September 2018 E4-E6 Advancement Cycle Announced PENSACOLA, Fla. (NNS) -- The September 2018 Navy-wide enlisted advancement examinations (Cycle 240) testing dates for active duty, full time support, and canvasser recruiter Sailors who are advancement eligible to the paygrades of E4-E6 have been announced in Naval Administrative Message (NAVADMIN) 110/18, released May 2. Each Navy examination consists of 25 professional military knowledge and 150 job-specific rating technical questions. The Navy-wide examination dates are September 6 (E6), September 13 (E5), and September 20 (E4). Examination results are anticipated to be released to command Triads in November, prior to posting on the Navy Enlisted Advancement System (NEAS) website. During Advancement Examination Readiness Reviews held at NETPDC, visiting E7-E9 fleet subject matter experts (SMEs) in each enlisted rating ensure all examination questions can be linked to current references and publications. As rating SMEs select questions for the examination, an examination bibliography is developed for that specific cycle's exam, based on the source references for the questions on the exam. The Navy Advancement Center (NAC) updates bibliography information as fleet instructions and manuals change, and it is recommended that candidates check their bibliography a few times prior to the exam administration date. "The bibliographies should be a core focus of each Sailor's exam preparation process," said Master Chief Electronics Technician, Nuclear Power (SS) James Berhalter, command master chief of the Naval Education and Training Professional Development Center (NETPDC). "Keeping in mind that each cycle's exams are unique, I would recommend Sailors use only the official Navy bibliography sources for exam preparation." Other information applicants consider pertinent to their application not contained in the Official Military Personnel File (OMPF) of the member should be submitted as sequentially numbered enclosures to the application pages. The list of enclosures that was previously submitted on page 8 of the OPNAV 1420/1 application form is not required. All enclosures should be annotated on the bottom right of each page with the last name of the applicant and "Enclosure X of Y" with X being the sequential number of the enclosure and Y being the total number of enclosures. Latest LDO/CWO Eligibility Checklist should be included with applicable blocks filled out. b. E6 applicants must submit a copy of their current E7 examination profile sheet showing CPO board eligibility as enclosure (1) to their application. c. Engineering Watch Supervisor (EWS) or Propulsion Plant Watch Supervisor (PPWS) qualification is required to apply for Nuclear LDO. E6 applicants must ensure that EWS or PPWS qualification is documented via evaluations, commanding officer (CO) endorsement, or enclosure. Additionally, these Sailors are ineligible to submit future applications to the Nuclear LDO program. Technical interviews will be scheduled by Nuclear Placement and Assignments (PERS-422) and selectees notified via separate correspondence. 5. The FY-20 Active-Duty Nuclear LDO ISPB will convene at a date to be determined in November 2018. Applications must be received no later than 31 August 2018. Addendums will only be accepted to correct application errors and must be received no later than 31 October 2018. Communication to the board must originate from the individual applicant. Where information differs between this NAVADMIN and reference (a), this NAVADMIN takes precedence. The requirement in reference (a) for funded legal education option applicants to submit at least one law school acceptance letter with the application is replaced by the requirements in paragraph 6c below to provide an acceptance letter before the board convenes. PKI CLO is a mandatory DoD requirement. 3. DoD CIO is the approval authority for any other alternative means of authentication. From Naval Service Training Command Public Affairs GREAT LAKES (NNS) -- The Seaman-To-Admiral (STA-21) commissioning program, which provides an opportunity for qualified Sailors to receive college educations and navy commissions, is soliciting applications for fiscal year 2019, as announced in NAVADMIN 113/18 May 9. The deadline for submitting application packages is July 1. "STA-21 is a full-time, undergraduate education and commissioning program open to enlisted personnel of all pay grades and ratings to receive a top-notch college education and become commissioned officers," said Cathy Kempf, head of Naval Reserve Officers Training Corps (NROTC) program and STA-21 selection and placement, at Naval Service Training Command's (NSTC) Officer Development (OD) directorate in Pensacola, Florida. According to Mark Gough, deputy director of the NSTC's OD directorate, the STA-21 program is one of the best officer commissioning programs the Navy has to offer. "STA-21 pays up to $10,000 per year for college costs such as tuition, books and fees," said Gough. "All the while, Sailors draw their full pay and allowances for their current