Sleep deprivation hinders military readiness, yet service members are twice as likely as civilians to experience it, according to a recent Defense Department report. The “Study on Effects of Sleep Deprivation on Readiness of Members in the Armed Forces,” published Feb. 26, said sleep deprivation “may be the most important biological factor that determines service member health and combat readiness.”

But I can’t ignore its existence in our military. Sadly, recent events have demonstrated we have work to do. Our core values: honor, courage and commitment… are our guideposts and I expect each of you to embrace, lead and live by those values EVERY day... Vice Adm. Today, I want to address a very serious issue: Extremism in our ranks. Make no mistake: extremist behaviors have no place in our Navy or our Navy Reserve. But I can’t ignore its existence in our military. Sadly, recent events have demonstrated we have work to do. Our core values: honor, courage and commitment… are our guideposts and I expect each of you to embrace, lead and live by those values EVERY day. As Chief of Naval Operations Gilday said in his message to the Fleet recently: “No doubt, this is a leadership issue. We will own this.” To be clear, we, as a Reserve Force, will own this. The Secretary of Defense has mandated that every command will conduct a stand down to address extremism in the ranks. As a Navy, we will do this no later than April 2nd, 2021. Every unit must conduct the training. Command triads must work with their Command Managed Equal Opportunity Advisor and JAGs to execute this training, and the group sessions to follow. Please read NAVADMIN 044/21 for specific guidance on conducting these important sessions. Like other approaches to intolerable behaviors, we must root out both the individuals that are part of the problem as well as the underlying causes. We have much to be proud of, not the least of which is a 106-year history as a capable, trustworthy, resilient Navy Reserve Force. A force that the Navy, Marine Corps and Joint Forces depend on for strategic depth and operational readiness. A Force that generates and delivers augmented sea power. A Force that enables power projection and sea patrol. And a force the nation depends on to be warfighting ready on day one. I look forward to the feedback from your stand down conversations… and know we will be a healthier Force as we acknowledge and tackle this issue together, head on. DUBAI, United Arab Emirates — Two U.S. Navy warships operating in the Mideast have been struck by coronavirus outbreaks, authorities said Friday, with both returning to port in Bahrain. A dozen troops aboard the USS San Diego, an amphibious transport dock, tested positive for COVID-19, said Cmdr. Rebecca Rebarich, a spokeswoman for the Bahrain-based 5th Fleet. The guided-missile cruiser USS Philippine Sea also has “confirmed several cases of COVID-19," she said.

Requirements achieved or posted to the record of the candidates after the scheduled board convening date will be considered late and do not make a candidate eligible for the regularly scheduled board or entitle a candidate to a special selection board. If candidates are deemed ineligible for advancement and invalidated in Navy Enlisted Advancement System (NEAS), but later regain eligibility, submit a message formatted e-mail to Naval Education Training Professional Development Center (NETPDC)(N321) and Selection Board Eligibility Branch (PERS 802) requesting validation of eligibility status and provide an explanation. Eligibility requirements include: a. The name of the candidate appears on the selection board eligibility list in the correct competitive group on their profile sheet. Candidates should register for e-mail notification for profile sheet updates via MyNavy Portal (MNP) at https://www.mnp.navy.mil/group/navy-advancement-center/my-advancement. Candidates and commands share equal responsibility to ensure the eligibility list is accurate. Because eligibility status can change without direct notification, candidates should verify their profile sheet on a continuous basis. Commands must verify their examination status verification reports weekly through the projected board adjourn date at the NEAS website via MNP at https://www.mnp.navy.mil/group/navy-advancement-center/my-eso. b. TIR date must be on or before 1 