Commands are required to submit their MAP advancement through NSIPS. Commands without access to NSIPS should submit their meritorious certification letters (MCL) via e-mail to their immediate superior in command (ISIC) as outlined in reference (a). The system will use authoritative data to determine eligibility. However, commands are still required to locally validate that MAP candidates have successfully completed the professional military knowledge eligibility examination (PMK-EE) requirement prior to the first day of the MAP season in accordance with reference (b). 4. During this pandemic environment, facilitated small group training using approved video conferencing technology is considered *face-to-face,* fully meeting these training requirements. Senior commanders have the authority to issue guidance that is more restrictive to their subordinate commands. 3. Current SAPR and Suicide Prevention training materials are not designed for individual/self-study training. As such, using methods other than facilitated, small group sessions will be challenging. The Navy has canceled petty officer 3rd class advancement exams for the second time this year to limit exposure to the coronavirus, a service statement said. It's the same method used successfully for this past spring’s active and reserve full-time support E-4 advancements. The only change for the fall cycle will be the addition of SELRES candidates. The Navy has cancelled fall E-4 advancement exams for active, full-time support and Selected Reserve (SELRES) Sailors and instead will rank order advancement-eligible E-3 Sailors to limit possible exposure to the COVID-19 virus. It's the same method used successfully for this past spring’s active and reserve full-time support E-4 advancements. The only change for the fall cycle will be the addition of SELRES candidates. The cancellation was announced in NAVADMIN 222/20 Aug. 7 and impacts all E-4 exams scheduled to be given as part of the Active Duty (AD) and Full Time Support (FTS) Cycle 248 as well as the Selected Reserve (SELRES) Cycle 107, both were originally scheduled for September. The only exception will be those E-4 SELRES in the Prior Service Reenlistment Eligibility – Reserve (PRISE-R) program who will still take exams in order to make their rates permanent. All other eligible E-3 Sailors will be ranked for advancement using an alternative Final Multiple Score (FMS) rank-order method without inclusion of the exam score from a proctored exam. The message also outlined the Navy's plans for administering September's E-5 and E-6 exams on a staggered schedule throughout September as a further precaution against spreading the virus. "The Navy’s advancement team, in coordination with fleet leadership, has developed policy in this naval administrative message to ensure the safety of our Sailors during the COVID-19 outbreak, while still ensuring that all the Sailors we advance have the proficiency, expertise and demonstrated capability to lead at the next level," Chief of Naval Personnel, Vice Adm. John B. Nowell, Jr., said. Using this method to determine who advances, he said, maintains “the high standards and culture of learning that drive our enlisted advancement system.” This means that because the Naval Education Training and Professional Development Center (NETPDC) will not receive E-4 exam answer sheets, it is essential that commands scrub the records of their advancement eligible Sailors to ensure every E-4 Enlisted Advancement Worksheet (EAWs) in the Navy Standard Integrated Personnel System (NSIPS) is accurate and up to date. For active-duty and FTS Cycle 248, commands will have until Sept. 25 to finalize worksheets. Selected Reserve Cycle 107 E-4 EAWs must be completed by Sept. 30. The plan for active and FTS E-5 and E-6 exams is to administer them in separate testing windows throughout September. E-6 exams will happen between