ABOARD THE NUCLEAR ATTACK SUBMARINE USS SOUTH DAKOTA – A banner over the sonar operators in the control room of one of the Navy’s most technologically advanced submarines declares the attack boat is the service’s “Apex Predator.” The sign – complete with a portrait of the alien from the 1987 sci-fi adventure film “The Predator” – refers to a package of sensors and quieting technology the service installed for testing aboard USS South Dakota (SSN-790). Commissioned in 2019 as one of the last Block III Virginia-class attack boats, five years ago the Navy chose South Dakota to be the service’s acoustic superiority test ship.
  3. The Navy nearly separated 100 active-duty sailors as the sea service continues toward a force fully vaccinated against COVID-19. The Navy separated 99 active-duty sailors this week, according to its weekly COVID-19 update, which publishes weekly on Wednesdays. This brings the total number of sailors, including members of the reserve, to 419.

  5. HONOLULU – The Hawaiʻi Department of Health (DOH) has determined that the U.S. Navy is in non-compliance with the DOH Emergency Order to safely defuel the Navy’s Red Hill facility. The Emergency Order issued by DOH on December 6, 2021 specifies that the Navy must hire a qualified independent contractor, to be approved by DOH, to prepare the Red Hill workplans, conduct assessments, and recommend system repairs and improvements to safely defuel the Red Hill facility.

QUANTICO, Va. - The U.S. Naval Community College selected the Virginia Community College System and Northern Virginia Community College as one of the Pilot II cybersecurity associate degree programs Feb. 22, 2022. This continues the relationship developed during the initial pilot program and provides active-duty enlisted Sailors, Marines and Coast Guardsmen the ability to earn cybersecurity certificates or associate degrees that will directly contribute to the naval services and set them on a path to lifelong learning and success. “NOVA’s program offers our men and women in uniform a technical, hands-on approach to cybersecurity,” said Randi R. Cosentino, Ed.D., president of the USNCC. “We are excited to continue to work with a two-year institution recognized by the National Security Agency as a National Center of Academic Excellence in Cyber Defense.” The men and women who attended NOVA as part of the first pilot program will have the opportunity to continue in the program and complete their Associate of Applied Science in Cybersecurity with an established pathway to a four-year degree with little to no loss of credit. “We are excited for this opportunity to continue serving students who are keeping our country safe,” said Chad Knights, Ph.D., vice president of information and engineering technologies and college computing at NOVA. “Through this groundbreaking program, we are able to provide our USNCC-NOVA students with the skills they need to protect our critical infrastructure as active duty service members and help them succeed one day in the cybersecurity industry.” The USNCC’s cybersecurity applied science degree, in coordination with NOVA, will provide an in-depth understanding of technical development and operational implementation of cybersecurity skills to design, administer, secure and troubleshoot computer networks, as well as the data protection skills needed to safeguard critical cybersecurity infrastructure and assets. The degree pathway also includes a certificate in Naval Studies taught by the USNCC’s faculty and a professional cybersecurity certificate and degree through NOVA’s program. WASHINGTON - Navy upped the ante in the fight to fill critical billets at sea March 1 as the New Detailing Marketplace Assignment Policy (DMAP) went live, offering a wide range of incentives to Sailors in sea-intensive ratings in exchange for staying at sea in critical operational billets. The Navy announced DMAP Phase 1, which will replace the existing Sea Shore Flow policy, in NAVADMIN 280/21 on Dec. 9. These changes are the result of a multi-year effort consisting of focus groups and surveys with Sailors from around the fleet. Those in the most sea intensive ratings, will have options such as new incentive pay, advancements, and future shore duty priority in exchange for spending more time on sea duty. Those in ratings that are not in the first phase of DMAP will still see non-monetary incentives, such credits for staying at sea that can be cashed in for priority in shore tours selection later. "We know you want options and flexibility, so if you're eligible to promote, we'll offer you advancement. If it’s money, we’ll have the have detailing marketplace incentive pay that ranges from $300 to $800 monthly,” said Vice Adm. John B. Nowell, Jr., the chief of naval personnel "The whole idea here is what incentivizes you, so you feel good about staying at sea." Phase 1 starts with four ratings: Aviation Boatswain’s Mate (Fuels), Aviation Boatswain’s Mate Aircraft (Handling), Gas Turbine Systems Technician (Mechanical) and Culinary Specialist. The remaining 12 sea-intensive ratings will be gradually phased in to DMAP along with the rest of the enlisted ratings in future phases. Based on Sailor feedback, career options and incentives for those in sea-intensive ratings will expand both during and after completing their first, four-year sea tour as an Apprentice (E4 and below). At this point, incentives will be offered to serve a follow-on, three-year sea tour at the Journeyman (E5) level. This is called the DMAP 4+3 Sea Tour Option. Here’s a look at the incentives on the table. Advance-to-Position (A2P) gives E4 Sailors eligible for E5 the chance to apply for an E5 sea duty assignment in the detailing marketplace, and if selected, be permanently advanced to that paygrade once in the job. Sailors must have passed their most recent Navy Wide Advancement Exam but have not yet been selected for advancement. They must also extend or reenlist to meet the three-year tour length. Command Advance-to-Position (CA2P) allows Commanding Officers to retain top-performing, advancement-eligible E4 Sailors who have not yet entered the detailing marketplace by permanently advancing them to E5 to fill a vacant, or projected to become vacant, E5 billet at their current command. These Sailors advance to E5 upon filling the E5 position at their current command. Similar to A2P, Sailors must have enough obligate service to complete a total of seven years at their command, including any training pipelines. If necessary, they must extend or reenlist to fill the billet. This is a great option for Sailors looking for geolocation stability. CA2P replaces MAP for the four Phase I ratings at the E4 to E5 level but will only be available at afloat commands. Detailing Marketplace Incentive Pay (DMIP) is an extra monthly payment for Sailors who take the 4+3 sea duty option, which they will receive for the entire three-year Journeyman sea tour. Initial DMIP rates will be between $200 and $800 per month, depending on location and type of sea duty. All sailors on sea duty will now earn what’s called Continuous Sea Duty Credits (CSDC). A Sailor starts accruing credits when reporting to sea duty and the counter is reset each time a Sailor reports to shore duty. These credits come into play when negotiating shore duty orders. Those with the most credits will get priority consideration in the assignment process giving them an edge when competing for highly sought-after positions. When two equally qualified sailors are competing for a position, these sea duty credits will serve as the tiebreaker. “DMAP Phase I represents the first step towards a truly dynamic, Sailor-focused Detailing Marketplace that will improve Fleet readiness and enrich Sailors’ careers,” Nowell wrote. “Lessons learned from DMAP Phase I will inform subsequent phases and the expansion of Detailing Marketplace incentive options to Sailors in additional ratings.” More details, including points of contact, are available in the NAVADMIN.

