Sailors who took the August Reserve Cycle 097 or September Active Duty Cycle 228 advancement exam can expect to see results around Thanksgiving. Why does it take so long? The Navy Advancement Center has to receive and process at least 95% of the Fleet answer sheets before pressing forward with exam scoring. At this time, answer sheet returns are on schedule, and we expect to provide Navy manning planners with test passer information over the next two weeks.

The Navy Advancement Center (NAC) posted the E4-E6 Active Duty and Full Time Support exam bibliographies (BIBs) on Navy Knowledge Online (NKO). Under the career management tab on NKO, select the NAC link. Then, select the BIB shortcut under the My Advancement section. BIBs are rating and paygrade specific.

VIRGINIA BEACH, Va. (NNS) -- One-hundred-one Sailors assigned to Navy Expeditionary Combat Command advanced to the next pay grade through the Meritorious Advancement Program (MAP), as of Sept. 25. MAP is part of the Navy's on-going talent management initiatives used to empower the command triad to advance their top performing Sailors. MAP provides commands the opportunity to recognize their best Sailors, advancing them when they are ready for the next level of responsibility, according to NAVADMIN 141/15. Master Chief Navy Career Counselor Dianalyn Galiza, assigned to NECC, discussed the importance of MAP to promote and retain high quality performers throughout the force. "MAP is a necessary tool for leadership to keep Sailors inspired, it displays another pathway for Sailors to attack an opportunity and continue to excel in our Navy," said Galiza. Logistics Specialist 2nd Class (EXW) Danielle Johnson, assigned to Explosive Ordnance Disposal (EOD) Expeditionary Support Unit (ESU) 2, expressed appreciation for her command's support in recognizing her contributions. "Being selected by my command for this advancement showed me that they not only recognize the work that I do but that they believe in what I am capable of achieving if given the opportunity," said Johnson, one of four from EODESU 2 to be advanced. "I look forward to proving to everyone just how right they were." NECC is an enduring war fighting force providing sea-to-shore and inland operating environment capabilities across the full range of military operations that is focused on delivering combat effective expeditionary forces ready for worldwide operations now and into the future.

High year tenure (HYT) date or approved HYT waiver for E4-E6 must be effective 1 July 2016 or later. HYT date or approved HYT waiver for E7 must be effective 1 September 2016 or later. f. Candidates who have submitted a formal written request for voluntary transfer to the retired reserve (with or without pay) or fleet reserve on a date prior to their mandated HYT are ineligible for advancement. g. Candidates in a rating requiring a security clearance must have a favorable investigation adjudication issued by the Department of Defense Central Adjudication Facility or a CO's interim clearance must have been granted before 1 February 2016. Once Sailors have a clearance they must maintain that clearance eligibility. If for any reason a clearance is denied or revoked, an exam is not authorized until a new clearance is granted. Rates requiring a security clearance are AC, AE, AG, AO, AT, AWF, AWO, AWR, AWS, AZ, CTI, CTN, CTR, CTT, EOD, ET, FC, GM, HT, IC, IS, IT, LN, MA, MC, MN, ND, OS, QM, SB, SO, STG, STS, and YN. To be eligible for advancement to E7, (1) Air Traffic Controllers (AC) must possess a valid FAA 7220-1 ATCS Certificate and meet requirements established in NAVMED P-117. (2) Aerographers Mate (AG) must have the Navy enlisted classification (NEC) 7412. (3) Explosive Ordnance Disposal (EOD) personnel must hold the Senior EOD Technician NEC 5335, or the Master EOD Technician NEC 5337 prior to the E7 board convening date. (4) Navy Diver (ND) personnel must hold the first class diver NEC 5342, prior to the E7 board convening date. b. Commands must verify and invalidate examination results for those selection board eligible Sailors who fail to meet these qualifications. c. Aviation Electronics Technician (AT) personnel. Administer ATI examinations for intermediate maintenance personnel and ATO examinations for organizational maintenance personnel. Personnel will continue to be tested via two separate examinations, but will be merged together for E7 selection board processes. d. The Electronics Technician (ET) rating has a separate exam for ETR, ETV and ET. The Machinists Mate (MM) rating has a separate exam for MME, MMW, and MM. Administer the appropriate examination in accordance with the applicable NEC: (1) ETR - NEC 14BH, 14HH, 14RO, 14TO, 14CM, 14TM, 14EM, 14RM (2) ETV - NEC 14NM, 14NO, 14NV, 14SM, 14TK, 14XM, 14NP, 14GM, 14XO (3) MME - NEC 4230, 4231, 4234 (4) MMW - NEC 4232, 4233, 4235 4. Exam Ordering. a. Deploying commands can order exams up to six months prior to the scheduled examination date. Exams required prior to the TIR list opening are ordered via message or in the preferred message format via e-mail to sfly_N321_exam_order(at)navy.mil following the guidelines in chapter 4 and figure 4-1 of reference (a). Specify in the subject line that the request is for the early ordering of examination material. Ensure a point of contact (POC) is included in the message. Refer to reference (d) for IA Sailors who are pending deployment to, or are deployed to and operating in a Congressionally designated combat