This NAVADMIN solicits applications for the FY-18 Medical Service Corps (MSC) In-Service Procurement Program (IPP) Selection Board. The MSC IPP will convene in the Fall of 2017. MSC IPP provides a path for qualified, career-motivated, enlisted personnel to obtain a commission as an MSC officer. Applications will be accepted for the following specialties: Health Care Administration (HCA), Environmental Health, Industrial Hygiene, Pharmacy, Physician Assistant (PA), Social Work, Entomology, and Radiation Health. 2. This program is open to active-duty enlisted Sailors, Marines, and Navy Full-Time Support (FTS) personnel of any rating in paygrades E-5 through E-9 at the time of application. Waivers for exceptionally well qualified Sailors in the E-4 paygrade will be considered on a case-by-case basis. Reservists in an FTS status are eligible. Reservists in any status other than FTS are not eligible. 3. Application procedures and education requirements are outlined in this NAVADMIN and in chapters 1, 2, and 6 of reference (a). 4. Applicants must not have reached their 42nd birthday by the time of initial appointment and commissioning. Age waivers will not be granted. 5. Amplifying information for the FY-18 MSC IPP selection board. a. Applicants assigned to a nuclear training command or who hold a Navy nuclear enlisted classification (335x, 336x, 338x, 339x) and are applying for the FY-18 MSC IPP selection board must obtain conditional release from nuclear field duty prior to submitting their application for consideration for the FY-18 selection board. To obtain a conditional release, an applicant must submit an Enlisted Personnel Action Request (NAVPERS 1306/7) to the Chief of Naval Operations Nuclear Propulsion Program Management Branch via their detailer. The FY-18 MSC IPP selection board will only consider nuclear enlisted candidates who have a conditional release included in their MSC IPP application. b. For applicants not assigned to nuclear programs listed in paragraph 5a: Applicants under obligated training require a conditional release from their enlisted community manager (ECM). To obtain a conditional release, an applicant must submit a NAVPERS 1306/7 to their ECM. The FY-18 MSC IPP selection board will only consider enlisted candidates who have a conditional release included in their program application. c. Applicants must be worldwide assignable. In line with reference (a), chapter 6 paragraph 3e, applicants must meet precommissioning/accession physical standards for appointment as an MSC officer prescribed in reference (b), chapter 15. d. American College Testing (ACT), Scholastic Aptitude Test (SAT), Graduate Record Examination (GRE), Graduate Management Aptitude Test (GMAT), or applicable scores must be completed within 5 years of application due date. e. College board SAT or ACT exam scores are required for all Environmental Health Officer, Radiation Health Officer and Industrial Hygiene Officer applicants requesting to complete a bachelors degree using military funding. The minimum acceptable SAT score is 1,000 and the minimum ACT score is 42 (combined Math and English). Application packages missing exam scores or with scores below the minimum requirement will not be considered by the board. f. GRE scores are required for all applicants requesting to complete a masters degree using military funding (excluding pharmacy). For non-masters prepared applicants, a GRE score of 300 is required. Application packages missing exam scores will not be considered by the board. g. For applicants applying to the PA program, only SAT scores will be accepted. The minimum acceptable SAT score is 1,000 (minimum Math 460). Applications with an SAT Math score below 460 will not be considered by the board. h. Pharmacy applicants must submit Pharmacy College Admission Test scores as well as an acceptance letter into the professional program from an accredited pharmacy school. i. Entomology applicants must possess a bachelors degree prior to June 2018 with a minimum grade point average of 3.0 on a 4.0 scale and have a GRE score of 300 or higher. Application packages missing exam scores will not be considered by the board. Applicants must include an acceptance letter or a tentative letter of acceptance to a full-time graduate degree program from an accredited university in entomology. 6. For HCA applicants, the board will select candidates for two separate categories: direct commission and training. Applicants are encouraged to apply for both categories, if eligible. a. Direct Commission. Applicants for direct commission must possess a qualifying bachelors or masters degree prior to June 2018. (1) Qualifying bachelors degrees include HCA, Health Services Administration or Management, or in an applicable business or management discipline. Acceptable disciplines include Accounting, Business Economics and Policy, Finance, Information Systems Management, Logistics, Manpower, Human Resources, Materials Management, and Public Administration. Applicants must have a cumulative grade point average of 2.5 on a 4.0 scale. Preferred candidates will have a cumulative grade point average of 3.0 or higher on a 4.0 scale. (2) Qualifying masters degree for entry grade credit must have an emphasis in HCA and must be accredited by one of the following accrediting bodies: (a) Commission