As a result of the COVID-19 Pandemic, the Cycle 1, 2020 physical fitness assessment (PFA), senior enlisted selection boards, and the spring Navy-wide advancement exam (NWAE) schedules were changed as detailed in references (a) through (c). The intent of this NAVADMIN is to clarify and update policy with regard to the impact of these changes on enlisted advancement eligibility and commissioning. 2. NWAE Eligibility. Eligibility for the March 2020 cycle 247 and cycle 106 NWAE has been established, and thus Sailors cannot become eligible for the NWAE as a result of the exam postponement. Additionally, E-3 Sailors who are in a PFA failure status will not be eligible to advance via the rank-order method outlined in reference (c). 3. High Year Tenure (HYT) Limits. Sailors who reach their prescribed HYT limits: a. E-4 through E-6 candidates: In line with reference (d), E-4 through E-6 candidates must have a HYT date that is on or after 1 July 2020 in order to have been eligible for the spring 2020 Cycle 106 and 247 NWAE. Due to postponement of the exams, the results for advancement may not be released until after 1 July 2020. Therefore, Sailors approaching their HYT date may request to remain in service beyond their HYT limits until advancement status can be determined. b. E-7 through E-9 candidates: In line with reference (d), E-7 candidates must have a HYT date on or after 1 September 2020, and E-8 through E-9 candidates must have a HYT date on or after 1 July 2020 in order to be eligible for advancement. Sailors impacted by the postponement of selection boards outlined in reference (b) may not receive results of those boards until after their HYT date. Sailors approaching their HYT date may request to remain in service beyond their HYT limits until advancement status can be determined. c. All Service Members approaching their HYT limits may submit a HYT waiver request via command-endorsed Electronic Personnel Action Request (ePAR/1306) to MyNavy Career Center (MNCC) via MyNavy Portal or by e-mailing the ePAR request directly to askmncc(at)navy.mil. The request should state that the HYT date of the Service Member exceeds (1 July 2020 or 1 September 2020) and that they desire to remain in service beyond their prescribed HYT limits in order to receive their advancement results. 4. PFA Failures. All Sailors with PFA failures, including those with two or more consecutive PFA failures, will be able to regain eligibility for advancement by passing the official Cycle 2 2020 PFA or a mock PFA prior to the official Cycle 2 2020 PFA. Guidance for conduct of the PFA will be promulgated after COVID-19 restrictions have been relaxed. This allows Sailors, who were not given a chance to regain eligibility during the Cycle 1 2020 PFA, the opportunity to regain eligibility as quickly as possible. Sailors may not gain eligibility for the Cycle 247 or Cycle 106 advancement exams as eligibility for those has already been closed. All mock PFAs must be entered in the Physical Readiness Information Management System (PRIMS) under the fitness enhancement program tab of the Service Member to officially document the passing score. 5. Advancement withheld due to PFA failure(s). Sailors who were selected for advancement during NWAE cycle 105 (August 2019) or cycle 244 (September 2019) and had their advancement withheld due to failing one or more PFAs are required to pass a subsequent mock or official PFA. The same applies to Sailors enrolled in auto/ accelerated advancement programs (selective training and reenlistment, professional apprenticeship career track, accelerated advancement program, etc.) who were scheduled for advancement but could not due to PFA failures. The exception to policy (ETP) guidelines outlined in reference (d), paragraph 104, will be permitted for these Service Members and must be received by 31 December 2020. The ETP will allow Sailors to be advanced past the 30 June 2020 limiting date for the cycle. A commanding officer (CO) or officer-in-charge (OIC) letter is required to be sent via e-mail to Naval Education and Training Professional Development Center (NETPDTC) at sfly_N321_discrepanc(at)navy.mil with a copy of the PFA completion documentation of the Sailor, indicating that the advancement is reinstated (no longer being withheld) and requesting the original advancement date to be effected. Requests submitted after 31 December 2020 will require adjudication by the Board for Correction of Naval Records. 6. Multiple PFA failures and Soft End of Active Obligation of Service (SEAOS) in 2020. Sailors who have failed two or more consecutive PFAs and whose SEAOS is in calendar year 2020 will be given the option to extend their SEAOS to 31 December 2020 in line with reference (e). This will give Sailors an opportunity to pass a mock PFA or the Cycle 2 2020 PFA, thereby regaining eligibility to reenlist, participate in the NWAE and be advanced. In accordance with reference (e), SEAOS extension requests should be forwarded on a command endorsed ePAR/1306 to MNCC via MyNavy Portal or by e-mailing the ePAR/1306 directly to askmncc(at)navy.mil. 7. Meritorious Advancement Program (MAP) Candidates: Changes to the NWAE and PFA schedules do not affect the MAP season. However, those ineligible to be MAP-advanced due to PFA failures may regain eligibility by passing a mock or official PFA as outlined in paragraph 4. 