  1. WASHINGTON — The Defense Department released guidelines Thursday on how troops can now sue the military for medical malpractice, which they had been barred from doing for more than 70 years. The Pentagon will begin paying service members or their estates next month for substantiated claims of less than $100,000 that were filed within two years of a medical malpractice incident, according to the information published in the Federal Register.

WASHINGTON – Military Housing Privatization Initiative (MHPI) companies at all Department of the Navy (DoN) installations have fully implemented all 18 rights contained in the Tenant Bill of Rights as of June 1. “The team did tremendous work with our privatized housing operators to arrive at full implementation of the Tenant Bill of Rights across the Department of the Navy’s installations,” said Todd Schafer, the acting Assistant Secretary of the Navy (ASN) for Energy, Installations and Environment (EI&E). “Ensuring the implementation of the tenants’ rights is an important step in our long-term plans to continue to improve transparency and communication for Service members and their families who live in public-private venture housing.” The MHPI Tenant Bill of Rights was created under the 2020 National Defense Authorization Act to ensure that Service members and their families who reside in homes and communities on Department of Defense (DoD) installations receive quality housing and fair treatment from the MHPI companies that operate and maintain privatized housing. The universal lease framework, a key common document across the DoD, will begin to be rolled out for renewing or prospective new tenants over the next several months. “We have privatized housing on 57 Navy and 19 Marine Corps installations. These installations are not only a workplace, but a home to many of our Sailors, Marines, DoN civilian employees and their families,” said Schafer. “We owe it to our personnel to ensure access to safe, quality, and well-maintained homes.”

  7. The Navy will keep existing COVID-19 precautions in place for the upcoming fall E-4 through E-6 active and reserve advancement cycles. It’s the same method used successfully for the last few advancement cycles. This means E-4 advancement exams for active duty (AD), full-time support (FTS), and drilling reserve Sailors are cancelled. Instead, qualified E-3s will be identified for advancement using the alternate Final Multiple Score (FMS) process that has been in effect since COVID-19 precautions started in March 2020. The cancellation was announced in NAVADMINs 104/21 for AD and FTS, and 105/21 for Selected Reserve (SELRES) Sailors, both released on May 25. These cancellations impact all E-4 exams scheduled as part of the AD and FTS Cycle 252, as well as the SELRES Cycle 109. The only exception will be those drilling reservists taking the exam through the E-4 Prior Service Reenlistment Eligibility – Reserve (PRISE-R) program. All other eligible E-3 Sailors will instead be ranked for advancement using an alternative FMS rank-order method without inclusion of the exam score, from a proctored exam. Fleet feedback from previous rank-order E-4 advancements has been positive. The message also outlined the Navy’s plans for administering September’s E-5 and E-6 exams on a staggered schedule throughout the month as a further precaution against the virus. “With uncertainty as to where the COVID-19 situation will be this fall, the Navy’s advancement team continues to work to ensure the safety of our Sailors,” said Rear Adm. In reference (a), Chief of Naval Personnel (CNP) discussed an update to MILPERSMAN 1000-021, CPPA Program, and future replacements to the Transaction Online Processing System (TOPS) and the Navy Pay and Personnel (NP2) system. Due to delays concerning system security and budget shortfalls, these updates have been pushed to the right. As such, the update to MILPERSMAN 1000-021 has also been delayed. 4. Key areas where CPPAs are critical to the success of providing timely and accurate pay and personnel transactions to our Sailors around the Fleet are: 1) professionalization, 2) adherence to Navy Standard Integrated Personnel System (NSIPS) reporting requirements, 3) timely submission of system access requests, and 4) command support and engagement. Continued focus and improvement on these programs, processes and policies will ensure that the CPPAs and PSD/TSC processors are able to provide world-class support to improve Fleet readiness and warfighting effectiveness. a. Professionalize the CPPA workforce. Reference (a) announced updates to the CPPA program, designed to professionalize the CPPA workforce. Key enablers included coding billets with the A16A CPPA Navy enlisted classification (NEC) to deliver trained Sailors to commands, providing increased systems access via the expanded NSIPS CPPA User role and enabling CPPAs to gain Sailors to commands and