January 2019. In line with reference (a), the terminal eligibility date used to compute TIR is 1 January 2022. If an early promote (EP) TIR waiver is granted, the evaluation used to grant the EP TIR waiver must be available to the board. c. High year tenure (HYT) waivers must be approved prior to the board convening. HYT date or approved HYT waivers for the current paygrade must be dated 1 September 2021 or later. Candidates who will be at HYT on 1 September 2021 for the next higher paygrade are ineligible for advancement, regardless of any approved HYT waiver. d. Commands must revalidate members whose disapproved or canceled retirement authorization is adjudicated prior to selection board convening date by sending an e-mail with a reason for revalidation to PERS-802. See paragraph 208 of reference (a) for fleet reserve request impacts to eligibility. e. Security clearance requirements. See paragraph 203 of reference (a). Ratings requiring a security clearance are AC, AE, AG, AO, AT, AWF, AWO, AWR, AWS, AWV, AZ, CTI, CTM, CTN, CTR, CTT, EOD, ET, FC, FCA, GM, HT, IC, IS, IT, LN, MA, MC, MN, ND, OS, QM, SB, SO, STG and YN, as well as all nuclear and submarine ratings. f. Rating specific and competitive group eligibility requirements. Candidates must meet special requirements for certain ratings, as outlined in paragraphs 203 and 206 of reference (a). Required Navy enlisted classifications (NEC) must be posted in the enlisted master file prior to the regularly scheduled board convening date. NECs posted to the enlisted master file after the regularly scheduled board convening date, even with a prior date, will not entitle a candidate to a special selection board. Commands must verify and submit a message formatted e-mail to NETPDC (N321) and PERS-802 requesting invalidation of those selection board eligible candidates who no longer meet rate specific and competitive group qualifications listed in reference (a) or below by the scheduled board convening date. (1) Nuclear trained Sailors must hold additional NEC N33Z to indicate Engineering Watch Supervisor (EWS)/Propulsion Plant Watch Supervisor (PPWS) qualification per reference (b). (2) Non-nuclear trained submarine Sailors must be designated as either SS, SU or SQ in line with reference (c) as of the board convening date to be eligible. Candidates designated as SG or SP are not eligible for advancement. 5. Record review and communication with the E-7 selection board refer to reference (d). a. Communication to the board must originate from the individual candidate and must be accompanied under the signed LTB of the candidate. b. All LTBs and each enclosure must contain the candidates full name and 10-digit DoD identification number. Candidates must verify that the correct board number is on their signed cover letter. Board numbers are: (1) 335 for SELRES. (2) 336 for FTS. (3) 360 for AC. c. Electronic submission of selection board documents (ESSBD) is the preferred method to submit an LTB as directed by reference (d). WASHINGTON— The Virginia-based sailor who died from the coronavirus earlier this week was a 39-year-old from California, the Navy announced Wednesday. Chief Petty Officer Justin Huf, a hull technician, died Monday in the intensive care unit at Norfolk’s Sentara Leigh Hospital, according to the Expeditionary Strike Group 2.

WASHINGTON — A Virginia-based sailor is the fourth sailor to die in February from the coronavirus, the Navy announced Tuesday. The sailor was assigned to Assault Craft Unit 4 based at Joint Expeditionary Base Little Creek in Virginia Beach, according to a statement by Expeditionary Strike Group 2. The individual had tested positive for the coronavirus Friday and was admitted to Sentara Leigh Hospital in Norfolk on Saturday.

WASHINGTON — Millions of people enrolled in Tricare Prime can now receive the coronavirus vaccine from an outside provider without incurring fees, according to the Defense Health Agency. The waiver allows enrollees — excluding active-duty service members — to receive the vaccine at a non-network Tricare provider without incurring additional service fees. Typically, a person with Prime would have to receive a referral from their doctor to receive services from another clinic. The waiver will apply to about 3.3 million Tricare Prime enrollees, according to the Military Health System website.

