The US government is tracking more than 650 potential cases of so-called “unidentified aerial phenomena,” commonly known as UFOs, according to the director of the office created last year to focus on the sightings. Sean Kirkpatrick, director of the Pentagon’s All-domain Anomaly Resolution Office, told a Senate Armed Services subcommittee Wednesday that the number of cases was up from the 350 reports referenced in an unclassified intelligence report on unidentified aerial phenomena released earlier this year.

The USS Jimmy Carter is currently the U.S. Navy’s principle seabed warfare submarine, specially fitted for covert spy missions deep beneath the waves. Now plans are underway to build a follow on special spy submarine using the newer Virginia Class hull. A single Mod VA SSW (Modified Virginia, Subsea and Seabed Warfare) version of the Virginia Class is expected to be built.

Joint Task Force – Red Hill started the dewatering process at the Red Hill Bulk Fuel Storage Facility at Joint Base Pearl Harbor-Hickam, the Department of Defense group announced Monday. Dewatering is the process of removing water that collects in the fuel tanks due to the condensation from water vapor entering the tanks through vents. The joint task force needs to remove the water before it can move on to the next steps in defueling the bulk fuel storage facility, USNI News previously reported.

REF B IS OPNAVINST 7220.18A, AVIATION INCENTIVE PAY AND BONUS PROGRAM.// RMKS/1. This NAVADMIN message announces the Fiscal Year (FY) 2023 Active Component (AC) Aviation Department Head Retention Bonus (ADHRB) in line with references (a) and (b). The FY-23 AC Aviation Command Retention Bonus (ACRB) will be addressed via a separate NAVADMIN. 2. A vital part of developing a total force strategy and maintaining combat readiness is to provide appropriate incentives to retain skilled personnel for critical Naval Aviation Enterprise (NAE) billets. The AC Aviation Bonus (AvB) Program, consisting of the ADHRB and ACRB, incentivizes highly talented, hard-working, career-minded naval aviators and naval flight officers (NFO) to remain on Active Duty. Our return on investment of the ADHRB is the retention of our Navy aviation warfighters, who will continue to deliver to the force their irreplaceable skillsets and leadership. 3. AC ADHRB: a. Capable and dedicated department heads are vital to mission effectiveness and represent the important link between senior leadership and junior personnel. Retaining the experience and talent associated with those eligible to serve as aviation department heads greatly benefits the continued success of the NAE. b. The FY-23 AC ADHRB is intended for officers selected for promotion to lieutenant commander (LCDR) in the FY-23 AC LCDR statutory board. These officers will be considered for department head in the FY-24 AC Aviation Department Head Screen Board (ADHSB) scheduled to convene in the Spring of 2023. Additionally, eligible officers must have an Active Duty service obligation (ADSO) associated with undergraduate flight training ending in FY- 20 or later. Please consult the program information for a full listing of eligibility criteria. The application opportunity commences with the release of this NAVADMIN and closes on 31 August 2023. c. Contracts are offered with either a three, five or seven-year ADSO that begins upon expiration of the officers winging ADSO or contract approval, whichever is later. The intent is to provide flexibility when making career decisions and to encourage officers to fulfill a department head tour and continue their naval service. d. The Navy values an early commitment and a seven-year obligation. An officer who submits a five or seven-year contract prior to the FY-24 AC ADHSB results being published will receive the maximum annual rate specific to their type/model/series and designator (T/M/S+D). If an officer prefers a three-year contract or wishes to wait until the AC ADHSB selection results are public, the AC ADHRB annual amount reduces by $5,000 per year. e. While all aviators that complete milestone assignments are equally valued, specific T/M/S+D rates vary in line with respective community inventory health. Those communities experiencing the greatest retention challenges are