zone. b. Cryptologic Technician-Interpretive/Cryptologic Technician- Network/Cryptologic Technician-Collection, sensitive compartmented information (SCI) exam ordering dates can be found on the Navy Enlisted Advancement System (NEAS) website at https://prod.neas.netc.navy.mil. (1) ESOs must verify TIR eligibility lists on the NEAS website for initial exam ordering. (2) Additional exams are ordered via message or in message format via e-mail to sfly_cryptologic.products(at)navy.mil following the guidelines of reference (a), chapter 4. Commands must include their Department of Defense activity address code (DoDAAC) account number, POC, and the number of exams required. Commands requesting the forwarding of exams should include the forwarding command as an info addressee on the message. The deadline for additional orders is 1 January 2016. c. Exam ordering for non-SCI exams begins 30 November 2015. ESOs must verify TIR eligibility lists on the NEAS website during the following time periods: (1) Initial TIR lists will be available 30 November 2015 to 8 December 2015. (2) Additional TIR lists will be available 9 December 2015 to 24 January 2016. (3) Exams required after the TIR list has closed as well as exams for prior service reenlistment eligibility reserve Sailors should be ordered via message or in message format via e-mail to sfly_N321_exam_order(at)navy.mil following the guidelines of reference (a), chapter 4. Ensure a POC is included in the message. (4) The deadline for late exam orders is 4 March 2016. d. Exams for IA Sailors or recalled reservists will be ordered by the command holding the service record of the member. Authority is granted for these candidates to be administered exams with the command's active-duty candidates. However, these candidates are still required to take the Cycle 098 exam and not the Cycle 230 or 231 exams. e. When an exam is not used during the normally scheduled event, do not destroy the exam prior to 1 April 2016. Submit a request with justification via e-mail to sfly_n321_exam_order(at) navy.mil for permission to retain exams for administration on the next drill weekend in March 2016. Ensure reason for requested delay is included. f. ESOs must verify the exam order at the "View Previous Exam Orders" link via NEAS within 14 days of placing examination orders. If discrepancies are noted, contact Naval Education and Training Professional Development and Technology Center (NETPDTC). 5. Exam Administration and Answer Sheet Returns. a. For exam administration and answer sheet return instructions, refer to the exam verbatim at https://prod.neas.netc.navy.mil or visit https://www.nko.navy.mil; under the Career Management link, select Navy Advancement Center/Command Info/Command Advancement Resources. b. ESOs must check the exam tote board on NEAS Web https://prod.neas.netc.navy.mil/Public/Toteboard.aspx often to ensure answer sheets have been received and processed. c. Late exams should be kept to a minimum as they are for candidates who, through no fault of their own, are unable to take the exam at the regularly scheduled time. NETPDTC (N321) is the approving authority for all late exams. d. The deadline to administer regular exams is 29 February 2016. Approved late exams must be administered no later than 31 March 2016. e. A detailed discrepancy list will be maintained on NEAS Web. For guidance on correcting discrepancies via encrypted e-mail, refer to reference (a), chapter 7. f. Refer to reference (d) regarding procedures for missed exam cycle for E4-E6 IA candidates. Missed exam cycle considerations are not an automatic process. Commands must submit the command letter of transmittal and worksheet or answer sheet. g. Refer to reference (d) regarding examination options for E7 IA candidates. Commands must submit the command letter of transmittal in accordance with reference (a). The in-theatre selection board eligibility waiver is not an automatic process. 6. Examination Results. a. E4-E7 results will be provided online via Bupers On-Line to authorized command representatives prior to release of profile sheets. b. Commands are directed to verify the examination status verification report (ESVR) for accuracy before frocking and advancement of E4-E6 candidates. c. Commands are directed to verify the ESVR for accuracy and re-verify weekly thereafter until scheduled board convening date for E7 candidates. Commands must submit a message to NETPDTC (N321), info PERS-812/802, requesting invalidation for candidates no longer eligible or no longer recommended for advancement. Withdrawal of advancement must be documented per reference (a), paragraph 721.b. d. Individual Sailors may view/download their profile sheet on Navy Knowledge Online (NKO); under the Career Management link, select Navy Advancement Center/My Advancement. 7. The Navy Advancement Center gathers all elements of the Final Multiple Score (FMS) to rank order each candidate against all other advancement candidates in the same rating. The Performance Mark Average (PMA) and Awards factors are taken directly from your answer sheet, the standard score (SS) is calculated based on your rating knowledge standing, and the remaining FMS factors are pulled from authoritative databases. Advancement opportunity is determined in each rating by vacancies at the next-higher paygrade. Quotas will be set in November, and you can expect advancement results to be released for the August Reserve (097) and September Active Duty (228) cycles around Thanksgiving.