THE QUARANTINE PERIOD FOR INDIVIDUALS ASSIGNED TO OPERATIONAL UNITS IS 14-DAYS (NCCS MAY DETERMINE WHICH UNITS ARE OPERATIONAL AND NON OPERATIONAL BASED ON PHASE OF OFRP SCHEDULE AND EMPLOYMENT). IAW REF (E), FOR ASYMPTOMATIC INDIVIDUALS ASSIGNED TO NON-OPERATIONAL UNITS AND STAFFS, COMMANDERS HAVE THREE OPTIONS FOR QUARANTINE DURATION BASED ON WORK ENVIRONMENT AND CIRCUMSTANCES OF CLOSE CONTACT: (1) QUARANTINE 14 DAYS (2) QUARANTINE 10 DAYS WITH COMMANDERS RISK ASSESSMENT OR (3) QUARANTINE 7 DAYS WITH A NEGATIVE TEST. FOLLOWING 7 OR 10 DAY QUARANTINE, INDIVIDUALS SHOULD WATCH FOR SYMPTOMS UNTIL 14 DAYS AFTER EXPOSURE AND IMMEDIATELY SELF-ISOLATE IF THEY DEVELOP SYMPTOMS. IAW CDC GUIDANCE ALL IMMUNIZED PERSONNEL (GREATER THAN TWO WEEKS AFTER FINAL DOSE OF VACCINE) WHO RECEIVED THEIR LAST DOSE WITHIN THE PAST THREE MONTHS AND HAVE REMAINED ASYMPTOMATIC DO NOT NEED TO QUARANTINE IF THEY ARE A CLOSE CONTACT, BUT MUST FOLLOW STRICT HEALTH PROTECTION MEASURES. 2.G.3. HOWEVER, TESTING DOES NOT GUARANTEE A COVID-FREE UNIT DUE TO THE POTENTIAL FOR FALSE NEGATIVE TEST RESULTS. COVID LIKE ILLNESS (CLI)/INFLUENZA LIKE ILLNESS (ILI). INDIVIDUALS WITH ILI OR CLI SHOULD BE EVALUATED BY A PROVIDER AND IN THE CONTEXT OF IMMUNIZATION SHOULD BE DIRECTED TO THE APPROPRIATE ISOLATION, QUARANTINE, OR SICK-IN-QUARTERS RECOMMENDATION. 7.D.7.A. A PATIENT WITH SUSPECTED CLI/ILI WHO HAS TESTED NEGATIVE FOR COVID-19 MAY RETURN TO WORK AFTER THE FOLLOWING CRITERIA HAVE BEEN MET: (1) AT LEAST 24 HOURS AFTER THE RESOLUTION OF FEVER WITHOUT THE USE OF FEVER REDUCING MEDICATION; (2) IMPROVEMENT IN SYMPTOMS AND (3) AT LEAST 10 DAYS SINCE THE ONSET OF SYMPTOMS. 7.D.7.B. THE SYMPTOMS OF ILI (THE FLU) ARE SIMILAR TO CLI SYMPTOMS, AND THE ABSENCE OF COVID-SPECIFIC SYMPTOMS, OR TESTING POSITIVE FOR ANOTHER ILLNESS SUCH AS INFLUENZA, DOES NOT ELIMINATE THE POSSIBILITY F COVID INFECTION. THE RISK OF COVID AND ILI CO-INFECTION EXISTS AND THE CDC RECOMMENDS EXECUTING THE FULL COVID ISOLATION PERIOD FOR ALL SYMPTOMATIC INDIVIDUALS, EVEN WHEN TESTING NEGATIVE FOR COVID-19. THEREFORE, RETURN TO WORK CRITERIA FOR ILI AND CLI ARE THE SAME. A NCC WITH MEDICAL CONCURRENCE MAY, WHEN REQUIRED BY OPERATIONAL DEMANDS, REDUCE THE RETURN TO WORK DURATION OF SUSPECTED FLU WITH A NEGATIVE COVID TEST TO 24 HOURS AFTER RESOLUTION OF FEVER WITHOUT THE USE OF FEVER REDUCING MEDICATION, IMPROVEMENT IN SYMPTOMS AND 7 DAYS (VICE 10) SINCE ONSET OF SYMPTOMS. A NCC WITH MEDICAL CONCURRENCE MAY RETURN AN IMMUNIZED INDIVIDUAL TO WORK WITH A NEGATIVE COVID TEST. THESE ARE NCC RISK DECISIONS THAT SHOULD BE MADE ONLY UNDER OPERATIONAL NECESSITY. 7.E. COVID-19 CASES MAY CONTINUE TO TEST POSITIVE FOR UP TO THREE MONTHS DUE TO THE PRESENCE OF PERSISTENT NON-INFECTIOUS VIRAL FRAGMENTS. THEREFORE, COVID-19 CASES ARE EXEMPT FROM ANY REQUIRED TESTING PROTOCOL FOR THREE MONTHS FOLLOWING ANY POSITIVE TEST. INDIVIDUALS THAT EXHIBIT NEW OR PERSISTENT SYMPTOMS DURING THAT THREE MONTH PERIOD SHOULD BE EVALUATED BY A MEDICAL PROVIDER. STUDIES HAVE NOT FOUND EVIDENCE THAT CLINICALLY RECOVERED PERSONS WITH PERSISTENCE OF VIRAL RNA HAVE TRANSMITTED COVID-19 TO OTHERS. 7.E.1. RECOVERED PERSONS MUST CONTINUE TO WEAR CLOTH FACE COVERINGS AND SOCIAL DISTANCE INFECTION PRECAUTIONS MUST CONTINUE TO BE TAKEN AFTER RTW IS APPROVED. 7.F. ANTIBODY TESTING AND VIRAL CULTURE. ANTIBODY TESTING OR VIRAL CULTURE SHOULD NOT BE USED AS A PRIMARY OR STAND-ALONE RETURN TO WORK CRITERION. HOWEVER, IF EITHER HAVE BEEN OBTAINED DURING A COVID CASE CLINICAL EVALUATION, RESULTS MAY BE USED AS SUPPLEMENTAL CRITERIA FOR PARTICULARLY CHALLENGING CASES OR FOR PUBLIC HEALTH OUTBREAK MANAGEMENT PURPOSES. 7.G. SERVICE MEMBERS ON POST-DEPLOYMENT ROM ARE RESTRICTED TO THEIR PERSONAL RESIDENCE OR OTHER APPROPRIATE DOMICILE AND MUST LIMIT CLOSE CONTACTS. Out of the sailors who have been offered a vaccine for COVID-19, about 70 percent have taken the Navy up on the shots, according to information provided to USNI News by the service. The rate, current as of late January, is better than the percentage of the national population who in December said they would get the vaccine if available, according to a December Journal of the American Medical Association study. Still, service leaders want a higher percentage of the sailors to accept the vaccine.

