In the absence of a funding appropriation beyond 30 September 2022, the Navy Reserve Force will execute an orderly shutdown of operations unless a particular operation or duty supports an excepted activity. In the event of a lapse of appropriations (government shutdown) Commanders shall implement the following guidance. 2. Excepted Activities. The following activities may continue in case of a lapse of appropriation: 2.a. Mobilization/Deployment: Reserve Component personnel who have been identified for mobilization and/or deployment and who are fulfilling requirements in preparation for those duties may continue those preparation activities despite a lapse in appropriations. 2.b. Military Operations: As part of providing expeditionary ready forces across the naval service, excepted activities include those scheduled military operations or exercises which are (1) in direct support and coordination with the Active Component force; (2) in direct support of an identified military operation or activity, as decreed by the President, the Secretary of Defense or other cognizant authority, for the safety of life or the protection of property in the interest of national security; and/or (3) determined to be operationally necessary in order to maintain mobilization and warfighting readiness. 3. Inactive Duty Training (IDT) execution. 3.a. Prior to a possible lapse in appropriations, non-local Sailors are authorized and encouraged to reschedule IDTs to avoid travel burdens. 3.b. Should a lapse in appropriations occur less than twenty-four hours before the start of a scheduled drill period, Reserve Component personnel, who are not performing excepted activities, may perform an orderly shutdown of unit operations, which includes concluding previously-scheduled operational training requirements and taking action to ensure continuity, mobilization readiness and unit sustainability. Reserve Component personnel, who are on-site at a drill location during a lapse in appropriations, must return to their primary residence within a reasonable period of time after completing an orderly shutdown of unit operations. 3.c. During an extended lapse in appropriations (shutdown), drill weekends will only be conducted as necessary to support excepted missions until appropriations are authorized. NRAs will announce the curtailment of drill weekends no less than two calendar days before the start of each scheduled drill weekend. 4. Orders. 4.a. While under a lapse of appropriation, all orders with a start date of 1 October 2022 or later shall not be executed unless it is in support of an excepted mission. Prior to cancellation of orders, it is essential that NRU, NRA, and Gaining Command RPD are in constant contact regarding status of affected orders. 4.b. Members already on Active Duty orders (i.e., ADT, AT, ADOS, Recall, i.e. Sailor transitioning from FY22 orders to FY23 orders at the same duty location, and Mobilization) at the time of a lapse in appropriation, on or before 30 September 2022, will be allowed to continue orders in support of excepted activities. Orders in support of non-excepted activities will be shortened to facilitate the prompt return of the Service Member to their Home of Record. Member is considered on orders upon commencing travel. 4.c. Order modifications not in support of excepted activities will not be approved unless modification reduces cost of original obligation. 4.d. All personnel are advised that pay and compensation will be deferred. Military personnel in an active status will serve without pay until such time as Congress makes appropriated funds available. No obligation may be made to support non-excepted activity during a lapse in appropriations, as that is a violation of the Anti-Deficiency Act. 4.e. eMuster in NSIPS shall still take place to record check-in and ensure accountability. This muster will ensure payment of the member when funding is approved. 4.f. AT/ADT/IDTT/ATP will not be used to back-fill non-excepted civilian positions. 5. Temporary Duty (TDY) Travel and Conference Participation: 5.a. Training and Administration of Reserve (TAR) and Selected Reservists (SELRES) TDY travel and conference participation scheduled to begin after the shutdown occurs should not be executed during a lapse in appropriation, except for excepted activities as authorized in paragraphs 2 and 3 and SECDEF or DoN guidance. Any TDY travel or conference participation, which does not involve an excepted activity and that began prior to the shutdown should, except as noted below, be terminated (i.e., return to official duty station) as quickly as possible, but in an orderly fashion. This includes TDY travel and conference participation associated with professional military education training. 5.b. Local TDY orders may be authorized if no additional cost to the government is incurred. 6. Follow Commander, Navy Installations Command (CNIC) guidance on Military Funeral Honors (MFH). During inspections earlier this year, federal environmental regulators found the U.S. Navy has been violating state and federal rules in its fuel operations at the Red Hill fuel facility and on Joint Base Pearl Harbor Hickam, according to records made public on Friday. The Environmental Protection Agency found the Navy lacked a necessary spill response plan for a system of pipelines at Red Hill and is not operating that piping system “in accordance with good engineering practice,” an EPA official wrote in an August letter to the Navy.

A Florida-based Navy commander was indicted Tuesday on charges that he distributed videos depicting child sexual abuse and possessed files depicting “the sexual abuse of young children,” the U.S. Justice Department announced. Cmdr. Gregory E. McLean, 38, has been detained pending trial.

WASHINGTON (Tribune News Service) — Pentagon officials announced Thursday that U.S. military personnel who face a rising cost of living will be getting financial help soon, but the initiative falls short of what many lawmakers have sought. The changes were laid out in a Thursday memo from Defense Secretary Lloyd J. Austin III to military leaders, in which the secretary outlined enhanced compensation to offset the rising cost of food, housing, child care and family relocations.

Correction: A new plan for commissary funding announced in a memorandum from Defense Secretary Lloyd Austin on Sept. 22 aims to reduce the price of food items in commissaries by 3% to 5%. The Pentagon initially provided an incorrect savings percentage that was included in a previous version of this story. Thousands of U.S. service members will soon see a boost in their housing allowance stipends and lower prices at commissaries, according to a memorandum issued Thursday by Defense Secretary Lloyd Austin.

