This NAVADMIN announces Phase Three of permanent change of station (PCS) move improvements offered through MyPCS Mobile. Reference (a) announced plans to improve the PCS experience for Sailors and their families. Included in the initial Phase was the launch of MyPCS Mobile, which provides Sailors a personalized PCS checklist on a mobile- enabled website accessible on personal government mobile devices, tablets, laptops and desktops. Reference (b) announced Phase Two which included the rollout of Lean Orders and the PCS Entitlements Calculator. Reference (c) announced the optional use of the government travel charge card during PCS travel for a pilot population. 2. MyPCS Travel Voucher. Phase Three introduces a fully automated and electronic travel voucher capability for Sailors available on personal and government mobile devices, tablets, laptops and desktops. During a move, Sailors can upload images of receipts using their mobile device, complete a user-friendly travel voucher prepopulated with basic information available from their record, electronically sign the travel voucher and make it available electronically to their Command Pay and Personnel Administrator (CPPA) for review and release for payment by the Travel Processing Center (TPC). The following capabilities are now available on MyPCS Mobile: a. Sailors will be able to: (1) Create a travel voucher for member only, member and dependents, or dependents only (2) Review and edit personal information (3) Enter the travel itinerary (4) Add expense(s) for reimbursement (to include the images of supporting documentation (e.g. receipts) uploaded from a mobile device) (5) Print and save the travel voucher (6) Acknowledge the voucher via electronic signature and electronically submit to their CPPA. b. The CPPA, using their desktop, will be able to: (1) View a command list of pending travel vouchers (2) View a travel voucher under a Travel Voucher Wizard including: (a) Pertinent Sailor information (b) Travel/payment information (c) Dependent voucher (d) Travel itinerary (e) Reimbursement items and supporting documentation (f) Sailor acknowledgment (3) Approve a travel voucher as the Approving Official (4) Recycle a travel voucher - send back to the Sailor for correction (5) Print and save the travel voucher (6) Upload the approved travel voucher into the Transaction Online Processing System (TOPS) for processing at the TPC. Ultimately, with a future capability release, the CPPA will be able to forward electronically the approved voucher to the TPC within the integrated Navy Personnel and Pay (NP2) system itself. 3. Similar to the other components of MyPCS Mobile, the MyPCS Mobile Travel Voucher can be accessed using any mobile device. With this new capability, Sailors can now navigate the PCS move experience via their mobile browser using commercial-grade Multi- Factor Authentication (MFA) credentialing, which enables CAC-free access. MyPCS Mobile Travel Voucher completes the end-to-end support this tool provides Active Duty Sailors and their families during the PCS move process and is a significant addition to a growing toolbox that empowers Sailors with the information and resources needed to improve how they navigate Navy career and life events like a PCS move. 4. As MyPCS mobile capability expands, the options to access appropriate online resources for Sailors and command representatives also expand. CPPAs who function as the Approving Official for travel vouchers should acquaint themselves with all available training resources. The agency/command/activity granting the CPPAs Travel Vouchers or Sub voucher approving authority (Departmental Accountable Official) shall be documented using the Appointment/Termination Record Authorized Signature (DD Form 577). E4 Sailors eligible for advancement will take the Navy-wide Advancement Exam (NWAE) on Thursday, September 12. The exam is 175 job-specific questions that are directly tied to Occupational Standards. E7-E9 rating subject matter experts review exam questions, verify exam bibliographies and write new questions to make sure exams represent the job knowledge required to advance to the next-higher paygrade. Exams are scored using a norm-reference standard where the Sailor's exam score is a numerical representation of how well he or she did on the exam compared to peers. Scores range from 20 to 80, with an 80 going to the Sailors that get the most questions correct. Performance mark average is the other Final Multiple Score (FMS) element that has the most weight, and is based on the average advancement recommendations from the commanding officer(s). Advancement opportunity is based on two primary factors: 1) FMS standing among peers, and 2) vacancies (quotas) at the next-higher paygrade.

