We have embraced the challenge of COVID-19 and are learning, adapting, and improving by the day and by the hour. There is no better example of this than our actions and response on the USS Kidd. 3. As we continue to learn about this virus and how to mitigate its risk, the widespread public health measures you are actively practicing physical distancing, face coverings, minimizing group events, frequent hand-washing, sound sanitation practices, a questioning attitude on how we are feeling must be our new normal. We must harden our Navy by continuing to focus on the health and safety of our forces and our families. As the forward deployed force of our country, we have a duty to ensure we are ready to respond. We cannot simply take a knee or keep everyone in port until this enemy is defeated. We are America's away team. The uncertainty caused by COVID-19 makes our mission of protecting America at sea more important than ever. It is vitally important for every individual to take personal responsibility to minimize risk to themselves and to their loved ones, as well as risk to the members of our team who may be more susceptible. 6. Each Fleet, region and installation will be on a conditions-based timeline to open. OSD and Service guidance will be released to assist Commanders in making these decisions. When we entered this pandemic, we quickly closed down services to minimize interactions and the spread of the disease. We will need to take a measured approach to opening up these services to prevent a recurrence of the disease. I expect local commanders to understand area conditions and to communicate prudent expectations and guidance up and down the chain of command. I trust our Sailors to follow these guidelines. 7. Each of us must continue to practice and follow all public health measures necessary to minimize risk to our force and our families. Take responsibility. Show courage in speaking up if you see shipmates falling short. We have obligations for operational readiness and stringent requirements for health protection measures. 8. Washington (NNS) -- Expansion of Sea Duty Incentive Pay (SDIP), Selective Reenlistment Bonuses (SRB) and High-Year Tenure (HYT) waivers are some of the initiatives the Navy has recently implemented. The move was announced in NAVADMIN 132/20, released May 4. Also, the Service is opening active duty career opportunities for New Accession Training (NAT) candidates and Sailors of the Individual Ready Reserve (IRR) with recent Fleet experience. "Navy is implementing additional personnel policy actions necessary to maintain our maritime superiority," Vice Adm. John B. Nowell, the Navy's top uniformed personnel official said in the message. "These efforts mitigate the effects of the coronavirus disease (COVID-19) and maintain operational, Sailor and family readiness.” Waiver Window Extension On March 26, the Navy, in NAVADMIN 089/20, started offering one-year High-Year Tenure waivers for Sailors willing to extend in critical billets. Now Navy is sweetening that pot, increasing possible waiver lengths from 12 to 24 months for E-3 through E-5 Sailors currently slated to separate or being forced out because of HYT stay or go limits. As of May 1,684 HYT waivers have been approved in line with NAVADMIN 089/20. Another 1,470 potential E1 through E5's will soon enter their HYT window with 635 on sea duty and 835 ashore. For those who opt to stay, this means up to four more chances to advance off either the Navy-Wide Advancement Exam or Meritorious Advancement cycles. To apply, Sailors must send a command-endorsed Electronic Personnel Action Request (ePAR/1306) to My Navy Career Center either through MyNavy Portal or directly by e-mail to askmncc(at)navy.mil. Request for waivers will be approved on a case-by-case basis. Not eligible for this offering is anyone pending mandatory separation or retirement because of misconduct as well as anyone already approved for disability separation or retirement. Re-up Bonuses The Navy's Selective Reenlistment Bonus is operating in high gear with its second update in as many months now on the street. To respond to real-time retention trends and Fleet needs, the Navy stopped using NAVADMIN messages to announce changes to bonus payout multiples. Instead, the Navy simply updates an online spreadsheet when changes occur. That's why bonus-eligible Sailors should check online often when in a bonus window. With this month's update an additional 11,900 Sailors in 22 skillsets will now qualify for a monetary bonus, should they decide to reenlist. Another 19,500 Sailors in 123 skillsets now qualify for increased payouts on this update, too. All remaining skills on the list have stayed the same as there are no reductions or eliminations in this update. Sea Duty Incentive Pay For Sailors in certain skills who are willing to extend at sea or return to sea early, they may now be eligible to receive a lump sum payment in return for their extension or curtailment. Those Sailors interested in volunteering for SDIP should contact their detailer. While the NAVADMIN stipulates members should apply 14-16 months prior to their projected rotation date, submissions inside of this timeline may be waived and will be considered on a case-by-case basis. Any Sailors in SDIP-eligible skills who are separating or retiring and are willing to delay their departure by 6-12 