pay grade. Under the STA-21 program, Sailors have up to 36 months, including summer semesters, to complete their Baccalaureate degree requirements." All STA-21 officer candidates attend the Naval Science Institute (NSI) course at Officer Training Command Newport (OTCN), Naval Station Newport, Rhode Island, prior to beginning college studies at an NROTC affiliated college or university. NSI is an eight-week course of intense officer preparation and indoctrination. Course enrollment is timed to allow college entrance during summer or fall semesters/quarters after selection. The STA-21 program benefits Sailors as well as the Navy. The average candidate has at least two years and in most cases more than four years of observed performance which assists in the process of selecting the most qualified Sailors to receive a commission. Additionally, STA-21 candidates are on average older than most midshipmen, bringing a maturity directly reflected in the more than 85 percent completion rate STA-21 program candidates boast. Additionally, many Sailors involved in the STA-21 program already have some college credit and some candidates have enough credits to finish ahead of the three years allotted to earn a degree. All of these factors - proven performance for better selection, maturity for higher completion rates, and previous college credit - save the Navy money while producing top-quality experienced Naval officers. According to NAVADMIN 113/18, the following target options and core are open for application for the FY-19 Selection Board: Surface Warfare (SWO), Nuclear (Surface/Sub), Special Warfare, Explosive Ordnance Disposal, Naval Flight Officer, Pilot, Civil Engineering Corps, Nurse Corps, and Information Professional. Applicants for Aviation options must meet the new minimum Aviation Selection Test Battery scores of AQR 5/PFAR 6 for Pilot (1390) and AQR 5/FOFAR 6 for NFO (1370) in line with Program Authorization (PA) 150D dated April 2018. The following target options have zero select opportunity for FY-18: Human Resources, Intelligence, Cryptologic Warfare (previously Information Warfare), Surface Warfare Engineering (SWO/ED) duty option, Medical Corps, Supply Corps, SWO Oceanography, Surface Warfare Officer/Information Professional (SWO/IP), and SWO/OCEANO. The Nuclear (Surface/Sub) target option is open to Sailors who are serving in the fleet and hold an active nuclear Navy enlisted classification (335X, 336X, 338X, or 339X). This option is a change to the previous year's eligibility policy. Sailors who are serving as a staff member or student in the Navy Nuclear Power Training pipeline are also eligible, as they have been in previous years. All applicants must be able to begin their first day of class in the first semester of their course work prior to commencing their eighth year of service. See the Nuclear Program Authorization (PA150A) dated December 2015 for more specific information and all other requirements to apply for the program. Additionally, applicants holding a nuclear Navy enlisted classification must receive conditional release, in line with reference (b), if applying for option outside the Nuclear Community, from the Nuclear Enlisted Community Manager (OPNAV N133D). In the STA-21 program, as it is in many competitive selection processes, it is often a candidate's extra efforts which can result in selection. "Do your best in all your endeavors, college courses, work performance, community involvement, and have superior performances on your Physical Fitness Assessments (PFA). With so many great sailors to choose from, selection boards often look for the tie breakers or the indicators of extra effort, potential and desire, in this regard the STA-21 program is no exception," Kempf said. "As always, performance is the number one criteria. When given the chance to lead, take it. No matter how small the opportunity, step up and lead people, and lead them well, while also attending to your physical, academic, and professional preparedness." Reporting seniors who feel they have a sailor with the potential to be selected by STA-21 should comment on their leadership skills and potential in their performance evaluations early in their career. These comments are highly regarded by the boards, even in junior Sailors. Kempf reminded all Sailors that are applying for STA-21 to have an endorsing letter from their commanding officers and to include their Scholastic Aptitude Test/American College Test (SAT/ACT) scores in their packages. This year's NAVADMIN includes numbers from last year. It states of the 342 applications received for FY-18, only 302 were board eligible. A total of 50 were selected to participate in the FY-18 STA-21 program. Each year, packages are not considered due to non-qualifying Scholastic Aptitude Test/American College Test (SAT/ACT) test scores, missing commanding officer (CO) endorsement/recommendation, recent non-judicial punishment, missing PFA cycles, missing or illegible submission of documents, and not meeting program age or PFA requirements. NAVADMIN 113/18 also states