PENSACOLA, Fla. (NNS) -- A new application for mobile devices to allow Sailors to calculate their final multiple score (FMS) is available as of Nov. 6. The FMS application calculates the advancement formula, giving Sailors a total score based on the input of each FMS element. The app is designed to provide Sailors with quick, easy access to both resources about advancement and FMS elements, as a tool to aid in the advancement process. "As we continue to create more mobile applications for our Sailors, our goal is that the information and training that is readily available to them will allow greater flexibility and increased opportunities," said Rear Adm. Mike White, commander, Naval Education and Training Command (NETC). "We want our Sailors of the future to be well prepared and have the tools needed to succeed." The app is targeted primarily at active duty and reserve enlisted service members, this app is a key tool for career counselors, educational service officers, chief petty officers, and junior officers who mentor and lead Sailors. "I wish I had this app when I was a junior Sailor," said Master Chief Navy Counselor James Brady, NETC force counselor. "Over the years, I have found myself teaching Sailors how to calculate their final multiple score on paper, which can be confusing to some. I believe this app will solve the problem!" Included in the app are links to specific policy and guidance manuals, such as the Naval Advancement Manual and the current naval administrative message (NAVADMIN) on advancement. The FMS app will help Sailors prepare themselves better for advancement. "Ultimately, we want Sailors to learn their rate, study hard and score as high as possible, but it is nice to be able to forecast ahead," added Brady. "Sailors should understand that knowledge and performance equals advancement. Do your best all the time and never stop learning." The FMS App is a bring-your-own-device (BYOD) tool designed to work on personal devices outside of the NMCI domain. Users can download the FMS app from the App Store and Google Play Store at no cost. The U.S. Navy Sea Warrior Program (PMW 240) produced the app and Tracen Technologies Inc., a company that specializes in integrated mobile and web solutions, was the software developer. Sailors competing for advancement to paygrades E-4 through E-6 will be awarded two points for an accredited associate's degree, and four points for an accredited baccalaureate degree or above. Education points are part of the Final Multiple Score (FMS) and will be awarded for the highest degree held. The degree must be awarded prior to the first day of the exam administration month for you to receive education points. Two points are awarded to advancement candidates (E4/5/6 only) who serve for greater than 90 consecutive days in Congressionally Designated Combat Zones that include Iraq, Afghanistan or the Horn of Africa, (Kuwait, Guantanamo (GTMO), Joint Task Force, 515 (USPACOM) or the Joint Force Special Task Force-Philippines (USPACOM) (for service after 24 October 2001)). Individual Augmentee (IA) points can only be earned once, even though may have deployed more than once to a Congressional Designated Combat Zone. IA points are part of the Final Multiple Score formula. Contact your command Educational Services Officer if your IA points were not captured on the recent advancement cycle worksheet.

Service in Paygrade (SIPG) points, a factor of the Final Multiple Score, are awarded to Sailors (competing for E4/5/6 only) to account for experience serving in the same rating and paygrade. SIPG is calculated using years and months. Your Terminal Eligibility Date (TED) is a date to which your SIPG is computed for advancement purposes. For Inactive Reserves, SIPG is Drill Service in Paygrade (DSPG). Maximum E4/5 SIPG points is 2. Maximum E6 SIPG points is 3. We are continuing this week with Final Multiple Score (FMS) element information. Today, it's a description of Pass Not Advance (PNA) points. PNA points are added to your FMS (E4/5/6 only) if you pass the test, demonstrate superior performance and/or superior rating knowledge, but are not advanced to the next-higher paygrade due to quota limitations. PNA points come from two sources, your Exam Standard Score (SS) and your Performance Mark Average (PMA). You can receive 1.5 points each per cycle for a maximum of 3.0 points. Only the PNA points from the most recent five of the last six consecutive examination cycles in the same paygrade are used, so the maximum PNA point total you can earn is 15. PNA points are based on how you rank among your peers. Your PMA and SS must fall within the top 25% in your paygrade/rating to earn points when not advanced.

Award points computed in the E4-E6 FMS must be approved or earned prior to the day of the regularly scheduled examination. Awards with only a month/year date are presumed to have an ending date on the last day of the respective month. The maximum award points E4/5 candidates can earn is 10. There is a maximum of 12 points for an E6 candidate. The Navy-wide advancement exams for this cycle will be administered in March 2016. The Navy Advancement Center received enough answer sheets from the Fleet to set standard scores in each rating and determine what number of Sailors passed the exam in each rating. That data has been passed to Reserve, Active Duty and Full Time Support manning authorities so the quota building processes can begin. Quotas are based on vacancies in each rating and determine your opportunity to advance. NAC is on track to publish E4-E6 advancement results around Thanksgiving. Good luck to all candidates!