incentivized with the highest rates. The AC ADHRB retention bonus pay rates in U.S. dollars for FY-23 include: Seven-year obligation, early rate: HM Pilot $25,000/year ($175,000 total) HSC Pilot $25,000/year ($175,000 total) HSM Pilot $25,000/year ($175,000 total) VAQ Pilot $35,000/year ($245,000 total) VAQ NFO $35,000/year ($245,000 total) VAW Pilot $35,000/year ($245,000 total) VAW NFO $15,000/year ($105,000 total) VRC/VRM Pilot $35,000/year ($245,000 total) VFA Pilot $35,000/year ($245,000 total) VFA NFO $15,000/year ($105,000 total) VP/VQ(P) Pilot $35,000/year ($245,000 total) VP/VQ(P) NFO $15,000/year ($105,000 total) VQ(T) Pilot $35,000/year ($245,000 total) VQ(T) NFO $25,000/year ($175,000 total) Seven-year obligation, standard rate: HM Pilot $20,000/year ($140,000 total) HSC Pilot $20,000/year ($140,000 total) HSM Pilot $20,000/year ($140,000 total) VAQ Pilot $30,000/year ($210,000 total) VAQ NFO $30,000/year ($210,000 total) VAW Pilot $30,000/year ($210,000 total) VAW NFO $10,000/year ($70,000 total) VRC/VRM Pilot $30,000/year ($210,000 total) VFA Pilot $30,000/year ($210,000 total) VFA NFO $10,000/year ($70,000 total) VP/VQ(P) Pilot $30,000/year ($210,000 total) VP/VQ(P) NFO $10,000/year ($70,000 total) VQ(T) Pilot $30,000/year ($210,000 total) VQ(T) NFO $20,000/year ($140,000 total) Five-year obligation, early rate: HM Pilot $25,000/year ($125,000 total) HSC Pilot $25,000/year ($125,000 total) HSM Pilot $25,000/year ($125,000 total) VAQ Pilot $35,000/year ($175,000 total) VAQ NFO $35,000/year ($175,000 total) VAW Pilot $35,000/year ($175,000 total) VAW NFO $15,000/year ($75,000 total) VRC/VRM Pilot $35,000/year ($175,000 total) VFA Pilot $35,000/year ($175,000 total) VFA NFO $15,000/year ($75,000 total) VP/VQ(P) Pilot $35,000/year ($175,000 total) VP/VQ(P) NFO $15,000/year ($75,000 total) VQ(T) Pilot $35,000/year ($175,000 total) VQ(T) NFO $25,000/year ($125,000 total) Five-year obligation, standard rate: HM Pilot $20,000/year ($100,000 total) HSC Pilot $20,000/year ($100,000 total) HSM Pilot $20,000/year ($100,000 total) VAQ Pilot $30,000/year ($150,000 total) VAQ NFO $30,000/year ($150,000 total) VAW Pilot $30,000/year ($150,000 total) VAW NFO $10,000/year ($50,000 total) VRC/VRM Pilot $30,000/year ($150,000 total) VFA Pilot $30,000/year ($150,000 total) VFA NFO $10,000/year ($50,000 total) VP/VQ(P) Pilot $30,000/year ($150,000 total) VP/VQ(P) NFO $10,000/year ($50,000 total) VQ(T) Pilot $30,000/year ($150,000 total) VQ(T) NFO $20,000/year ($100,000 total) Three-year obligation, standard rate: HM Pilot $20,000/year ($60,000 total) HSC Pilot $20,000/year ($60,000 total) HSM Pilot $20,000/year ($60,000 total) VAQ Pilot $30,000/year ($90,000 total) VAQ NFO $30,000/year ($90,000 total) VAW Pilot $30,000/year ($90,000 total) VAW NFO $10,000/year ($30,000 total) VRC/VRM Pilot $30,000/year ($90,000 total) VFA Pilot $30,000/year ($90,000 total) VFA NFO $10,000/year ($30,000 total) VP/VQ(P) Pilot $30,000/year ($90,000 total) VP/VQ(P) NFO $10,000/year ($30,000 total) VQ(T) Pilot $30,000/year ($90,000 total) VQ(T) NFO $20,000/year ($60,000 total) 4. The Navy will decommission two nuclear aircraft carriers back-to-back and two Independence-class Littoral Combat Ships will go up for foreign military sale, according to the service’s latest long-range shipbuilding plan. Following a planned 13-month service life extension, the 48-year-old USS Nimitz (CVN-68) will leave service in 2026, one year later than last year’s plan. Commissioned in 1975, Nimitz was built for a 50-year service and the extension will squeeze at least one more deployment from the first-in-class carrier.

The top US Navy admiral ardently defended a non-binary sailor on Tuesday amid some criticism from Republican lawmakers, saying he is “particularly proud of this sailor.” The sailor, LTJG Audrey Knutson, had their story shared on the Navy’s Instagram page last week. In a short video, Knutson said they are proud to serve as non-binary, especially because their grandfather served in the Navy as a gay man in World War II. During a deployment last fall aboard the aircraft carrier USS Gerald R. Ford, Knutson said their highlight was reading a poem to the whole ship at an LGBTQ spoken word night. The Instagram video garnered nearly 17,000 likes.

