Your Performance Mark Average (PMA) uses only the Promotion Recommendation block (Block 45) from evaluations in the current paygrade. For E4, your ESO uses evals from the past 8 to 9 months. For E5, the past 14 to 15 months are used, and E6, the past 36 months. Block 45 marks are added together, then divided by the number of evaluations used in the computation. E6s eligible to advance to Chief Petty Officer should review NAVADMIN 190/15, which outlines all the requirements for the upcoming E-7 advancement Cycle 230. Candidates will be ranked ordered by their Final Multiple Score (FMS) in each rating, with only those who have an FMS that falls in the top 60% moving on to be selection board eligible. The exam is a prerequisite for the board process, where rating knowledge and performance are the only factors considered. To calculate your Performance Mark Average (PMA), use all evaluations that fall within the dates January 1, 2013 through December 31, 2015. CPO candidates must have an Early Promote advancement recommendation on their most-recent observed periodic E6 evaluation to garner an early promote 1-year time-in-rate waiver.

Sailors who took the August Reserve Cycle 097 or September Active Duty Cycle 228 advancement exam can expect to see results around Thanksgiving. Why does it take so long? The Navy Advancement Center has to receive and process at least 95% of the Fleet answer sheets before pressing forward with exam scoring. At this time, answer sheet returns are on schedule, and we expect to provide Navy manning planners with test passer information over the next two weeks.

The Navy Advancement Center (NAC) posted the E4-E6 Active Duty and Full Time Support exam bibliographies (BIBs) on Navy Knowledge Online (NKO). Under the career management tab on NKO, select the NAC link. Then, select the BIB shortcut under the My Advancement section. BIBs are rating and paygrade specific.

VIRGINIA BEACH, Va. (NNS) -- One-hundred-one Sailors assigned to Navy Expeditionary Combat Command advanced to the next pay grade through the Meritorious Advancement Program (MAP), as of Sept. 25. MAP is part of the Navy's on-going talent management initiatives used to empower the command triad to advance their top performing Sailors. MAP provides commands the opportunity to recognize their best Sailors, advancing them when they are ready for the next level of responsibility, according to NAVADMIN 141/15. Master Chief Navy Career Counselor Dianalyn Galiza, assigned to NECC, discussed the importance of MAP to promote and retain high quality performers throughout the force. "MAP is a necessary tool for leadership to keep Sailors inspired, it displays another pathway for Sailors to attack an opportunity and continue to excel in our Navy," said Galiza. Logistics Specialist 2nd Class (EXW) Danielle Johnson, assigned to Explosive Ordnance Disposal (EOD) Expeditionary Support Unit (ESU) 2, expressed appreciation for her command's support in recognizing her contributions. "Being selected by my command for this advancement showed me that they not only recognize the work that I do but that they believe in what I am capable of achieving if given the opportunity," said Johnson, one of four from EODESU 2 to be advanced. "I look forward to proving to everyone just how right they were." NECC is an enduring war fighting force providing sea-to-shore and inland operating environment capabilities across the full range of military operations that is focused on delivering combat effective expeditionary forces ready for worldwide operations now and into the future.

