DTC genetic tests that provide health information have varying levels of validity, and many are not reviewed by the Food and Drug Administration, meaning they may be sold without independent analysis to verify the claims of the seller. Possible inaccuracies pose more risk to military personnel than the public due to Service Member requirements to disclose medical readiness information outlined in reference (a). Testing outside the Military Health System is unlikely to include a clear description of this risk. 3. There is a serious concern that outside parties are exploiting genetic data for questionable purposes, including mass surveillance and the ability to track individuals without their authorization or awareness. 4. In addition to security risks, please be aware of potential unintended consequences that come with learning whom you are related to. Some genetic tests inform participants of a network of likely siblings and parents. While in most cases this is good and interesting, in some situations this new information could negatively affect your family. I recommend that you discuss this topic with family members who are considering genetic testing. New changes for the CY20 MAP include: a. Shortening the MAP seasons. Due to the successful implementation of MAP automation in Navy Standard Integrated Personnel System (NSIPS), and in response to the desire of the Fleet to ensure MAP quotas are executed efficiently, the time allotted for commands to approve MAP candidates will be reduced from 60 to 45 days starting with CY20 MAP Season Two. b. Commands without access to NSIPS should submit their Meritorious Certification Letters (MCL) via e-mail to their Immediate Superior in Command (ISIC) as detailed in paragraph 6a before the last day of the respective MAP season. The system will use authoritative data to determine eligibility. However, commands are still required to locally validate that MAP candidates have successfully completed the professional military knowledge eligibility examination requirement prior to the first day of the MAP season as outlined in reference (b). a. NSIPS Web Afloat Users. Commands without access to NSIPS must submit their MAP nomination request via e-mail directly to their ISIC, type commander (TYCOM) or budget submitting office (BSO)/echelon II command using the MCL. The letter must be signed by the CO and should address any exceptions to policy (ETP) and/or additional quotas requested. WASHINGTON (NNS) -- Top-performing junior Sailors will continue to have the opportunity to be promoted to the next rank under the Meritorious Advancement Program (MAP), as outlined in NAVADMIN 005/20. MAP will account for approximately 20 percent of total advancements in CY20 with roughly half of the available quotas allocated for each season. Similar to last year’s guidelines, MAP will be considered in two “seasons” to coincide with the two Navy-wide advancement exam cycle in the spring and fall. Each cycle will begin just before and will conclude just after the exams, March 1 through April 30, and October 1 through November 15 for season one and two respectively. “We continue to see positive results of MAP by providing an avenue to fast-track promotion for Sailors who may not have the time in grade requirements for the advancement but are outperforming their peers,” said Vice Adm. John Nowell, chief of naval personnel. “MAP is doing what it is intended to do: empower commanding officers and their command triads to identify and advance the most talented, experienced and proficient Sailors within their commands based on demonstrated performance and ability.” MAP is open to all Active-Duty, Full-Time Support Sailors who are E-3 to E-5 and meet eligibility requirements for the next pay grade to include completing the Professional Military Knowledge Electronic Exam (PMK-EE).   8. The United States Navy’s enlisted rank and rate system is unique among the armed services. The first point of divergence is the term “rate,” used in the Navy rather than the more-familiar term “rank,” which is reserved for naval officers and warrant officers. The second unique aspect of Navy enlisted rates is the inextricable linkage of rates, which represent a Sailor’s pay grade, and ratings, which denote an occupational specialty. For example, where a notional Sergeant Smith may have a military occupational specialty (MOS) of infantryman in the Army, he would simply be designated Sergeant Smith, both in conversation and on official documents. A Sailor of equivalent rank/rate with a rating of boatswain’s mate would be Boatswain’s Mate Second Class Jones. (NNS) -- With the first enlisted advancement cycle complete following the rollout of the automated Enlisted Advancement Worksheet (EAW), the EAW working group began to address Fall 2019 advancement cycle lessons learned based on input from Sailors and Educational Services Officers to enhance the Navy’s processes. One of the biggest feedback items was EAW’s