A new U.S. Navy warship appeared to collide with a tugboat during a "dramatic" launch of the vessel. The U.S. Navy said on Friday that it would "christen and launch" the latest Freedom-variant LCS, or Littoral Combat Ship, which would be known as the U.S.S. Cleveland (LCS 31). The ship launched at 10 a.m. local time on Saturday at the Fincantieri Marinette Marine shipyard in Wisconsin. It was the last scheduled side launch of a ship at the Wisconsin shipyard before a ship lift system is put in place, according to the Navy.

FALLS CHURCH, Va. – Do you live overseas and need health care? Depending on the country you’re in, you may be able to get telemedicine care from the comfort of your home. “Over the past few years, many countries have changed their laws to allow more telemedicine options,” said Michael Griffin, program analyst with the TRICARE Overseas Program Office at the Defense Health Agency. “As a result, the TRICARE Overseas contractor, International SOS, expanded telemedicine services in line with the new laws in these countries.”

Two separate incidents this year involving a U.S. submarine and aircraft carrier suggest that Turkey is wary of the U.S. Navy's presence near its shores in the Eastern Mediterranean. Popular conspiracies on Turkish social media about the nefarious purpose of the U.S. naval presence near Turkey's waters also suggest that at least a segment of the Turkish public feels hostile about it. But is that truly the case?

REF B IS OPNAVINST 1001.27A, POLICY AND PROCEDURES FOR RESERVE COMPONENT SAILORS' SERVICE BEYOND 16 YEARS OF ACTIVE DUTY SERVICE// RMKS/1. This ALNAVRESFOR supplements reference (a), revising the criteria for the application of the SAD MAS code. Reference (b) requires an OPNAV N13 approved waiver for an RC member who has already or will attain 16 years of active duty (AD) service by the completion of mobilization or Active Duty for Operational Support (ADOS) orders. 2. In support of the waiver requirements delineated in reference (b), the following timeline for the application of the SAD MAS code in reference (a) is implemented upon release of this ALNAVRESFOR. 3. Program Guidance. a. The application of the SAD MAS code is revised from 16 years or more of qualifying Total Active Duty Service (TOTAS) to 15 years of TOTAS. b. Application of the SAD MAS code will no longer be disqualifying for an RC member to be mobilized. Instead, CNRF N35 will account for an RC member's TOTAS and the total length of the mobilization to ensure that an RC member will not attain 16 years or more of AD service while executing the mobilization. If the TOTAS of the RC member and the length of the mobilization, with associated demobilization processing, will exceed 16 years AD service, the RC member will only be sourced to the mobilization with an OPNAV N13 approved 16 year waiver. 4. A separate waiver is required for each set of non-training orders beyond 16 years cumulative AD service. Supported commands requesting non-training orders for reserve members who currently have, or at the completion of orders will have, 16 or more years of cumulative AD service must seek permission from OPNAV (N13) prior to issuance of orders. Approval of a 16 year waiver does not imply intent to allow reserve members to exceed 18 years of cumulative AD service and enter sanctuary. Instructions for submitting waivers are contained in reference (b). 5. This ALNAVRESFOR will remain in effect until superseded or cancelled, whichever occurs first. 6. The quick thinking of two junior officers aboard an amphibious warship prevented a collision in San Diego Harbor in November, according to an investigation obtained by USNI News on Thursday. The near-miss between USS Harpers Ferry (LSD-49) and guided-missile destroyer USS Momsen (DDG-92) in the narrowest part of San Diego harbor was prevented in part by the officer of the deck and navigator on Harpers Ferry who, during a moment of leadership indecision, ordered a turn that moved the 17,000-ton ship out of the way of the smaller, more maneuverable destroyer.

Lockheed Martin is developing a brand new Vertical Launching System (VLS) for the U.S. Navy’s Next-Generation Guided-Missile Destroyer program, also known as DDG(X). A company official revealed the preliminary details of the VLS to Naval News during an interview at Sea Air Space 2023 (SAS 2023). The new VLS is called Growth-VLS (G-VLS), a completely new and separate VLS from Lockheed Martin’s Mk.41 series of launchers. As this is a relatively new development by Lockheed Martin, Naval News could not obtain photos or concepts of the launcher.
