extremely well-acquainted with the ship, many members of its crew and the operations and capabilities of the ship itself. He is the best person in the Navy right now to take command under these circumstances. As Secretary of the Navy, I could not be more proud of our men and women serving as part of the Navy and Marine Corps team. I can assure you that no one cares more than I do about their safety and welfare. I myself have a son in uniform, who is currently serving right now on active duty in Korea—one of the first nations in the world to have a significant spike in Coronavirus cases. I understand, both as a parent and a veteran, how critical our support lines are for the health and well-being of our people, especially now in the midst of a global pandemic. But there is a larger strategic context, one full of national security imperatives, of which all our commanders must all be aware today. While we may not be at war in a traditional sense, neither are we truly at peace. Authoritarian regimes are on the rise. Many nations are reaching, in many ways, to reduce our capacity to accomplish our national goals. This is actively happening every day. It has been a long time since the Navy and Marine Corps team has faced this broad array of capable global strategic challengers. A more agile and resilient mentality is necessary, up and down the chain of command. Perhaps more so than in the recent past, we require commanders with the judgment, maturity, and leadership composure under pressure to understand the ramifications of their actions within that larger dynamic strategic context. We all understand and cherish our responsibilities, and frankly our love, for all of our people in uniform, but to allow those emotions to color our judgment when communicating the current operational picture can, at best, create unnecessary confusion, and at worst, provide an incomplete picture of American combat readiness to our adversaries. When the Commanding Officer of the USS THEODORE ROOSEVELT decided to write his letter of 30 March 2020 that outlined his concerns for his crew in the midst of a COVID-19 outbreak, the Department of the Navy had already mobilized significant resources for days in response to his previous requests. On the same date marked on his letter, my Chief of Staff had called the CO directly, at my request, to ensure he had all the resources necessary for the health and safety of his crew. The CO told my Chief of Staff that he was receiving those resources, and was fully aware of the Navy’s response, only asking that the he wished the crew could be evacuated faster. My Chief of Staff ensured that the CO knew that he had an open line to me to use at any time. He even called the CO again a day later to follow up. At no time did the CO relay the various levels of alarm that I, along with the rest of the world, learned from his letter when it was published two days later. Once I read the letter, I immediately called the Chief of Naval Operations, ADM Gilday, and the Commander, U.S. Pacific Fleet, ADM Aquilino. ADM Gilday had just read the letter that morning as well, and ADM Aquilino had it the day before. We had a teleconference within minutes of my reading of that article, including the Commander, SEVENTH Fleet, VADM William Merz, ADM Aquilino, ADM Gilday, the Department of the Navy’s Surgeon General, RADM Bruce Gillingham, and others. That evening, we held another teleconference with the entire chain of command. The next day, I spoke with the CO of the THEODORE ROOSEVELT myself, and this morning, I have spoken to the TR’s Carrier Strike Group Commander, RDML Stuart Baker. RDML Baker did not know about the letter before it was sent to him via email by the CO. It is important to understand that the Strike Group Commander, the CO’s immediate boss, is embarked on the Theodore Roosevelt, right down the passageway from him. The letter was sent over non- secure, unclassified email even though that ship possesses some of the most sophisticated communications and encryption equipment in the Fleet. It was sent outside the chain of command, at the same time the rest of the Navy was fully responding. Worse, the Captain’s actions made his Sailors, their families, and many in the public believe that his letter was the only reason help from our larger Navy family was forthcoming, which was hardly the case. Command is a sacred trust that must be continually earned, both from the Sailors and Marines one leads, and from the institution which grants that special, honored privilege. As I learned more about the events of the past week on board USS THEODORE ROOSEVELT (CVN-71), including my personal conversations with the Strike Group Commander, Commander, SEVENTH Fleet, Commander, U.S. Pacific Fleet, the Chief of Naval Operations, and CAPT Crozier himself, I could reach no other conclusion than that Captain Crozier had allowed the complexity of his challenge with COVID breakout on the ship to overwhelm his ability to act professionally, when acting professionally was what was needed most. We do, and we should, expect more from the Commanding Officers of our aircraft carriers. I did not come to this decision lightly. I have no doubt in my mind that Captain Crozier did what he thought was in the best interests of the safety and well-being of his