months are eligible for SDIP as well. Reserve to Active Navy will be offering active duty opportunities for Sailors in the individual ready reserve (IRR). The Navy is looking for Sailors who left active duty within the last three years. These Sailors could be offered re-enlistment bonuses and new training opportunity, if they qualify. Navy Recruiting Command will reach out to these Sailors soon with offers. Also, Sailors currently in the Navy Reserve's NAT -- New Accession Training Program - will be contacted to see if they are interested in switching over into Active-Duty. Normally NAT Sailors come on active-duty orders for boot camp and an 'A' School. Some skills also attend a 'C' School before being sent to reserve units near their homes. The Navy Education and Training Command will reach out to these Sailors with offers.

WASHINGTON (NNS) -- The Navy has cleared the path to finishing the spring petty officer advancement cycles, while maintaining COVID-19 mitigation best practices with the release of NAVADMIN 121/20, on April 27. As part of the Navy's initial COVID-19 mitigation response in March, the service temporarily shut down administering further E-4 through E-6 advancement exams for the Active Duty and Full-Time Support (FTS) Cycle 247 and Selected Reserve Cycle 106, hoping to resume testing in late May. After evaluating multiple options, Navy leadership has decided to cancel Cycle 247 Active Duty and Full-Time Support E-4 advancement exams. Instead, advancements will be determined using a modification to the current advancement scoring formula. "Due to the large number of Sailors eligible to participate in this exam and the added difficulty of administering the exam to all of these Sailors while implementing Force Health Protection Guidance (FHPG) measures, to include adequate social distancing measures, Navy has determined that it is in the best interest and safety of our Sailors to not administer the E-4 exam," Vice Adm. John B. Nowell, the Navy's top uniformed personnel official, wrote in the message. Roughly 20,000 E-3 Sailors across the Active Duty and FTS Navy were slated to sit for Cycle 247’s E-4 exam when Navy leaders postponed it in March due to the risk of COVID-19 transmission. Sailors normally take advancement exams in large groups, seated together on a ship's mess decks or in base gymnasiums. This makes it nearly impossible to enforce the physical distancing required to reduce virus transmission risk. Active and FTS Sailors who are eligible for advancement to E-4 will be ranked for advancement using the Final Multiple Score, the calculation just won’t include an individual exam score. This means the remaining factors of Performance Mark Average, Awards, Pass Not Advanced points, Service in Paygrade as well as Education will determine a Sailor's final score for this cycle. A Sailor’s PMA will account for 72 percent of the E-4 final multiple score. This means that for this cycle, a Sailor's on-the-job performance, as rated by their commands, will be the greatest factor in determining who advances. Meanwhile, Navy leaders believe completing the remaining Active Duty and FTS E-5 and E-6 exams won't pose a social distancing problem as the number of test takers is low. Of the roughly 70,000 petty officers eligible for the two tests, 65,000 completed them before the COVID-19 mitigation efforts went into effect. With only 5,000 make-up exams needed to be taken Navy-wide, leadership believes those remaining exams can be properly administered in small groups while adhering to FHPG measures and maintaining social distancing requirements. As a result, commands will have between May 21st and June 3 to proctor those remaining exams. In the Selected Reserve, Navy officials estimate that over 80 percent of eligible Sailors completed their exams in February. Their remaining make-up exams will be administered during drill weekends in July. Additional guidance will be promulgated in a future NAVADMIN, which will detail a revised selection board schedule for all chief petty officer boards. b. E-5 and E-6 candidates. Regular March exams were administered before COVID-19 mitigation measures were implemented. However, approximately 5,000 substitute exams have not been administered. As such, command ESOs will be given 10 working days from 21 May 2020 through 3 June 2020, to administer substitute exams for these Sailors. ESOs must clearly publish and communicate exam administration schedules so Sailors are made aware of testing dates and administration sites in advance of this testing window. Commands should implement precautionary measures to ensure Force Health Protection Guidance (FHPG) measures are met in line with reference (e) to include social distancing requirements. This may include providing multiple administration sites to reduce the number of, and spread-out, exam-takers at each site. To minimize the risk of Sailor collusion, ESOs are highly encouraged to administer exams for like ratings on the same day. Following the completion of substitute exams, ESOs must expeditiously mail all answer sheets to the Navy Education and Training Professional Development Center (NETPDC) in accordance with reference (a). c. E-4 candidates. There are approximately 20,000 exams that were not administered due to the COVID-19 Pandemic. Reference (d) rescheduled the E-4 exam to 21 May 2020, however, execution