The Electronics Technician (ET) rating has a separate exam for ETR, ETV and ET. The Machinists Mate (MM) rating has a separate exam for MME, MMW, and MM. Specify in the subject line that the request is for the early ordering of examination material. Ensure a point of contact (POC) is included in the message. Cryptologic Technician-Interpretive/Cryptologic Technician- Network/Cryptologic Technician-Collection, sensitive compartmented information (SCI) exam ordering dates can be found on the Navy Enlisted Advancement System (NEAS) website at https://prod.neas.netc.navy.mil. (1) ESOs must verify TIR eligibility lists on the NEAS website for initial exam ordering. (2) Additional exams are ordered via message or in message format via e-mail to sfly_cryptologic.products(at)navy.mil following the guidelines of reference (a), chapter 4. Commands must include their Department of Defense activity address code (DoDAAC) account number, POC, and the number of exams required. Commands requesting the forwarding of exams should include the forwarding command as an info addressee on the message. The deadline for additional orders is 1 January 2016. c. Exam ordering for non-SCI exams begins 30 November 2015. ESOs must verify TIR eligibility lists on the NEAS website during the following time periods: (1) Initial TIR lists will be available 30 November 2015 to 8 December 2015. (2) Additional TIR lists will be available 9 December 2015 to 24 January 2016. (3) Exams required after the TIR list has closed as well as exams for prior service reenlistment eligibility reserve Sailors should be ordered via message or in message format via e-mail to sfly_N321_exam_order(at)navy.mil following the guidelines of reference (a), chapter 4. Ensure a POC is included in the message. (4) The deadline for late exam orders is 4 March 2016. d. Exams for IA Sailors or recalled reservists will be ordered by the command holding the service record of the member. Authority is granted for these candidates to be administered exams with the command's active-duty candidates. However, these candidates are still required to take the Cycle 098 exam and not the Cycle 230 or 231 exams. e. When an exam is not used during the normally scheduled event, do not destroy the exam prior to 1 April 2016. Submit a request with justification via e-mail to sfly_n321_exam_order(at) navy.mil for permission to retain exams for administration on the next drill weekend in March 2016. Ensure reason for requested delay is included. f. ESOs must verify the exam order at the "View Previous Exam Orders" link via NEAS within 14 days of placing examination orders. If discrepancies are noted, contact Naval Education and Training Professional Development and Technology Center (NETPDTC). 5. Exam Administration and Answer Sheet Returns. a. For exam administration and answer sheet return instructions, refer to the exam verbatim at https://prod.neas.netc.navy.mil or visit https://www.nko.navy.mil; under the Career Management link, select Navy Advancement Center/Command Info/Command Advancement Resources. b. ESOs must check the exam tote board on NEAS Web https://prod.neas.netc.navy.mil/Public/Toteboard.aspx often to ensure answer sheets have been received and processed. c. Late exams should be kept to a minimum as they are for candidates who, through no fault of their own, are unable to take the exam at the regularly scheduled time. E4-E7 results will be provided online via Bupers On-Line to authorized command representatives prior to release of profile sheets. b. Commands are directed to verify the examination status verification report (ESVR) for accuracy before frocking and advancement of E4-E6 candidates. c. Commands are directed to verify the ESVR for accuracy and re-verify weekly thereafter until scheduled board convening date for E7 candidates. ANNAPOLIS, Md. (NNS) -- With the recent release of ALNAV 065/15, the United States Naval Academy (USNA) is now accepting motivated Sailors and Marines, active and reserve, for admission to the Class of 2020. Successful candidates will be top-quality Sailors and Marines with a competitive academic and military profile. Preparation begins as early as high school. Typically, fleet applicants who ranked in the top 40 percent of their high school class are considered good candidates. Additional requirements include SAT/ACT scores taken within the last two years, four years of high school mathematics and English and on year of chemistry. Two years of a foreign language is highly recommended. A candidate's application can be strengthened with demonstrated strong leadership and command recognition. Candidates must be of good moral character and have no record of disciplinary action during the three years preceding application for admission. Packages will not be reviewed without the commanding officer's endorsement. The process of application to USNA can seem daunting while serving your country. It is highly recommended to seek out a mentor at your command, especially one who attended USNA. Mentors can guide and help articulate why the individual wants to attend USNA in preparation for the interviews needed for the CO's endorsement, which stands in place of the nomination. "It was definitely huge having an officer mentor help me through the process," said Midshipman First Class Andrew Whisner, a former enlisted hospital corpsman. "My executive officer was a USNA graduate, and he went as far as to help me finish the last pieces of my application that I couldn't physically do myself while I was deployed to Afghanistan. Chances are there is an academy graduate at your command." Beyond academics and military bearing, physical fitness is a top priority at USNA. Applicants are required to possess outstanding physical fitness, as determined by the Candidate Fitness Assessment and recent command Physical Fitness Assessments. "Everyone is in shape here at the academy," said Midshipman First Class Anna Wade, a prior enlisted Mass Communication Specialist. "My time period before getting ready to come here was a lot of physical training. I knew I was going to be pitted against people four years younger than myself, and I knew I wanted to be in better shape than I was at the time. I would suggest to anyone to do an honest self-assessment and make the improvements you need to." Changing from a military-focused environment to an academic-focused one can be a challenge. Applicants are encouraged to enroll in college courses in higher math and science while at their command in order to strengthen their admission application and to help them adapt to an academic environment. "A major challenge for enlisted and reservists is transitioning back to an academic environment," said Chief Logistics Specialist Maximo Regino, coordinator for USNA Fleet Naval Academy Preparatory School (NAPS). "Often they have to attend the Naval Academy Preparatory School, and the environment of NAPS replicates that of USNA. We know these service members are out in the fleet training, performing and focused on their mission. NAPS is here to encourage the transition. I would tell potential candidates take a college-level mathematics or science course to get yourself back into the academic groove." Up to 170 regular and reserve personnel may be appointed to USNA each year. The experience they bring to the Brigade of Midshipmen is invaluable. "Our prior [enlisted] midshipmen provide a unique and important perspective. They are able to relate lessons from the fleet back to what they are doing here at the academy and they are able to convey those lessons to their fellow midshipmen," said Colonel Steve Liszewski, commandant of midshipmen. "One of the reasons I am a Marine today is because I had a squad leader during Plebe Summer who had been a prior enlisted Marine. His inspirational leadership and the example that he set helped guide my decision to become a Marine." The four years at USNA are challenging in order to develop midshipmen morally, mentally and physically. For enlisted candidates who are accepted the change can be a humbling experience. "You've been in two years, made rank and now you are coming to USNA and you're taking orders from a second year midshipman who has no [fleet] experience. It's hard for a lot of 'priors'," said Whisner. "You might have more fleet experience, but that individual has more academy experience and that's what matters here. I see people struggle with that pride. This is a very humbling place and you have to adapt or you won't make it." The deadline to apply to the Class of 2020 is December 31, 2015. The Navy Advancement Center gathers all elements of the Final Multiple Score (FMS) to rank order each candidate against all other advancement candidates in the same rating. The Performance Mark Average (PMA) and Awards factors are taken directly from your answer sheet, the standard score (SS) is calculated based on your rating knowledge standing, and the remaining FMS factors are pulled from authoritative databases. Advancement opportunity is determined in each rating by vacancies at the next-higher paygrade. Quotas will be set in November, and you can expect advancement results to be released for the August Reserve (097) and September Active Duty (228) cycles around Thanksgiving.