Newly selected Chief Petty Officers will be paid over 12 pay increments beginning in September. Pay increments are based on seniority within each rating and across the Navy. No less than three percent are advanced each month for the first 11 months, with the majority of new Chiefs being advanced in August 2016. The Navy Enlisted Advancement System fair-shares pay dates based on rating size, so larger ratings advance more candidates than do small ratings as increments are processed.

WASHINGTON (NNS) -- Chief of Naval Operations Adm. Jonathan W. Greenert delivered remarks to family, friends and chief petty officers as 44 new chief petty officers were pinned at an official pinning ceremony held at the Navy Memorial in Washington, D.C., Sept. 16. "Today you joined the Chiefs Mess," said Greenert. "It is the foundation of our warfighting and warfighting is first in our Navy, but remember, you are still the technical experts we depend on and look to for leadership." This was the 122nd class of chief petty officers to join the Chiefs Mess, following a long legacy of senior enlisted leadership. More than 4,000 petty officers fleet wide were accepted into the Chief's Mess today. "Today is the happiest day to put on the anchors and become a chief," said Chief Personnel Specialist Han Peng. "It's a big step and milestone for us. We are going to assume a lot of responsibility leading our junior Sailors and junior officers." The pinning ceremony is a tradition unique to the Navy, which dates back to 1893 when the chief petty officer pay grade was created. The ceremony signifies a new position of leadership and responsibility.

The Navy-wide advancement exams for Sailors eligible to advance to petty officer third class will be administered Thursday, September 17th. Exams are made up of 175 questions, of which 25 questions are professional military knowledge and 150 are occupational. Candidates award and performance mark average information is entered on the answer sheets and returned to the Navy Advancement Center for scanning and processing.

This NAVADMIN provides guidance for eligibility, communication to the boards, and board membership or recorder application procedures regarding the FY-17 Navy Active-Duty and Reserve Enlisted Selection Boards for Master Chief and Senior Chief Petty Officer. The reserve board will consider personnel serving on active-duty as Full Time Support (FTS) and Selected Reserve (SELRES), to include those serving on voluntary and involuntary recall and mobilization orders. Mobilized Individual Ready Reserve (IRR) personnel are considered under the SELRES requirements for advancement. 2. Timeline a. 23 October 2015. Navy Personnel Command (NPC) (PERS-802) compiles and submits initial time-in-rate (TIR) eligibility list of candidates to Naval Education and Training Professional Development and Technology Center (NETPDTC) (N321). b. 13 November 2015. Examination Status Verification Reports (ESVR) will be available at: https://prod.neas.netc.navy.mil. c. 29 January 2016. Reserve Component (RC) E8/E9 board candidates changing ratings must be in their new rating to be considered as a candidate in the new rating. d. 8 February 2016. Letter to the board (LTB) deadline to the RC E8/9 selection board. e. 28 February 2016. Active Component (AC) E9 board candidates changing ratings must be in their new rating to be considered as a candidate in the new rating. f. 29 February 2016. RC E8/E9 selection board convenes. All eligibility requirements, to include any waivers, must have final approval prior to this date. g. 7 March 2016. LTB deadline to the AC E9 selection board. h. 11 March 2016. RC E8/E9 selection board scheduled to adjourn. i. 18 March 2016. AC E8 board candidates changing ratings must be in their new rating to be considered as a candidate in the new rating. j. 28 March 2016. AC E9 selection board convenes. All eligibility requirements, to include any waivers, must have final approval prior to this date. n. 6 May 2016. AC E8 selection board scheduled to adjourn. 