As we continue towards the ultimate goal of a Detailing Marketplace, this NAVADMIN announces a continuation of the pilot program, introduced in reference (a) for the Fiscal Year (FY) 2020 Senior Enlisted Advancement-to- Position Selection Board. The purpose of the selection board is to fill priority E-8 and E-9 billets via a temporary advancement as an incentive. The selection board is separate from the annual advancement boards executed under reference (b). The selection board will carefully consider, without prejudice or partiality, the record of every qualified applicant and select those Sailors who are best and fully qualified to fill priority billets across the Navy. Factors for consideration in determining best and fully qualified applicants include sustained superior performance, documented qualifications, platform experience and potential to succeed in the specified priority billet(s). Sailors selected by the selection board will be temporarily advanced to the pay grade associated with the authorized billet and receive pay commensurate with that pay grade upon reporting to their ultimate duty station. To be permanently advanced, Sailors must still be selected for the next pay grade by a regularly scheduled Active-Duty senior chief petty officer (SCPO) or master chief petty officer (MCPO) selection board. This temporary advancement will not affect eligibility for those annual advancement boards, but the SCPO and MCPO selection board precepts and convening orders will stipulate that personnel who demonstrate exceptional performance in an advancement-to-position billet will be given favorable consideration. If a Sailor transfers from a temporary-advanced billet for any reason prior to being permanently selected for the next pay grade, the Sailor will revert back to their permanent pay grade effective the date of the transfer. Sailors selected for advancement-to-position billets should expect to receive permanent change of station orders with a transfer date approximately 90 days after the release of selection board results. 2. Eligibility. a. Applicants must meet all eligibility requirements for the regularly scheduled FY-20 Active-Duty SCPO or MCPO Selection Board in line with references (b) and (c). The selection board is open to Active Component Sailors only. It is the responsibility of the Sailor and command to verify eligibility. Sailors selected for advancement via the FY-20 Active-Duty SCPO or MCPO Selection Boards are not eligible for the FY-20 Senior Enlisted Advancement-to- Position Selection Board. b. Applicants must sign, and have their commanding officer (CO) witness, Administrative Remarks (NAVPERS 1070/613) (permanent) with the following statement: *I understand that by submitting an application for consideration by the FY-20 Senior Enlisted Advancement-to-Position Selection Board, I am certifying that I am assignable to any billets for which I applied and will execute orders to those billets when directed.* c. Applicants must meet all pre-requisite requirements detailed in paragraph 4 for the billet(s) to which they apply. d. Applicants who have submitted voluntary Fleet Reserve (FLTRES)/retirement requests to Navy Personnel Command (NPC) are not eligible for consideration for the selection board. 3. Application. The selection board is scheduled to convene on 9 September 2019. For the most current selection board dates, visit the Active-Duty Enlisted Selection Boards webpage via MyNavy Portal (MNP) at via https://www.mnp.navy.mil/group/advancement-and-promotion/active-duty-enlisted and select *Selection Board Schedule.* Applications must include: a. Completed Enlisted Personnel Action Request (NAVPERS 1306/7), endorsed by the CO of the applicant, indicating the billet(s) to which they are applying. Applicants must verify that their application and signed NAVPERS 1306/7 is clearly marked *FY-20 Senior Enlisted Advancement-to-Position Selection Board (Board #20705).* Applications will be considered based on merit and the ability of the applicant to succeed at the next higher pay grade. COs shall not negatively endorse, hold or deny packages based on potential relief availability. b. Signed NAVPERS 1070/613, as listed in subparagraph 2b above. c. Any pertinent documents that are not already contained in the official military personnel file of the applicant that would assist the selection board in their deliberations. (1) All communication to the selection board must originate from the individual candidate and must be accompanied under the signed application. (2) Correspondence submitted to the selection board that is not accompanied by the signed application will not be presented to the selection board. Commands are not authorized to submit a message to NPC requesting information be presented to the selection board. 4. Billets. Applications for the ratings and pay grades delineated in paragraphs 4a through 4q will be considered by the selection board. Applicants shall provide a prioritized ranking of all billets to which they are applying on the NAVPERS 1306/7 using the billet titles and locations listed below. If the list of billets being applied for will not fit in the *REASON FOR SUBMISSION* block of the NAVPERS 1306/7, billets may be listed in the *ADDITIONAL COMMAND COMMENTS* block. Applicants will only be considered for the specific billets listed on their application. Personnel with assignment restrictions should only apply to billets for which they are eligible. a. This NAVADMIN provides Sailors and their families with information to assist in planning and executing their Permanent Change of Station (PCS) moves and provides information regarding upcoming improvements to the PCS process and introduction of new tools. 