on Accreditation of Health Care Management Education, more information is available at http://www.cahme.org, (b) The Association to Advance Collegiate Schools of Business, more information is available at http://www.aacsb.edu, (c) The Council on Education for Public Health, more information is available at http://www.ceph.org, and (d) National Association of Schools of Public Affairs and Administration, more information is available at http://www.naspaa.org. Preferred applicants will have a graduate cumulative grade point average of 3.5 or higher on a 4.0 scale. b. Training. HCA applicants for training must possess a qualifying degree prior to June 2018. (1) Exceptionally qualified applicants without a qualifying bachelors degree may be considered on a case-by-case basis if they possess a bachelors degree in the Science, Technology, Engineering, or Mathematics fields. Likewise, applicants with a graduate degree that does not qualify for entry grade credit may be considered on a case-by-case basis if they have a graduate cumulative grade point average of 3.5 or higher on a 4.0 scale. (2) MSC IPP is not offering full-time out service training for this board. Applicants requesting training will be screened for selection to attend full-time in-service training in either the Army-Baylor University graduate program in HCA, more information is available at http://www.med.navy.mil/sites/navmedmpte/nmtc/pages/bayloruniversity.aspx or the masters in HCA and Policy degree at the Uniformed Services University of the Health Sciences, more information is available at http://www.usuhs.mil/pmb/mhapcurriculum.html. A GRE or GMAT score is required for all applicants requesting training irrespective of degrees currently held. In addition, applicants must include conditional letters of acceptance from one or both schools for inclusion in their IPP package. (3) Applicants who currently possess a qualifying masters degree for entry grade credit will not be considered for training. 7. For applicants to the Physician Assistant program: a. College level Medical Terminology is now a mandatory pre- requisite. Medical Terminology completed as a requirement of A or C school will not be accepted. All pre-requisite course work must have been completed within the past 10 years. b. Official transcripts from all attended academic institutions must be requested and sent by the institution directly to the University of Nebraska Medical Center (UNMC) no later than 25 July 2017. c. Application to UNMC Physician Assistant Program must be initiated online via the WebAdmit/UNICAS system at https://ipap.liaisoncas.com also no later than 25 July 2017. No documents need to be uploaded into the WebAdmit/UNICAS system. Note: Completion of the online application does not qualify as submission of the application it is required for administrative purposes only. d. Hard-copy applications must be shipped to Navy Medicine Professional Development Command by 1 September 2017 in order to be considered (see paragraph 10). Applicants will be notified of their academic eligibility well before the official MSC IPP application deadline. 8. Applicants for the 24 month Master of Social Work (MSW) internship must have a masters degree in social work from a graduate school of social work accredited by the Council of Social Work Education at http://www.cswe.org, with a completion date no later than June 2018. Candidates with strong clinical backgrounds are preferred, with preference given to those able to demonstrate experience and proficiency in diagnosis and treatment, trauma, Post-Traumatic Stress Disorder, Traumatic Brain Injury, and resiliency. A licensed graduate social worker or equivalent is required for internship in states that license post-MSW social workers. 9. In line with references (a) and (c), applicants are reminded that to be eligible for voluntary retirement, an applicant appointed as an officer is required to complete 20 years of active-duty service, with at least 10 years of service as an active commissioned officer. 10. This NAVADMIN solicits applications and provides guidance for the FY-18 Seaman to Admiral-21 (STA-21) Commissioning Program. 2. STA-21 is a full-time undergraduate education and commissioning program open to enlisted personnel of all paygrades and ratings who meet the eligibility requirements specified in reference (a). 3. Deadline for submission of applications for the FY-18 STA-21 Program is 1 July 2017. Application packages must be postmarked on or before the deadline date. It is recommended that applications be mailed prior to the deadline as early submission allows timely feedback to the Sailor for submission of missing or illegible documents. Deadline for submission of additional documentation to a package is 1 August 2017. No additional documents can be added after this date. The selection board is scheduled to convene in September 2017, and the selectees will be announced via NAVADMIN. 4. The following target options and core are open for application for the FY-18 Selection Board: Surface Warfare, Nuclear (Surface/Submarine), Special Warfare, Explosive Ordnance Disposal, Naval Flight Officer, Pilot, Civil Engineer Corps, Nurse Corps, and Information Professional. 