This NAVADMIN solicits applications from the active-duty enlisted Information Warfare Community (IWC) personnel for enrollment in National Intelligence University (NIU) Bachelor of Science in Intelligence (BSI), Master of Science in Strategic Intelligence (MSSI), and Master of Science and Technology Intelligence (MSTI). These programs aim to prepare personnel for senior positions in the IWC and the broader national security enterprise. 2. NIU is the Intelligence Community's sole, accredited, federal degree-granting institution. It is a unique and technologically advanced university that focuses on the profession of intelligence and is the only institution of higher education in the nation that allows its students to study and complete research in the Top Secret/Sensitive Compartmented Information (TS/SCI) arena. NIU is committed to offering and continuously maintaining an in-depth curriculum intended to enhance the desired analytical skills and competencies of intelligence analysis to include critical thinking, communications, engagement, and leadership. 3. Active-duty Sailors are eligible for the BSI, MSSI, and MSTI full-time programs. Selectees will be assigned as full-time students under permanent change of station orders to Bethesda, MD, with a July start. As full-time students, Sailors will be required to carry a full academic schedule year- round. Degree requirements must be completed in 12 months. 4. Active and reserve Sailors are eligible for the MSSI and MSTI part-time programs (there is currently no part-time BSI program). Selectees will attend either evening or weekend classes, either in person or via VTC (NIU does not offer asynchronous programs). Weekday part-time students will typically take two classes per quarter, with each class occurring one day per week for three hours over the ten-week quarter (i.e., ten 3-hour classes per class). Weekend part-time students will typically take two classes per quarter, with the classes occurring one weekend per month. Weekend part-time students also take part in an annual intensive 2-week summer program. Degree requirements are typically completed within 2-4 years. 5. Each degree program has specific eligibility requirements which can be found on the NIU website at https://ni-u.edu/admissions/. Competitive BSI applicants will have a cumulative GPA of 2.5 or higher on a 4.0 scale. Competitive MSSI/MSTI applicants will have a cumulative GPA of 3.0 or higher on a 4.0 scale. All applicants must hold or be eligible for a TS/SCI clearance. Orders to NIU will not be issued until the TS/SCI clearance is fully adjudicated. 6. Non-IWC enlisted personnel, who possess the requisite security clearance and meet NIU's eligibility requirements, may request an exception via their detailers and the NIU Navy Service Chair. NIU will not sponsor T5 personnel security investigations for enlisted personnel that do not have the required security clearance. 7. Potential full-time applicants must be active duty and shore tour eligible, in line with their community's Sea Shore Flow. They should begin their application process by contacting their command career counselors. If the NIU class start time requires the applicant to depart their current command early, they must request command concurrence before continuing the application process. Next, applicants must contact their detailers to discuss the implications for their current assignments and careers. Detailer release is required for this program. Failure to gain release may result in withdrawal of selection. Once the applicant has been released, the applicant will notify the NIU Navy Service Chair (see POC information below). The applicant will then submit their application via the instructions on the NIU website at https://ni-u.edu/admissions/. Finally, the NIU Navy Service Chair will submit a nomination memo to NIU Admissions on behalf of all full-time Navy applicants. 8. NIU's full-time academic year (AY) runs from July to June each year. Applicants should receive detailer release no later than the end of October of the year prior to the start of their desired AY. For example, applicants for AY25-26 must receive detailer release no later than October 31, 2024. Applicants are highly encouraged to begin the process early and not wait until the last moment. 9. Potential part-time applicants must be located within the National Capital Region (NCR) and/or assigned to a major intelligence center (e.g., ONI, Combat Support Agency, Combatant Command JIOC) with access to TS VTC facilities for the duration of their NIU education program. The applicant will then submit their application via the instructions on the NIU website at https://ni-u.edu/nominations/ nomination memo from the NIU Navy Service Chair is required. 10. Per OPNAVINST 3870.6A, full-time applicants for the MSSI or MSTI programs must obligate 60 months of service. Full-time applicants for the BSI program must obligate 54 months of service. Obligated service reflects the total time while in the education program and post-education. Part-time applicants do not incur a service obligation if the course work does not occur during working hours. 11. General information about NIU can be found at https://ni-u.edu/about- niu/. 12. 13. How can this happen on a Navy ship? By the time the junior officer emailed her peers in March 2022, reminding them to do their jobs and protect their sailors from each other, the men and women of the Navy destroyer Bulkeley had suffered through a rough couple of years. The warship had entered a maintenance and modernization stint in March 2019 that was expected to last 15 months. But Bulkeley didn’t leave the Virginia shipyard until June 2021, more than two years later.

