  1. Note on Jan 2020 Cycle 246 E-7 Exam First Class Petty Officers must have a minimum Time in Rate (TIR) date on or before 1 January 2018, unless the candidate has an Early Promote waiver. All candidates must verify their advancement data in the online Enlisted Advancement Worksheet (EAW). Your EAW can be accessed using your NSIPS self service account. A new E7 eligiblity requirement is that all candidates must have completed the E7 Professional Military Knowlege Eligibility Exam (PMK-EE) before taking the NWAE. Timeline a. 16 January 2020: Administration of exams. b. 31 January 2020: Congressionally-designated combat zones and approved contingency operations areas (CDCZ/ACOA) evaluations used for time- in-rate (TIR) waivers must have an ending period by this date. 3. Eligibility Criteria a. Candidates must meet the basic eligibility requirements outlined in chapter 2 of reference (a) and this message prior to 16 January 2020. Candidates who do not meet the eligibility requirements shall not be administered an advancement examination. b. Terminal eligibility date for cycle 246 used to compute the TIR is 1 January 2021. The minimum TIR date must be on or before 1 January 2018. c. TIR requirements for early promote Sailors can be waived for 1 year with commanding officer (CO) or officer in charge (OIC) approval in line with reference (a), paragraph 214. d. High year tenure (HYT) date must be 1 September 2020 or later. Waivers must be approved prior to 16 January 2020. e. Candidates in a rating requiring a security clearance must have a favorable investigation adjudication issued by the Department of Defense Central Adjudication Facility (DoDCAF) reflected properly in Joint Personnel Adjudication System (JPAS) prior to 16 January 2020. If granted an interim clearance, JPAS must be updated prior to 16 January 2020. Candidates must maintain security clearance eligibility throughout the advancement cycle to be eligible for advancement. If, for any reason, a clearance is denied or revoked, an exam is not authorized until a new clearance is granted. Rates requiring a security clearance are AC, AE, AG, AO, ATI, ATO, AWF, AWO, AWR, AWS, AWV, AZ, CTI, CTM, CTN, CTR, CTT, EOD, ET, FC, FCA, GM, HT, IC, IS, IT, LN, MA, MC, MN, ND, OS, QM, SB, SO, STG and YN, as well as all nuclear and submarine ratings. Exam Ordering a. Deploying commands and candidates departing to CDCZ/ACOA can order exams up to 6 months prior to the scheduled exam date. Refer to chapter 4 and paragraph 614 of reference (a) for additional guidance. b. Regular Exams: (1) Sensitive Compartmented Information (SCI) Exams. Cryptologic-Technician Interpretive (CTI), Cryptologic-Technician Network (CTN) and Cryptologic Technician-Collection (CTR) SCI exam ordering dates can be found on the Navy Enlisted Advancement System (NEAS) website via MyNavy Portal (MNP) at https://www.mnp.navy.mil/group/navy-advancement-center/my-eso.   5. The Navy Advancement Center (NAC) is on track to publish the fall advancement cycles results around the Thanksgiving timeframe. Currently, NAC is scanning and processing answer sheets that were administered as late substitute exams and staff is correcting candidate records in the Navy Enlisted Advancement System. The priority is to process each Sailor's Final Multiple Score (FMS) and establish a rank order in each rating and paygrade. Quotas will be applied to the rank order to determine which Sailors will be advanced to the next-higher paygrade. A Sailor's opportunity to advance is based on quotas and their rating rank order. A results publication schedule will be released by the Chief of Naval Personnel at a later date.

(2) Selected Reserve (SELRES) and Voluntary Training Unit (VTU) E-7 through E-9 personnel with at least 20 years of qualifying service as of 31 August 2019 and 3 years TIR as of 31 August 2019 will be considered by the SECB. b. Fleet Reserve/retirement approval (1) All personnel who, as of 16 November 2019, have either a Navy Personnel Command (NAVPERSCOM) final authorization to transfer to the Fleet Reserve or an approved request to retire on or before 1 September 2020 will be exempt from the SECB. Approved requests cannot be rescinded after 16 November 2019. Waivers and readiness appeals. Waivers or readiness appeals shall be requested only to mitigate a severe operational impact that could result in potential mission failure, not for the convenience of the Sailor or to allow for transition leave/temporary duty period. a. Operational waivers (1) Operational waivers are limited to a maximum of 3 months. (2) AC and FTS operational waivers are routed via the first flag officer in the chain of command and approved by the Deputy Chief of Naval Personnel (DCNP). (3) SELRES and VTU operational waivers are routed via the echelon 4 commander and approved by Commander, Navy Reserve Forces Command (COMNAVRESFORCOM) (N1). Readiness appeals shall be requested only to mitigate a severe readiness impact that cannot be resolved via an operational waiver, not for the convenience of the Sailor. An approved readiness appeal will remove the Sailors non-selection for continuation. A command may submit a readiness appeal with the concurrence of the Sailor via their respective chain of command as stipulated below. Readiness appeals are approved by the Chief of Naval Personnel (CNP). Readiness appeal format is available at https://www.mnp.navy.mil/group/career-planning. (1) Readiness appeals may only be initiated by the CO of a Sailor not selected for continuation. (2) A readiness appeal shall focus on the negative impact to unit or force readiness if the Sailor is separated, not for the convenience of the Sailor. Sailors should contact their detailer if they have any questions regarding their ability to be detailed to an A2P billet. c. Mandatory completion of pre-separation counseling conducted during first day of transition class. c. Mandatory Department of Labor Employment Workshop is condensed to 1- day instead of 3 days. d. Completion of a 2-day track during days 4 and 5 of transition course for those in Tier III (Sailors in other tiers can still attend). 