PENSACOLA, Fla. (NNS) -- Navy master, senior and chief petty officers are needed to serve as rating Subject Matter Experts (SMEs) for upcoming fiscal year 2020 Advancement Examination Readiness Reviews (AERRs) held in Pensacola, Florida. Released Feb. 11, Naval Administrative Message 038/20 announced the AERR schedule for April through September 2020. Based on this schedule, selected AERR members report to Pensacola to work as fleet SMEs for their respective ratings to develop E-4 to E-7 examinations for future advancement cycles. "The exam development process requires each rating to have the right mix of skills, rating knowledge and platform experience at each AERR," said Naval Education and Training Professional Development Center (NETPDC) Command Master Chief Gregory Prichard. “Our goal during the AERR is to make sure every question in the exam bank is current, relevant, important and correct.” AERRs are an integral part of the advancement system and are not only beneficial to the fleet SMEs who attend, but the Navy as a whole. “Writing advancement exams is easily one of the most significant ways that a chief can contribute to the development of his rating,” said Chief Mass Communication Specialist Elliott Frabrizio, who attended the Mass Communication Specialist AERR in November. “The questions that go into these banks will determine what knowledge merits someone being moved into a leadership position within that rating for years to come.” Navy chiefs on active duty, Full Time Support, and reservists on Active Duty for Special Work are encouraged to take part in the process by reaching out to their respective Type Commander (TYCOM) or rating sponsor point of contact (POC) for application information. “We come to the table to write exams as subject matter experts,” said Fabrizio. “But there is no denying that we learn a lot of new material through the process of diving into our own manuals and wracking our brains to develop thoughtful, balanced questions—all while sitting in a room with some of the best chiefs, senior chiefs and master chiefs that our ratings have to offer.” AERRs vary in length between one to two weeks and are held throughout the year, with each specific rating reviewed on average once a year. AERR participants receive temporary duty orders from their parent command, paid for by NETPDC. Normally, four to six nominees are selected for each AERR. To view the annual AERR schedule, locate a specific rating point of contact, or view AERR eligibility requirements, log into My Navy Portal www.mnp.navy.mil and search under Professional Resources/Navy Advancement Center/AERR. Contact the TYCOM or rating sponsor POC to determine submission deadlines. Once selected, chiefs receive a selection e-mail from the Navy Advancement Center (NAC) approximately 45 days prior to the start of the AERR. Selectees should make early contact with NAC staff to answer any questions they may have concerning the AERR process. As part of the MyNavy HR Force Development team, NETPDC’s mission is to provide products and services that enable and enhance education, training, career development and personnel advancement throughout the Navy. MILLINGTON, Tennessee (NNS) -- With Chief Petty Officer selection board season underway, Navy board specialists advise that now is the time to ensure your records are up-to-date and ready for your upcoming Chief, Senior Chief or Master Chief Petty Officer board. “Selection board season runs January through October and affects Sailors throughout the Navy. After Sailors find out they are board eligible, it’s vital to scrub their military records for accuracy,” said MyNavy HR Fleet Master Chief Wes Koshoffer. “Make sure to take a look at recent awards, evaluations, qualifications and education to make sure that everything is being correctly documented. If there are items missing, take immediate action to get those items updated.” Having an incomplete or incorrect record can mean a missed opportunity to be selected. If a Sailor’s military record is up to date, there is no need to submit a package to the board. “Sailors shouldn’t wait until board results come out to start scrubbing their military records for accuracy. Board season is here so start preparing now,” said Koshoffer. “The best package a Sailor can have is an up-to-date record.” The MyNavy HR team has made it easier than ever for Sailors to review their records. Sailors can access their records via MyNavy Portal or on their personal cell phones through the MyRecord mobile application. There is no need to submit duplicate correspondence. If a Sailor has correct documentation in their military records online or listed in their evals, do not send it in the package. Sending documents that are already in the record does not make a Sailor look like a stronger candidate and could even lead to confusion. “Sailors should read the FY20 Active-Duty Navy and Navy Reserve Senior Enlisted Advancement Selection Boards Precept to understand what board members will be looking for,” said Koshoffer. To find the precept, go to the NPC Website, click on the boards tab and navigate to CPO Selection Boards. To find out if a Sailor is “board