of the exam in May presents high risk to the force. Due to the large number of Sailors eligible to participate in this exam and the added difficulty of administering the exam to all of these Sailors while implementing FHPG measures, the Navy has determined that it is in the best interest and safety of our Sailors to NOT administer the E-4 exam. (1) As an alternative, those Sailors who were eligible to take the Spring E-4 Cycle 247 exam will have the opportunity for advancement using the rank-order method, a performance-based system that will use current standard Final Multiple Score (FMS) factors without inclusion of an exam score. With the elimination of the exam score the Performance Mark Average will be the dominant factor in determining advancement. (2) To accurately determine the population of E-4 candidates eligible for advancement using the rank-order method, command ESOs MUST complete all Enlisted Advancement Worksheets (EAW) in the Navy Standard Integrated Personnel System (NSIPS). EAW accuracy is particularly important since traditionally, NETPDC uses the candidate exam answer sheet to create a candidate record and establish the advancement eligible population. However, with exam cancellation, NETPDC will not receive answer sheets and will rely on the completed EAW to establish advancement eligibility. (3) Currently, there are approximately 35,000 unfinished EAWs in NSIPS, which require immediate action by command or regional ESOs (for those units unable to access NSIPS). ESOs are directed to adjudicate all EAWs to reflect the correct eligibility status for their respective Sailors before 21 May 2020 in order to have their records reviewed for the Spring exam (Cycle 247). Command leadership should ensure this process is completed by 21 May 2020 to afford eligible candidates consideration for advancement. 3. The following applies only to Selected Reserve (SELRES) Sailors: a. E-4 through E-7 candidates. Approximately 83% of all Cycle 106 exams were administered during the NWAE in February 2020. However, close to 3,000 late exams were not administered due to the COVID-19 Pandemic. As such, command ESOs are authorized to test from 1-31 July 2020 since testing for SELRES is dependent on drill weekends, available test sites and candidate availability. Following the completion of late exams, ESOs must expeditiously mail answer sheets to NETPDC. (1) SELRES E-7 candidates are highly encouraged to participate in the exam at the earliest possible date in July 2020 to ensure selection board eligibility results can be posted prior to the board convening date. (2) Due to Cycle 106 exam delays, all SELRES E-7 candidates will have an additional three weeks to submit a Letter to the Board (LTB). The new due date for LTB submissions will be 18 May 2020, which correlates to the original convening of the Reserve E-7 board. While FTS E-7 board eligibility has already been published, SELRES E-7 has not. Consequently, all SELRES E-7 candidates are encouraged to submit a LTB prior to the 18 May due date, if desired, just in case they become eligible for the SELRES E-7 board following the publishing of board eligibility. An LTB is not required and should not include information already available within the Official Military Personnel File of a Sailor. b. ESOs are responsible for ensuring examination dates on the EAW are changed for the approved late examination administrations. 4. Advancement Results. Release of E-4 through E-6 AD/FTS advancement results is anticipated as early as July 2020. SELRES E-4 through E-6 advancement results and E-7 selection board eligibility results can be expected in late August. Results are heavily dependent on commands promptly processing and returning answer sheets. 5. EAW system change. A system change was made to the Cycle 247 (March 2020) E4 EAW, setting the new examination administration date to 21 May 2020. Regardless of when the actual exam is administered, ESOs will have until 21 May 2020 to finalize E-4 Worksheets. For SELRES Cycle 106, ESOs are responsible for ensuring examination dates on the EAW are changed for the approved late examination administrations. No Sailors will gain eligibility for advancement due to the delay/cancellation of exams. 6.   8. MILLINGTON, Tenn. (NNS) -- After announcing temporary changes to ID Card office procedures, the Navy has issued additional guidance April 20. NAVADMIN 114/20 provides an update for Navy personnel who require Common Access Cards (CAC) and Uniformed Services Identification (USID) card services during the COVID-19 pandemic. These additional measures provide greater flexibility for ensuring installation and facility physical access and means to remotely update information technology certifications, all to maintain continuity of operations while minimizing non-essential visits to ID card facilities. Service personnel and family members who possess expired ID cards and who are still eligible for benefits due to sufficient service affiliation can continue to use their expired cards until Sept. 30, 2020. While all will still be screened at base entry control points, electronic ID card scanners will be used to verify eligibility and if valid, base access will be granted. CAC cards with an expiration date of April 16, 2020 (or later) may continue to be used through Sept. 30, 2020 after cardholders renew their