YOKOTA AIR BASE, Japan — Cost-of-living allowance cuts have left U.S. service members stationed in Japan with hundreds of dollars less to spend each pay period, amid a weak yen and rising prices for off-base goods and services. Most service members in the country are no longer receiving COLA — a tax-free allowance to help offset the costs of living in expensive areas overseas — following changes announced by the State Department on Oct. 1.

More than 3,770 sailors and Marines who were medically discharged between Sept. 12, 2016, and June 11, 2018, may be eligible for medical retirement from the Defense Department under a federal judge's ruling last week in Washington, D.C. U.S. District Court Judge Royce Lamberth ruled Sept. 29 that a policy used by the Navy to help expedite its disability evaluation system was unlawful and those who were medically discharged, rather than retired, may be eligible for a review of their cases.

  11. HONOLULU (HawaiiNewsNow) - A local non-profit is calling on the Navy to address high levels of lead contamination along the Puuloa shoreline in Ewa Beach. Surfrider Foundation Oahu said they collected samples in the beach adjacent to the Puualoa Range Training Facility earlier this year. The results show lead concentrations of up to 14,000 mg/kg. The nonprofit said that’s 70 times more than the accepted level for residential areas and over 17 times the accepted public health levels for industrial areas.
  12. The US Navy's newest aircraft carrier — the first-in-class USS Gerald R. Ford — is setting sail on its first deployment. The ship is the Navy's most advanced aircraft carrier and features a suite of new technologies intended to help the Navy maintain its edge over rival powers like Russia and China. These advanced capabilities, however, have come at a cost. The carrier is way over budget and years behind schedule.

Navy SEAL recruits on California's San Clemente Island were blanketed in a cloud of tear gas while being ordered to sing "Happy Birthday" so they couldn't hold their breath during training last year, according to a video obtained by CBS News. Exposure to tear gas is a standard part of SEAL training — but the video raised questions about how that training was carried out. The admiral in charge of Navy SEALs ordered an investigation when he saw the video. He told CBS News it raises questions about "the lawfulness of the behavior."

Aircraft carrier USS Nimitz (CVN-68) is back at sea preparing for an upcoming deployment after being kept pierside due to jet fuel contamination in its potable water system, USNI News has learned. The carrier left the pier at Naval Station North Island, Calif., on Sunday to meet the other ships in its Carrier Strike Group for the Composite Unit Training Exercise (COMPTUEX). “Nimitz got underway after all tests came back in limits and the potable water was determined to be safe for the crew,” Cmdr. Sean Robertson, a spokesman for U.S. 3rd Fleet, said in a statement to USNI News. “The ship had been pier side at Naval Air Station North Island since Sept. 17 flushing, cleaning, testing and evaluating its potable water system to ensure the highest quality water is provided to the crew after trace amounts of jet-propellant 5 (JP-5) were found in its potable water system Sept. 16 while underway off the coast of California.”