The sailor assigned to a Virginia-based ship who died of complications tied to the illness caused by the coronavirus this week was a 42-year-old from Hawaii. Aviation Support Equipment Technician 1st Class Marcglenn L. Orcullo, who was assigned to the amphibious assault ship Wasp, died of COVID-19 on Friday, Navy officials said in a statement. Orcullo tested positive for the virus on Jan. 17.

The Navy has announced the calendar-year 2021 enlisted Meritorious Advancement Program's Season One, and with it, some new rules that commands need to be aware of. These command-level advancements, known as MAP, account for 20 percent of all enlisted advancements each calendar year. The program is a way for command triads to advance their most qualified Sailors ahead of each of the semi-annual Navy-wide Advancement (NWAE) Cycles. This year, adjustments were made to the program to ensure closer coordination between MAP and the NWAE cycles, as well as special controls for some ratings to prevent overmanning in a particular paygrade. This will allow Sailors to be advanced through MAP, while also preserving advancement opportunity for those competing in the NWAE exam cycle. The season and program changes were announced in NAVADMIN 035/21, released on Feb.11. In this cycle, Navy personnel officials will control the numbers of meritorious advancement approvals for Sailors in five rating and pay grade combinations, known as rates. These are BM3, ABF2, ABF1, ABH3 and ABH2. "The decision to control these rates was made based on a variety of factors including low NWAE advancement opportunity, and a large proportion of the community's total advancements coming from MAP," Vice Adm. John B. Nowell, Jr., the Navy's chief of personnel wrote in the message. Commands wishing to advance Sailors to any of these rates must request those approvals by routing a request through their Immediate Superior in Command (ISIC) and Type Commander (TYCOM) to their budget submitting office (BSO)/echelon II command. The template for packages can be found on the MAP homepage in MyNavy Portal. Details on how this process will work are in the NAVADMIN. Due to positive Fleet feedback, the 45-day MAP execution window will be made permanent which has proved to be ample time for commands to request quotas and execute their MAP advancements. The window was reduced last year from 60 days due to the successful automation of the MAP process in the Navy Standard Integrated Personnel System (NSIPS). The system will use authoritative data to determine eligibility. However, commands are still required to locally validate that MAP candidates have successfully completed the Professional Military Knowledge Eligibility Examination (PMK-EE) requirement prior to the first day of the MAP season, as outlined in reference (b). a. NSIPS Web Afloat Users and Users Without Access to NSIPS. NSIPS Web Afloat users and commands without access to NSIPS must submit a MAP nomination request via e-mail directly to their ISIC, type commander (TYCOM) or budget submitting office (BSO)/echelon II command using the Meritorious Certification Letter (MCL). The letter must be signed by the commanding officer and should address any exceptions to policy (ETP) and/or additional quotas requested. Sample MCLs and detailed information regarding the offline process can be found via MyNavy Portal (MNP) at the *MAP* tab and then select the *MCL Template* and *Offline Process*. b. Quota usage, modifications and distribution will be managed within the NSIPS environment. BSO and command quotas will be uploaded into NSIPS on 15 February 2021 and can be found under the quota summary report tab. Quotas can also be found via MNP at the *MAP* tab and then select the *MAP Quotas*. c. Additional quotas can be requested using the quota request option. Commands must contact their BSO to determine timeline for additional quota requests. All commands are authorized to request quotas from their BSO/echelon II command, via their ISIC and TYCOM, whether or not command quotas are authorized. d. The system will automatically