minimum eligibility requirements must be met before submitting an application. Applications should be mailed only when fully completed. Officer interview boards shall consist of three officers; the applicant's commanding officer may not be a board member and should not submit an interview appraisal sheet. The commanding officer's personal interview should be conducted only after the application is complete and the officer interview board has submitted their appraisals. The full picture of an applicant's academic and officer potential can only be determined by reviewing the SAT/ACT scores, high school/college transcripts, and a completed application package. Kempf echoed the NAVADMIN and said the commanding officer's endorsement is extremely important, especially the ranking of the individual among his/her peers. The endorsement should contain specifics about the individual's academic potential, commitment, leadership, service above self, and potential as a naval officer. Commanding officer comments should specify the primary option to which the individual is applying and address how the individual meets qualifications for that option. For junior Sailors with only schoolhouse evaluations, the CO must address this issue in his or her endorsement. Application packages must be postmarked on or before the July 1 deadline date. Reservists in any status other than FTS are not eligible. 3. Application procedures and education requirements are outlined in this NAVADMIN and in chapters 1, 2, and 6 of reference (a). 4. Applicants must not have reached their 42nd birthday by the time of initial appointment and commissioning. Age waivers will not be granted. 5. Amplifying information for the AY-19 MSC IPP selection board. a. Applicants assigned to a nuclear training command or who hold a Navy nuclear enlisted classification (335x, 336x, 338x, 339x) and are applying for the AY-19 MSC IPP selection board must obtain conditional release from nuclear field duty prior to submitting their application for consideration for the AY-19 selection board. To obtain a conditional release, an applicant must submit an Enlisted Personnel Action Request (NAVPERS 1306/7) to the Chief of Naval Operations Nuclear Propulsion Program Management Branch via their detailer. The AY-19 MSC IPP selection board will only consider nuclear enlisted candidates who have a conditional release included in their MSC IPP application. b. For applicants not assigned to nuclear programs listed in paragraph 5a: Applicants under obligated training require a conditional release from their enlisted community manager (ECM). To obtain a conditional release, an applicant must submit a NAVPERS 1306/7 to their ECM. The AY-19 MSC IPP selection board will only consider enlisted candidates who have a conditional release included in their program application. c. Applicants must be worldwide assignable. In line with chapter 6 paragraph 3e of reference (a), applicants must meet precommissioning/accession physical standards for appointment as an MSC officer prescribed in chapter 15 of reference (b). d. American College Testing (ACT), Scholastic Aptitude Test (SAT), Graduate Record Examination (GRE), Graduate Management Aptitude Test (GMAT), or applicable scores must be completed within five years of application due date. e. College board SAT or ACT exam scores are required for all Environmental Health Officer and Industrial Hygiene Officer applicants requesting to complete a bachelors degree using military funding. The minimum acceptable SAT score is 1,000 and the minimum ACT score is 42 (combined Math and English). Application packages missing exam scores or with scores below the minimum requirement will not be considered by the board. f. GRE or GMAT scores are required for all applicants requesting to complete a masters degree using military funding. For non-masters prepared applicants, a GRE score of 300 or GMAT score of 525 is required. Waivers will be considered by the Board on a case- by-case basis. Application packages missing exam scores will not be considered by the board. g. For applicants applying to the PA program, only SAT scores will be accepted. The minimum acceptable SAT score is 1,000 (minimum Math 460). Applications with an SAT Math score below 460 will not be considered by the board. h. Entomology applicants must possess a bachelors degree prior to the board with a minimum grade point average (GPA) of 3.0 on a 4.0 scale and have a GRE score of 300 or higher. Applicants must include an acceptance letter or a tentative letter of acceptance to a full-time graduate degree program from an accredited university in entomology. 