The Navy Advancement Center will apply the E7 Final Multiple Score (FMS) metric to each candidate to determine the rank order in each rating. The E7 FMS is derived from only two elements, your performance (evaluation advancement recommendations average) and exam standard score (numerical representation of how well you did on the rating knowledge exam compared to peers taking the same exam). Your Performance Mark Average is 60% of the FMS formula.

The Navy Advancement Center is currently receiving substitute exams for the Active Duty and Full Time Support E7 advancement Cycle 230. We are on schedule to post the Selection Board Eligible (SBE) list in early March. After the rank order is established in each rating, only the top 60% will be SBE. Reserve E7 candidate answer sheets are also being received. The Reserve E7 SBE list is normally processed in early April.

The Navy Advancement Center (NAC) processes over 270,000 answer sheets annually. The packages are mailed in from around the world, and once received the NAC N321 staff takes great care in opening, verifying, counting and recounting each exam answer sheet package. When aswer sheet returns don't match the answer sheet transmittal letter information, NAC staff contacts the command that mailed the package to resolve the discrepancy. Once 75% of the Cycle answer sheets have been scanned, a process is initiated in the Navy Enlisted Advancement System to check exam answer keys against Fleet responses. At the 90% scan mark, standard scores for each rating are determined by spreading the raw scores (number of questions answer correctly) by each candidate on a scale of 20 to 80. That process is called the raw score to standard score conversion and is vital to the Final Multiple Score and rank order. Then, when at least 95% of the projected answer sheets have been returned, NAC will complete a process that counts the number of candidates that pass the exam in each rating and send that information to the Enlisted Community Managers and OPNAV's Enlisted Planners to begin the quota build process. Expediting answer sheet returns and minimizing the number of substitute exams helps speed up the process described. As of today, NAC has approximately 70% of the Active Duty and Full Time Support E7 answer sheets returned from the January 21 exam administration (Cycle 230). The Chief Petty Officer selection board eligibility list should be published in early March. Good luck to all candidates.

Navy advancement exams are developed by E7 and above rating subject matter experts. Chiefs who get selected to represent their rating will be funded for Temporary Assigned Duty to the Navy Advancement Center in Pensacola, Fla. Selected rating experts will serve as panel members for an Advancement Readiness Review (AERR) event based on the schedule below (SlideShare link). AERRs are one to two weeks in duration, and give attendees an opportunity to have a unique and impactful influence on a rating. During the AERR, rating chiefs will develop test plans and test content, verify reference material, review exam bank questions and write new questions. It's a tough and rewarding TAD. The majority of Active Duty and Full Time Support E7 answer sheets were mailed to NAC today after yesterday's Chief Petty Officer Cycle 230 exam administration. NAC will scan each answer sheet received and begin the rank-order process for each enlisted rating. Some E7 candidates will take late exams, and a small number of candidates will be waived from the exam process while serving in a Congressionally Designated Combat Zone. Once NAC receives approximately 95% of the answer sheets, final cuts will be set and the Selection Board Eligible (SBE) list will be published. NAC normally publishes the E7 SBE list in early March. Advancement eligible Active Duty and Full Time Support First Class Petty Officers will take the Cycle 230 Navy-wide advancement exam on Thursday, January 21, 2016. The 175-question exam is made up of 150 job-specific questions and 25 professional military knowledge questions. Candidates will garner a standard score (SS) based on how well they did compared to peers taking the same exam. Those who answer the most questions correctly in each rating will get an SS of 80. All candidates will be rank ordered by their Final Multiple Score, with only the top 60% in each rating moving on for selection board consideration.