Newly selected Chief Petty Officers will be paid over 12 pay increments beginning in September. Pay increments are based on seniority within each rating and across the Navy. No less than three percent are advanced each month for the first 11 months, with the majority of new Chiefs being advanced in August 2016. The Navy Enlisted Advancement System fair-shares pay dates based on rating size, so larger ratings advance more candidates than do small ratings as increments are processed.

WASHINGTON (NNS) -- Chief of Naval Operations Adm. Jonathan W. Greenert delivered remarks to family, friends and chief petty officers as 44 new chief petty officers were pinned at an official pinning ceremony held at the Navy Memorial in Washington, D.C., Sept. 16. "Today you joined the Chiefs Mess," said Greenert. "It is the foundation of our warfighting and warfighting is first in our Navy, but remember, you are still the technical experts we depend on and look to for leadership." This was the 122nd class of chief petty officers to join the Chiefs Mess, following a long legacy of senior enlisted leadership. More than 4,000 petty officers fleet wide were accepted into the Chief's Mess today. "Today is the happiest day to put on the anchors and become a chief," said Chief Personnel Specialist Han Peng. "It's a big step and milestone for us. We are going to assume a lot of responsibility leading our junior Sailors and junior officers." The pinning ceremony is a tradition unique to the Navy, which dates back to 1893 when the chief petty officer pay grade was created. The ceremony signifies a new position of leadership and responsibility.

The Navy-wide advancement exams for Sailors eligible to advance to petty officer third class will be administered Thursday, September 17th. Exams are made up of 175 questions, of which 25 questions are professional military knowledge and 150 are occupational. Candidates award and performance mark average information is entered on the answer sheets and returned to the Navy Advancement Center for scanning and processing.

Academics: (1) Possess a strong high school grade point average indicating the potential to succeed at USNA. Fleet applicants ranked in the top 40 percent of their high school class are typically considered competitive. (2) Scholastic Aptitude Test (SAT) scores taken within the last two years. The SAT is a three-part test consisting of reading, math, and writing. Applicants should aim to score above 500 in reading (verbal) and above 550 in math, with a combined minimum of 1050. There is no recommended score for the writing component, but it may be used for evaluation purposes. For applicants who have taken the American College Test (ACT) within the last two years, scores of 22 in English and 24 in Math are recommended. Potential candidates with SAT or ACT scores that are older than two years or below these guidelines are strongly encouraged to retake the test. Standardized tests taken prior to January 31, 2016, will be considered for this admissions cycle. (3) Completed four years of high school Mathematics (including a strong foundation in Geometry, Algebra, and Trigonometry), four years of English, and one year of Chemistry. Additionally, Physics, Calculus, History, and two years of a foreign language are strongly recommended. Must not have passed their 23rd birthday on 1 July of the year of admission to USNA.