6. For HCA applicants, the board will select candidates for two separate categories: Direct commission and training. Applicants are encouraged to apply for both categories, if eligible. a. Direct Commission. Applicants for direct commission must possess a qualifying bachelors or masters degree prior to the board. (1) Qualifying bachelors degrees include HCA, Health Services Administration or Management, or in an applicable business or management discipline. Acceptable disciplines include Accounting, Business Economics and Policy, Finance, Information Systems Management, Logistics, Manpower, Human Resources, Materials Management, and Public Administration. Applicants must have a cumulative GPA of 3.0 on a 4.0 scale. Training. HCA applicants for training must possess a qualifying degree prior to the board. (1) Exceptionally qualified applicants without a qualifying bachelors degree may be considered on a case-by-case basis if they possess a bachelors degree in the Science, Technology, Engineering, or Mathematics fields. Likewise, applicants with a graduate degree that does not qualify for entry grade credit may be considered on a case-by-case basis if they have a graduate cumulative GPA of 3.5 or higher on a 4.0 scale. (2) MSC IPP is not offering full-time out service training for this board. Applicants must have a minimum of 60 semester hours of fully transferable college credit and all pre-requisite courses must be completed before 27 July 2018. The minimum required overall GPA is 3.0 on a 4.0 scale and 3.0 for all science and biology courses. b. College level Medical Terminology is now a mandatory pre- requisite. Medical Terminology completed as a requirement of A or C school will not be accepted. All pre-requisite course work must have been completed within the past 10 years. c. Official transcripts from all attended academic institutions must be requested and sent by the institution directly to the University of Nebraska Medical Center (UNMC) no later than (NLT) 27 July 2018. The UNMC online application provides the appropriate mailing address. d. Application to UNMC Physician Assistant Program must be initiated online via the WebAdmit/UNICAS system at https://ipap.liaisoncas.com also NLT 27 July 2018. Applicants for the 24 month Master of Social Work (MSW) internship must have a masters degree in social work from a graduate school of social work accredited by the Council of Social Work Education at http://www.cswe.org, before the board meets. Candidates with a strong clinical background and educational focus in military trauma, post-traumatic stress disorder, traumatic brain injury, acute suicide and homicidal risk, and resiliency are preferred. Preference is given to those who are able to demonstrate experience and proficiency in assessment, diagnosis, and dispositional planning of conditions as indicated in the most current Diagnostic Statistical Manual using current evidence based treatments. A licensed graduate social worker or equivalent is required for internship in states that license post-MSW social workers. 9. Applicants for Medical Technology/Medical Laboratory Scientist must have: a. A qualifying degree from an accredited university with a 3.0 or better GPA on a 4.0 scale and a cumulative GPA of 3.0 for all core science courses. b. Four college-level courses in biological, chemical, or natural sciences. Courses completed as a requirement of A or C school do not fulfill this requirement. c. Four years of laboratory experience as a trained technician in a medical treatment facility under the supervision of a lab officer. Preferred candidates will have three years of supervised laboratory experience within the last six years. d. Applicants must possess a Medical Laboratory Scientist (MLS) certification from the American Society of Clinical Pathologists (ASCP). No other certification will be accepted. 10. This NAVADMIN solicits applications and provides guidance for the FY-19 Seaman to Admiral-21 (STA-21) Commissioning Program. 2. STA-21 is a full-time undergraduate education and commissioning program open to enlisted personnel of all paygrades and ratings who meet the eligibility requirements specified in reference (a). 3. Deadline for submission of applications for the FY-19 STA-21 Program is 1 July 2018. Application packages must be postmarked on or before the deadline date. It is recommended that applications be mailed prior to the deadline as early submission allows timely feedback to the Sailor for submission of missing or illegible documents. Deadline for submission of additional documentation to a package of the applicant is 1 August 2018. No additional documents can be added after this date. The selection board is scheduled to convene in September 2018, and the selectees will be announced via NAVADMIN. 4. The following target options and core are open for application for the FY-19 Selection Board: Surface Warfare (SWO), Nuclear (Surface/Sub), Special Warfare, Explosive Ordnance Disposal, Naval Flight Officer (NFO), Pilot, Civil Engineering Corps, Nurse Corps, and Information Professional. Applicants for Aviation options must meet the new minimum Aviation Selection Test Battery scores of AQR 5/PFAR 6 for Pilot (1390) and AQR 5/FOFAR 6 for NFO (1370) in line with Program Authorization (PA) 150D dated April 2018. 5. The following target options have zero select opportunity for FY-19: Human Resources, Intelligence, Cryptologic Warfare (previously Information Warfare), SWO Engineering Duty Option, SWO Information Professional Option, SWO Oceanography Option, Medical Corps, and Supply Corps. 