determine if an ETP is required using predetermined criteria. Service Members in ratings requiring security clearances and rates/pay grades requiring time in rate (TIR) waivers will be automatically routed for adjudication. The request will be routed through the ISIC, TYCOM and BSO/echelon II command using a hierarchical workflow. e. Nuclear-trained Service Members. NSIPS will not automatically generate an ETP. If a command desires to advance a nuclear-trained Service Member not meeting the TIR, an ETP must be routed to Director, Military Personnel Plans and Policy (OPNAV N13) via Nuclear Program Manager (OPNAV N133). E-5s require a TIR date of 1 January 2019 or earlier to be eligible for advancement to E-6. 5. MAP Advancements in Controlled Rates. Commands desiring to MAP advance a Sailor to ABF1, ABF2, ABH2, ABH3 or BM3 must submit a request to their BSO, via their ISIC and TYCOM, using the quota request option in NSIPS. If the command does not have access to NSIPS, they should follow the procedures in paragraph 4a. BSOs will be granted MAP quotas for each rate based on the proportion of the billets authorized (BA) at the lower paygrade of that rate under that BSO. If there are not enough quotas for all BSOs with BA for the lower paygrade, the quotas will be allocated to the BSOs with the largest amount of BA for the lower paygrade. BSOs will be contacted by BUPERS-32 to inform them of how many of their assigned quotas shall be used only for the specified rates. Shipmates, I am certain the vast majority of men and women in the United States Navy serve with honor, character, and integrity. But we cannot be under any illusions that extremist behaviors do not exist in our Navy. 2. Just in the past few weeks, there have been two separate incidents where symbols of hate and violence were anonymously left in living areas aboard ships in our Fleet. The chain of command took both of those incidents seriously and immediately launched investigations, which are ongoing. 3. But there is more we must do, together, because these symbols are contrary to our Navy culture, core values, and warfighting effectiveness. 4. As directed by the Secretary of Defense and across the Fleet, each command will conduct a stand down by April 6, 2021 to address extremism within our ranks. We must better understand the scope of the problem, get after this issue, and eliminate conduct that is driven by extremist beliefs. No doubt, this is a leadership issue. We will own this. 5. As a Navy uniform and civilian, active and reserve - we cannot tolerate extremist behavior of any kind, and must engage in open and honest conversations with each other and take action. Leaders at all levels must lead by example. You must set the tone. You must model correct behavior 24/7/365 in person and online. 6. We also have a responsibility to educate, and inspire those in the Navy, those coming into the Fleet, and those leaving our service that extremist behavior is unacceptable. Hate and extremist ideology are wedges that divide us. These actions stoke resentment and tear others down. Thats the opposite of how we will treat each other as shipmates. We build each other up, we encourage each other, and we celebrate our shipmates success. 7. If we dont eliminate extremist behaviors from our Navy, then racism, injustice, indignity, and disrespect will grow and continue to keep us from reaching our potential - an inclusive, respectful, professional fighting force that answers the Nations call. If we must first question the intentions of our shipmate standing the watch with us, now, and especially, when taking fire, we will fail when the Nation needs us must in combat. 8. Some Sailors may think their voices do not matter right now, or feel frustrated seeking to be seen and be heard. But let me be clear, each of your voices matter. This stand-down is another in our efforts to listen, to learn, and to improve. 9. Now is the time for us to come together and be guided by a strong moral compass. We must eliminate extremist behavior and its corrosive effects on our fighting force. And we must remember that we swear an oath to support and defend the Constitution above all else. 10.