credentials online. The following additional temporary policy changes announced in the message are effective until Sept. 30, 2020: The minimum age to get a USID card has been raised to 14 years old. As long as a cardholder’s affiliation with their service has not changed, USID cards that expired on or after Jan. 1, 2020 can continue to be used (base access, commissary, exchange, etc.). Service members can remotely enroll newly acquired dependents (spouse, child, stepchild, adopted child, etc.) for healthcare coverage. USID cards can be reissued via the postal service for those unable to get an appointment at a RAPIDS site. All Navy Real-Time Automated Personnel Identification System (RAPIDS) sites will continue to issue and re-issue CACs that expire within 30 days by appointment only. However, CACs will not be reissued for routine information changes (promotion, name change, etc). DOD civilian employees will keep their CAC when transitioning to a new service. CAC PIN resets will continue to be provided on a walk-in basis.   9. WASHINGTON (NNS) -- A growing number of Sailors are now eligible to extend their time on active duty and take advantage of a special incentive pay. The Navy has added 23 new ratings/paygrades to an already extensive list of those eligible to receive Sea Duty Incentive Pay (SDIP) for extending their current tour at sea or returning to sea early. The move was done to ensure the Navy continues to fill operational requirements for sea-going commands, particularly in this challenging time brought on by the COVID-19 pandemic. Depending on the rating, paygrade and Navy enlisted classification code, second class petty officers and below who qualify can receive SDIP at a rate of up to $750 per month for each additional month of sea time. For first class petty officers and above that rate is up to $1,000 per month. Sailors interested in extending on sea duty should contact their detailers and apply 14-16 months prior to their projected rotation date or at the end of their rating’s prescribed sea tour to take advantage of SDIP. Submissions inside of this timeline are waiverable and will be considered on a case-by-case basis. Sailors who choose to take on more time can either continue serving in an SDIP billet at their current command or serve in an SDIP billet at a new command, known as SDIP back to back. Those Sailors must agree to serve 12-48 months for either option. Sailors who wish to cut short their shore duty and return to sea early should contact their detailers and apply at least 6-9 months prior to their desired detach date. Sailors who choose to leave shore early must make a commitment at least 6 months prior to their regular rotation to be eligible for the SDIP. Per NAVADMIN 089/20, enlisted Sailors with an approved separation or retirement date who are in billets eligible for SDIP may receive SDIP if approved for an extension of 6 to 12 months. Once the Sailor submits an SDIP request and it is approved, the Sailor will sign an SDIP contract and receive a lump sum SDIP payment upon reporting to their new SDIP assignment. Those who do not fulfill their SDIP commitment will pay back the unearned portion of their SDIP lump sum. Special pays such as this are vital to ensure the right people are in the right billets as part of the Sailor 2025 initiative. She had been named a National Rifle Association honorable mention All-American. It marked the second straight season a Midshipmen rifle team member earned postseason honors from the NRA. It was an award Mayes admitted came as a surprise. Sailors must now reenlist within 365-days of their end of active obligated service (EAOS) (as opposed to 270-days required in reference (a)), except in the case of Nuclear-trained Sailors who can reenlist at any point in the reenlistment zone, per guidance in reference (b). 3. The pay for performance program continues its pilot as part of Sailor 2025 and the overall talent management process for the Navy. Eligibility and submission requirements are as follows: a. To be eligible, Sailors must: (1) Be in the EM, EN, GSM, MM(SW), DC, HT, MR, CSS or AWS rating. (2) Have received two Early Promotes (EPs) in block 45 of their three most recent periodic evaluations. Block 8 may indicate REGULAR, FROCKED or SELECTED. Block 10 must be checked for periodic. No transfer, concurrent or special evaluations will apply. Evaluations are not limited to performance documented in the last three years. The intent is to evaluate the last three periodic evaluations, regardless of how far back in a career that may go, so as not to limit eligibility to only those who have served at a single duty station for at least three years. (3) Have not received Non-Judicial Punishment within the last three years. (4) Have not failed any part of the physical fitness assessment in the last three years. b. Commands must submit a NAVPERS 1306/7, Enlisted Personnel Action Request, requesting the SRB kicker, signed copies of the evaluations of the Sailor and a printout of their physical readiness information management system data to BUPERS-328 once their pre- certification has been submitted. This requirement is only for those who fall under the provisions of this paragraph. c. Award ceiling cap values under $100,000 will be raised by $5,000 for Sailors eligible for the performance kicker. Award ceiling caps will not be adjusted over $100,000 under these provisions. 