6. The Nuclear (Surface/Sub) target option is open to Sailors who are serving in the fleet and hold an active nuclear Navy enlisted classification (335X, 336X, 338X, or 339X). Sailors who are serving as a staff member or student in the Navy Nuclear Power Training pipeline are also eligible. All applicants must be able to begin their first day of class in the first semester of their course work prior to commencing their eighth year of service. See the Nuclear Program Authorization (PA150A) dated December 2015 for more specific information and all other requirements to apply for the program. Additionally, applicants holding a nuclear Navy enlisted classification must receive conditional release, in line with reference (b), if applying for option outside the Nuclear Community, from the Nuclear Enlisted Community Manager (OPNAV N133D). 7. The following information addresses lessons learned from the FY-18 STA-21 selection process and board. This information is provided to preclude common errors: a. Of the 342 applications received for FY-18, only 302 were board eligible. A total of 50 were selected to participate in the FY-18 STA-21 Program. b. Each year, packages are not considered due to non-qualifying Scholastic Aptitude Test/American College Test (SAT/ACT) test scores, missing commanding officer (CO) endorsement/recommendation, recent non-judicial punishment, missing physical fitness assessment (PFA) cycles, missing or illegible submission of documents, and not meeting program age or PFA requirements. c. Minimum eligibility requirements must be met before submitting an application. Applications should be mailed only when fully completed. Officer interview boards shall consist of three officers. The applicants CO may not be a board member and should not submit an interview appraisal sheet. The COs personal interview should be conducted only after the application is complete and the officer interview board has submitted their appraisals. The full picture of an academic and officer potential applicant can only be determined by reviewing the SAT/ACT scores, high school/college transcripts, and a completed application package. d. The COs endorsement is extremely important, especially the ranking of the individual among his/her peers. The endorsement should contain specifics about the individuals academic potential, commitment, leadership, service above self, and potential as a naval officer. CO comments should specify the primary option to which the individual is applying and address how the individual meets qualifications for that option. For junior Sailors with only schoolhouse evaluations, the CO must address this issue in his or her endorsement. e. An interview board and nomination review board shall be conducted in line with reference (a). It is recommended that officers of the applicants designator of choice, if available, be asked to participate in the interview/nomination review board to assess the applicant for their community. Officer appraisals provide important insight on the applicant. The appraisal from the board should be a frank and honest assessment of the applicants leadership and academic potential. Appraisal forms should be typed in 10 or 12 point font. f. The applicants personal statement should address why the Sailor wants to become an officer, how the Sailors selection would improve the Navy, and why the Sailor is applying for a specific option. Sailors must also address any hardships or unique experiences that shaped their character. Junior Sailors should provide information on high school experiences as high school transcripts rarely provide in-depth information on involvement in sports, clubs, volunteer hours, work, etc. Additionally, applicants should address any anomalies in the package (e.g., poor high school grades, college grades, or service school grades, poor evaluation performance). The explanation should include details of the situation, how the applicant has overcome these issues, and why the applicant will be successful in the future. g. The application is a reflection of the applicant. Applicants must review their packages in their entirety before submitting. Check for misspelled words and improper grammar. Ensure all transcripts (high school and all colleges) are enclosed. Within the last year, applicants must have passed the PFA, to include body composition assessment and the physical readiness test with performance in the good category. For applicants who received a waiver on the most recent PRT, points will be awarded from the most recent observed score from the latest full test taken within a year of application (i.e., Fall 2017 and Spring 2018). A grade of satisfactory or failure of the above two required PRTs will make the applicant ineligible. h. Qualifying SAT/ACT scores are required. Include any additional recommendations, qualifications, or other accomplishments as a part of the package. i. It is recommended that the command retain a copy of the entire application package.