A Navy recruiter fatally shot his wife in their Texas home Thursday and injured an agent with the Naval Criminal Investigative Service (NCIS) before he was later killed by Texas authorities, officials said. The shooting occurred when two NCIS agents were talking with a woman about domestic violence issues with her husband at a home in the Houston suburb Atascocita, said Harris County Sheriff Ed Gonzalez, who described the incident as "something out of a movie."

Cmdr. Paul X. Rinn was in command of the guided missile frigate USS Samuel B. Roberts as it sailed into the Persian Gulf in 1988. His vessel's mission was to join Operation Earnest Will, the largest naval convoy since World War II, escorting Kuwaiti oil tankers and protecting them from Iranian attacks. As the Roberts moved to resupply on April 14 of that year, it struck a mine that blew a 20-foot hole in its hull and started a massive fire aboard the ship. Rinn's frigate was suddenly faced with two problems, each equally fatal to the vessel and the more than 200 sailors and aviators aboard.

Sailors couldn't use the potable water system aboard aircraft carrier USS Nimitz (CVN-68) for three days after jet fuel contaminated the fresh water tanks last week, a Navy official told USNI News on Wednesday. After discovering JP5 in the water while the carrier was at sea on Sept. 16, the potable water became safe to use again on Sept. 19 after flushing the system, Cmdr. Zach Harrell, a spokesman for Naval Air Forces, told USNI News.

VIRGINIA BEACH, Va. — Less than a third of the Navy’s attack submarines have made it out of maintenance on time in the last decade as demand for the boats remain high, the head of Naval Sea Systems Command said on Wednesday. “We’re really struggling to get submarines out on time. Over the last ten years, 20 to 30 percent [came] out on time,” said Vice Adm. Bill Galinis at the American Society of Naval Engineers’ annual Fleet Maintenance and Modernization Symposium.

Leonard Francis, better known as “Fat Leonard,” has been arrested in Venezuela after he escaped from home confinement earlier this month while awaiting sentencing in connection to the biggest U.S. military corruption case in the last decade. Francis, a Malaysian former military contractor, pleaded guilty in 2015 to charges of bribing U.S. Navy officials as part of a $35 million bribery scandal. He was assigned to house arrest in San Diego weeks before he was scheduled to be sentenced but allegedly cut off his GPS monitor and left on Sept. 4.

SASEBO NAVAL BASE, Japan – The latest in a round of new school construction at U.S. military bases in Japan, a $54.5 million project at this naval base in the country’s southwest, officially opened Wednesday. The new and improved E.J. King Middle and High School at Sasebo took nearly three years to complete. The project included new construction and renovation of an existing structure.

The commanding officer of the fast-attack submarine Scranton was fired in July after a relentless string of “disproportionate, loud and often toxic outbursts” directed at his crew over everything from the thickness of meat served in the galley and the stowing of coffee creamer to minor sailor missteps. The caustic atmosphere aboard the boat during Cmdr. Seth Rumler’s eight months in command, which ended with his firing in July, demoralized the crew in a variety of ways.

Some sailors are concerned that rank tabs will be in short supply as the Oct. 1 deadline approaches for wearing the insignia on their uniforms. The black rank insignia, normally associated with the Navy parka, became an optional uniform item in October 2020 as easier to recognize on the Navy camouflage working uniforms, according to a Navy administrative change.

SAN DIEGO (AP) — More than a half dozen former crewmembers of the USS Bonhomme Richard gave testimony on the first day of the arson trial of a young sailor Monday, describing a harrowing, chaotic scene as they confronted an inferno on the Navy warship with shoddy equipment. With the thick black smoke quickly enveloping the ship, many said it was difficult to know what was going on. Now more than a year later, several of them who testified at the court martial of 21-year-old Ryan Sawyer Mays said that they are struggling to recall details from that July 12, 2020 morning, posing a challenge to the prosecution.

BREMERTON, Wash. — The U.S. Navy is placing about 10,000 cubic yards of sand onto the seafloor of Sinclair Inlet in Washington as part of a legal settlement with the state, the Suquamish Tribe, and environmental groups. A contractor's sand-filled barge currently rests above the former site of the USS Independence, a retired aircraft carrier whose hull was scraped for marine life in 2017 before it was sent to a Texas scrapyard for dismantling. But the tribe, along with other groups, claim in a lawsuit the hull-scraping actually released copper, zinc and other pollutants into the inlet.

The Taliban have released a US engineer they had held hostage since 2020 in exchange for an Afghan tribal leader held in US custody since 2005. Mark Frerichs was handed over at Kabul airport on Monday, the Taliban said. In return they received Bashir Noorzai, a Taliban ally serving a life sentence for drug trafficking. There was no immediate word from the US government or the family of Mr Frerichs. Securing his freedom was an election pledge of President Joe Biden.

SAN DIEGO — According to prosecutors, Ryan Sawyer Mays was a young, arrogant sailor angry about being assigned to deck duty after failing to become a Navy SEAL — and he made the Navy pay in a big way. But the prosecution has presented no physical evidence proving that Mays, 21, set the USS Bonhomme Richard on fire, a fact defense lawyers plan to highlight at the sailor’s court martial that is scheduled to start Monday at Naval Base San Diego.