Sept. 1-16, with E-5 exams being administered Sept. 17-30. Selected Reserve E-5 and E-6 as well as the E-4 PRISE-R exams will be given between Sept. 1 and Oct. 31. Every effort should be made to spread the administration of the exams evenly throughout each window in order to minimize the number of exam-takers at each administration as well as allowing for maximum physical distancing. Commands are also strongly encouraged to test all candidates for a given rating on the same day to maintain exam integrity. Once exams are given, ESOs are encouraged to expeditiously mail in answer sheet packages to NETPDC and not hold any taken exams until the end of the testing window. This will ensure exams are processed and results are released in a timely manner. The results are anticipated to be released sometime in November 2020. However, the message said this is heavily dependent on accurate worksheets being submitted up front and prompt returning of answer sheets once exams are taken. MILLINGTON, Tennessee – Guidance to address how advancement results from the delayed E-7, E-8, and E-9 selection boards will affect first class, chief, and senior chief petty officer evaluations is now available. NAVADMIN 223/20 released Aug. 7 provides amplifying guidance for the 2020 E-6, E-7, and E-8 periodic evaluation cycles to address the delayed advancement results due to COVID-19. “With all the upheaval caused by the COVID-19, it's critical to keep evaluations on track,” said Career Management Department Command Master Chief Bill Houlihan. “This NAVADMIN allows for that while also addresses the concerns we’ve heard from the fleet.” The NAVADMIN adjusts policies surrounding evaluations in order to relieve the administrative burden on commands, ensure accurate reporting for advancing sailors, and standardization across the Navy. For E-6, E-7, and E-8 periodic evaluations, those selected to advance can expect to be assigned their original date of rank that will overlap with the usual reporting period. Reporting seniors are now directed to conduct their normal first class petty officer periodic evaluations after the release of the Active Duty E-7 advancement results, with the end of the reporting period remaining Nov. 15. These evaluations must be submitted to Navy Personnel Command (NPC) no later than Dec. 15. “From a morale perspective, it’s significant,” said Houlihan. “Very few dates on the Navy calendar are as commonly known as the end of the reporting period for each paygrade. Keeping those dates, especially the E-6 date, is a must.” Sailors selected for advancement to E-7 will receive an E-6 Promotion/Frocking evaluation dated Sept. 15. This applies to Active, Full-Time Support, and Reserve Component Sailors frocked or advanced to E-7. Reporting seniors shall conduct normal E-7 and E-8 periodic evaluations after the release of the Active Duty E-8 and E-9 advancement results, with the end of reporting period remaining Sept. 15. An update to the Professional Military Knowledge-Eligibility Exam (PMK-EE) mobile application, released Aug. 5, improved functionality for Sailors and upgraded content to match current Navy standards and requirements. Available via the Navy App Locker, version 2.7.3 of the mobile app includes the following updates: - Exam questions and content for all pay grades - Study materials for all pay grades - Preserves the Sailor’s completed progress - Corrected code based issues related to the app upgrade - Improved course completion workflow In March 2020, the Navy Advancement Center (NAC) conducted a PMK-EE Advancement Examination Readiness Review (AERR) in Pensacola to review and update exam questions and bibliographies. “We gathered Fleet Subject Matter Experts (FSMEs) from across the Navy to ensure that rating advancement and promotion eligibility exams were valid and that the bank item content was current, relevant, and correct,” said NAC