requirement for the Professional Military Knowledge-Eligibility Exam (PMK-EE) certificate to be uploaded in the Navy Standard Integrated Personnel System. This led to one of the changes for the fiscal year 2020 advancement cycle for active-duty E-7 in January, Reserve E-4 through E-7 in February, and active-duty E4 through E6 in March. “System latency was extending processing requirements,” said Thomas Updike, Navy Advancement Center deputy director. “Now, as long as the PMK-EE is successfully completed with an 80 or higher in the app or online, there is no need to upload the certificate.” The PMK-EE, which Sailors can now take on Navy eLearning or the mobile app, is required once per paygrade. “The app allows you to complete the PMK-EE requirement anytime and anywhere you have an internet connection,” said Naval Education and Training Professional Development Center (NETPDC) Command Master Chief Gregory Prichard. “Once you complete the exam on the app, you will be directed to enter your Department of Defense identification number to create an email that will update your training jacket.” Another change Sailors will see is less EAW system-generated emails. “Due to fleet feedback, a system change was implemented to reduce the periodicity to weekly,” said Updike. The working group will continue to address issues and feedback from the fleet as advancement cycles continue. “We want the fleet to know that the automated EAW is an evolution toward electronic exams,” said Capt. Brett St. George, NETPDC commanding officer. “We hear their feedback and we are adopting changes to make it better.” The automated EAW, which replaces the paper worksheet, is one of the many endeavors delivering on the MyNavy HR Sailor 2025 Pay and Personnel System Modernization effort. The automated EAW improves the integrity of data used to compute the Final Multiple Score by leveraging data feeds from authoritative data systems for time-in-rate, performance mark average, awards and education.   10. The Marine Corps announced Tuesday that it was authorizing Marines and civilians in Marine Corps law enforcement roles to carry personal firearms while on base.   11. Fewer service members will receive a cost of living allowance in 2020, according to an announcement from the Defense Department on Friday. The department will pay about $20.2 million in cost of living allowances, known commonly as COLA, for service members living in expensive areas of the continental United States. This includes about 12,300 service members — down 2,600 from last year — living within 16 identified areas, according to the DoD news release. MILLINGTON, Tennessee (NNS) -- Sailors moving overseas are now eligible to use their Government Travel Credit Card (GTCC) as part of a pilot program launched this summer initially only for permanent change of station (PCS) moves in the U.S. The expansion of the pilot, announced in NAVADMIN 297/19, is part of the Navy’s ongoing transformation efforts for a modernized pay and personnel system under Sailor 2025; the program is designed to reduce out-of-pocket expenses for Sailors and families while executing PCS travel. The pilot program allows the Sailor to use their GTCC as an option to pay for a range of PCS related expenses. These expenses include temporary lodging, fuel for personal vehicles and meals en route to the new duty station as well as Dislocation Allowance (DLA)-related expenses necessary to establish a household. All commercial airfare for PCS travel will continue to be booked through the Navy Passenger Transportation Office (NAVPTO). Eligibility now includes Continental U.S. (CONUS) and Outside Continental U.S. (OCONUS) active duty Sailors conducting PCS moves with 45 days or less Temporary Duty Under Instruction (TEMDUINS) en route to their permanent duty station. The initial pilot program was launched Aug. 6, 2019, for active-duty existing GTCC cardholders who were conducting PCS between two U.S. based duty stations with fewer than 30 days travel. Since the program launched, several keys to success were identified during the first phase. These include: ensuring the Sailor verifies the status of the GTCC and the card’s assigned pin prior to use, working with the Command Pay and Personnel Administrator (CPPA) to understand entitlements, and verifying with the Agency Program Coordinator (APC) that the GTCC has been placed in a mission critical status.   24. Sailors recently selected for advancement to E4-E6 will remain in a frocked status until their pay incrementation date. All advancements from the Fall cycle occur January through June. No less than three percent of Sailors will be advanced each month, with the majority of advancements occurring in the final pay increment. Roughly 85% of the Sailors selected for advancement in November will be advanced on June 16th. Pay increments are determined by each Sailor's Final Multiple Score standing in their rating and across the entire paygrade, NOT their percentile.
