As a result of changes to billet assignments, such as the detailing marketplace assignment policy, sailors are able to stay in the same geographic area longer, Chief of Naval Personnel Vice Adm. Richard Cheeseman said Wednesday during a Navy Memorial talk. The detailing marketplace assignment policy is the Navy’s billet-based advancement program that aims to give sailors more control over their promotions and next assignments.

  5. Sailors under the E-6 pay grade may be eligible for a basic housing allowance under House authorizers’ draft defense policy bill for Fiscal Year 2025. Under the House Armed Services Committee chairman’s mark of the Fiscal Year 2025 National Defense Authorization Act, released Monday, sailors and service members under E-6 would get a basic housing allowance. “In authorizing an allowance under this subparagraph, the commanding officer shall consider the availability of quarters for the member and whether such quarters are inadequate or an impediment to morale, good order, or discipline,” reads the chairman’s mark.

  9. The U.S. military is doing a poor job of expediting sexual assault victims’ requests to transfer to other units and installations, according to the Defense Department’s watchdog agency. A review of DOD’s expedited transfer policy found that military branches didn’t process more than half of requested transfers in the recommended timeframe or record all relevant data in appropriate sexual assault databases, the Inspector General’s office said in a statement Thursday. The Naval Special Warfare Plans and Policy Branch (OPNAV N137) is designated as the NSWOCP Program Manager. All applications for this bonus will be submitted to the program manager for approval, payment processing, and tracking. The eligibility criteria stated in this NAVADMIN can be subsequently modified by the program manager if a bonus reduction is warranted based on Naval Special Warfare (NSW) community requirements. 3. Eligibility. NSW officers with designators 1130 or 1137, who have completed at least six years of Active Duty Commissioned Service (ADCS), may be eligible to receive the NSWOCP. Applicants must submit written endorsement from Commanding Officer (CO) recommending bonus approval. COs must ensure applications are accurate and verify applicants meet eligibility requirements. 4. Contract Terms. NSWOCP contract lengths and payments are outlined below. a. The NSWOCP will be offered in two phases. Officers will be paid a fixed amount per year of service. (1) Phase 1 NSWOCP. Officers will have the opportunity to receive up to $100,000 (1130) and $48,000 (1137) in retention bonuses for phase 1 contracts. (a) NSW officers (1130) with six to nine years of ADCS: 1. 4-year agreement: $25,000 per year 2. 3-year agreement: $20,000 per year (b) NSW officers (1137) with six to nine years of ADCS: 1. 4-year agreement: $12,000 per year 2. 3-year agreement: $10,000 per year (2) Phase 2 NSWOCP. (2) To receive bonus payments in equal annual installments through the term of the agreement. d. NSWOCP requests for personnel who are being processed for officer designation removal or additional qualification designation removal will be held in abeyance pending final resolution of the action in question. 6. Applications received after the requested start date will not be accepted, and payments will not be processed until all eligibility criteria are met. The first payment normally occurs four to six weeks after all eligibility criteria are met. 7. Recoupment and Repayment Policy. Repayment policy is governed by reference (b), sections 332 and 373, and reference (d). A member of the uniformed Services who enters into a written agreement with specified service conditions for receipt of a bonus is entitled to the full amount of the bonus if the member fulfills the conditions of that written agreement. If the member fails to fulfill the service conditions specified in the written agreement for the pay, then the pay may be terminated and the member may be required to repay an amount equal to the unearned portion of the pay. 8.   17. SAN DIEGO, CA — A man killed last weekend in a rollover crash in San Diego was identified as a U.S. Navy Sailor from Riverside County, authorities said. Tyjuan Mayfield, 18, of Perris crashed the Nissan Maxima he was driving around 4:05 a.m. Sunday on southbound state Route 163, north of Friars Road near Mission Valley, according to the California Highway Patrol and San Diego County Medical Examiner's Office. The car veered off the freeway, went up an embankment, struck a tree and overturned.

Active and reserve Sailors are eligible for the MSSI and MSTI part-time programs (there is currently no part-time BSI program). Selectees will attend either evening or weekend classes, either in person or via VTC (NIU does not offer asynchronous programs). Weekday part-time students will typically take two classes per quarter, with each class occurring one day per week for three hours over the ten-week quarter (i.e., ten 3-hour classes per class). Weekend part-time students will typically take two classes per quarter, with the classes occurring one weekend per month. Weekend part-time students also take part in an annual intensive 2-week summer program. Degree requirements are typically completed within 2-4 years. 5.   25. VIRGINIA BEACH, Va. (WAVY) — Months after being mistakenly arrested on Joint Expeditionary Base Little Creek-Fort Story, Jacqueline A. Smith had her charge expunged Tuesday. Smith, who now lives out of state, had to fly back to Virginia to appear for the expungement hearing, as she, her attorney Niki Bailey and Virginia Beach Police Officer Kaleb Brewer appeared before Virginia General District Court Judge Paul D. Merullo.
