REF B TEMPORARY INCREASE IN BASIC ALLOWANCE FOR HOUSING RATES APPROVED BY THE DEPUTY ASSISTANT SECRETARY OF DEFENSE FOR MILITARY PERSONNEL POLICY.// RMKS/1. This NAVADMIN announces temporary basic allowance for housing (BAH) increases for Sailors authorized BAH in 28 military housing areas (MHA) from 1 October 2022 to 31 December 2022. 2. In line with references (a) and (b), the Deputy Assistant Secretary of Defense for Military Personnel Policy has approved temporary BAH rate increases for MHAs that have experienced an average increase of 20 percent or more in rental housing costs as determined by rental housing market data collected by the Department of Defense (DoD) from March to August 2022. Navy centric MHAs listed include San Diego, CA (CA038), Miami/Fort Lauderdale, FL (FL061), Kings Bay/Brunswick, GA (GA074), Newport, RI (RI256), and Providence, RI (RI257). A full list of the 28 MHAs impacted and frequently asked questions can be found at https://www.mynavyhr.navy.mil/References/Pay-Benefits/N130C/ . It is important to note that if your MHA is not listed, you are not eligible for a BAH increase. Sailors are encouraged to review the BAH rate charts carefully as rates vary within MHAs (i.e. some ranks may not see an increase). 3. The increased BAH rates are automatic and are only payable from 1 October 2022 to 31 December 2022 for Sailors authorized a housing allowance in 1 of the 28 impacted MHAs. No application nor supporting documentation is required, the increase will automatically be applied to those entitled to BAH in the affected MHAs. Temporary increases in BAH rates are not subject to rate protection, which means that it is possible Sailors will see lower or higher BAH rates when the 2023 BAH rates become effective on 1 January 2023. That said, the temporary 2022 rates are based on the same data being used in determining 2023 BAH rates and DoD is making every effort to ensure these rates remain as stable as possible as we transition into 2023. Because the temporary rates vary within each MHA (dependent on rank) and depend on actual rental market data, the BAH increase for those in the 28 MHAs may be less or more than 20 percent. 4. One of my three enduring priorities is to empower our people. Inherently this includes family members. Military family life presents challenges as well as opportunities. Programs and services are available to support military spouses, whether new to the military or seasoned spouses seeking networking and employment following a recent change of duty station. The professionals at Fleet and Family Readiness and Marine Corps Community Services and I acknowledge the difficulties of military life, from family separation during deployments, to starting over in a new neighborhood. I want to highlight some of the resources offered by the Navy-Marine Corps team to support spouses. 2. Poised to assist are your local installation Fleet and Family Readiness Center and Marine Corps Community Services offices. They provide information and referrals to programs and services ranging from long term financial planning to short-term needs such as identifying a fitness coach. Additional resources include Ombudsmen, Family Readiness Officers, and in-house clinical counseling services. The family support staff can also connect you with resources for navigating deployment, as well as "Return & Reunion," and support if you or a family member are enrolled in the Exceptional Family Member Program. 3. If you do not reside on base or near an installation, you can access a wealth of information online. The Navy Fleet and Family Readiness programs are accessible here: https://ffr.cnic.navy.mil/Family-Readiness/. The Navy has developed an application called MyNavy Family; the mobile app provides a single source of information on all support and educational resources there is available to Service Members, their spouses and families. The School Liaison program (SLP) is an excellent resource for returning to school, whether transitioning to a new school, such as middle school or high school, or searching for a specific extracurricular activity. The SLP offers an array of services and resources to support children, parents, installation leadership, schools, and the surrounding community. Working with these stakeholders, the SLP builds a support network to provide the best possible education experience for military-connected children and youth. The Navy and Marine Corps Family Member Employment Assistance Program (FMEAP) consultants work closely with relocating military spouses to help determine the types of employment, licensure, and certification assistance available. They also provide military spouses with information and referral to community resources, resume writing and interviewing workshops, career fairs, job search strategies, and guidance to inform career and education decisions. 6. To support spouses who pursue education, training, or employment opportunities, Navy and Marine Corps offer hourly child care options at installation child and youth programs, and family childcare homes. Military OneSource offers all military families a database of more than one million caregivers, with many offering hourly and on-demand childcare. We also provide spouse employment transfer opportunities through the Child and Youth Program, as well as the Navy Exchange and Marine Corps Exchange and other Morale, Welfare and Recreation programs. 7. To ease the financial burden military spouse's encounter in certain professions when they relocate to another state, there is a reimbursement process up to $1000. Spouse licensure reimbursement within the U.S. Navy is through MyNavy Career Center (MNCC). The defense team countered that there was no physical evidence linking Mays to the blaze – instead, prosecutors’ case relied on an eyewitness whose account shifted numerous times and who admitted to feeling “pressured” by authorities when he named Mays as the main suspect, the San Diego television news station KFMB reported.

One of the challenges for the Defense Department in its quest for distributed operations is addressing the reality that legacy systems were not built with modularity, scalability, and connectivity to meet new and evolving threats from near-peer and peer competitors. Because of one very big reason, however, that will be less of a challenge for the US Navy’s newest and most advanced weapon systems — the Arleigh Burke-class Flight III destroyer, upgraded Flight IIA destroyers, the under-development Constellation class guided-missile frigate, and the Gerald R. Ford-class nuclear-powered aircraft carrier.