3. Eligibility Criteria. Candidates must meet the eligibility requirements outlined in chapter 2 of reference (a) prior to the scheduled board convening date. Requirements achieved after the scheduled board convening date will be considered late and not entitle a candidate for an enlisted special selection board. The authoritative source to determine if a candidate is selection board eligible or not is the profile sheet. The AC/FTS/SELRES cycle is 229. Because eligibility status can change without direct notification, candidates should verify their profile sheet on a continuous basis up to the board convening date. Commands must verify their ESVR weekly. The ESVR is updated as changes are processed by PERS-802. If necessary, take the following actions per reference (a). a. If eligible candidates are not listed, mail or send an encrypted e- mail containing a completed Advancement in Rate or Change in Rating worksheet (NETPDTC 1430/3 Rev 06-14) along with a letter of transmittal to NETPDTC (N321) and info PERS-802. b. If listed candidates are ineligible or later become ineligible, submit a message to NETPDTC N321 and Navy Personnel Command (NAVPERSCOM) PERS-802 requesting invalidation of eligibility status and provide explanation for invalidation. Per reference (a) paragraph 721b, withdrawal of advancement recommendation must be completed and documented prior to message transmission. c. If candidates are validated in wrong competitive category, submit a message notification to NETPDTC N321 and NAVPERSCOM PERS-802 detailing the discrepancy. d. Sailors not selected to continue from a Senior Enlisted Continuation Board are ineligible for advancement. e. Candidates who do not have a recommendation for advancement on their most recent chief evaluation shall be invalidated. Evaluations that restore a recommendation for advancement must be made available to the selection board prior to the board convening date. f. Terminal eligibility date used to compute the TIR is 1 October 2016. The minimum TIR date must be on or before 01 July 2013. g. High Year Tenure (HYT) date or approved HYT waiver must be on or after 1 July 2016. h. Members who have submitted voluntary Fleet Reserve (FLTRES)/retired requests to NPC are not eligible. Voluntary FLTRES are those not mandated by HYT; requests due to HYT are eligible for advancement and selection board consideration provided their HYT date for the present paygrade is 1 July 2016 or later per reference (a). An approved or pending voluntary FLTRES/ retirement request must be successfully disapproved, canceled, or modified to an involuntary date prior to the board convening to render a candidate selection board eligible. i. Commissioning Programs. Candidates who have been selected for Seaman To Admiral (STA-21), Medical Enlisted Commissioning Program, and Medical Service Corps in-service procurement programs remain eligible for advancement consideration. Selection to any other officer commissioning program renders candidates ineligible. Commands are required to request those candidates be invalidated by PERS-802. Per reference (b), nuclear candidates will be assigned Navy Enlisted Classification (NEC) 3359/3389 upon transfer of a nuclear propulsion plant operator to a non-nuclear billet at sea or ashore, or to duty under instruction including special college education programs. Therefore, nuclear candidates transferred to a STA-21 duty station will not be selection board eligible. j. Security clearance requirements. Candidates in a rating requiring a security clearance must have a favorable investigation adjudication issued by the Department of Defense Central Adjudication Facility. If the candidates Commanding Officer (CO) grants an interim clearance, documentation must be received by PERS-802 prior to board convening. Refer to reference © for additional guidance. Once Sailors have a clearance they must maintain that clearance eligibility. Ratings requiring a security clearance are AC, AE, AG, AO, AT, AWF, AWO, AWR, AWS, AWV, AZ, CTI, CTM, CTN, CTR, CTT, EOD, ET, FC, FT, GM, HT, IC, IS, IT, ITS, LN, MA, MC, MN, MT, ND, OS, QM, SB, SO, STG, STS, and YN, as well as all nuclear and submarine ratings. This guidance supersedes reference (a). k. Branch class (BRCL) and special program indicator (SPI) code. The Navy accounting status for BRCL 32 Sailors must be verified via the command's Enlisted Distribution Verification Report. BRCL 32 with a blank SPI code is an invalid Navy accounting status. Commands must correct the error via the Navy Standard Integrated Personnel System or the Sailor may seek relief via petitioning the Board for Correction of Naval Records. Sailors in this accounting status as of the board convening date will be invalidated. l. Competitive group specific eligibility requirements. Candidates must meet special requirements (citizenship, medical, etc.) for certain