PMK-EE Team Leader Doc Wallach, Ph.D. Numerous references were also updated to match current policy, programs, standards and recent modernizations to Navy systems and processes. “PMK-EE is now more current, relevant, valid, and incorporates Sailor 2025 initiatives,” said Wallach. In addition to the content update, Sailors will see increased functionality with version 2.7.3. “Sailors will find the improved app to be more user-friendly,” said Wallach. “It will also save progress as Sailors complete each module and provide completion certificates directly to the Sailor’s records.” It is recommended that Sailors continue to save their completion certificates electronically as a backup, said Wallach. In order for Sailors to get the latest version of the PMK-EE mobile app, Sailors must download the update onto their mobile device. “It’s important to note that current course completions will not be affected, and Sailors will not need to repeat already completed courses now that the new content is released,” said Wallach. “That said, if they are in the middle of a module and have not yet completed it, say 15 out of 20 questions, it will not save that progress in the new version of the app.” PMK-EE still consists of 100 questions spread across five sections: Career Information, Leadership and Character, Naval Heritage, Professionalism, and Warfighting and Readiness. “Sailors must take and pass the exam once per pay grade in order to advance to the next-higher pay grade,” said Naval Education and Training Professional Development Center (NETPDC) Command Master Chief Gregory Prichard. “Failure to complete the PMK-EE by the established deadline will result in the Sailor being ineligible to advance.” The current advancement eligibility deadlines for PMK-EE completion are outlined in NAVADMIN 201/20: - January AD/FTS E7 NWAE cycle – prior to Dec. 1 of the previous year - February SELRES E4/5/6/7 NWAE cycle – prior to Jan. 1 of the same year - March AD/FTS E4/5/6 NWAE cycle – prior to Feb. 1 of the same year - August SELRES E4/5/6 NWAE cycle – prior to Jul. 1 of the same year - September AD/FTS E4/5/6 NWAE cycle - prior to Aug. 1 of the same year The mobile app update took several months to complete and included the combined efforts of multiple entities to include NETPDC, PMW-240, Tracen Tech, and the Navy Training Management and Planning System (NTMPS) team. For applicants who have taken the American College Test (ACT) within the last two years, scores of 22 in English and 24 in Math are recommended. Potential candidates with SAT or ACT scores that are older than two years or below these guidelines are strongly encouraged to retake the test. (3) Typically completed four years of mathematics, including a strong foundation in Geometry, Algebra, and Trigonometry, four years of English, and one year of Chemistry. The USNA PRT standards (Minimum Passing Scores) are: (1) Curl-ups (Two minutes): 65 (Male/Female); (2) Push-ups (Two minutes): 45 (Male); 20 (Female); and (3) 1.5 mile Run: 10:30 (male); 12:40 (Female). f. Must not have passed their 23rd birthday on 1 July of the year of admission to USNA. g. Must not be married, pregnant, or have incurred obligations of parenthood. 3. Candidates with superior academic performance and strong military backgrounds may receive direct appointments to the USNA. Top performers who need to strengthen their academic background may be selected to attend the NavalAcademy Preparatory School (NAPS) in Newport, RI for one year and receive an appointment to the USNA for the following year. 4. Personnel selected to attend the USNA or NAPS must be medically qualified by the Department of Defense Medical Examination Review Board (DoDMERB) in order to be commissioned as an officer in the Navy or Marine Corps. Once candidates complete 50 percent of the application, their name will be sent to DoDMERB for the physical and eye exams. The