eligible,” visit BUPERS Online and click the Advancement Selection Boards status tab. “You also need to make sure there are no gaps in your evaluation history,” Koshoffer added. On the BUPERS Online website, click on CCA/FITREP/EVAL Reports. Under Reports click the highlighted Performance Evaluation Continuity Report. Scroll to the bottom under Missing Periods and check for any evaluation gaps. Even if there doesn’t appear to be any gaps, go line by line through the report, just to verify. If gaps do exist or other assistance is needed, contact the MyNavy Career Center Contact Center at 1-833-330-MNCC. To ensure that education, awards and other professional information are correct, go to BUPERS Online to the ODC, OSR, PSR, ESR link on the main menu and look for the enlisted personnel summary report. For Sailors who intend to submit a Letter to the Board (LTB) the process has never been easier. In January 2020, MyNavy HR launched a new online capability allowing board-eligible Sailors to submit letters to the board electronically. Announced in NAVADMIN 220/19, the Electronic Submission of Selection Board Documents (ESSBD), is a MyNavy HR transformation and Sailor 2025 initiative designed to improve personnel programs and give Sailors more control and ownership over their careers. Using the ESSBD feature to submit a LTB improves the speed, transparency and confidence of receipt over previous submission methods. The application allows board candidates the ability to submit pre-formatted LTB, with or without attachments. To use ESSBD, candidates must access document services through BUPERS Online website and click on the Navy Personnel Command Document Services menu link. WASHINGTON (NNS) -- The Navy released a reminder regarding the Hometown Area Recruiting Program (HARP), Officer Hometown Area Recruiting Program (OHARP), Blue Jacket Hometown Area Recruiting Program (BJHARP), and Senior Minority Assistance to Recruiting program (SEMINAR) in NAVADMIN 027/20, Feb. 3. These programs play a key role in recruiting tomorrow’s Sailors by returning outstanding Navy personnel to their hometowns to temporarily assist local recruiters in locating and enlisting or commissioning qualified individuals by highlighting the experiences a prospective candidate can gain from the Navy. “Sailors are familiar with schools, peers, teachers, and organizations in their hometowns,” said Terry Black, program manager. “They can help assist local recruiters who do not possess the same familiarity in these areas with recruitment efforts.” HARP duty allows eligible Sailors 12 days of leave, BJHARP allows eligible Sailors 10 days of leave, and OHARP allows officers 14-90 days of leave. SEMINAR enhances Navy’s recruiting efforts by temporarily returning highly qualified Black, Hispanic, and Asian/Pacific Islander officers and senior enlisted personnel to their home communities for 20 days to meet with local influential community members and to discuss the vast educational, career, and advancement opportunities the Navy offers. Sailors who take advantage of these programs will be required to assist local recruiters in a variety of ways, the most important being relating their Navy experiences to their peers. Sailors will be asked to wear the uniform of the day and visit high schools, colleges, universities, prior places of employment, and popular community locations to discuss Navy opportunities. Some may be asked to go on appointments with recruiters, attend community events, and meet leaders in the community. By sending Sailors on permissive, no-cost Temporary Additional Duty orders, or allowing them to add additional days of leave to Permanent Change of Station (PCS) orders, the Navy hopes to spread current, relevant information about the Navy and its opportunities to areas outside of major fleet concentrations. “Historically, recruiting duty has always been challenging,” said Black. “Record lows in unemployment and rising wages have made it even more challenging.” Navy Recruiting Command will not approve any requests the week of Thanksgiving, the last two weeks of December, and the first week of January. Members who would like to participate in conjunction with PCS orders need to submit their requests to Navy Recruiting Command six to nine months prior to their transfer date. These are non-funded programs. Sailors will not be reimbursed for travel, transportation, per diem or miscellaneous expenses connected with these programs. “The program has always existed, we just needed to ensure new Navy Sailors ranging from ages 19-22 are familiar with these programs in order to enhance their participation,” said Black. ARLINGTON, Va. — The Navy has a finite amount of money for retaining experienced enlisted sailors, so to ensure proper ship staffing, the service is increasing the number of meritorious promotions to petty officer first class. The Navy has monetary incentives to retain sailors in hard to fill billets. Staffing ships, though, require sailors with ratings that don’t qualify for reenlistment bonuses, Chief of Naval Personnel Vice Adm. PENSACOLA, Fla. — In March, command leadership will receive advanced notification of chief petty officer