8. Enlisted Commissioning Programs: The requirement for Active Component and Reserve Component enlisted personnel to have successfully passed a PFA for their particular commissioning program (e.g. Limited Duty Officer/Chief Warrant Officer (LDO/CWO), Seaman to Admiral-21 (STA-21), Medical Enlisted Commissioning Program (MECP)) is immediately suspended. In order to ensure candidates are qualified, they must have successfully completed their most recent PFA and, if a Service Member is medically exempt, passed the most recent PFA prior to being medically exempt. 9. The guidance outlined above is intended to ensure no Sailor is disadvantaged as a result of the COVID-19 mitigations. This NAVADMIN announces the recommencement of promotion, advancement, continuation, milestone and other administrative selection boards that were postponed in line with reference (a) and will be convened at Navy Personnel Command (NPC). After pausing administrative and statutory promotion boards to assess conditions and properly incorporate risk mitigation measures, we plan to recommence convening of selection boards at NPC in Millington, TN on 1 July with out-of-area participants. In the interim, we have completed some smaller administrative boards via virtual means and in some cases using local area membership, and will continue to do so where appropriate. The revised schedule for officer promotion and associated continuation selection boards and enlisted advancement selection boards is provided below. The schedule for community milestone and other administrative selection boards to be convened at NPC is available at https://www.public.navy.mil/bupers- npc/boards/selectionboardsupport/Pages/FY21-Board-Schedule.aspx. Some communities will execute their milestone and other administrative selection boards by virtual means or at locations other than NPC. In line with reference (a), eligibility will be as of the original board convening date. Official Military Personnel Files for use during the boards are captured as of the original board convening date. Deadlines for correspondence to a board remain the same as originally set with the exception of the Reserve E-7 Board, which now has a deadline of 18 May 2020 per reference (b). The Reserve E-7 Board correspondence deadline was extended to compensate for delays in the Reserve E-7 eligibility. In order to maintain a fair and impartial balance across the fleet, the remaining correspondence deadlines remain the same. Should Service Member eligibility remain unclear, submit correspondence regardless. 3. The health, safety and well-being of those supporting the selection board mission is paramount in a COVID-19 informed environment and precautions to protect all participants will be taken. While all the planned COVID-19 risk mitigation measures are too numerous to detail in this NAVADMIN, collectively these prudent precautions are critical to the accomplishment of the selection board mission and apply in lieu of restriction of movement (ROM) protocols that would otherwise apply for essential travel prior to and following membership on a selection board. Precautions include, but are not limited to, the following risk mitigation measures: a. Minimizing risk to force by combining boards and recycling board membership across multiple boards to reduce travel requirements. b. Phased convening of our largest boards to minimize number of board members within board spaces at any one time. c. Modifying the boardroom and tank layout to maximize social distancing. d. Self-assessment of individual health prior to travel, precautions during travel such as Service Members sourcing from locations that maximize the use of direct flights or individual ground transportation (POV or rental) where practicable, use of face coverings during travel and additional shuttle service runs with occupancy limits to/from the Memphis International Airport. e. Revised protocols for entrance into board spaces that include COVID- 19 questionnaires, daily touchless body temperature readings and wristbands for rapid identification of cleared membership within board spaces. f. Alternative meal plans, to include furnished breakfast, lunch and dinner to maximize social distancing and eliminate the need to depart Naval Support Activity Millington. g. Additional cleaning services to maintain the highest standards of cleanliness within the dining facility, conference room (additional dining area) and all board spaces. h. Additional personal protective equipment available to board membership as necessary. i. Prominently displayed and adequately supplied hand-sanitizer throughout each board. 