5. The following target options have zero select opportunity for FY-18: Human Resources, Intelligence, Information Warfare, Surface Warfare Officer (SWO)/Engineering Option, SWO/Information Professional Option, SWO/Oceanography Option, Medical Corps, Supply Corps, and Oceanography. 6. The Nuclear (Surface/Submarine) target option is open to Sailors who hold an active nuclear Navy enlisted classification (335X, 336X, 338X, or 339X) or Sailors who are students in the Navy nuclear power training pipeline. Applicants must be able to begin their coursework prior to commencing their eighth year of service. See the Nuclear Program Authorization dated December 2015 for more specific information and all other requirements to apply for the program. Additionally, all nuclear trained Sailors wishing to apply to any STA-21 program must receive a conditional release, pursuant to reference (b), from the Nuclear Enlisted Community Manager (OPNAV N133D). 7. The following information addresses lessons learned from the FY-17 STA-21 selection process and board. This information is provided to preclude common errors: a. Of the 342 applications received for FY-17, only 302 were board eligible. A total of 50 were selected to participate in the FY-17 STA-21 Program. b. Each year, packages are not considered due to non-qualifying scholastic aptitude test (SAT) or American college test (ACT) test scores, missing commanding officer (CO) endorsement/recommendation, recent non- judicial punishment, missing physical fitness assessment (PFA) cycles, missing or illegible submission of documents, and not meeting program age or PFA requirements. c. Minimum eligibility requirements must be met before submitting an application. Applications should be mailed only when fully completed. Officer interview boards shall consist of three officers. The applicants CO may not be a board member and should not submit an interview appraisal sheet. The COs personal interview should be conducted only after the application is complete and the officer interview board has submitted their appraisals. The full picture of academic and officer potential of the applicant can only be determined by reviewing the SAT/ACT scores, high school/college transcripts, and a completed application package. d. The CO endorsement is extremely important, especially the ranking of the individual among his/her peers. The endorsement should contain specifics about academic potential, commitment, leadership, service above self, and potential as a naval officer of the individual. CO comments should specify the primary option to which the individual is applying and address how the individual meets qualifications for that option. For junior Sailors with only schoolhouse evaluations, the CO must address this issue in his or her endorsement. e. An interview board and nomination review board shall be conducted in line with reference (a). It is recommended that officers of the applicants designator of choice, if available, be asked to participate in the interview/nomination review board to assess the applicant for their community. Officer appraisals provide important insight on the applicant. The appraisal from the board should be a frank and honest assessment of the applicants leadership and academic potential. Appraisal forms should be typed in 10 or 12 point font. f. The applicants personal statement should address why the Sailor wants to become an officer, how the Sailors selection would improve the Navy, and why the Sailor is applying for a specific option. Sailors must also address any hardships or unique experiences that shaped their character. Junior Sailors should provide information on high school experiences as high school transcripts rarely provide in-depth information on involvement in sports, clubs, volunteer hours, work, etc. Additionally, applicants should address any anomalies in the package (e.g., poor high school, college, or service school grades or poor evaluation performance). The explanation should include details of the situation, how the applicant has overcome these issues, and why the applicant will be successful in the future. g. The application is a reflection of the applicant. Applicants must review their packages in their entirety before submitting. Check for misspelled words and improper grammar. Ensure all transcripts (high school and all colleges) are enclosed. Within the last year, applicants must have passed the PFA, to include body composition assessment and the physical readiness test with performance in the good category. For applicants who received a waiver on the most recent PFA, points will be awarded from the most recent observed score from the latest full test taken within a year of application (i.e. Fall 2016 and Spring 2017). A grade of satisfactory or failure on either of the above two required PFAs will make the applicant ineligible. h. Qualifying SAT/ACT scores are required. Include any additional recommendations, qualifications, or other accomplishments as a part of the package. i. It is recommended that the command retain a copy of the entire application package.   