Your Performance Mark Average (PMA) uses only the Promotion Recommendation block (Block 45) from evaluations in the current paygrade. For E4, your ESO uses evals from the past 8 to 9 months. For E5, the past 14 to 15 months are used, and E6, the past 36 months. Block 45 marks are added together, then divided by the number of evaluations used in the computation. E6s eligible to advance to Chief Petty Officer should review NAVADMIN 190/15, which outlines all the requirements for the upcoming E-7 advancement Cycle 230. Candidates will be ranked ordered by their Final Multiple Score (FMS) in each rating, with only those who have an FMS that falls in the top 60% moving on to be selection board eligible. The exam is a prerequisite for the board process, where rating knowledge and performance are the only factors considered. To calculate your Performance Mark Average (PMA), use all evaluations that fall within the dates January 1, 2013 through December 31, 2015. CPO candidates must have an Early Promote advancement recommendation on their most-recent observed periodic E6 evaluation to garner an early promote 1-year time-in-rate waiver.

Sailors who took the August Reserve Cycle 097 or September Active Duty Cycle 228 advancement exam can expect to see results around Thanksgiving. Why does it take so long? The Navy Advancement Center has to receive and process at least 95% of the Fleet answer sheets before pressing forward with exam scoring. At this time, answer sheet returns are on schedule, and we expect to provide Navy manning planners with test passer information over the next two weeks.

Under the career management tab on NKO, select the NAC link. Then, select the BIB shortcut under the My Advancement section. BIBs are rating and paygrade specific.

VIRGINIA BEACH, Va. (NNS) -- One-hundred-one Sailors assigned to Navy Expeditionary Combat Command advanced to the next pay grade through the Meritorious Advancement Program (MAP), as of Sept. 25. MAP is part of the Navy's on-going talent management initiatives used to empower the command triad to advance their top performing Sailors. MAP provides commands the opportunity to recognize their best Sailors, advancing them when they are ready for the next level of responsibility, according to NAVADMIN 141/15. Master Chief Navy Career Counselor Dianalyn Galiza, assigned to NECC, discussed the importance of MAP to promote and retain high quality performers throughout the force. "MAP is a necessary tool for leadership to keep Sailors inspired, it displays another pathway for Sailors to attack an opportunity and continue to excel in our Navy," said Galiza. Logistics Specialist 2nd Class (EXW) Danielle Johnson, assigned to Explosive Ordnance Disposal (EOD) Expeditionary Support Unit (ESU) 2, expressed appreciation for her command's support in recognizing her contributions. "Being selected by my command for this advancement showed me that they not only recognize the work that I do but that they believe in what I am capable of achieving if given the opportunity," said Johnson, one of four from EODESU 2 to be advanced. "I look forward to proving to everyone just how right they were." NECC is an enduring war fighting force providing sea-to-shore and inland operating environment capabilities across the full range of military operations that is focused on delivering combat effective expeditionary forces ready for worldwide operations now and into the future.