4. FY-21 Active-Duty Officer Promotion Selection Boards (PSBs): The postponed FY-21 PSBs to recommend officers in the Line and Staff Corps and chief warrant officers on the Active-Duty List (ADL) for permanent promotion to the grades of commander, lieutenant commander and chief warrant officer will convene as follows: a. 6 July 2020 - Staff Corps Commander and Lieutenant Commander b. 13 July 2020 - Unrestricted/Restricted Line Lieutenant Commander c. 1 September 2020 - Chief Warrant Officer 5/4/3 5. Sailors meeting the eligibility criteria and availability to serve as members or recorders for a board are strongly encouraged to submit applications as soon as practicable. Board Presidents, Senior Enlisted Advisors, recorders and other specified board members will comprise a core group whose services will span the entire duration of a board. The service of other board members will be required only for particular phase(s) of a board based on rating expertise and availability. (NNS) -- Selection, advancement and continuation boards are all set to restart July 1st, ensuring that Sailors across the fleet are in no way disadvantaged by the Novel Coronavirus (COVID-19) delays to the original board dates. “Our overriding commitment is that no Sailor will be disadvantaged by the delay in boards,” said Rear Adm. Jeff Hughes, commander, Navy Personnel Command. “Although the boards were postponed, those who are selected for promotion can expect to be assigned the original date of rank and receive any back pay and allowances they’re warranted.” Boards were originally postponed on March 18th to ensure the safety of all board participants. Since then, numerous risk mitigation precautions have been included in a comprehensive restart plan to minimize health risk during the board process. Navy also continues to expand the number of administrative selection boards conducted via virtual means. “As in our decision to postpone the boards and now in our plans for restart, we carefully assess the COVID-19 risk and will take the necessary precautions going forward to ensure the health and safety of all participants so we can accomplish the selection board mission,” said Hughes. Sailors’ Official Military Personnel Files will be reviewed as of the original board convening date and their eligibility will remain the same. Deadlines for letters to the board remain the same as originally set, except for the Reserve E-7 Board, which now has a deadline of May 18, 2020 to compensate for delays in their eligibility determination. The remaining deadlines remain the same to maintain a fair and impartial balance across the fleet, but Sailors are encouraged to submit a letter if they feel their eligibility is unclear. The restart plan will enable enlisted advancement board results to be approved and announced within 30 days of a board adjourning. Officer promotion boards require additional reviews and results are expected to be approved and announced 100 days after a board adjourns. Board members and recorders are still needed, and those who meet the eligibility requirements are urged to submit applications as soon as possible.   7. WASHINGTON — Five USS Theodore Roosevelt sailors have tested positive again for the coronavirus after they had already recovered and were allowed to return to the ship, according to the Navy. The five sailors had developed flu-like symptoms this week and went to be medically evaluated, Cmdr. Myers Vasquez, a Navy spokesman, said in a statement. Washington (NNS) -- Expansion of Sea Duty Incentive Pay (SDIP), Selective Reenlistment Bonuses (SRB) and High-Year Tenure (HYT) waivers are some of the initiatives the Navy has recently implemented. The move was announced in NAVADMIN 132/20, released May 4. Also, the Service is opening active duty career opportunities for New Accession Training (NAT) candidates and Sailors of the Individual Ready Reserve (IRR) with recent Fleet experience. "Navy is implementing additional personnel policy actions necessary to maintain our maritime superiority," Vice Adm. John B. Nowell, the Navy's top uniformed personnel official said in the message. "These efforts mitigate the effects of the coronavirus disease (COVID-19) and maintain operational, Sailor and family readiness.” Waiver Window Extension On March 26, the Navy, in NAVADMIN 089/20, started offering one-year High-Year Tenure waivers for Sailors willing to extend in critical billets. Now Navy is sweetening that pot, increasing possible waiver lengths from 12 to 24 months for E-3 through E-5 Sailors currently slated to separate or being forced out because of HYT stay or go limits. As of May 1,684 HYT waivers have been approved in line with NAVADMIN 089/20. Another 1,470 potential E1 through E5's will soon enter their HYT window with 635 