selection board eligibility through the triad notification functionality in BUPERS OnLine (BOL). Starting with exam cycle 246 for active duty and Full-Time Support (FTS) Sailors, command notification will occur one day prior to the results being posted to profile sheets on the Navy Enlisted Advancement System (NEAS) Web. “This new notification process allows command leadership to take a more proactive role in their Sailor’s development,” said Naval Education and Training Command Force Master Chief Karim Cole. “Leadership must engage early and often with their Sailors to ensure their continued personal and professional growth.” Commands can now immediately assist Sailors in board preparation no matter the result. “In the past, I had to rely on each individual first class to download their profile sheet and tell me if they made board,” said Naval Education and Training Professional Development Center (NETPDC) Command Master Chief Gregory Prichard. “I can now say, ‘Okay, let’s work on your letter to the board’, or in the case they didn’t make it, ‘let’s look back and see what we need to do for the future.’” The change also helps those who might not have access to a dot-mil domain. “If you are a Reservist, deployed or on leave, you can’t see your profile sheet on NEAS Web,” said Prichard. “Now the command can reach out to you so you don’t have to wait.” Command triads will not receive the notification of E-7 selection board eligibility until mid-March for active duty and mid-April for the Reserve component. “The reason we don’t know the [specific] date is because we have to get in all the answer sheets and clear all the discrepancies as best we can before we process the cycle to determine selection board eligibility,” said Thomas Updike, Navy Advancement Center deputy director. “We do this so no one is disadvantaged.” E-7 Selection board eligibility is determined through two factors—the Reporting Senior Cumulative Average (RSCA) Performance Mark Average (PMA) which counts for 60% of the Final Multiple Score (FMS), and the exam score which makes up the other 40% of the FMS formula. “Once every Sailor’s FMS is calculated, we go down to the 60% mark in each rating and draw a line,” said Updike. “Everyone above the line makes board, and Sailors below the line will not have their record reviewed by the selection board.” Ultimately, 60% of all eligible first-class petty officers in each rating go to the selection board for consideration for advancement to chief petty officer. The eligibility list, however, can change as discrepancies are resolved. “If the very next day after we publish the eligibility list a late answer sheet comes in or if the record of a Sailor who is in a discrepancy status is updated,” said Updike, “the Advancement Center will continue to update the E-7 eligibility list all the way until the selection board adjourns.” The Navy will release a NAVADMIN to announce requirements for the E-7 selection board in February. This NAVADMIN updates reference (a) and announces the policy and guidance for calendar year (CY) 2020 Meritorious Advancement Program (MAP) for Active-Duty and Full-Time Support Sailors. Supporting Sailor 2025, MAP is intended to empower commanding officers (CO) and their command triads to identify and advance the most talented, experienced and proficient Sailors within their commands based on demonstrated performance and ability. 2. CY20 MAP Season One window is from 1 March through 30 April 2020. Season Two window will be from 1 September through 15 October 2020. For additional guidance regarding MAP eligibility, quota substitutions, professional apprenticeship career track Service Members and Recruiter of the Quarter Program please visit MyNavy Portal (MNP) at https://www.mnp.navy.noclick_mil/group/advancement-and-promotion/a-enlisted- advancement-resources-and-links then select the *Website* tab in the blue banner, select *MAP* and then select the 2020 MAP Season Info Sheet tab. 3. MAP will account for approximately 20 percent of total advancements in CY20 with roughly half of the available quotas allocated for each season. All unused quotas for each season will be returned to Enlisted Plans and Policies Branch (OPNAV N132) no later than the last day of the respective MAP season. Returned quotas will then be factored into the current Navy-Wide Advancement Exam (NWAE) cycle. Additionally, we are maintaining the two- season framework that aligns the MAP with the NWAE to emphasize the intent of MAP in identifying and rewarding high-performing, technically-proficient Sailors. COs are authorized to use E4 quotas to advance any E1 through E3 Service Member to the next higher paygrade on a one-for-one basis and also to meritoriously advance Sailors who are in a frocked status. 