crew. Unfortunately, it did the opposite. It unnecessarily raised alarms with the families of our Sailors and Marines with no plan to address those concerns. It raised concerns about the operational capabilities and operational security of the ship that could have emboldened our adversaries to seek advantage, and it undermined the chain of command who had been moving and adjusting as rapidly as possible to get him the help he needed. For these reasons, I lost confidence in his ability to lead that warship as it continues to fight through this virus, get the crew healthy, so that it can continue to meet its national security requirements. In my judgement relieving him of command was in the best interests of the United States Navy and the nation in this time when the nation needs the Navy to be strong and confident in the face of adversity. The responsibility for this decision rests with me. I expect no congratulations for it, and it gives me no pleasure in making it. CAPT Crozier is an honorable man, who despite this uncharacteristic lapse of judgment, has dedicated himself throughout a lifetime of incredible service to our nation. Pursuant to this action, and with my full support, the Chief of Naval Operations Admiral Gilday has directed the Vice Chief of Naval Operations, Admiral Robert Burke, to conduct an investigation into the circumstances and climate of the entire Pacific Fleet to help determine what may have contributed to this breakdown in the chain of command. We must ensure we can count on the right judgment, professionalism, composure, and leadership from our Commanding Officers everywhere on our Navy and Marine Corps team, but especially in the Western Pacific. I have no indication that there is a broader problem in this regard, but we have obligation to calmly and evenly investigate that nonetheless. To our Commanding Officers, it would be a mistake to view this decision as somehow not supportive of your duty to report problems, request help, protect your crews, and challenge assumptions as you see fit. This decision is not one of retribution. It is about confidence. It is not an indictment of character, but rather of judgement. While I do take issue with thevalidity of some of the points in Captain Crozier’s letter, he was absolutely correct in raising them. It was the way in which he did this, by not working through and with his Strike Group Commander to develop a strategy to resolve the problems he raised, by not sending the letter to and through his chain of command, by not protecting the sensitive nature of the information contained within the letter appropriately, and lastly by not reaching out to me directly to voice is concerns, after that avenue had been provided to him through my team, that was unacceptable. Let me be clear, you all have a duty to be transparent with your respective chains of command, even if you fear they might disagree with you. This duty requires courage, but it also requires respect for that chain of command, and for the sensitivity of the information you decide to share and the manner you choose to share it. Finally, and perhaps most importantly, I would like to send a message to the crew of the Theodore Roosevelt and their families back here at home. I am entirely convinced that your Commanding Officer loves you, and that he had you at the center of his heart and mind in every decision that he has made. I also know that you have great affection, and love, for him as well. But it is my responsibility to ensure that his love and concern for you is matched, if not exceeded by, his sober and professional judgement under pressure. You deserve that throughout all the dangerous activities for which you train so diligently, but most importantly, for those situations which are unpredictable and are hard to plan for. It’s important because you are the TR, you are the Big Stick, and what happens onboard the TR matters far beyond the physical limits of your hull. Your shipmates across the fleet need for you to be strong and ready—and most especially right now they need you to be courageous in the face of adversity. The nation needs to know that the Big Stick is undaunted, unstoppable —and that you will stay that way as we as a Navy help you through this COVID-19 challenge. Our adversaries need to know this as well. They respect and fear the Big Stick, and they should. We will not allow anything to diminish that respect and fear as you, and the rest of our nation, fights through this virus. As I stated, we are not at war by traditional measures, but neither are we at peace. The nation you defend is in a fight right now for our economic, personal and political security, and you are on the front lines of this fight in many ways. You can offer comfort to your fellow citizens who are struggling and fearful here at home by standing the watch, and working your way through this pandemic with courage and optimism and set the example for the nation. We have an obligation to ensure you have everything you need as fast as we can get it there, and you have my commitment that we will not let you down. The nation you have sworn to defend is in a fight, and the nations and bad actors around the world who wish us harm should understand that the Big Stick is in the neighborhood and that her crew is standing the watch.