Request all personnel currently on Active Duty participate in the Navy's annual Health of the Force (HoF) survey. This voluntary and confidential survey will remain open from 6 May to 30 June 2024 and can be accessed on military or personal computers or a mobile device at: https://usnavy.gov1.qualtrics.com/jfe/form/SV_38kK5mRgGsuARIq or by using the QR code listed in the Fact Sheet attached to this NAVADMIN. 2. Command Triads are expected to lead by example, encourage their personnel to take the survey, and when able, enable completion as part of a normal work day. Junior personnel are normally underrepresented in HoF results and on- duty completion is a best practice to encourage their participation. The results of the survey are personally briefed to the Chief of Naval Operations. 3. To access the survey, participants will be asked to provide their Department of Defense Identification number. This information is only used to limit participation to Active Duty Navy personnel and minimize unnecessary demographic questions. At no point will the answers be linked back to the individual. 4. HoF data is critical to assessing Navy's implementation of Culture of Excellence 2.0 and allows the assessment of key measures over time. Specifically, HoF survey is used: a. To produce Navy's annual HoF report. The 2023 report is located at: https://www.mynavyhr.navy.mil/Portals/55/Reference/Publications/CY23 Health %20of%20the%20Force%20Report.pdf?ver=WHbsCTZ3wzR-NBgzyQa-3Q%3d%3d. b. To provide data for Navy's Health of Community briefs, where community leads brief the Chief of Naval Operations every 12 to 18 months on the status of their communities. c. To assess the impact of Quality of Service initiatives, and how Navy policies are effecting Sailor personal and professional lives. 5. Every year, the HoF survey includes a core set of metrics relating to a Sailor's work environment and well-being. On even years, to include 2024, the survey also includes questions about personal issues such as work/life integration, family planning, parenting in the Navy, access to medical care, physical fitness programs, on-base services, and communication within the Navy. 6. In addition to this NAVADMIN, Sailors with a valid email address in Navy Standard Integrated Personnel System should receive an email with details on how to access the survey. 7. The point of contact is the Office of Engagement and Innovation (OPNAV N176), Dr. Jen Jebo at Jennifer.l.jebo.civ@us.navy.mil. 8. This NAVADMIN will remain in effect until 1 August 2024. 9. 16. One reason the U.S. Navy is behind on its shipbuilding goals is that it’s been slow to embrace the kinds of digital-design tools that have revolutionized the process of building commercial ships and military aircraft, the Government Accountability Office says in a new report. Such tools—3-D modeling, digital twinning—have helped the Air Force fast-track the design, prototyping, and experimentation of new platforms.

  18. The U.S. Department of Veteran Affairs has signed up more than 280,000 new veterans and completed roughly 900,000 new toxic exposure claims under the expansion of the PACT Act, a Biden administration move that sped up the implementation of a 2023 law aimed at securing benefits for veterans exposed to burn pits overseas. Veterans who had exposure to some toxic substances during their military service, whether they deployed or not, became eligible for VA health coverage under the legislation as of March 5. Former service members who served as far back as the Vietnam War can have their health care costs covered for a long list of possible illnesses considered service connected, including those from exposures during domestic training or assignment.

The FY24 Aviation Command Retention Bonus (ACRB) will be addressed via a separate NAVADMIN. 2. A vital part of developing a total force strategy and maintaining combat readiness is to provide appropriate incentives to retain skilled personnel for critical Naval Aviation Enterprise (NAE) billets. The Active Component (AC) Aviation Bonus (AvB) program, consisting of the ADHRB and ACRB, incentivizes highly talented, hard-working, career-minded Naval aviators and Naval Flight Officers (NFO) to choose to remain on Active Duty. Our return on investment is the retention for continued Navy service of our aviation warfighters, with their invaluable, irreplaceable skillsets and leadership. 