I'm talking decades ago but he was forced out. His life was his work and he did it very well. With him around the key word was "reliability." I hope when he got out he made millions. -

MANAMA, Bahrain -- Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Bahrain has two Sailors participating in the NAVSUP Enlisted Contracting Officer (NEKO) Pilot Program. The program is designed to develop Navy enlisted personnel into skilled contracting professionals and will enhance support to the Navy of the future. Upon completing the 24-month program, each Sailor will receive a professional contracting certification and become a Contract Specialist with Navy Enlisted Classification (NEC) 722A. The NEKO Pilot program aims to present a career path for enlisted sailors to become contracting professionals. The program endeavors to address an enterprise-wide challenge in maintaining a trained and ready acquisition workforce that is prepared to deploy Contracting Officers (KO) globally for contingency and expeditionary operations, delivering capabilities down range. The program is open to enlisted sailors, E-4 to E-7 with undergraduate degree in any concentration or Sailors that have a plan to complete their degrees no later than the end of the 24 month program period. Successful applicants are chosen for this unique opportunity after a rigorous selection process. Although civilians make up the majority of the Navy’s acquisition workforce, the program intends to build sailors’ skill sets to enhance the Navy’s recruitment and hiring flexibility. “We are really fortunate to have a role in this exciting pilot program,” said Rick Bauer, Director of Contracts, NAVSUP FLC Bahrain. "The NEKO Program prioritizes the growth and development of its participants by providing enlisted sailors comprehensive training and mentorship from experienced contracting professionals.” Program participants will undergo intensive training and mentorship, acquiring the necessary skills and knowledge to award and administer contracts effectively. They will attend four Defense Acquisition University (DAU) contracting courses that are composed of virtual instructor-led training, on the job training, and self-paced learning spanning over 196 hours. A final proctored exam will be administered, and graduates of the program will receive a professional contracting certification. “This program allows me and other Supply professionals to gain invaluable knowledge and skills to be utilized in the Navy,” said LSC (SW/AW) Jaleka D. Muse, NAVSUP Fleet Logistics Center Bahrain. “It provides a top-down observation into how things happen in the Fleet. I am looking forward to expanding my knowledge toolbox and continuing my contribution and support to the Navy.” By leveraging the talent and dedication of enlisted personnel, the NEKO program aims to expand the contracting workforce in order to streamline procurement processes, saving time and resources. This increased efficiency allows the Navy Supply Corps to find adaptive solutions to help meet the needs of the warfighter. The NEKO Program helps meet the Navy's central pillars of "Workforce Development," "Knowledge Capture," and "Knowledge Sharing." Through dynamic interactive classroom and on-the-job skills training, NAVSUP is developing the procurement professionals of the future. The family of the alleged victim is now coming forward to tell their story. Tim and Meredith Hatchell say their daughter recently told them she was sexually abused by the father of one of her friends — a man named Vincent Jakawich.

FALLS CHURCH, Va. – New TRICARE managed care support (MCS) contracts, known as T-5, will start on Jan. 1, 2025. MCS contractors manage administrative support services for the TRICARE benefit. This includes managing enrollment services, maintaining civilian healthcare networks, operating call centers, and processing TRICARE claims. The new contracts will improve health care delivery, quality, and access for beneficiaries living in the United States. The Defense Health Agency (DHA) and the two regional contractors in the East Region and West Region are currently transitioning to these new contracts to ensure health care delivery is ready for all beneficiaries on Jan. 1, 2025. “We are committed to keeping all of our military families informed about your health plan, your choices, and ensuring a seamless transition to new contractors,” said Lt. Applying the most recent housing price inflation adjustment, the maximum monthly rental amount as of 1 January 2024 is $9,812.12. f. During a period of military service and for one year after the period of military service, creditors cannot foreclose on a Service Member's mortgage without first obtaining a court order. g. If a Service Member paid a deposit on a vehicle or made at least one installment payment on a vehicle loan, a creditor cannot repossess the vehicle during the Service Member's period of military service without a court order. h. During a period of military service and for 90 days thereafter, any lien against the property or the personal effects of a Service Member cannot be enforced without a court order. i. During a period of military service or within 180 days of termination of or release from military service, Service Members can apply to a court for relief from any obligation or liability incurred before the Service Member's military service or from a tax or assessment becoming due before or during the military service. If the Service Member's ability to comply with the obligation or to pay such tax has been materially affected by reason of military service, the court may stay enforcement of certain real estate contracts or any other obligations, liabilities, taxes, or assessments. j. Service Members shall neither lose nor acquire residency or domicile for tax or voting purposes in a state if their presence in such state is solely for compliance with military orders. k. Installment contracts protections include (a) commercial mobile services, (b) telephone exchange services, (c) internet access services, (d) multichannel video programing services, (e) gym membership or fitness programs, and (f) home security services. l. For any taxable year of a marriage, a Service Member and their spouse may elect to use for taxation purposes, regardless of the date of the marriage, any of the following: (1) The residence or domicile of the Service Member; (2) The residence or domicile of the spouse; or (3) The permanent duty station of the Service Member. m. Service Members and their spouses are authorized to use covered professional licenses (not including law licenses) outside of their licensing jurisdiction, subject to a number of administrative prerequisites. n. Three in 10 sailors did not have to move due to their new billet assignments, the head of naval personnel said Wednesday. As a result of changes to billet assignments, such as the detailing marketplace assignment policy, sailors are able to stay in the same geographic area longer, Chief of Naval Personnel Vice Adm. Richard Cheeseman said Wednesday during a Navy Memorial talk. The detailing marketplace assignment policy is the Navy’s billet-based advancement program that aims to give sailors more control over their promotions and next assignments.