Cybersecurity Awareness Month a. Cybersecurity is a Navy priority and Commander's business. Any individual (officer/enlisted/active/reserve/dependent/civilian/contractor) logging on to a Navy information system is immediately on the front lines of the cyber battlespace. b. In October, we will share cybersecurity-related content via the Navy's media channels as part of the national campaign for raising cybersecurity awareness. We are adopting the Cybersecurity and Infrastructure Security Agency's theme of "See Yourself in Cyber." Individuals must make smart decisions at all network access points. c. Cyber compliance alone will not keep us safe. The annual cyber awareness challenge does not equate to automatic defense of our networks. Being cyber ready translates to warfighting and mission readiness. (1) You MUST follow policy. You signed the Navy Acceptable Use Policy and completed your annual cyber awareness challenge. You know what is and is not allowed on our networks. Follow the rules. (2) You MUST report. When something does not look right, report it. If someone is trying to do something that is not right, report it. Do NOT accept "this is just the way things are" or "this is not a big deal." Your Information Systems Security Manager (ISSM) and our cybersecurity professionals are responsible for determining where the reporting stops. d. Our adversaries are constantly working to exploit our vulnerabilities. They have become more competent in challenging us by stealing our data and developing ways to compromise Navy systems and networks, including those that control our ships, aircraft, weapons, and infrastructure. These incidents have a cost, and put our Sailors and maritime capabilities at risk. e. A single user can impact the global force, and vigilance by everyone will make the difference between continued mission success or failure to meet the tasking of our nation. I appreciate your commitment to keeping the Navy safe by following cybersecurity best practices and policy each and every day of the year. 3. FY23 Cyber Awareness Challenge (CAC) a. Per references (c) and (d), Navy personnel, civilians, and contractors with access to unclassified or classified networks must complete the Department of Defense (DoD) employee version of CAC by 1 September 2023. b. Authorized methods for training delivery: (1) Commands may complete CAC training using instructor-led delivery. A command designated cyber security professional such as the ISSM or Cybersecurity Workforce Program Manager must provide the instruction, and utilize the course requirement ID set by Commander, Navy Installations Command/Total Workforce Management Service (TWMS) Administration (TWMS Requirement ID: 73944 - FY23 DoD Cyber Awareness Challenge). This requirement cannot be waived. Note: Initial applications may be submitted and contracts signed within the 19th YOAS, but payments will not begin until 20 YOAS. b. Milestone complete for current paygrade in line with the EOD career path. c. Serving on Active-Duty in a regular component. d. Favorable recommendation from the Sailors commanding officer (CO). 4. Ineligibility: a. Sailors serving under an existing RB contract are not eligible to receive an additional RB for service outlined in their existing RB contract agreement. b. Sailors are not eligible for RB payments past their high year tenure (HYT) date. HYT dates are firm, and HYT waiver requests will not be considered during the NSO EOD RB application process. c. Sailors with documented misconduct or below standard performance will be removed from RB eligibility. 5. Contract Terms. NSO EOD RB contract lengths, payments, and Active-Duty service obligations are outlined below. a. E-7s are eligible to contract to 24 YOAS. E-8s are eligible to contract to 26 YOAS. E-9s are eligible to contract up to 30 YOAS. If a Sailor serves a partial year, that year will be prorated pursuant to the bonus amount of that year. Specific bonus amounts are graduated in line with YOAS. (1) Phase One NSO EOD RB. Sailors must be E-7 or above and have NEC M04A to apply for a phase one bonus. Phase one corresponds with E-7 HYT and encompasses 20 to 24 YOAS. Sailors will have the opportunity to receive up to 100,000 dollars in RB for phase one contracts. At a minimum, Sailors must contract through 21 YOAS. YOAS Bonus Amount 20 25,000 dollars 21 25,000 dollars 22 25,000 dollars 23 25,000 dollars (2) Phase Two NSO EOD RB. Sailors must be E-8 (select) or above and have NEC M04A to apply for a phase two bonus. Phase two corresponds with E-8 HYT and encompasses 24 to 26 YOAS. Sailors will have the opportunity to receive up to 50,000 dollars in retention bonuses for phase two contracts. YOAS Bonus Amount 24 25,000 dollars 25 25,000 dollars (3) Phase Three NSO EOD RB. Sailors must be E-9 (select) or E-9 and have NEC M04A to apply for a phase three bonus. Phase three corresponds with E-9 HYT and encompasses 26 to 30 YOAS. Sailors must contract before they reach 28 YOAS. Sailors will have the opportunity to receive up to 40,000 dollars in retention bonuses for phase three contracts. RB contract phases may be combined as long as the Sailors are eligible to receive payments to the contracted end date. b. In line with reference (b), NSO EOD RB contracts will be for a minimum of 2 and a maximum of 6 years. Sailors under the RB contract will not submit a request for retirement or tender a resignation with an effective date that is prior to completion of the agreement. Enlisted Sailors must reenlist or extend their enlistment contract, soft end of active obligated service, for a period of at least 2 years. Sailors are authorized early reenlistment in order to align RB and reenlistment contracts. Reenlistments and extensions may be combined to align service dates for the maximum opportunity, up to a reenlistment of 6 years and an extension of up to 12 months. 