on sea duty and 835 ashore. For those who opt to stay, this means up to four more chances to advance off either the Navy-Wide Advancement Exam or Meritorious Advancement cycles. To apply, Sailors must send a command-endorsed Electronic Personnel Action Request (ePAR/1306) to My Navy Career Center either through MyNavy Portal or directly by e-mail to askmncc(at)navy.mil. Request for waivers will be approved on a case-by-case basis. Not eligible for this offering is anyone pending mandatory separation or retirement because of misconduct as well as anyone already approved for disability separation or retirement. Re-up Bonuses The Navy's Selective Reenlistment Bonus is operating in high gear with its second update in as many months now on the street. To respond to real-time retention trends and Fleet needs, the Navy stopped using NAVADMIN messages to announce changes to bonus payout multiples. Instead, the Navy simply updates an online spreadsheet when changes occur. That's why bonus-eligible Sailors should check online often when in a bonus window. With this month's update an additional 11,900 Sailors in 22 skillsets will now qualify for a monetary bonus, should they decide to reenlist. Another 19,500 Sailors in 123 skillsets now qualify for increased payouts on this update, too. All remaining skills on the list have stayed the same as there are no reductions or eliminations in this update. Sea Duty Incentive Pay For Sailors in certain skills who are willing to extend at sea or return to sea early, they may now be eligible to receive a lump sum payment in return for their extension or curtailment. Those Sailors interested in volunteering for SDIP should contact their detailer. While the NAVADMIN stipulates members should apply 14-16 months prior to their projected rotation date, submissions inside of this timeline may be waived and will be considered on a case-by-case basis. Any Sailors in SDIP-eligible skills who are separating or retiring and are willing to delay their departure by 6-12 months are eligible for SDIP as well. Referral to the Integrated Disability Evaluation System requires exams within both the Department of Defense (DoD) and the Department of Veterans Affairs (DVA), while the Legacy DES may be completed without DVA input. In line with reference (a), if a Service Member is unable to schedule and complete DoD or DVA examinations, the Physical Evaluation Board Liaison Officer (PEBLO) may request deferment until such time as the examinations can be performed. This deferment will lengthen the duration a Service Member will be in the DES and remain non-deployable. PEBLOs will ensure that existing DES cases with finalized clinical narrative summaries are submitted to the Physical Evaluation Board without delay. 5. The retention waiver process for Service Members who are non- deployable for greater than 12 months will continue as normal - the Navy Personnel Command Deployability Assessment and Assignment Branch (PERS-454) evaluates each case and forwards a recommendation to the Deputy Chief of Naval Personnel for final adjudication. Inability to complete a course of treatment while under limited duty because of COVID-19 will be considered during the retention determination process. 6. In line with reference (g), the Chief, Bureau of Medicine and Surgery will prioritize medical readiness requirements to maximize operational effectiveness, including separation history and physical exams (SHPE). Telehealth should be used to the maximum extent possible to meet these enduring requirements. The due dates defined in references (h) and (i) for the annual Periodic Health Assessments (PHA) and annual dental examinations are extended by an additional 120 days for all Service Members. Any Service Member found unsuitable for operational or overseas assignment undergoes review by PERS-454. If PERS-454 non-concurs with the reason for unsuitability, the cognizant TYCOM/Fleet will be engaged for an additional review, which is typically a 15-day process. PERS-454 may override unsuitability determinations or direct other actions as specified in reference (d). When a Service Member is found unsuitable for an overseas assignment, PERS-454 works with BUMED and the gaining Medical Treatment Facility to validate the concern, if medically- related, for unsuitability and then works with detailers to amend the assignment or direct further actions per reference (d). 8. Service Member or family movements to facilitate care, DES appointments, pregnancy availabilities, expedited and safety transfers and Exceptional Family Member Program needs will continue to be evaluated on a case-by-case basis, however, PERS-454 may recommend delay in movement due to COVID-19 influenced risk. 9. These temporary measures will enable us to focus our medical efforts on fighting COVID-19 while keeping all other processes as on track as possible to continue to maximize our warfighting readiness. 10.