WASHINGTON — The House Armed Services Committee will consider a proposal next week that will give junior enlisted troops a 15% basic pay raise on top of a 4.5% raise for all service members. The targeted pay boosts for the military’s youngest service members would give troops ranked E-4 and lower several hundred dollars in additional pay each month, hiking their annual pay by nearly 20%. Sailors under the E-6 pay grade may be eligible for a basic housing allowance under House authorizers’ draft defense policy bill for Fiscal Year 2025. Under the House Armed Services Committee chairman’s mark of the Fiscal Year 2025 National Defense Authorization Act, released Monday, sailors and service members under E-6 would get a basic housing allowance. “In authorizing an allowance under this subparagraph, the commanding officer shall consider the availability of quarters for the member and whether such quarters are inadequate or an impediment to morale, good order, or discipline,” reads the chairman’s mark.

YOKOSUKA, Japan — The U.S. sailor accused of slamming into a group of people two years ago at a popular Japanese beach remembers little of what happened, partly because he’d been drinking heavily that day, he testified Monday. The U.S. military is doing a poor job of expediting sexual assault victims’ requests to transfer to other units and installations, according to the Defense Department’s watchdog agency. A review of DOD’s expedited transfer policy found that military branches didn’t process more than half of requested transfers in the recommended timeframe or record all relevant data in appropriate sexual assault databases, the Inspector General’s office said in a statement Thursday. The eligibility criteria stated in this NAVADMIN can be subsequently modified by the program manager if a bonus reduction is warranted based on Naval Special Warfare (NSW) community requirements. 3. Eligibility. NSW officers with designators 1130 or 1137, who have completed at least six years of Active Duty Commissioned Service (ADCS), may be eligible to receive the NSWOCP. Applicants must submit written endorsement from Commanding Officer (CO) recommending bonus approval. COs must ensure applications are accurate and verify applicants meet eligibility requirements. 4. Contract Terms. NSWOCP contract lengths and payments are outlined below. a. The NSWOCP will be offered in two phases. Officers will be paid a fixed amount per year of service. (1) Phase 1 NSWOCP. Officers will have the opportunity to receive up to $100,000 (1130) and $48,000 (1137) in retention bonuses for phase 1 contracts. (a) NSW officers (1130) with six to nine years of ADCS: 1. 4-year agreement: $25,000 per year 2. 3-year agreement: $20,000 per year (b) NSW officers (1137) with six to nine years of ADCS: 1. 4-year agreement: $12,000 per year 2. 3-year agreement: $10,000 per year (2) Phase 2 NSWOCP. Applicant must be an NSW officer with 1130 or 1137 designator having reached 10 years of ADCS to receive a Phase 2 bonus. Officers will have the opportunity to receive up to $125,000 (1130) and $60,000 (1137) in retention bonuses for phase 2 contracts. (a) NSW officers (1130) with 10 to 14 years of ADCS: 1. 5-year agreement: $25,000 per year 2. 4-year agreement: $20,000 per year 3. 3-year agreement: $15,000 per year (b) NSW officers (1130) with 11 years of ADCS who were ineligible to sign a 5-year agreement at 10 years of ADCS due to a previous NSWOCP agreement: 1. 4-year agreement: $25,000 per year (c) NSW officers (1137) with 10 to 14 years of ADCS: 1. 5-year agreement: $12,000 per year 2. 3-year agreement: $10,000 per year (d) NSW officers (1137) with 11 years of ADCS who were ineligible to sign a 5-year agreement at 10 years of ADCS due to a previous NSWOCP agreement: 1. 4-year agreement: $12,000 per year b. NSWOCP agreement obligations will run concurrently with any obligated service the officer has incurred for education or fellowships such as postgraduate education. 5. Program Execution. a. Officers must submit their request letter to the NSWOCP program manager via their chain of command. b. Upon acceptance of a bonus agreement by the program manager, the amount of the bonus becomes fixed and the officer incurs a firm service obligation. c. Officers may elect one of the following payment options: (1) To receive an initial lump sum payment of half the total bonus amount followed by equally divided annual installments through the term of the agreement. (2) To receive bonus payments in equal annual installments through the term of the agreement. d. NSWOCP requests for personnel who are being processed for officer designation removal or additional qualification designation removal will be held in abeyance pending final resolution of the action in question. 6. Application Process. a. Eligible officers may apply for NSWOCP via their CO to the program manager. Submit applications via encrypted e-mail at SEAL_OCM@navy.mil. b. Officers must submit their applications to the NSWOCP program manager prior to their requested start date and should ensure confirmation of application receipt. Applications received after the requested start date will not be accepted, and payments will not be processed until all eligibility criteria are met. The first payment normally occurs four to six weeks after all eligibility criteria are met. 7. Recoupment and Repayment Policy. Repayment policy is governed by reference (b), sections 332 and 373, and reference (d). A member of the uniformed Services who enters into a written agreement with specified service conditions for receipt of a bonus is entitled to the full amount of the bonus if the member fulfills the conditions of that written agreement. If the member fails to fulfill the service conditions specified in the written agreement for the pay, then the pay may be terminated and the member may be required to repay an amount equal to the unearned portion of the pay. 8.
