In support of reference (a), this NAVADMIN issues guidance for officers interested in serving as military mentors in Department of Defense (DoD) 2023 Senate Youth Program. 2. As specified in reference (a), the DoD is soliciting nominations for 17 military officers (O-2 through O-5) to serve as ambassadors of the Armed Forces in support of the 61st Annual United States Senate Youth Program (USSYP) to be hosted during the March 4-11, 2023 timeframe. This educational experience for outstanding high school juniors and seniors interested in pursuing careers in public service was established in 1962 and is one of the longest standing commitments of the Office of the Secretary of Defense to a national youth program. USSYP military mentors represent their individual Service components and serve as role models for the 104 USSYP student delegates, two from each state, the District of Columbia, and the Department of Defense Education Activity. They exemplify the highest standards of decorum and protocol, facilitate inclusive and insightful debate and discussion among the students, and assist USSYP staff with implementation of the program agenda. Each military mentor is assigned a group of student delegates for the duration of the program, presenting a unique opportunity for these bright and influential young Americans to gain a better understanding of DoD's mission, people, and interrelationship with the other branches of the federal government. The Navy says water from the aircraft carrier USS Abraham Lincoln's bilges, a type of drainage system, leaked into drinking water on the ship and was responsible for the "odor and cloudy appearance" that sailors reported last month. That disclosure, however, raises the possibility that there were other potentially harmful substances often found in bilgewater being consumed by sailors but not previously acknowledged by the Navy.

YOKOSUKA NAVAL BASE, Japan — Local police are recommending criminal charges against a U.S. Navy sailor who allegedly charged into a group of people and injured several of them near the home of the U.S. 7th Fleet. The male sailor, 29, whose identity has not been disclosed by either the Navy or Japanese authorities, is accused of running into five people around 8:30 p.m. July 9 in Zushi, eight miles from the naval base, a Kanagawa Prefectural Police spokesman told Stars and Stripes by phone Monday. Japanese government spokespeople are customarily required to speak to the media on condition of anonymity.

The number of at-sea billets the Navy needs to fill continues to grow as the service works to incentivize sailors to take the jobs, according to the latest numbers from the Navy Personnel Command. Sailors on the aircraft carrier USS Abraham Lincoln first noticed on September 21 that the water they drink and bathe in had an "odor and cloudy appearance." A Navy official told Insider on Tuesday that it's "not yet known" why the potable water on the ship had characteristics beyond what would traditionally be associated with safe, clean water.