8. WATERS OFF THE COAST OF SOUTHERN CALIFORNIA (NNS) -- Chief Gunner's Mate Trayvon T. Turner said he remembers vividly the day he knew he would become a chief petty officer. It all began with five words spoken by a chief petty officer during Turner's third class petty officer indoctrination 21 years ago. "You are now a leader," said Turner, recalling those empowering words-words that he said made him sit up straight in his seat. "From then on, my mind was made up; I was going to be a chief." Everyone has a start and Turner's career began as undesignated airman onboard Nimitz. "I started off in the weapons department where I worked in G2 Division with the aviation ordnancemen and gunner's mates," said Turner. "It was crazy to think I would do twenty years in the Navy." As the number of airmen grew on the ship, Turner decided he would forge toward his passion of becoming a radioman. "I would work and qualify with the guns and weapons system during the day," said Turner. "After all that, I would bring my conversion packet to get my signatures to convert to radioman." The long working days in weapons department, however, began to take a toll on Turner's chances of becoming radioman. "They would keep me running around later each day so I couldn't go and study to convert," said Turner. "They didn't want to lose me because of my qualifications on the guns and weapons systems." As he pressed forward, Turner developed a newfound respect for the gunner's mate rating, and in 1997, Turner took the rating exam and became a gunner's mate. It was a milestone Turner says he could not have accomplished without the help he received from a third class petty officer that he feels emulated leadership qualities meant for a chief. "Aviation Ordnanceman 3rd class Haywood had patience and the time to answer every question I had," said Turner. "That made a difference in my career and taught me the importance of taking time out of the day to answer questions for young Sailors." Over the years, Turner has held on to that valuable lesson he learned from Haywood and he has implemented it into his leadership style. "I give Sailors time," said Turner. "They deserve my time because that's what Haywood did for me. It goes a long way, like it did for me. We are so fast paced in the Navy and Sailors need their leaders to be there for them. After 16 years in the Navy, Turner earned the rank of chief petty officer. Today, he is leading more than 35 Sailors in weapons department aboard the guided-missile cruiser USS Princeton (CG 59). He is also Princeton's maintenance material management coordinator (3MC), command financial specialist, command equal opportunity officer, Morale, Welfare and Recreation (MWR) president and the Chiefs Mess vice president. "As a leader in the Navy, a chief has to wear many hats," said Turner. "Sailors are going to look to the chief for all types of knowledge about everything, and if the chief doesn't have the answer at that very moment, it's a chief's job to help that Sailor find the answer." On April 1, the Navy celebrated the 124th birthday of the chief petty officer rank, and Turner said he believes chiefs, past and present, hold a special bond that has endured since the inception of the rank. "We are taking care of each other like a family and it's been going on for over a century," said Turner. "Chief is a position of honor, heritage, and tradition. Wherever Sailors are, there will always be a chief to help."

Fleet Feedback. These modifications are the result of the close partnership with Navy leadership and the MAP strategic working group, which is comprised of senior enlisted leaders across the Fleet. The strategic working group assessed lessons learned from FY-16 and Sailor feedback to ensure even greater opportunity and flexibility is given to the command leadership triad. As a result, we have reduced the minimum E3-E5 billets authorized (BA) required for commands to receive a MAP quota. 5. Community Health. We must balance community health and provide Sailors with advancement opportunity across all three advancement cycles, two Navy Wide Advancement Exams (NWAE) and one MAP Season. a. To ensure communities remain healthy, commands who wish to nominate a Sailor in a controlled rate must submit their request via their chain of command to their budget submitting office/designated echelon II (BSO/Ech II) commands for consideration. BSO/Ech II commands remain the approval authority for controlled rate requests. Requests not approved by the BSO/Ech II command will be returned to the originating command, which can use the MAP quota to advance an alternate Sailor in a non-controlled rate. b. The following rates, by component, are controlled for the FY-17 MAP Season (i.e. BSO/Ech II approval required to be MAP advanced into the rates listed): (1) Active Component: CTM1, GSM1, LSS1, MMA1, MR1, SH1, YNS1. (2) Full Time Support: AD1, AE1, AME1, AO1, AS1, AT1, AWF1, AZ1, BM1, CS1, DC1, EM1, ET1, IT1, PR1, AWF2. c. A request for a controlled rate quota must be submitted from the CO, via the chain of command, to their BSO/Ech II command no later than 1 June 2017. The specific number of quotas, if any, will depend on the size of the E3-E5 BA at the command level, to include BA at subordinate UICs. At a minimum, a command with at least 15 E3-E5 BA will receive a MAP quota at the paygrade with the most billets (e.g. command with 5 E3 billets and 10 E4 billets will receive 1 E5 quota). Parent commands with subordinate UICs will be awarded quotas based on the combined BA of the parent and subordinate UICs. All Sailors assigned to subordinate UICs are eligible for MAP quotas assigned