3. AC ADHRB: a. Capable and dedicated department heads are vital to mission effectiveness and represent the important link between senior leadership and junior personnel. Retaining the experience and talent associated with those eligible to serve as aviation department heads greatly benefits the continued success of the NAE. b. The AC ADHRB eligibility criterion includes selection for Lieutenant Commander (LCDR) and the FY24 ADHRB is intended for officers selected for promotion to LCDR in the FY24 LCDR statutory board. These officers will be considered for department head in the FY25 Aviation Department Head Screen Board (ADHSB) scheduled to convene in the spring of 2024. Additionally, eligible officers must have an Active Duty Service Obligation (ADSO) associated with undergraduate flight training ending in FY20 or later. Please consult the program information for a full listing of eligibility criteria. The application opportunity commences with the release of this NAVADMIN and closes on 31 August 2024. c. Contracts are offered with either a three, five or seven-year obligation that begins upon expiration of the officers winging ADSO or contract approval, whichever is later. The intent is to provide flexibility when making career decisions and to encourage officers to fulfill a department head tour and continue Naval service. d. The Navy values an early commitment and a seven-year obligation. An officer who submits a five or seven-year contract prior to the ADHSB results being published will receive the maximum annual rate specific to their type/model/series and designator (T/M/S+D). If an officer prefers a three- year contract or wishes to wait until the ADHSB selection results are public, the ADHRB annual amount reduces by up $10,000 per year for the tier at $40,000 per year, and $5,000 per year for the tiers at $35,000 and under, T/M/S dependent. e. While all aviators that complete milestone assignments are equally valued, specific T/M/S+D rates vary according to respective community inventory health. Those communities experiencing the greatest retention challenges are incentivized with the highest rates. AC ADHRB retention bonus pay rates in U.S. dollars for FY24 include: Seven-year obligation, early rate: HM Pilot $30,000/year ($210,000 total) HSC Pilot $30,000/year ($210,000 total) HSM Pilot $30,000/year ($210,000 total) VAQ Pilot $40,000/year ($280,000 total) VAQ NFO $35,000/year ($245,000 total) VAW Pilot $40,000/year ($280,000 total) VAW NFO $15,000/year ($105,000 total) VRM Pilot $40,000/year ($280,000 total) VFA Pilot $40,000/year ($280,000 total) VFA NFO $25,000/year ($175,000 total) VP/VQ(P) Pilot $40,000/year ($280,000 total) VP/VQ(P) NFO $15,000/year ($105,000 total) VQ(T) Pilot $40,000/year ($280,000 total) VQ(T) NFO $25,000/year ($175,000 total) Seven-year obligation, standard rate: HM Pilot $25,000/year ($175,000 total) HSC Pilot $25,000/year ($175,000 total) HSM Pilot $25,000/year ($175,000 total) VAQ Pilot $30,000/year ($210,000 total) VAQ NFO $30,000/year ($210,000 total) VAW Pilot $30,000/year ($210,000 total) VAW NFO $10,000/year ($70,000 total) VRM Pilot $30,000/year ($210,000 total) VFA Pilot $30,000/year ($210,000 total) VFA NFO $20,000/year ($140,000 total) VP/VQ(P) Pilot $30,000/year ($210,000 total) VP/VQ(P) NFO $10,000/year ($70,000 total) VQ(T) Pilot $30,000/year ($210,000 total) VQ(T) NFO $20,000/year ($140,000 total) Five-year obligation, early rate: HM Pilot $30,000/year ($150,000 total) HSC Pilot $30,000/year ($150,000 total) HSM Pilot $30,000/year ($150,000 total) VAQ Pilot $40,000/year ($200,000 total) VAQ NFO $35,000/year ($175,000 total) VAW Pilot $40,000/year ($200,000 total) VAW NFO $15,000/year ($75,000 total) VRM Pilot $40,000/year ($200,000 total) VFA Pilot $40,000/year ($200,000 total) VFA NFO $25,000/year ($125,000 total) VP/VQ(P) Pilot $40,000/year ($200,000 total) VP/VQ(P) NFO $15,000/year ($75,000 total) VQ(T) Pilot $40,000/year ($200,000 total) VQ(T) NFO $25,000/year ($125,000 total) Five-year obligation, standard rate: HM Pilot $25,000/year ($125,000 total) HSC Pilot $25,000/year ($125,000 total) HSM Pilot $25,000/year ($125,000 total) VAQ Pilot $30,000/year ($150,000 total) VAQ NFO $30,000/year ($150,000 total) VAW Pilot $30,000/year ($150,000 total) VAW NFO $10,000/year ($50,000 total) VRM Pilot $30,000/year ($150,000 total) VFA Pilot $30,000/year ($150,000 total) VFA NFO $20,000/year ($100,000 total) VP/VQ(P) Pilot $30,000/year ($150,000 total) VP/VQ(P) NFO $10,000/year ($50,000 total) VQ(T) Pilot $30,000/year ($150,000 total) VQ(T) NFO $20,000/year ($100,000 total) Three-year obligation: HM Pilot $25,000/year ($75,000 total) HSC Pilot $25,000/year ($75,000 total) HSM Pilot $25,000/year ($75,000 total) VAQ Pilot $30,000/year ($90,000 total) VAQ NFO $30,000/year ($90,000 total) VAW Pilot $30,000/year ($90,000 total) VAW NFO $10,000/year ($30,000 total) VRM Pilot $30,000/year ($90,000 total) VFA Pilot $30,000/year ($90,000 total) VFA NFO $20,000/year ($60,000 total) VP/VQ(P) Pilot $30,000/year ($90,000 total) VP/VQ(P) NFO $10,000/year ($30,000 total) VQ(T) Pilot $30,000/year ($90,000 total) VQ(T) NFO $20,000/year ($60,000 total) Location Incentive: Eligible for only Japan, Lemoore, and Guam: HSC $5,000/year (max $35,000 total) HSM $5,000/year (max $35,000 total) VAQ Pilot $10,000/year (max $70,000 total) VAQ NFO $5,000/year (max $35,000 total) VAW Pilot $10,000/year (max $70,000 total) VAW NFO $5,000/year (max $35,000 total) VRM Pilot $10,000/year (max $70,000 total) VFA Pilot $10,000/year (max $70,000 total) VFA NFO $5,000/year (max $35,000 total) 4.