candidate will be contacted by Concorde, the DoDMERB contractor, with information on where to receive the physical and eye exams. The Service Member will be contacted by the USNA Fleet Coordinator with information on how to get the physical and eye exam completed at their own Military Treatment Facility as an alternative. Legal training in the program commences as of the date of reporting for duty under instruction at the unit to which the enlisted Sailor is assigned while attending law school. ALL OTHER UNITS AND STAFFS. RETURN TO EXERCISE. THE RTW GUIDANCE IN 7.D.1 THROUGH 7.D.3 IS BASED ON RESOLUTION OF INFECTIVITY. BASED ON SEVERITY OF ILLNESS, SOME PERSONNEL MAY REQUIRE ADDITIONAL TIME TO GRADUALLY RETURN TO INTENSE EXERCISE, IF OPERATIONALLY FEASIBLE. REF (H) CONTAINS RETURN TO EXERCISE RECOMMENDATIONS. 7.D.5. NCC MAY ELECT TO TREAT CRITICAL OPERATIONAL ENABLERS, SUCH AS INSPECTION AND CERTIFICATION TEAMS, AS OPERATIONAL UNITS, PARA. 7.D.1. 7.D.6. A TEST BASED STRATEGY IS NO LONGER RECOMMENDED TO DETERMINE RTW BECAUSE IN THE MAJORITY OF CASES IT RESULTS IN IDENTIFYING THOSE WHO CONTINUE TO SHED DETECTABLE SARS-COV-2 RNA BUT ARE NO LONGER INFECTIOUS. A COMBINATION OF BOTH SYMPTOM RESOLUTION AND TESTING CRITERIA IS NOT RECOMMENDED AS IT WILL LIKELY EXTEND RTW WITH NO CORRESPONDING DECREASE OF INFECTION TRANSMISSION. 7.E. PERSONNEL MAY CONTINUE TO TEST POSITIVE FOR UP TO THREE MONTHS DUE TO THE PRESENCEOF PERSISTENT NON-INFECTIOUS VIRAL FRAGMENTS. THEREFORE, THEY ARE EXEMPT FROM ANY REQUIRED TESTING PROTOCOL FOR THREE MONTHS FOLLOWING ANY POSITIVE TEST. INDIVIDUALS THAT EXHIBIT NEW OR PERSISTENT SYMPTOMS DURING THAT THREE MONTH PERIOD SHOULD BE EVALUATED BY A MEDICAL PROVIDER. STUDIES HAVE NOT FOUND EVIDENCE THAT CLINICALLY RECOVERED PERSONS WITH PERSISTENCE OF VIRAL RNA HAVE TRANSMITTED COVID-19 TO OTHERS. 7.F. VIRAL CULTURE: VIRAL CULTURE SHOULD NOT BE USED AS A PRIMARY OR STAND- ALONE RETURN TO WORK CRITERIA. HOWEVER, IF A VIRAL CULTURE HAS BEEN OBTAINED DURING A COVID CASE CLINICAL EVALUATION, RESULTS MAY BE USED AS SUPPLEMENTAL CRITERIA FOR PARTICULARLY CHALLENGING CASES. 7.G. COMMAND AND MEMBER NOTIFICATION: THE INDIVIDUAL SICK SLIP (DD FORM 689) MUST BE USED TO NOTIFY BOTH THE MEMBER AND THE CHAIN OF COMMAND OF ANY TEST- CONFIRMED OR PRESUMPTIVE COVID ILLNESS, WHETHER SYMPTOMATIC OR NOT. SECTION 11 (DISPOSITION) AND SECTION 12 (REMARKS) MUST CLEARLY INDICATE THE MEDICALLY-RECOMMENDED DISPOSITION, FOLLOW UP, AND QUARANTINE/ISOLATION REQUIREMENTS IN ACCORDANCE WITH THIS GUIDANCE. THE SICK SLIP MUST ALSO BE USED TO NOTIFY ASYMPTOMATIC MEMBERS AND THE CHAIN OF COMMAND OF ANY PUI OR CLOSE CONTACT, QUARANTINE, OR ISOLATION REQUIREMENTS IN ACCORDANCE WITH THIS GUIDANCE. BEGINNING AND ENDING DATES OF THE QUARANTINE/ISOLATION PERIOD, SYMPTOM-FREE REQUIREMENTS, AND MEDICAL FOLLOW UP MUST BE CLEARLY INDICATED IN SECTION 12 (REMARKS). 8. POST-DEPLOYMENT/REDEPLOYMENT. 8.A. MILITARY MEMBERS RETURNING TO CONUS FROM DEPLOYMENT WILL COMPLETE A 14- DAY ROM AT HOME STATION. MEMBERS RETURNING VIA SHIP OR MILAIR WITH NO ACTIVE COVID-19 CASES WITHIN THEIR UNIT IN THE LAST 14 DAYS, MAY COUNT TRANSIT TIME (BEGINNING ON THE DAY OF DEPARTURE FROM THE LAST PORT OR AIRFIELD) TOWARD THE ROM REQUIREMENT. SERVICE MEMBERS ON POST-DEPLOYMENT ROM ARE RESTRICTED TO THEIR PERSONAL RESIDENCE OR OTHER APPROPRIATE DOMICILE AND MUST LIMIT CLOSE CONTACTS. 8.B. REDEPLOYING INDIVIDUALS MUST BE SCREENED AT THE ASSIGNED PLACE OF DUTY OR POINT OF EMBARKATION. AT A MINIMUM, SCREENING WILL CONSIST OF COVID-19 QUESTIONNAIRE, ASSESSMENT OF EXPOSURE HISTORY, TEMPERATURE CHECK, CHECK FOR COVID-19 SIGNS AND SYMPTOMS LISTED IN PARAGRAPH 2.E., AND REVIEW OF ANY PAST COVID-19 TESTING. 8.C. AT THE COMPLETION OF DEPLOYMENT, ALL PERSONNEL WILL COMPLETE A POST- DEPLOYMENT HEALTH ASSESSMENT (DD FORM 2796) AND POST-DEPLOYMENT HEALTH REASSESSMENT (DD FORM 2900) IN ACCORDANCE WITH REF (F). 8.D.
