  2. The Cycle 239 update (NAVADMIN 086/18) may require commands to request additional late exams. Commands that have Sailors with a Career Waypoint (CWAY) status of Denied Final Active (DFA) will remain eligible for advancement based on the updated guidance. Prior to the Cycle 239 policy update, commands did not have a requirement to order exams for advancement candidates in a CWAY-DFA status. If you did not take the Cycle 239 exam due to your CWAY status, contact your command ESO today!   3. For the sake of consistency, it most likely would be helpful to add the name and SSN to the top left corner. However, the information you are providing is for documents contained in a member's record (OMPF - Official Military Personnel File) to view in EMPRS. A letter to the board is sent directly to the board. "Selection Boards use the same system, EMPRS, to view the digital images contained in the OMPF." In the below statement it refers to a third party, most likely an admin, to add the member's name and SSN if necessary (if no identifying information is provided). Again the LTB is sent directly to the board but is not submitted to the OMPF. "Ensure that both the member's name and SSN are on the document. If necessary, write the member's name and SSN in the top, left-hand corner of each document submitted. " Additionally, the title of BUPERSINST 1070.27C is Document Submission Guidelines for the Electronic Military Personnel Records System. Inside it states that the OMPF is a permanent record of required information of that member. Again, I don't think an LTB is submitted to the OMPF and would not be permanent.

(NNS) -- The Professional Military Knowledge (PMK) section of the Navy-Wide Advancement Exam (NWAE) will transition to a stand-alone, once-per pay grade, electronically-delivered eligibility exam starting in October 2018 as announced in NAVADMIN 085/18. The Electronic PMK Eligibility Exam (PMK-EE) will expand from the current 25 questions to 100 for the stand-alone exam, but Sailors will only have to pass that exam once per pay grade. The PMK information will be removed from the NWAE starting with the September 2019 Cycle 244 (E-4/5/6). Future NWAEs will then consist of 175 rating-related questions. "This effort is a result of direct feedback we received from Sailors," said Naval Education and Training Command Force Master Chief Karim Cole. "As part of Sailor 2025 and rating modernization efforts, the PMK exam continues to emphasize the importance of Professional Military Knowledge, while also taking this initial step into the electronic exam process." Additionally, this change enables Sailors preparing for the NWAE to concentrate exclusively on job-specific knowledge. Sailors will have a single path to access the PMK-EE -- via My Navy Portal (MNP) through the Learning Management System (LMS). The online exam will consist of five topic areas: Leadership and Character, Career Information, Professional Conduct, Naval Heritage, and Seamanship. Each topic may be taken independently of the other sections, in any order, and not necessarily during the same MNP session. Sailors taking the PMK-EE must achieve a passing score of 80 percent or higher in each area to pass the entire exam. Failure to achieve an 80 percent score on a topic will require that topic to be retaken in order to pass. Once each PMK-EE topic area is completed, the LMS will provide the number of questions successfully answered for that topic, as well as the associated reference from the bibliography for incorrectly answered questions. Once all topic areas are successfully completed, the PMK-EE will be finalized in the LMS and an overall exam score will be displayed. The topics and bibliographies used to develop PMK-EE questions will be available on the Advancement and Promotion webpage located on the MNP website. Bibliographies are also available via the Navy Credentialing Opportunities On-line (COOL) website and Navy COOL mobile application. PMK-EE will serve as an additional eligibility requirement for advancement to pay grades E-4/5/6/7 and must be successfully completed by the first day of the NWAE administration month. For Advancement Cycle 244, that would be September 1, 2019. PMK-EE completion will be recorded in the LMS and the Navy Training Management Planning System (NTMPS). NTMPS can be used to determine individual Sailor eligibility for advancement.   10. More than seven decades after being sunk by a Japanese submarine, the U.S. Navy has a final crew accounting of heavy cruiser USS Indianapolis (CA-35). The U.S. Navy performed a wide array of missions during the Vietnam War. In the air, it was a key partner with the U.S. Air Force during the Rolling Thunder and Linebacker air campaigns against North Vietnam, and in other air operations in Laos and Cambodia. On the coast, it developed a highly effective blockade to prevent the resupply of enemy forces by sea, engaged in naval gunfire support missions against enemy targets in the littoral areas of Vietnam, and provided amphibious transport for Marines operating in I Corps. On the rivers, it stood up several task forces designed to protect commercial traffic, assist allied ground forces in pacifying these areas, and interdict enemy troops and supplies moving on these inland waterways. The U.S. Navy also supported the war effort with a massive sea and riverine logistics operation, built and managed shore facilities throughout South Vietnam, and provided extensive medical support for the allied military operation. A total of 1.842 million Sailors served in Southeast Asia. The Navy provided the allied effort with many unique capabilities, the most significant being the projection of U.S. combat power ashore and control of the seas to support a land war in Asia far from the United States. Overall, the Navy suffered the loss of 1,631 men killed and 4,178 wounded during the course of the war. 2. To ensure the sacrifices of the 9 million who served during this difficult chapter of our country's history are remembered for generations to come, President Donald Trump signed into law the Vietnam War Veterans Recognition Act of 2017, designating March 29 of each year as National 29 we will honor all those who answered our Nation's call to duty.   14. You are putting out incorrect information: The NAVADMIN does not exclusively prohibit AMRDEC. AMRDEC is a secure file storing facility, not an email client. The NAVADMIN does say that the preferred method of communication is secure email or the postal system. Recipients behind a .mil or .gov network will receive notice of a file temporarily stored in AMRDEC when the sender adds those emails addresses.

  16. To pass the advancement exam, you will need to have a raw score (number of correctly answered questions) of at least 49 for E4, 55 for E5 and 61 for E6 and E7. Currently, all enlisted advancement exams have 175 questions.
  17. Your exam standard score is a numerical representation of how well you did compared to peers taking the same exam. Scores range from 20 to 80, with the candidate that answers the most questions correctly getting a score of 80. The "pass" standard is very low since the Navy is using the exam to equitably compare candidates in the same rating. Navy exams are the one Final Multiple Score element that Sailors have complete control over.
  18. The Navy Advancement Center processes substitute exams as they are received. The exam standard score calculations are done in the same manner as the Navy-wide advancement exams for Final Multiple Score computations. Your Educational Services Officer (ESO) is responsible for prompt return of the substitute exam answer sheets. Advancement (E4-E6) and E7 Selection Board Eligibility results will include all substitute exams received and processed as long as there are no candidate discrepancies. Substitute exam answer sheets received after results publication will be immediately processed, and a profile sheet will be made available the following day. Check with your ESO to get the status of substitute exam processing.