ratings as outlined in paragraph 204 of reference (a). Commands must verify and submit a message to NETPDTC N321 and NAVPERSCOM PERS-802 requesting invalidation of those selection board eligible Sailors who no longer meet the qualifications listed in reference (a) or below by the scheduled board convening date. (1) Air Traffic Controllers must possess a valid Federal Aviation Administration 7220-1 ATCS Certificate and meet requirements established in NAVMED P-117. (2) Explosive Ordnance Disposal (EOD) personnel. To be eligible for advancement to E8 and E9, Sailors must hold the master EOD technician NEC (5337). (3) Navy Diver personnel. To be eligible for advancement to E8, Sailors must hold the first class diver NEC (5342) for group 2 or the master diver NEC (5341) for group 1. To be eligible for advancement to E9, Sailors must hold the master diver NEC (5341). (4) Nuclear trained personnel: (a) To be eligible for advancement to E8, submarine sailors in nuclear ratings must hold a supervisor NEC (3363, 3364, 3365, 3366). Personnel must also hold a nuclear qualified secondary NEC 3302 (engineering department master chief (EDMC)). A NAVPERS 1221/6 requesting a secondary NEC of 3302 must be submitted to OPNAV N133 by 8 April 2016. E-mail the NAVPERS 1221/6 and copy of qualification card to bullnuke(at)navy.mil via Force EDMC. Personnel must also hold a secondary NEC 3302 and have served or be currently serving as an EDMC of a submarine. Acceptable documentation of EDMC service for review by the advancement board includes an evaluation with "EDMC" in Block 29/41 or a letter from the CO via the member providing dates of EDMC service. Sailors without EDMC service documented in their service record must submit documentation with their LTB providing dates of EDMC service. (d) To be eligible for advancement to E9, surface Sailors in nuclear ratings must hold a supervisor NEC (3393, 3394, 3395, 3396), and must have served, or be currently serving as, a division leading chief petty officer (DLCPO) of a nuclear division at sea (reactor mechanical, reactor electrical, reactor controls, reactor propulsion, or reactor laboratories), reactor training division officer (RT DIVO) at sea, or leading crew chief (LCC) of a prototype. E8s who are billeted as Reactor Department Master Chief (RDMC) in lieu of DLCPO are also eligible for advancement to E9. Acceptable documentation of DLCPO, RT DIVO, LCC, or RDMC service for review by the advancement board includes an evaluation with DLCPO, RT DIVO, LCC, or RDMC in Block 29/41 or a letter from the CO via the member to the board providing dates of DLCPO, RT DIVO, LCC, or RDMC service. Sailors without DLCPO, RT DIVO, LCC, or RDMC service documented in their service record must submit documentation with their LTB providing dates of DLCPO, RT DIVO, LCC, or RDMC service. m. E9 eligibility requirement. Per reference (d), starting with the FY- 17 Senior Chief selection boards, all newly selected Senior Chiefs are required to complete the U.S. Navy Senior Enlisted Academy in Newport, Rhode Island or attend either the U.S. Air Force Senior Enlisted Academy, U.S. Marine Corps Senior Enlisted Academy, U.S. Coast Guard Senior Enlisted Academy, or the Joint Special Warfare Academy in order to be eligible for advancement to Master Chief. This means the first boards where Senior Enlisted Academy completion will be required for selection board eligibility is the FY-20 Master Chief selection boards. Senior Chiefs should plan accordingly. 4. Competitive Groups. It is the responsibility of the candidate and command to ensure that the candidate is listed in the correct competitive group and that any issue is identified and forwarded to PERS-802 prior to board convening. Navy Diver Group 1 Master Diver (5341) Group 2 First Class Diver (5342) 5. Record review and communication with the E8/9 Selection Board. a. It is the responsibility of the candidate and command to ensure that the candidates Official Military Personnel File (OMPF) field codes 30 38 and Performance Summary Record (PSR) are up-to-date. Candidates should not include items in their LTB that are already included in their OMPF or PSR unless the OMPF version is unreadable or the PSR is incorrect. Candidates should check their evaluation continuity via BUPERS Online (BOL). Any evaluation gaps should be resolved by either submitting the missing evaluations or a statement in lieu of missing report per chapter 17 of reference (e) in