Sailors recently selected for advancement to E-4 through E-6 will remain in a frocked status until their pay incrementation date. All advancements from the spring cycle occur July through December. No less than three percent of Sailors will be advanced each month, with the majority of advancements occurring in the final pay increment. Roughly 85% of the Sailors selected for advancement in July will be advanced on December 16th. Pay increments are determined by each Sailor's Final Multiple Score standing in their rating and across the entire paygrade, NOT their percentile. An updated profile sheet will be generated when a Sailor's increment is determined.

WASHINGTON - For the first time, a female sailor has successfully completed the grueling 37-week training course to become a Naval Special Warfare combatant-craft crewman — the boat operators who transport Navy SEALs and conduct their own classified missions at sea. Navy officials said they would not identify the woman or provide more details on her — a routine military policy for special operations forces. She was one of 17 sailors to graduate and receive their pins on Thursday. She is also the first of 18 women who have tried out for a job as a SWCC or a SEAL to succeed.

WASHINGTON — A new court decision, if it holds, would require the Department of Veterans Affairs to provide billions of dollars in education benefits to more than 1 million post-9/11 veterans. The U.S. Court of Appeals for the Federal Circuit decided Thursday that veterans who qualify for both the Montgomery GI Bill and the Post-9/11 GI Bill for multiple periods of military service should be allowed to draw benefits from each. Since the newer Post-9/11 GI Bill became effective in 2009, the VA has limited veterans to benefits from one program, not both.

It’s an open secret: The Navy thrives not just on the labor of sailors, but also on the unpaid labor of military families. This has become more glaringly obvious to me as my spouse has risen now to the rank of commander, and there has been an increasing expectation that I will devote my my time in support of his career, most notably with my invitation to attend a week-long course on how to be the spouse of a commanding officer.

A new era in Naval Aviation launches on Aug. 2 when a board will meet to select the initial cadre of Aviation Warrant Officers who will be trained to fly the new MQ-25 carrier-based unmanned aerial vehicle. The call for applications, announced in NAVADMIN 141/21 and released on June 28, says that qualified Sailors and civilians can apply for the program through Navy Recruiting Command. Applications to be considered by the board are due on July 26. Last December, the program’s approval came when the Navy formally established the Aerial Vehicle Operator (AVO) warrant officer specialty in NAVADMIN 315/20. Over the next six to 10 years, the Navy plans to recruit, train and send to the fleet a community of roughly 450 aviation warrants. The community is expected to eventually have warrant officers in grades spanning W-1 through W-5. Those selected for the program will first complete Officer Candidate School in Newport, Rhode Island. Upon graduation, they will commission as Warrant Officer One (W-1). They must then complete basic flight training as well as advanced training on the MQ-25 aerial vehicle. Once basic flight training has been completed, these officers will earn their own distinctive Navy "wings of gold" warfare devices and be assigned the 737X designator. The basic eligibility requirements are outlined in Navy Program Authorization 106A, which applicants can download at https://www.mynavyhr.navy.mil/Portals/55/Career/OCM/PA-106A_CWO1-7371_AVO_Feb-2021.pdf. Both enlisted and civilian candidates can apply, though through separate channels. Active-duty and reserve Sailors must submit their package as outlined in the Enlisted to Officer Commissioning Programs Application Administrative Manual (OPNAVINST 1420.1B). Civilians and enlisted service members from other services should contact a local Navy officer recruiter and apply through Navy Recruiting Command. If an applicant needs a waiver for any of the requirements, it must be submitted in advance with enough lead time to allow approval by the application due date. The SAT is a three-part test consisting of reading, math, and writing. Applicants should aim to score above 500 in reading (verbal) and above 550 in math, with a combined minimum of 1050. The writing component is not required for consideration for admission. For applicants who have taken the American College Test (ACT) within the last two years, scores of 22 in English and 24 in Math are recommended. Potential candidates with SAT or ACT scores that are older than two years or below these guidelines are strongly encouraged to retake the test. (3) Typically completed four years of mathematics, including a strong foundation in geometry, algebra, and trigonometry, four years of english, and one year of chemistry. Additionally, physics, calculus, history, and two years of a foreign language are strongly recommended. Continued education since high school is vital; candidates are encouraged to strengthen their admission application with college courses in higher level math and sciences. (4) If schedule permits, applicants are encouraged to complete college courses that display current academic ability. b. Top performers who have demonstrated or possess strong leadership (e.g., past and present Command Junior Sailors/Bluejackets of the Quarter/Year, top 20 percent performers in "A" and "C" schools, class leaders, Honor Guard members, and community volunteers). c. Good moral character and unquestionable loyalty to the United States, as determined by a command interview and military recommendations. d. No record of disciplinary action under Article 15, Uniform Code of Military Justice, or conviction by civil court (except minor traffic violations) during the three years preceding application for admission. Waivers are on a case-by-case basis. e. We are seeking candidates with outstanding physical fitness. In addition to passing the Candidate Fitness Assessment in the USNA application, candidates need to have demonstrated the ability to pass the Naval Academy physical fitness requirements within the last year. The USNA Physical Readiness Test standards (Minimum Passing Scores) are: (1) Push-ups (Two Minutes): 45 (Male); 20 (Female) (2) Front Plank: 1:45; and (3) 1.5 Mile Run: 10:30 (Male); 12:40 (Female). f. Must not have passed their 23rd birthday on 1 July of the year of admission to USNA. g. Must not be married, pregnant, or have incurred obligations of parenthood. 3. Candidates with superior academic performance and strong military backgrounds may receive direct appointments to USNA. Top performers who need to strengthen their academic background may be selected to attend the Naval Academy Preparatory School (NAPS) in Newport, RI for one year and receive an appointment to USNA the following year. 4. Personnel selected to attend USNA or NAPS must be medically qualified by the Department of Defense Medical Examination Review Board (DoDMERB) in order to be commissioned as an officer in the Navy or Marine Corps. Once candidates complete 50 percent of the application, their name will be sent to DoDMERB for the physical and eye exams. The candidate will be contacted by Concorde, the DoDMERB contractor, with information on where to receive the physical and eye exams. The Service Member will be contacted by the USNA Fleet Coordinator with information on how to get the physical and eye exam completed at their own Military Treatment Facility as an alternative. Reference (a) provides medical standards. 5. Up to 170 regular and reserve personnel may be appointed to USNA each year. The deadline to apply to the Class of 2026 is 31 December 2021. The deadline for all completed application documents is 31 January 2022. Applicants are strongly encouraged to complete their application as soon as possible. Packages completed before 31 January 2022 will be reviewed by the Admissions Board as soon as they are received. Packages will not be reviewed without the CO's endorsement.