4. SRB Submission Requirements a. Commands are required to submit SRB reenlistment requests to the Enlisted Community Support Branch (BUPERS-328) via Officer Personnel Information System (OPINS) or Navy Standard Integrated Personnel System (NSIPS) 35 to 120 days in advance of the requested reenlistment date of the Sailor. Requests submitted less than 35 days prior to the requested reenlistment date will be rejected. However, commands may contact BUPERS-328 for waiver eligibility evaluation and procedural assistance. Sailors must have an approved SRB request before reenlisting. The servicing personnel office is responsible for verifying the reenlistment, posting the contract, releasing the first payment and verifying the master military pay account. Commands shall immediately notify the Military Pay and Compensation Policy Branch (OPNAV N130) when a Sailor fails to maintain eligibility in the skill for which SRB was paid (e.g., loss of security clearance, medical disqualification, loss of eligible Navy Enlisted Classification (NEC), misconduct) or when a Sailor has an approved separation with a remaining SRB contract obligation. b. Career Waypoints-Reenlistment (C-WAY-REEN). Commands are authorized to submit SRB reenlistment requests prior to a Sailor receiving a C-WAY-REEN quota. However, the member must have a final C-WAY-REEN approval prior to reenlistment. c. Sailors with approved SRB requests who do not reenlist on the date or for the term specified in the SRB approval message must have their command contact BUPERS-328 to initiate a reenlistment cancellation to avoid placing Sailors in an overpaid status. 5. Acceptance of a NEC-specific SRB contract indicates an agreement between the Sailor and the Navy to use those NEC skills to meet Fleet readiness requirements. In subsequent tours, a Sailor must be willing to be detailed during the normal projected rotation date window to an available billet within the SRB contracted NEC, consistent with sea-shore flow requirements. Lateral conversions must follow reference (b), subparagraph 16d. 6. Reference (b), paragraph 16f, provides OBLISERV to Train (OTT) guidance. Submit OTT requests to the BUPERS-328 extension desk by submitting an Electronic Personnel Action Request (ePar) via My Navy Portal (MNP), or by submitting a 1306/7 via email to askmncc@navy.mil. Sailors should retain a copy of the authorization message until reenlistment. Use code 1CC for OTT SRB request in OPINS or NSIPS. Paragraph 3c(1) no longer applies. 7. In keeping with Department of Defense (DoD) policy, Sailors who accepted an enlistment bonus for extended enlistment (EBEE), as reflected on their Enlisted Bonus Payment Checklist (NAVCRUIT 1133/52, Enlistment Guarantees, New Accession Training Program Enlistment Guarantee or Professional Apprenticeship Career Track Program Enlistment Guarantees), are not authorized to use this inoperative extension time in the SRB calculation. Sailors who have inoperative extension time through a 5- or 6-year obligation program may continue to have up to 24 months of inoperative extension time count towards the SRB calculation provided the reenlistment results in a new EAOS that is at least 24 months day-for-day past their current extended EAOS. This calculation is performed automatically by BUPERS-328. Local commands are not authorized to cancel or change extensions for the purpose of immediate SRB reenlistments. Commands must verify and annotate on the precertification request whether any inoperative extension time noted is part of an EBEE contract. 8. Repayment policy is governed by Section 373 of Title 37, U.S. Code, DoD Financial Management Regulation (FMR) Chapter 2, Volume 7A and reference (b), which collectively determine when repayment of the unearned portion of a bonus is required or not required but left to Secretarial discretion or prohibited. Section 373 of Title 37, U.S. Code requires repayment with certain exceptions. As a general rule, repayment of any unearned portion of a bonus will be sought. 9. WASHINGTON (NNS) -- The Navy has modified allowance rules for Sailors in a restriction of movement (ROM) status on base in order to receive Navy-provided meals without losing their pre-existing subsistence allowance. The approval is outlined in an April 7 memorandum from Vice Adm. John B. Nowell, the Navy's top uniformed personnel officer. The memo was crafted to ensure that those who were in command-directed isolation were not penalized with pay deductions, even if they received meals free of charge. Installation commanding officers are given approval authority to grant meals to those in a ROM status based on the guidance in the memo. The temporary exception applies to both officers and enlisted who are already being paid full BAS but find themselves under restriction of movement in government quarters. Under normal circumstances, the DOD’s pay rules require service members being paid BAS to pay for government provided meals “out of pocket” or have their BAS reduced, accordingly. Units confined to protect the health of our personnel and their families or to assure essential mission function capability and not specifically for health-related ROM, must request approval from the Director, Military Personnel Plans and Policy (OPNAV N13) to provide subsistence-in-kind without deducting Sailors’ BAS.