JACKSONVILLE, Florida (NNS) -- As personnel in Navy Region Southeast return after Hurricane Dorian, the command offers details on reimbursement of expenses for those who were evacuated as authorized by Rear Adm. Gary Mayes, commander of Navy Region Southeast. Per Diem – the money authorized to cover lodging, food, and incidentals – is authorized to be paid to evacuees at the rate of the approved safe-haven location. Navy Region Southeast established safe haven locations around Tallahassee, Florida; Atlanta, Georgia; Columbia, South Carolina; and Tampa, Florida. As an example, the daily rates for Tallahassee are $102 for lodging, $56 for food, and $5 for incidentals. Anyone who evacuated to locations, outside of the approved safe haven location for their command, will only be reimbursed at the safe haven per diem rates. Reimbursement for meals is based on the number of authorized travelers and paid out at the approved rate. However, there are calculations to determine maximum amounts for families. Receipts for meals are not required however; we strongly recommend you keep them. Travel expenses to evacuate are similar and are only reimbursed up to the safe-haven location. Travel to the safe haven in a personal vehicle is reimbursed at $0.58 cents per mile. Once the military evacuee receives notification from their appropriate Routing/Reviewing Official, they may access Defense Travel System to complete their travel authorization and voucher for reimbursement. Military evacuees will need a copy of your NAVPERS 1070/602 (Dependency Application/Record of Emergency Data), itemized lodging receipts in the traveler’s name, Evacuation Lodging Reimbursement Certification Form (if claiming lodging), and receipts for claimed expenses of $75 or more. Civilians will need: DD Form 1351-2 (Travel Voucher), DD Form 1610 (TDY Orders), bank routing and account information for direct deposit, Evacuation Lodging Reimbursement Certification form (if claiming lodging), itemized lodging receipts in the traveler’s name, and receipts for claimed expenses of $75 or more. Commands may establish a schedule to create and issue the evacuation orders for travel claims, so evacuees are urged to maintain contact with the parent command. Personnel are reminded that evacuation entitlements will end upon return to home station or at 11:59 p.m. Sept. 8 – whichever is earlier. If authorized to evacuate, military and civilian employees should maintain all travel and lodging receipts to ensure proper reimbursement. For help understanding how to submit for reimbursement, applicable rates or eligibility; go to your local Fleet and Family Support Center (FFSC) or call 1-866-293-2776 to be directed to the appropriate FFSC. Command administrative offices are also a vital resource to help clarify evacuation and reimbursement issues, and will be the primary authority for review and approval of claims. From Naval Education and Training Command Public Affairs PENSACOLA, Fla. (NNS) -- The Final Multiple Score (FMS) Calculator app is ready for download after undergoing a redesign that complements the MyNavy Portal FMS Calculator. The app, which calculates projected FMS for E-3 through E-6 Sailors who are eligible for advancement to paygrades E-4 through E-7, hit the app stores Sept. 5. “It’s a simple, single-screen display that enables users to populate FMS elements with data representing individual accomplishments and other required data that helps Sailors determine their advancement potential,” said Master Chief Electronics Technician (Nuclear) Greg Prichard, command master chief, Navy Advancement Center. The app features dropdown menus that allow users to change inputs to explore “what if” scenarios. For example, if Sailors believe they may complete an associate or bachelor’s degree prior to the next advancement cycle, they can enter the data to determine if the addition of the degree will place their score above the minimum cut score from the previous exam cycle. This release includes the latest FMS minimum cut scores for the spring 2019 advancement cycles. The release also includes changes in the FMS formulas and implementation of NAVADMIN 312/18, as well as the Reporting Senior’s Cumulative Average (RSCA) Performance Mark Average (PMA) policy. The RSCA PMA calculation will be included in the automated Enlisted Advancement Worksheet (EAW) application starting with the Fall 2019 cycles (Cycles 105 and 244). Active and Reserve candidates competing for advancement to chief petty officer will not use RSCA PMA until the 2020 advancement cycles. Two other changes of note include Individual Augmentee (IA) points and Pass Not Advanced (PNA) points. Based on current operational requirements, the awarding of IA points for E-4 through E-6 candidates will no longer be factored into the FMS. To reward superior rating knowledge, PNA points for E-4 through E-6 candidates will continue to be added when the FMS is computed. However, in an effort to allow first- time test takers an opportunity to compete on a more equal level, PNA points will continue to be awarded for the top 25 percent of eligible candidates, but PNA points will only accumulate for the three previous advancement cycles. Current PNA points from previous cycles will be retained. “The goal is provide greater weight to performance measures and reward talented Sailors who show sustained superior performance,” said Prichard. “This aligns with MyNavy Human Resources’ strategy to improve the way Sailors manage their careers.” The Navy’s Sea Warrior Program (PMW 240) produced the app and Tracen Technologies Inc., a company that specializes in integrated mobile and web solutions, developed the software.

