RSCA is why I won't be selected. When I was MP, EP, EP, and above RSCA, I didn't catch documents missing from my record and neither did anyone else that looked at my record. I transferred and fell to P, P, MP and am still below RSCA by .03. New T/M/S for me when I checked in, and we just changed to another T/M/S (my 5th overall) so I haven't had a chance to work SFF as it has taken my whole tour to get the schools scheduled and pre-reqs out of the way. Only the final two months of my last eval I was the LPO (and first time ever). Not a "well-rounded" sailor in current eval cycle as I completed all LADR and Convening order items that were in my control years ago.

My money is on next year for this sailor. I'll have a year as an LPO and was blessed with a strong group of sailors that have exceeded every item that was asked of them.

Even though I maxed out on qualifications at every command, I am missing important shipboard quals.  Any opinions or thoughts would be very much appreciated.

The good news Boats is that the board will understand that you cant always control where you get stationed. They look to see if you sustained superior performance at the commands you did go to and if you were the best and fully qualified. I was missing alot of the major qualifications for my rate/community and have never been to a squadron to obtain them. However, I managed to sustain superior performance and communicated the issues of those qualifications that I wasn't given the opportunity to obtained due to my history of assignments via my LTB. So there is hope if you kicked butt at those commands the board will see it. Good luck to you!

If I don't make it, it'll be because of the same reason I didn't make it last year, and wasn't eligible 2 years ago.

I got a #2/12 ranked EP when I made First Class for my frocking eval. I was scheduled to transfer in October, but my chiefs told me to extend because they were sure I was gonna get an EP. So I extended to get the November 15th eval ranked against everyone, and I ended up getting a ranked MP eval. Which made me ineligible for chief 2 years ago. If I would have taken a transfer 1/1 EP in October, I would have been eligible based on the previous Regular eval being an EP. That would have been 4 EP's in a row. Now before 20 people reply that transfer evals don't mean anything; I asked a Master Chief to review my record and told him about what happened. He told me that if I would have taken the transfer EP I would have been selected.

I guess I am confused. So you had a frocked E6 eval which of course it would be ranked because that means 11 other E5s made E6 right? Unless something changed you had to have a ranked E6 periodic eval (not frocked) to take the test early. Trust me I know the process because I took the test early.

Thanks bro!  Good luck to you as well.  I'm pretty upset about my History of Assignments, only because the two sea duties were not by choice.  I excelled in both significantly, but feel as though maybe it just wasnt meant to be (going to a ship), believe me I tried.  I've read the precepts and convening order righteously, but I just can't get over the fact that there will be some salty master chiefs on the board that are simply going to say, No ship, No promotion, especially as a BM.  I can't shake it.  Has anyone on this forum ever met someone in my situation that made Chief in a sea-going rate without a ship?

I understand where you're coming from Im FTS. I've never been to a squadron, I dont have an air pin, I am missing every career milestone a sea duty billet has to offer and it is all over my ladr but I managed to break out in every command dispite not having all those "needed" qualifications. I managed to get selected this year all you need is sustained superior performance and leadership. When I sent my LTB I made sure I communicated with the board saying that due to my history of assignments I was not afforded the opportunity to earn an Enlisted Aviation Warfare Specialist qualification and ect... I spelled out every qual I didn't have because of it. Having competitive breakout evaluations and qualifying to as high as you can get at the commands you have been is what matters. In the convening order it states that sailors cant always control their assignments and the board understands that.

Haha, that dude was no joke.  I learned alot from him while there.  I believe he picked up Master Chief in '16.

That last sentence you put about not controlling assignments.

Likewise, I didn't explain any of that in my LTB because I thought it would've been obvious looking at my assignments that I couldn't obtain those specific quals.  Do you think I might've shot myself in the foot by not doing so?  I thought about it, but ultimately decided not to.

Everyone says that! Lol. Yup he did and he’s the CR in NOLA now. If I get the “S” that’s one of the first I’m calling.

Thanks! I don't think that you shot yourself in the foot necessarily. The board should be able to see that. A mentor who actual set boards told me to think about the amount of packages they go through and sometimes there aren't experienced personnel or a representative in your rate who can explained that to other members you adding it in your LTB so it isnt missed wont hurt. LTB's are personal preferences. Many will tell you put this and dont put that but if you feel that it needs to be added or said then do it. Memberships and convening orders tells us that LTB is the only way to communicate with the board. So I used that to communicate my professional short comings due to my history of assignments. I hope this is your year Boats!

That is not true, the Eval instruction states that a transfer eval EP cannot allow you get the early TIR EP waiver, BUT, if you get a transfer EP, and your last periodic eval was an EP, you get the early TIR waiver.

Your last periodic eval was an E5 eval correct?

Yeah but doesn’t it state that it has to be in the pay grade? I know for PMA they all have to be in the same pay grade. Where in the instruction are you seeing this?

As I read the instruction is says most recent periodic evaluation in current paygrade.

So you mean to tell me that you have an E5 that got an EP on his last eval,  made E6,  got an frocked E6 eval ranked (EP) and they get an TIR waiver?

It doesn't work like that

No, it was an E6 eval.

Type of report - Regular

Promotion status - Frocked

In the PSR it is also listed under E6.

It's from the Advancement instruction, not the Eval isntruction, my bad.

You are misquoting me.

if you get a frocked E6 EP eval on November 15th, then the following year, you transfer near Nov 15th, and use that as your regular reporting period eval as allowed in the instruction. Then you are eligible for early TIR advancement.