to the parent command. b. The BA associated with commands that do not generate MAP quotas are aggregated and then allocated to the BSO/Ech II for distribution to any commands within that BSO/Ech II, including the headquarters command. c. All commands are authorized to request quotas from their BSO/Ech II, via their immediate superior in command (ISIC) and Type Commander (TYCOM), whether or not command quotas are authorized. The deadline to submit quota requests is no later than 1 June 2017. BSO/Ech IIs and TYCOMs may issue additional guidance how subordinate commands must request a quota. Each BSO/Ech II command is the approval authority for ETPs for their subordinate commands. d. The list of MAP quotas by UIC can be found on the Navy Personnel Command (NPC) website at http://www.public.navy.mil/bupers-npc/career/talentmanagement/Pages/MAP.aspx. 7. MAP Eligibility. MAP is open to all Sailors who meet advancement eligibility requirements. a. MAP open season will take place from 1 July 2017 to 31 August 2017. Commands are encouraged to begin their MAP selection process and submit their MCL as early as possible to ensure Sailors are advanced and paid expeditiously. b. MAP redistribution season will take place from 1 September 2017 to 30 September 2017. The effective date of advancement is the date of the COs MCL or 1 September 2017, whichever is later. c. Sailors can only be meritoriously advanced one paygrade. Sailors in a frocked status are not eligible for advancement to the next higher paygrade until effectively advanced (i.e. entitled to pay and allowances of their frocked paygrade). Sailors must have the following TIR in paygrades E3E5 for MAP advancement eligibility: (1) E6 1 July 2015 (2) E5 No TIR requirement (3) E4 No TIR requirement d. COs may waive up to an additional 12 months of the required TIR for E5 Sailors who have received a promotion recommendation of Early Promote on the most recent observed periodic evaluation. e. Sailors must be attached to the MAP authorized command during the FY- 17 MAP Season. Projected rotation date change requests are recommended if a Sailor will transfer prior to the start of the MAP Season. f. Professional Apprenticeship Career Track (PACT) Sailors remain eligible for MAP advancement, provided the Sailor has an approved quota for rating designation (i.e. approved quota in C-WAY) via the NWAE or Rating Entry Designation. MAP advancement is not authorized for PACT Sailors with designation approval for A-School required ratings. g. Director, Military Personnel Plans and Policy (OPNAV (N13)) is the determining authority for MAP eligibility ETPs. Any MAP eligibility ETP request will be submitted to OPNAV (N13) via the chain of command and copy to Enlisted Career Administration/Enlisted Boards (PERS-81). 8. MAP Validation. Commands will forward their MCL (copy to ISIC and TYCOM) to PERS-81 listing their Sailors selected for meritorious advancement. MCLs must include all required information including the subordinate UIC the selected Sailor is attached, if applicable. a. PERS-81 will review the record(s) of the selected Sailor(s) and validate the MCL. If there are no discrepancies PERS-81 will inform the command that their MAP selects are valid. Commands are not authorized to notify Sailor(s) of MAP selection until receipt of the PERS-81 validation of the MCL. b. If discrepancies are discovered, PERS-81 will invalidate the MCL and notify the command (copy to ISIC and TYCOM) of the reason(s) for invalidation. Commands may correct discrepancies and resubmit or identify new MAP candidates. c. An unencrypted e-mail is the preferred method for submission of the MCL (signed and scanned attachment) to PERS-81 at: advancements- active(at)Navy.mil. The e-mail subject line must include the MAP UIC. Do not mail in the MCL if it has already been e-mailed. An e-mail response validating the MCL will be received within 5 business days of submission. d. If operational commitments preclude a command from submitting their MCL prior to the deadline, the command must forward the MCL with justification to their ISIC/chain of command for endorsement and further processing through PERS-81. 9. COs are authorized to utilize MAP quotas at their subordinate UICs. Candidates who have submitted a formal written request for voluntary transfer to the retired reserve (with or without pay) or fleet reserve on a date prior to their mandated HYT are ineligible for advancement. g. Candidates in a rating requiring a security clearance must have a favorable investigation adjudication issued by the Department of Defense Central Adjudication Facility or a CO's interim clearance must have been granted before 1 February 2017. Once Sailors have a clearance they must maintain that clearance eligibility. If for any reason a clearance is denied or revoked, an exam is not authorized until a new clearance is granted. Separate exams are given for the Electronics Technician, Electronics Technician (Communications), Electronics Technician (Navigation). Separate exams are also given for Machinists Mate, Machinists Mate (Auxiliary), and Machinists Mate (Weapons). Refer to reference (d) for the establishment of new submarine and nuclear service ratings. 4. Exam Ordering. a. Deploying commands can order exams up to six months prior to the scheduled examination date.