E3-E5 Sailors participating in Reserve Cycle 105 or Active Duty Cycle 244 must validate their advancement worksheet to ensure Final Multiple Score and eligibility factors are correct. In the past, the process was done with paper worksheets and was a fully manual procedure. Now, the online Enlisted Advancement Worksheet (EAW) allows quick access online for Education Services Officers (ESOs), command representatives and Sailors. EAW is automated and pulls from authoritative data. Ships at sea with disconnected operationas will continue to use paper worksheet validation processes, with ashore support to complete each Sailor's EAW. For information on how to access and validate your EAW, check out the EAW tutorials on the NSIPS splash page. https://nsipsprod-sdni.nmci.navy.mil/nsipsclo/jsp/index.jsp Your EAW will be locked after you take the exam, at which time all data and information will be transferred back to the Navy Enlisted Advancement System for processing. Single or traveling with accompanied dependents d. PCS travel must be less than 30 days total of authorized travel including enroute temporary duty under instruction e. Active Duty Navy only (1) This does not apply to: (a) Accession, separation or retirement orders (b) Civilian personnel (c) Selected Navy Reserve (d) Individual Mobilization Augmentee (e) Individual Ready Reserve Navy 3. The intent of the GTCC pilot is to provide another means in addition to an electronic funds transfer/direct deposit (EFT/DD) travel entitlement advance to reduce or eliminate Sailors out-of- pocket expenses during a PCS move. While advances remain an option, GTCC provides the benefit of immediate access to travel entitlements without having to request an advance or to manage the funds in execution. 4. Policy details. a. Use of the GTCC is authorized for the following travel expenses (see reference (b) for additional information): (1) Temporary Lodging Expense at the old or new permanent duty station (PDS) (2) Fuel for a Privately Owned Vehicle (POV), when POV is the authorized mode of transportation (3) Lodging and meals enroute (4) Dislocation Allowance (DLA) related expenses normally used to establish a household (5) Automatic Teller Machine (ATM) withdrawals. Note: ATM fees are not a separately reimbursable expense b. GTCC use is not authorized in the following cases: (1) GTCC use cannot be combined with an EFT/DD travel advance (2) Personally procured moves (PPM), formerly known as do- it- yourself (DITY) moves (3) Commercial airfare for PCS travel. Commercial airfare will continue to be booked by the Navy Passenger Transportation Office (NAVPTO) and paid for by a centrally billed account (4) Personal travel arrangements incurred during leave in conjunction with orders. See section 040504 of reference (c) for further details. c. Regardless of the option elected, all travelers must submit a travel claim within 5 working days of reporting to their new PDS. 5. Process details. a. The PCS process begins when the Sailor receives PCS orders. Whether the Sailor chooses to use the GTCC or not, individuals must contact their Command Pay and Personnel Administrator (CPPA) to initiate the PCS Application for Transfer and Advances (NPPSC Form 1300/1). The Sailor will receive an estimate of the travel entitlement from the CPPA, helping the Sailor to decide whether they should consider participating in the GTCC pilot program. b. Following the interview with the CPPA, Sailors choosing to participate in the GTCC pilot program should inform their command GTCC Agency Program Coordinator (APC). Participating Sailors are required to check-out with the GTCC APC prior to departing on PCS orders. The GTCC APC will: (1) Confirm Citibank has activated the account 10 days prior to the approved detaching date, allowing GTCC use for temporary lodging (2) Confirm Citibank placed the account into a PCS Mission Critical status for the duration of the PCS period (3) If the Sailor is receiving the DLA entitlement, confirm the approved Merchant Category Code (MCC) Group has been activated to allow use of the GTCC for DLA related charges (i.e., expenses normally related to establishing a new household) (4) If applicable based on the PCS cost estimate provided by the CPPA, increase the GTCC credit limit if the estimated cost of travel exceeds the current GTCC credit limit 6. Cardholder Instructions. a. Use of the GTCC in excess of the estimated PCS travel entitlement could result in a personal indebtedness to the US Government b. There are several advantages and protections provided by the GTCC compared to private credit cards. Any cardholder who requires assistance during the PCS travel period should contact their detaching command GTCC APC. If the Sailor has already reported to the new PDS, contact the new PDS GTCC APC. Citi Customer Service should be contacted by calling the number on the back of the GTCC if the cardholder is unable to reach their GTCC APC. d. Misuse. Commanders/Supervisors will ensure travel cards are used only for official travel related expenses. Examples of misuse include, but are not limited to: (1) Expenses unrelated to PCS travel (2) ATM cash withdrawals made more than 3 days prior to official government travel (3) Intentional failure to pay undisputed charges in a timely manner e. Cardholders must submit travel vouchers within 5 working days of arrival at the new PDS as outlined in reference (d). When the travel voucher is complete, ensure the split-disbursement option is selected if GTCC was used during your PCS move. 7. Lean Orders. Lean orders are a streamlined, simplified and plain language orders format that provides Sailors and their families the essential information required to execute a PCS move, all conveniently available on a mobile device via MyPCS Mobile and on a desktop via MyNavy Portal (MNP). Lean orders are only available for viewing by active-duty Sailors in receipt of PCS orders. Full-text legacy formatted orders will also be available on the MyPCS Mobile and on MNP. Both lean and legacy orders must be read in their entirety. An example and tutorial of lean orders is available for viewing via MyPCS Mobile through the Navy App Locker at https://www.applocker.navy.mil or via MNP at https://www.mnp.navy.mil/group/assignment-leave-travel/mypcs. 3. PCS Entitlements Calculator. The PCS Entitlements Calculator is a tool available to assist Sailors and their supporting Command Pay and Personnel Administrators (CPPA) to calculate PCS travel entitlements for planning purposes. All are encouraged to check applicable references when computing estimated travel entitlements and to be mindful that travel rules and entitlements are subject to change. This tool will also prove helpful to Sailors when they fill out their travel claim at their new permanent duty station to ensure the claim disbursement is the correct amount. The controlled rating process will be eliminated for 2019 MAP Season Two due to minimal impacts to community health. For additional guidance regarding MAP eligibility, quota substitutions, professional apprenticeship career track Service Members and Recruiter of the Quarter Program please visit MyNavy Portal (MNP) at https://www.mnp.navy.mil/group/advancement-and-promotion/a-enlisted- advancement-resources-and-links then select the *Websites* tab in the blue banner, select *MAP* and then select the *2019 MAP Season Two Info Sheet* tab. 3. MAP Automation Process. In support of Sailor 2025, MAP is transitioning from a manual submission process to an automated process within NSIPS. This iteration covers the Active Component and a future system update will cover the Reserve Component. 4. NSIPS Web Afloat Users. Commands without access to NSIPS must submit their MAP nomination request via e-mail directly to their immediate superior in command (ISIC), type commander (TYCOM) or budget submitting office (BSO)/echelon II command using the Meritorious Certification Letter (MCL). The letter must be signed by the commanding officer and should address any exceptions to policy (ETP) and/or additional quotas requested. Sample MCLs and detailed information regarding the NSIPS web afloat user process can be found via MNP at the *MAP* tab and then select the *Meritorious Certification Letter (MCL) Template* and *Offline Process*. 