4. TAP is comprised of five key components: a. Mandatory self-assessment and initial counseling to be completed 365 days or more prior to release from active-duty, which must include: (1) Completion of a self-assessment using the Department of Defense (DoD) self-assessment worksheet and counseling tool to determine the most appropriate transition pathway/tier prior to commencing the transition process. (2) Completion of initial in-person counseling conducted by the command career counselor. (3) Assignment of Service Members to one of three career readiness tiers (Tier I, II, or III) based on the individual preparedness to successfully transition as determined by the initial counseling and self- assessment. Commanders are responsible for ensuring that Sailors complete the appropriate Career Readiness Standards (CRS) based on assigned tier. (4) Initiation of Individual Transition Plan (ITP). (5) Documentation of tier assignment and initial counseling completion on Service Members Preparation Counseling Checklist (DD Form 2648) via eForm in Defense Manpower and Data Center (DMDC) DoDTAP page. b. Mandatory Pre-Separation counseling to be commenced 365 days or more prior to release from active-duty: (1) Preferred method is group-setting during Day one of Transition class at the Fleet and Family Support Center (FFSC). (2) Individual Pre-Separation counseling must be completed by the command transition officer for those approved to complete TAP via Joint Knowledge Online (JKO). (3) Completion must be documented on DD Form 2648 in DMDC DoDTAP website. c. Mandatory Transition Core Curriculum Course (formerly transition GPS): (1) Attendance at Department of Defense Transition day (all Service Members) which includes My Transition, Military Occupational Code crosswalk and financial planning. (2) Veterans Administration benefits and service brief for all Service Members. (3) Department of Labor 1-day Employment Workshop for all Service Members with limited exemptions. d. Selection of 2-Day Track: Service Members in Tier I and II may be waived from participating in tracks. Tier III assigned personnel must attend at least one of the following tracks. Mandatory Capstone event completed no later than 90 days prior to release from active-duty to verify that Service Members have met their CRS and received the transition services they requested. Service Members who have not completed a DD Form 2648 by 1 October 2019, must meet the new requirements. 5. Responsibilities: a. From Lisa Rendzio, Sea Warrior Program (PMW 240) Public Affairs WASHINGTON (NNS) -- It’s been four months since the Navy released the Professional Military Knowledge Eligibility Exam (PMK-EE) mobile app, which provides Sailors a more convenient way of taking the exam – anywhere, anytime. The app has already been downloaded more than 74,000 times. It’s the second most popular app in the Navy App Locker. As of Sept. 16, 155,438 Sailors had completed their PMK-EE, with a total of 30,199 via the mobile app; that’s almost 20%. “This has been a huge success,” said Tom Updike, deputy director of the Navy Advancement Center. “The PMK-EE app is simply the easiest way for most Sailors to access the test.” PMK-EE replaces the Professional Military Knowledge (PMK) test, which was removed from the Navy-wide Advancement Exam (NWAE) this month. PMK-EE is a standalone, once-per-paygrade electronically delivered eligibility exam. Sailors eligible for advancement to paygrades E-4/5/6/7 must pass each of the five topic areas with at least an 80% score in each course. The knowledge areas include Career Information, Leadership and Character, Naval Heritage, Professional Conduct and Seamanship. The PMK-EE also increases the number of questions from 25 to 100, providing a better assessment of a Sailor’s understanding of basic Navy knowledge. “Afloat Sailors don’t always have access to the Internet, so this app was specifically designed to allow them to take the PMK-EE while deployed or without an Internet connection,” Updike said. Once Sailors have access to the Internet, they can enter their DoD ID number from the back of their CAC to transfer their completed information to the Navy Training Management Planning System (NTMPS)/Electronic Training Jacket (ETJ). The PMK-EE app was developed by the Navy's Sea Warrior Program Office (PMW 240) and can be downloaded free from the Navy App Locker website at www.applocker.navy.mil or through the Navy App Locker app. “In a very short period of time, the PMK-EE has become one of the most popular applications we have produced,” said David Driegert, assistant program manager for the Sea Warrior Program. “Sailors are asking for more mobile applications that will allow them to efficiently manage their careers.” Active Component and Full-Time Support Sailors must complete the PMK-EE for the desired advancement paygrade by Jan. 1, 2020, for the E-7 NWAE (Advancement Cycle 246).   24. Sailors around the Fleet eligible to advance to Petty Officer Second Class took the Navy-wide advancement exam yesterday. The exam is 175 rating-specific questions and is graded once all answer sheets are received. The Navy uses norm-referenced scoring in the advance-to-vacancy process to give the highest number of exam points to the most knowledgeable Sailors. Scores range from 20 to 80 in each rating, with an 80 going to the Sailors that answer the most questions correctly. The exam is one factor in the Final Multiple Score. Quotas and advancement results are scheduled to be released in late November.
  25. Reserve Cycle 105 and Active Duty Cycle 244 advancement record discrepancies must be adjudicated in the Enlisted Advancement Worksheet (EAW). This new process allows Sailors to see the communication between ESOs and the Navy Advancement Center (NAC) in EAW post exam comments discrepancy adjudication functionality within NSIPS - click on the attached link for more info. For example, a Sailor's total awards were calculated to be 4 points, but there was a missing Flag Letter of Commendation. The ESO must upload the Flag LOC document into EAW and then route a comment to NAC asking for the Sailor's award points to be updated. NAC will take action in the Navy Enlisted Advancement System and change the award points from 4 to 5, the route a comment back to the command when completed. The Sailor can log on to EAW with his or her NSIPS self service account and see the comments and action completion. In the past, Sailors had to press the 'I Believe' button whenever there was a record update in the past.