The situation soon may get worse for sailors and civilians who pay for their utilities through the Navy exchange at Naval Support Activity Naples.

If anyone is having issues with Navy Medical Oceana Pharmacy, and/ or trying to communicate with your Primary Care Provider, or the Pharmacy, please share your experiences here. If you have any tips that'll help get your medication please post as well. And if anyone knows the root cause please enlighten us. Please do not contact me directly, I cannot resolve any issues, I am only the messenger. There appears to be a breakdown after installation of the new pharmacy automation system and it is difficult getting in touch with the Pharmacy and more important ordering prescriptions. Days after saying that the water on the USS Nimitz was clean following a recent issue with fuel leaking into the ship’s water, the Navy is acknowledging that tests are still showing signs of contamination leading the service to delay a planned deployment of the aircraft carrier. The problem with fuel in the water was first detected on the evening of Sept. 16 while the ship was at sea. Three days later, the Navy declared the issue resolved once the ship was moored at Naval Station North Island, California.

The Navy has ditched its iconic and beloved coveralls for sailors aboard ships for a new, two-piece uniform that was finally approved on Monday after years of trials and a decade after a previous version of the uniform was found to be dangerously flammable. This message announces general military training (GMT) requirements for fiscal year (FY) 2023 for the Navy Reserve. In line with reference (a), the Navy has minimized the number of mandatory GMT topics to empower commanders to decide what training their personnel should receive and how often they should receive it. Commanding officers (CO) should review the command discretion GMT list to determine the frequency and method of additional training appropriate for their command. 2. FY-23 Mandatory GMT Requirements a. Mandatory GMT must be completed by all military personnel. b. The following mandatory GMT is required to be completed in FY-23: (1) Sexual Assault Prevention and Response (SAPR) Awareness. (2) Cyber Awareness Challenge. (3) Counterintelligence Awareness and Reporting. (4) Suicide Prevention. (5) Equal Opportunity, Harassment and Resolution Options. (6) Domestic Abuse. (7) Operations Security (OPSEC) and Controlled Unclassified Information (CUI) (refer to paragraph 2.e). c. Commands may elect to complete Cyber Awareness Challenge training using instructor-led and/or computer-based methods. d. The recommended method of delivery for SAPR and Suicide Prevention annual training is via face-to-face, small group facilitated discussions. While this remains the most effective lesson delivery method, ref (a) authorizes COs to adapt or modify FY-23 SAPR and Suicide Prevention GMT delivery methods consistent with coronavirus mitigation procedures and operational commitments to meet these training requirements. If in-person, face-to-face delivery is not feasible, the preferred alternative is facilitated small-group training via teleconference, or DoD365 Microsoft Teams. SAPR and Suicide Prevention training is not authorized for delivery via non-Department of Defense (DOD) approved collaborative technology (e.g. Facebook, Zoom, etc.). Facilitated small group training using approved video conferencing technology is considered *face-to-face*. Senior commanders have the authority to issue guidance that is more restrictive to their subordinate commands. e. Commands may combine OPSEC and CUI into one training session. The training should be tailored to meet the specific needs of that unit. (1) Commands have the option to complete CUI training via alternate means as long as they meet the minimum training requirements of reference (c), section 2.10.g. (2) When feasible, OPSEC training should be conducted in person or through approved video conferencing technology. At a minimum, personnel must be aware of their units tailored critical information and indicators list in line with reference (d). 3. FY-23 Command Discretion GMT a. Command discretion GMT is not required at any specified periodicity, but may have situational requirements (i.e. initial entry, pre-deployment, career milestones, etc.). COs should train their personnel at a time and place that best meets their command and mission needs. b. The list of discretionary training topics has been updated to reflect the effort of the Culture of Excellence Oversight Committee, to simplify and align policies and programs that are duplicative or ineffective. c. HONOLULU — The Hawaii Department of Health said Tuesday it has fined the U.S. Navy $8.8 million for repeatedly discharging untreated or partially treated sewage into state waters from Joint Base Pearl Harbor-Hickam. The department said in a news release that it recorded 766 counts of the Navy discharging pollutants in excess of limits established by a permit.

Washington CNN — Senior Navy officials are concerned about the use of performance enhancing drugs by Navy SEAL trainees and have asked the Pentagon to approve blood testing to detect potentially illegal or banned substances used by the elite forces. The request for more stringent blood testing comes after performance enhancing drug (PED) paraphernalia were found in the car of a SEAL trainee who died hours after completing the infamous “Hell Week” training program in February.

The former senior enlisted leader of a California-based training command was convicted this summer on charges that he sexually harassed other sailors and engaged in sexual activity with junior service members in training, officials confirmed this week. Cryptologic Technician (Interpretive) Senior Chief Adam I. Shucard “was found guilty of all charges and specifications at a summary court-martial” on June 17, according to Naval Education and Training Command spokeswoman Carla McCarthy.