2. Sailors can reduce out-of-pocket expenses during a PCS move by taking advantage of the travel entitlements available to them in advance of their move. Travel advances are designed to assist Sailors with PCS travel expenses. This includes funding assistance for mileage, meals and lodging. If you are about to make a PCS move, talk to your Command Pay and Personnel Administrator (CPPA) to help you decide if a travel advance is the right thing for you and your family. Special consideration should be given to those moving to an overseas duty station or to a location with a higher than average cost of living. 3. Spouse Licensure Reimbursement allows spouses to have certain employment licenses or certification costs reimbursed up to $500 when necessary as a result of a PCS move. See NAVADMIN 134/19 for more information. 4. Additional PCS move improvements are coming in three phases: a. Phase One (July 2019). (1) MyPCS Mobile is a mobile-enabled website accessible on personal and work mobile devices, tablets, laptops and desktops. Available now, this tool provides additional flexibility and access to a personalized checklist tailored for an individual Sailors PCS move as well as the ability to opt-in and immediately get on the waitlist for government housing and childcare services at their new duty station for those Sailors under Active Duty PCS orders. Sailors can generate their checklist online at any time and tasks are listed chronologically to improve the overall experience for Sailors and their dependents. If a Sailor does not have a set of Active Duty PCS orders presently, they can still explore the functionality of the checklist through an on-line demonstration of the capability on MyPCS Mobile. (2) Sailors will be able to login to MyPCS Mobile at any time through the Navy App Locker at https://www.applocker.navy.mil or MyNavy Portal (MNP) website at https://my.navy.mil. MNP will have quick links available on the homepage Sailors can use to login to MyPCS Mobile and save the website as a favorite on the browser of their choice. By downloading the Navy App Locker for either Android or Apple devices, Sailors can quickly access the MyPCS Mobile and other Navy-sponsored content. Sailors can access the MyPCS Mobile website without a Common Access Card (CAC), using commercial grade Multi- Factor Authentication (MFA) credentials for security. (3) To set up CAC-free access, log into MNP on a CAC-enabled machine. Your name should appear at the top of the page. Click on your name, select my account, then select the instructions for CAC- free setup. Follow the steps for either Apple iOS or Google Android to authenticate your identity under the instructions tab. NOTE: This is a one-time event and allows the user to establish their secure MFA account to log into the CAC-less applications or websites. The mobile device of the user must have access to either WiFi or cellular data services to complete the process. (4) PCS Entitlements Calculator is a tool to assist Sailors budget for travel-related PCS expenses and it will be available on MNP with a release date outlined in an upcoming NAVADMIN. b. Phase Two (August 2019) (1) A new format for PCS orders called lean orders will be released in early August and available in MyPCS Mobile and on MNP for Sailors on Active Duty PCS orders. This is a streamlined, simplified and plain language orders format, providing Sailors and their families everything they need to know to execute a move on a few screens on a mobile device. The full text orders will also be available. (2) In early August, some Sailors who have a government travel charge card (GTCC) will have the option to participate in a pilot program to use the GTCC for all PCS related travel expenses (in lieu of obtaining a travel advance). Specifics on this new option will be outlined in an upcoming NAVADMIN. c. Phase Three (September 2019). Sailors will be able to complete a fully electronic travel voucher using MyPCS Mobile on their mobile device. Sailors will be able to upload receipts, complete a voucher that has been prepopulated with basic information, electronically sign and provide it to their CPPA for final processing. 5. These initiatives are just the beginning to Navy fielding a modernized PCS move process that makes the overall customer experience better for Sailors and their families. 6. July is the first pay increment for E8 and E9 selectees from the recent Senior Chief and Master Chief selection boards, and July is also the first increment for anyone selected during the spring E4-E6 Active Duty and Reserve advancement cycles. There are 12 senior enlisted (E7-E9) pay increments and six E4-E6 increments. For senior enlisted personnel, pay increments are based on seniority and for E4-E6 it's by Final Multiple Score standing. No less than 3% are advanced during each monthly increment, with the majority of Sailors advanced in the final increment (June for E8/E9 and December for E4-E6). All Sailors are in a frocked status until they are incremented. Sign up for profile sheet update notifications and you will get an email when your increment is set. The email service is available at the top of your profile sheet via NEAS Web.