5. MAP Automation Changes. MAP enhancements will have a significant impact to the advancement process and polices as outlined in reference (a). The following changes will be implemented on 1 September 2019: a. Quota usage, modifications and distribution will be managed within the NSIPS environment. BSO and command quotas have been uploaded into NSIPS and can be found under the quota summary report tab. Quotas can also be found via MNP at the *MAP* tab and then select the *MAP Quotas*. b. The current paper MCL process will be replaced by an eligibility and nomination list in NSIPS. Commands are now required to submit their MAP advancement through NSIPS and are no longer permitted to submit paper MCLs to the Navy Personnel Command, Enlisted Advancement Branch. Commands without access to NSIPS should submit their MCLs via e-mail to their ISIC as detailed in paragraph 4. The system will use authoritative data to determine eligibility. However, commands are still required to locally validate that MAP candidates have completed the professional military knowledge eligibility examination requirement by 1 September 2019 as outlined in reference (b). c. Additional quotas can be requested using the quota request option. Commands must contact their BSO to determine timeline for additional quota requests. All commands are authorized to request quotas from their BSO/echelon II command, via their ISIC and TYCOM, whether or not command quotas are authorized. d. The system will automatically determine if an ETP is required, using predetermined criteria. Service Members in ratings requiring security clearances and rates/pay grades requiring time in rate (TIR) waivers will be automatically routed for adjudication. The request will be routed through the ISIC, TYCOM and BSO/echelon II command using a hierarchical workflow. However, nuclear-trained Service Members must have an E-5 TIR date of 1 July 2017 or earlier to be eligible for advancement to E-6 during 2019 MAP Season Two. NSIPS will not automatically generate an ETP for nuclear-trained Service Members who do not have sufficient TIR. If a command desires to advance a nuclear-trained Service Members not meeting the TIR requirement, the ETP must be routed to Director, Military Personnel Plans and Policy via Nuclear Program Manager. e. The MAP hierarchy structure in NSIPS provides the routing workflow between senior and subordinate commands within each respective chain of command and also establishes security requirements when determining system access. Commands are highly encouraged to validate the accuracy of their command hierarchy using the unit identification code (UIC) hierarchy tab within NSIPS and submit all inquiries and change requests via e-mail to altn_map(at)navy.mil. f. NSIPS web afloat users are required to follow the procedures outlined in paragraph 5c to request additional quotas and paragraph 5d for ETP guidance. 6. Account Access and Roles. Commands with access to NSIPS are directed to set up their MAP user roles in preparation for 2019 MAP Season Two, which will commence 1 September 2019. Commands with allocated MAP quotas are required to have the command reviewer and command reporting senior user roles established by 31 August 2019. ISICs, TYCOMs and BSO/echelon II commands must also designate a command reviewer and command reporting senior to support subordinate command MAP advancement requests as delineated in the MAP hierarchy structure in NSIPS. For account access, initiate the System Authorization Access Request Navy (SAAR-N) form from the NSIPS menu, *New Users* link. The title, command reporting senior is not meant to be the commanding officer. Rather, the role must be filled by an E-7 or above (or the civilian equivalent), who completes a SAAR-N form and Appointment/Termination Record-Authorized Signature (DD Form 577). The remaining user roles only require the completion of the SAAR-N form. Additional information regarding user roles and access requirements can be found via MNP at the *MAP NSIPS User Guide* tab. 7.