upload Key Supporting Documents (KSD) directly. As Navy Pay and Personnel Support Center (NPPSC) continues to refine how to solve pay issues and report metrics, it is imperative that trained, decentralized CPPAs push accurate information delivered from Sailors. Commands ensuring this first step and NPPSC providing timely feedback will reduce pay issues. b. NSIPS Reporting Requirements: (1) In line with reference (a), CPPAs were directed to submit completed NSIPS Panel 1 gains by the end of the first business day after a Sailor reports for duty. Since 1 December 2020, pay and personnel metrics indicate CPPAs have steadily increased their use of NSIPS Panel 1 reporting but are not in full compliance. The March 2021 metrics revealed that only a third of all gains use NSIPS Panel 1 and the remaining two thirds of gains were performed by the supporting PSD/TSC, based on receiving KSDs via TOPS. The latency associated with using TOPS and a transaction initiated by a PSD/TSC clerk adds unnecessary delays in personnel reporting and updating unit readiness. This lack of compliance leads to inaccurate reporting of Fleet manning. (2) CPPA use of NSIPS Panel 1 reporting to gain Sailors is now mandatory. Starting 1 June 2021, NPPSC will provide monthly metrics data to the Fleet and Type Commanders of all units consistently out of compliance, focusing on those unexcused, expired gains beyond 10 business days. c. System Access Requests. Unit readiness has a direct correlation to CPPAs providing accurate and timely NSIPS activity reporting. All PSD/TSC- supported commands were directed by reference (a) to ensure a minimum of two CPPAs had access to and actively used the NSIPS CPPA User role by 1 December 2020. CPPA access to NSIPS via system access request is now mandatory. d. Command Support. The following is a review of the actions that must be taken by Commands and their CPPAs: (1) Commands must verify they have the appropriate A16A Billets Authorized and Sailors have attended CPPA C-School. Distribution will assign the CPPA C-School en route if the billet is coded with the A16A NEC. If not, there is no demand signal from the Fleet that the requirement exists. If there is insufficient billeted CPPA support at the command, COs must take the appropriate action through their respective ISICs/TYCOMs to assign the CPPA NEC to those PS and/or YN billets. CPPA is not an appropriate collateral duty outside these administrative ratings, and the legacy CPPA training course will retire by the end of FY-21. (2) When gaining new Sailors, CPPAs submit completed NSIPS Panel 1 events by the end of the first business day after a Sailor reports for duty, and have the KSDs submitted to the supporting PSD/TSC by the end of the second business day. A review of expired gains should be completed monthly. (3) All PSD/TSC-supported commands must ensure a minimum of two CPPAs have access to and actively use the NSIPS CPPA User role. Commands must provide the names of their CPPAs to their supporting PSD/TSC and keep information current as CPPAs transfer in and out of their commands. (4) Within 36 months of assignment, CPPAs must complete the 24 required eLearning courses along with related personnel qualification standards line items. e. CNPC Support. In March, CNPC held the first CPPA town hall event that highlighted some of these important collaborations. Additionally, CNPC will provide monthly feedback to leadership with the status of CPPA-to-processor partnership. 5. TOPS Replacement Update a. The transition from TOPS to the MyNavy Career Center (MNCC) Customer Relationship Management (CRM) tool has been delayed. Cutover from TOPS to MNCC CRM is driven by the customer base requesting and obtaining accounts and may vary across the PSDs/TSCs. The transition will re-commence in June 2021. b. To gain access to the MNCC CRM, users must submit a complete and timely System Authorization Access Request Navy (SAAR-N) request using the Account Request/SAAR-N step-by-step guide, which may be requested by contacting MNCC at 833-330-MNCC (6622) or via e-mail at askmncc(at)navy.mil. It is highly recommended that the senior member of the interview panel for applicants applying for LDO is an in-designator commander (CDR) or above. If not available, a LDO CDR or above in another designator can serve in this capacity with at least one board member from the designator family. Officers who were CDR or CAPT LDOs that reverted to another designator via Without Board Action (WOBA) process can serve as the senior member. In communities where there are no longer senior LDOs within the community, a CDR or CAPT from the parent community can act as the senior board member, e.g., a Supply Corps (3100) CDR or CAPT for Supply (651X) applicants. b. For CWO applicants, the senior member of the interview panel shall be a LCDR or above with at least one in-designator CWO4 or CWO5 as a board member. Commanding Officer (CO)/Officer-in-Charge (OIC) endorsement must contain the following statement: *Applicant meets all requirements outlined in OPNAVINST 1420.1B, OPNAVINST 1120.12A, NAVADMIN 117/21 and the physical fitness standards of OPNAVINST 6110.1J.