4. The updated MAP changes for CY20 were made in partnership with Navy leadership and the MAP strategic working group, comprised of senior enlisted leaders across the Fleet. The strategic working group applied the lessons learned from CY19 and Sailor feedback to ensure command triads have as much latitude and flexibility as possible. New changes for the CY20 MAP include: a. Shortening the MAP seasons. Due to the successful implementation of MAP automation in Navy Standard Integrated Personnel System (NSIPS), and in response to the desire of the Fleet to ensure MAP quotas are executed efficiently, the time allotted for commands to approve MAP candidates will be reduced from 60 to 45 days starting with CY20 MAP Season Two. b. Canvasser Recruiter (CANREC) nominations. CANREC Sailors will no longer be advanced under the Active Component MAP. Community Health. Although MAP has not adversely impacted community health, we recognize some ratings had lower NWAE opportunity as compared to MAP. We will continue to explore ways in which MAP can be tailored for specific ratings of interest. 6. Commands are required to submit their MAP advancement through NSIPS. Commands without access to NSIPS should submit their Meritorious Certification Letters (MCL) via e-mail to their Immediate Superior in Command (ISIC) as detailed in paragraph 6a before the last day of the respective MAP season. The system will use authoritative data to determine eligibility. However, commands are still required to locally validate that MAP candidates have successfully completed the professional military knowledge eligibility examination requirement prior to the first day of the MAP season as outlined in reference (b). a. NSIPS Web Afloat Users. Commands without access to NSIPS must submit their MAP nomination request via e-mail directly to their ISIC, type commander (TYCOM) or budget submitting office (BSO)/echelon II command using the MCL. The letter must be signed by the CO and should address any exceptions to policy (ETP) and/or additional quotas requested. Sample MCLs and detailed information regarding the NSIPS web afloat user process can be found via MyNavy Portal (MNP) at the *MAP* tab and then select the *Meritorious Certification Letter (MCL) Template* and *Offline Process*. b. Quota usage, modifications and distribution will be managed within the NSIPS environment. BSO and command quotas will be uploaded into NSIPS on 15 February 2020 and can be found under the quota summary report tab. Quotas can also be found via MNP at the *MAP* tab and then select the *MAP Quotas*. c. Additional quotas can be requested using the quota request option. Commands must contact their BSO to determine timeline for additional quota requests. All commands are authorized to request quotas from their BSO/echelon II command, via their ISIC and TYCOM, whether or not command quotas are authorized. d. The system will automatically determine if an ETP is required, using predetermined criteria. Service Members in ratings requiring security clearances and rates/pay grades requiring time in rate (TIR) waivers will be automatically routed for adjudication. The request will be routed through the ISIC, TYCOM and BSO/echelon II command using a hierarchical workflow. e. Nuclear-trained Service Members. NSIPS will not automatically generate an ETP. If a command desires to advance a nuclear-trained Service Member not meeting the TIR, an ETP must be routed to Director, Military Personnel Plans and Policy (OPNAV N13) via Nuclear Program Manager (OPNAV N33) (E-5 TIR date of 1 January 2018 or earlier to be eligible for advancement to E-6 during CY20 MAP Season One. Nuclear-trained Service Members must have an E-5 TIR date of 1 July 2018 or earlier to be eligible for advancement to E-6 during CY20 MAP Season Two). 7. MAP Quotas. The number of MAP quotas by UIC will be posted on 15 February 2020 and can be found on MNP Portal at https://www.mnp.navy.noclick_mil/group/advancement-and-promotion/a-enlisted- advancement-resources-and-links, then select the *Websites* tab in the blue banner. 8. WASHINGTON (NNS) -- Top-performing junior Sailors will continue to have the opportunity to be promoted to the next rank under the Meritorious Advancement Program (MAP), as outlined in NAVADMIN 005/20. MAP will account for approximately 20 percent of total advancements in CY20 with roughly half of the available quotas allocated for each season. Similar to last year’s guidelines, MAP will be considered in two “seasons” to coincide with the two Navy-wide advancement exam cycle in the spring and fall. Each cycle will begin just before and will conclude just after the exams, March 1 through April 30, and October 1 through November 15 for season one and two respectively. “We continue to see positive results of MAP by providing an avenue to fast-track promotion for Sailors who may not have the time in grade requirements for the advancement but are outperforming their peers,” said Vice Adm. John Nowell, chief of naval personnel. “MAP is doing what it is intended to do: empower commanding officers and their command triads to identify and advance the most talented, experienced and proficient Sailors within their commands based on demonstrated performance and ability.” MAP is open to all Active-Duty, Full-Time Support Sailors who are E-3 to E-5 and meet eligibility requirements for the next pay grade to include completing the Professional Military Knowledge Electronic Exam (PMK-EE). When 2020 MAP Season One begins, the quotas will be uploaded into the system and can be found under the quota summary report tab.