To be eligible for advancement to E7, (1) Air Traffic Controllers (AC) must possess a valid FAA 7220-1 ATCS Certificate and meet requirements established in NAVMED P-117. (2) Aerographers Mate (AG) must have the Navy enlisted classification (NEC) 7412. (3) Explosive Ordnance Disposal (EOD) personnel must hold the Senior EOD Technician NEC 5335, or the Master EOD Technician NEC 5337 prior to the E7 board convening date. (4) Navy Diver (ND) personnel must hold the first class diver NEC 5342, prior to the E7 board convening date. b. Commands must verify and invalidate examination results for those selection board eligible Sailors who fail to meet these qualifications. c. Aviation Electronics Technician (AT) personnel. Administer ATI examinations for intermediate maintenance personnel and ATO examinations for organizational maintenance personnel. Personnel will continue to be tested via two separate examinations, but will be merged together for E7 selection board processes. d. The Electronics Technician (ET) rating has a separate exam for ETR, ETV and ET. The Machinists Mate (MM) rating has a separate exam for MME, MMW, and MM. Administer the appropriate examination in accordance with the applicable NEC: (1) ETR - NEC 14BH, 14HH, 14RO, 14TO, 14CM, 14TM, 14EM, 14RM (2) ETV - NEC 14NM, 14NO, 14NV, 14SM, 14TK, 14XM, 14NP, 14GM, 14XO (3) MME - NEC 4230, 4231, 4234 (4) MMW - NEC 4232, 4233, 4235 4. Exam Ordering. a. Deploying commands can order exams up to six months prior to the scheduled examination date. Exams required prior to the TIR list opening are ordered via message or in the preferred message format via e-mail to sfly_N321_exam_order(at)navy.mil following the guidelines in chapter 4 and figure 4-1 of reference (a). Specify in the subject line that the request is for the early ordering of examination material. Ensure a point of contact (POC) is included in the message. Refer to reference (d) for IA Sailors who are pending deployment to, or are deployed to and operating in a Congressionally designated combat zone. b. Cryptologic Technician-Interpretive/Cryptologic Technician- Network/Cryptologic Technician-Collection, sensitive compartmented information (SCI) exam ordering dates can be found on the Navy Enlisted Advancement System (NEAS) website at https://prod.neas.netc.navy.mil. (1) ESOs must verify TIR eligibility lists on the NEAS website for initial exam ordering. (2) Additional exams are ordered via message or in message format via e-mail to sfly_cryptologic.products(at)navy.mil following the guidelines of reference (a), chapter 4. Commands must include their Department of Defense activity address code (DoDAAC) account number, POC, and the number of exams required. Commands requesting the forwarding of exams should include the forwarding command as an info addressee on the message. The deadline for additional orders is 1 January 2016. c. Exam ordering for non-SCI exams begins 30 November 2015. ESOs must verify TIR eligibility lists on the NEAS website during the following time periods: (1) Initial TIR lists will be available 30 November 2015 to 8 December 2015. (2) Additional TIR lists will be available 9 December 2015 to 24 January 2016. (3) Exams required after the TIR list has closed as well as exams for prior service reenlistment eligibility reserve Sailors should be ordered via message or in message format via e-mail to sfly_N321_exam_order(at)navy.mil following the guidelines of reference (a), chapter 4. Ensure a POC is included in the message. (4) The deadline for late exam orders is 4 March 2016. d. Exams for IA Sailors or recalled reservists will be ordered by the command holding the service record of the member. Authority is granted for these candidates to be administered exams with the command's active-duty candidates. However, these candidates are still required to take the Cycle 098 exam and not the Cycle 230 or 231 exams. e. When an exam is not used during the normally scheduled event, do not destroy the exam prior to 1 April 2016. Submit a request with justification via e-mail to sfly_n321_exam_order(at) navy.mil for permission to retain exams for administration on the next drill weekend in March 2016. Ensure reason for requested delay is included. f. ESOs must verify the exam order at the "View Previous Exam Orders" link via NEAS within 14 days of placing examination orders. If discrepancies are noted, contact Naval Education and Training Professional Development and Technology Center (NETPDTC). 5. Exam Administration and Answer Sheet Returns. a. For exam administration and answer sheet return instructions, refer to the exam verbatim at https://prod.neas.netc.navy.mil or visit https://www.nko.navy.mil; under the Career Management link, select Navy Advancement Center/Command Info/Command Advancement Resources. b. ESOs must check the exam tote board on NEAS Web https://prod.neas.netc.navy.mil/Public/Toteboard.aspx often to ensure answer sheets have been received and processed. c. Late exams should be kept to a minimum as they are for candidates who, through no fault of their own, are unable to take the exam at the regularly scheduled time. NETPDTC (N321) is the approving authority for all late exams. d. The deadline to administer regular exams is 29 February 2016. Approved late exams must be administered no later than 31 March 2016. e. A detailed discrepancy list will be maintained on NEAS Web. For guidance on correcting discrepancies via encrypted e-mail, refer to reference (a), chapter 7. f. Refer to reference (d) regarding procedures for missed exam cycle for E4-E6 IA candidates. Missed exam cycle considerations are not an automatic process. Commands must submit the command letter of transmittal and worksheet or answer sheet. g. Refer to reference (d) regarding examination options for E7 IA candidates. Commands must submit the command letter of transmittal in accordance with reference (a). The in-theatre selection board eligibility waiver is not an automatic process. 6. Examination Results. a.