the candidates LTB. b. Communication to the board must originate from the individual Sailor and must be accompanied under the candidates signed LTB. Commands are not authorized to submit a message to NPC requesting information be presented to the board. Third party correspondence is any communication to the board which is not accompanied by the candidates signed LTB and will not be permitted. This supersedes reference (a). Information received that is not under a signed LTB or not received by NPC Customer Service Center (CSC) by the established deadline will not be presented to the board. Exams ordered after the TIR list has closed should be ordered via message or in the preferred message format via e-mail to sfly_N321_exam_order(at)navy.mil following the guidelines in chapter 4 of reference (a). Ensure a POC is included in the message. (4) Substitute exams should be kept to a minimum and require justification as stipulated in chapter 4 of reference (a). Naval Education and Training Professional Development and Technology Center (NETPDTC) is the approval authority for all substitute exams. The Deadline for non-SCI substitute examination ordering is 12 February 2016. d. ESO must verify the examination order at the View Previous Exam Orders link via NEAS web within 14 days of placing the order. 5. General Examination Information a. Examination will be administered per chapter 6 of reference (a). Do not administer cycle 230 examinations prior to 21 January 2016 unless specifically authorized by Reserve Enlisted/Reserve Officers (PERS-812). b. Refer to reference (e) regarding examination options for Sailors who are pending deployment to, or are deployed and operating in Iraq, Afghanistan, or the Horn of Africa. Commands must submit the command letter of transmittal in accordance with reference (a). The in-theatre selection board eligibility waiver is not an automatic process. c. Authorized materials during examination administration, only those materials specifically identified and listed in chapter 6 of reference (a), this NAVADMIN and the general examination verbatim instructions are authorized for use during examination administration. d. Navy Counselor (NC) Recruiter examinations. Administer Navy Career Counselor (Recruiter) (NCCR) examinations to the NCs holding the 2186 NEC. Administer Navy Career Counselor (Counselor) (NCCC) examinations to all other NCs. e. Aviation Electronics Technician (AT) examinations. Administer Aviation Electronics Technician (Intermediate) (ATI) examinations for intermediate maintenance personnel and Aviation Electronics Technician (Organizational) (ATO) examinations for organizational maintenance personnel. Personnel will continue to be tested via two separate examinations, but will be merged together for advancement purposes. f. Air Traffic Controllers (AC) must possess a valid FAA 7220-1 ATCS certificate and meet requirements established in NAVMED P-117. g. Nuclear Electronics Technician (ETN), Nuclear Electricians Mate (EMN), and Nuclear Machinists Mate (MMN) examinations: (1) ETN, EMN, and MMN candidates will take nuclear-specific rating examinations. (2) Nuclear Surface and Submarine candidates will take the same examination. h. The Non-Nuclear Electronic Technicians (ET) rating has separate exams for Electronic Technicians (Communications) (ETR), Electronic Technicians (Navigation) (ETV) and ET. The Non-Nuclear Machinists Mate (MM) rating has separate exams for Machinists Mate (Engineering) (MME), Machinists Mate (Weapons) (MMW), and MM. Administer the appropriate examination in accordance with (IAW) applicable NEC: (1) ET Examinations: ETR - NEC 14BH, 14HH, 14RO, 14TO, 14CM, 14TM, 14EM, 14RM ETV - NEC 14NM, 14NO, 14NV, 14SM, 14TK, 14XM, 14NP, 14GM, 14XO NOTE: ET surface - Administer the ET examination. (2) MM examinations: MME - NEC 4230, 4231, 4234 MMW - NEC 4232, 4233, 4235 NOTE: MM Surface - Administer MM examinations. i. If an exam is administered in error, the command must request to invalidate IAW reference (a), paragraph 610. 6. Competing Groups. Commands must verify their exam status verification report (ESVR) and submit a message to Naval Education and Training Professional Development and Technology Center (N321), info Eligibility and Promotions Branch (PERS-802), requesting invalidation for candidates no longer eligible or no longer recommended for advancement. Withdrawal of advancement must be documented per reference (a), paragraph 721.b. c.