* The endorsement should also clearly state the command and COs name and rank. 4. First class petty officers serving in Iraq, Afghanistan and the Horn of Africa that are determined chief petty officer board eligible in line with reference (c) are also eligible for LDO if all other eligibility requirements are met. 5. Interview appraisal boards shall be constructed and approved by the CO/OIC and consist of only three Reserve or Active Component officers. LDOs or CWOs should be utilized as board members to the maximum extent possible. The senior member of the interview panel should be a lieutenant commander or above. Every effort must be made to ensure at least one board member is from the designator for which the applicant is applying (including but not limited to teleconference, video teleconference, defense connect online, etc.). Minimum grade requirements for board members are lieutenant junior grade or CWO2. CWO2 panel members must have at least two years time in grade. The interviewing board should, whenever possible, be comprised of officers who are not in the applicants command or at least not directly in the chain of command. If it is not possible to assemble a panel of three officers, the interviews may be conducted separately. Only three interview appraisals must be submitted for each applicant. The potential block on interview appraisals must be marked for LDO and CWO candidates. Only the current version of the interviewer appraisal sheet will be accepted. Follow the instructions in paragraph 10 to download the most current interviewer appraisal sheet. a. The CO of either Sea, Air and Land Team 17 or 18 is a required interview appraisal board member for both the 715X and 717X designators. b. All applicants applying to the 715X designator must hold NEC O26A or O23A. All applicants applying to the 717X designator must hold NEC O52A. 6. Applicants currently serving on IA/GSA may have their application endorsed by their field commander. All applications endorsed by field commanders must have their parent command concurrence. Follow the instructions in paragraph 10 to download a sample addendum letter. 7. Applicants must ensure copies of the most recent periodic evaluation are included in the application or subsequent addendum for board review and continuity. First class petty officers must submit their 15 November 2021 evaluation via addendum if it is not already reflected in their official military personnel file. 8. Applicants must maintain eligibility throughout the selection and commissioning process. Applicants that are deemed ineligible after the submission of applications must be declared ineligible by their current CO, field commander (if on an IA) or parent command CO. Follow the instructions in paragraph 10 to download a sample letter of abeyance or removal of recommendation memo. 9. The FY-23 Navy Selected Reserve LDO and CWO ISPB will convene at a date to be determined in calendar year 2022. For the most current board dates, visit MyNavy Portal (MNP) at https://www.mnp.navy.mil/group/advancement-and-promotion/reserve-officer, click on Selection Board Schedule, then Selection Board Support and FY-23 board schedule, when available. E-mailed applications must be received by the MyNavy Career Center no later than 1 October 2021. Submit applications via e-mail to cscselboard(at)navy.mil. E- mails must be sent encrypted using a military e-mail account to protect personally identifiable information. a. All addendums to packages including any routine addendums, evaluations and awards must be received no later than 15 December 2021. Applications must be signed by the CO or acting CO of the applicant. Addendums can be signed by another officer with *By direction* authority if the CO or OIC is unavailable. b. Communication to the board must originate from the individual Service Member. Information received that is not under the applicants cover letter (e.g., third party correspondence) and endorsed by the command or not received by MNCC by the established deadline(s) will not be presented to the board. The time and date (central standard time) received in the MNCC inbox via e-mail is the time and date used for deadline verification. Although a late submission may be accepted by MNCC, it will not be presented to the board. All applications or addendums must have the full social security number of the Service Member on each page. Electronic and hard copy addendums must include a command endorsement. The FY-23 Navy Selected Reserve LDO and CWO ISPB number is 23315. Applicants who are unable to e- mail applications may contact the point of contact listed in paragraph 11a for further guidance. 10.