6. Program Execution: a. Sailors should submit requests for NSO EOD RB to the program manager via their chain of command at eod_comm_mgr.fct(at)navy.mil 60 to 180 days prior to entering into an NSO EOD RB contract. The following documents are required: (1) Letter requesting contract from the Sailor. (2) Endorsement letter from the CO. (3) Evaluation or documentation of appropriate milestone qualification/designation. b. Upon acceptance of a Sailor agreement by the program manager, the amount of the bonus becomes fixed, and the Sailor incurs a firm service obligation. c. Sailors will receive the bonus in a lump sum payment, effective from the date of contract execution. Prior to payment, Sailors will submit a copy of the reenlistment contract and/or extension agreement with proof of tax- free status, if applicable. d. RB requests for personnel who are being processed for disciplinary action, NEC removal, or restoration will be held in abeyance pending final resolution. 7. Recoupment and Repayment Policy. In line with references (c) and (d), a Sailor of the uniformed services who enters into a written agreement with specified service conditions for receipt of a bonus is entitled to the full amount of the bonus if the Sailor fulfills the condition of that written agreement. If the Sailor fails to fulfill the service conditions specified in the written agreement for pay, then the pay may be terminated, and the Sailor may be required to repay an amount equal to the unearned portion of the pay. 8.   18. Thousands of Navy personnel living off base in any of seven U.S. areas temporarily will see increases of as much as $1,260 per month in their housing stipends. The increase took effect Saturday, according to a Navy statement the previous day. The areas are San Diego, Calif.; Miami; Fort Lauderdale, Fla.; Kings Bay, Ga.; Brunswick, Ga.; Newport, R.I.; and Providence, R.I.
  19. More than 1,000 gallons of wastewater spilled into Pearl Harbor on Thursday from a 12-inch wastewater line that broke, the Navy announced Thursday afternoon. Utility workers secured the leak at Pier B-23 and installed a plug, the Navy said in a press release, but the leaked wastewater is “unrecoverable.” The spill comes just two days after the Department of Health fined the Navy nearly $9 million for wastewater violations that contaminated the ocean near Pearl Harbor with fecal bacteria. Along with the Navy’s contamination disaster at Red Hill, the military’s pollution of Oahu’s coastal waters has fueled community demands for the military to be better stewards of Hawaii’s environment or reduce its presence in the islands.
  20. So I got more information and there appears to be a common theme. In one situation, a person called the prescription refill phone number and tried to get their meds. It said the meds needed to be refilled (order?) by the Primary Care (or words to that affect,) but the person stated that they already did that and that they got a reply that they could order the refills. It was a no go and the individual was having difficulty contacting the Primary. The person finally contacted the Pharmacy where a rude individual told that person that they would have to come in, in person, and talk to the "<something> tech" (not sure) about a medication - that was not true. On a hunch, the person logged into their Patient Portal and was finally able to order the exact refills without visiting the pharmacy or talking to any tech.   21. At least five sailors aboard the USS Nimitz were sickened after military jet fuel contaminated the aircraft carrier’s water supply, the Navy said Friday. The Navy has not confirmed whether the illnesses are directly related to the tainted drinking water. But Cmdr. Sean Robertson, a spokesperson for the U.S. Third Fleet, said the sailors reported “health concerns” that “could be associated” with ingesting the type of jet propellant that leaked into the carrier’s potable water system weeks ago.
  22. The US Navy said it found only "traces" of jet fuel in the water on the aircraft carrier USS Nimitz. But a sailor told Insider that they were exposed to an "unhealthy amount" of fuel and shared a photo as evidence. They also said they didn't immediately receive medical attention, despite health concerns.

After months of anecdotes and reports of sailors suffering through delayed separation paperwork, the admiral who oversees the entire operation is shedding light on what went wrong, where he hopes to go and sharing a message with those affected by the problem. Rear Adm. Stuart Satterwhite is the commander of MyNavy Career Center. It's a job he took on last year, and the title belies some of the responsibility placed on the one-star flag officer. The command, known more commonly as MNCC, oversees many of the transactions that are crucial to sailors’ lives -- fixing pay issues, tracking leave balances, issuing orders and also the issue at the heart of this story -- separations and retirements.
  24. About 2,600 active-duty sailors remain unvaccinated against COVID-19 a year after the deadline for mandatory vaccination. The Navy separated 177 active-duty sailors over the past month, according to the monthly COVID-19 update. The sea service also separated two members of the reserve for refusal to get vaccinated against COVID-19. With the most recent separations, the Navy has dismissed 1,712 sailors from the Navy, all of whom have received an honorable discharge, according to the update.