  11. HONOLULU (HawaiiNewsNow) - The military won’t even confirm that he is here, but Secretary of the Navy Carlos Del Toro is on Oahu for high-level meetings on the tainted water crisis. It’s believed to be his second trip to Hawaii since the crisis began nearly three months ago. Del Toro is meeting with Gov. David Ige and members of Hawaii’s congressional delegation. Video obtained by Hawaii News Now showed Del Toro walking out of a meeting at Camp Smith on Friday afternoon. “The Secretary of the Navy is here in Hawaii. I’m meeting with him today,” said U.S. Rep. Kai Kahele.

Making sure female Sailors receive their maternity uniforms has taken on a new twist as the Navy Exchange Service Command (NEXCOM) does its part to support the Navy’s Maternity Pilot Program (MPP). For the duration of the MPP, NEXCOM will manage the inventory of maternity uniform items, coordinate the tailoring and mailing of the uniform items and track the uniforms for return and possible re-issue. Making sure female Sailors receive their maternity uniforms has taken on a new twist as the Navy Exchange Service Command (NEXCOM) does its part to support the Navy’s Maternity Pilot Program (MPP). For the duration of the MPP, NEXCOM will manage the inventory of maternity uniform items, coordinate the tailoring and mailing of the uniform items and track the uniforms for return and possible re-issue. The Navy’s MPP was announced in NAVADMIN 284/21 and released Dec. 15, 2021. The MPP is a Congressionally-mandated program directed by the FY21 National Defense Authorization Act. “We are proud to be a part of the Navy’s Maternity Pilot Program in support of our Sailors,” said retired Rear Adm. Robert J. Bianchi, Chief Executive Officer of NEXCOM. “NEXCOM is already in charge of Navy uniform procurement and sales through its NEX Uniform Shops and website, myNavyExchange.com. Our uniform team was excited to take on this additional challenge of providing PREMIER customer service to our female Sailors through this new program.” Once a Sailor is selected to participate in the MPP, she should bring the maternity uniform size measurement sheet to the nearest NEX Uniform Shop to help determine the exact sizing needed for her maternity uniforms. Once NEXCOM receives confirmation of approval of a Sailor’s participation in the MPP and receives the completed measurement form from the Navy Uniform Matters Office, a full seabag of Navy maternity uniform items will be provided, including sewn-on embroidery for working uniforms and rank insignia for enlisted E1-E6 dress uniforms. Hemming and shipment will also be free of charge. “The uniform items will be sent from NEXCOM’s Southeast Distribution Center to the Sailor’s home,” said Cmdr. Terri Gabriel, NEXCOM’s Deputy Commander, Military Uniforms. “The Sailor doesn’t need to pick up or have their uniforms altered at the NEX. It will arrive at her door, ready to wear.” Once the service member’s pregnancy is complete, and the maternity uniforms issued are no longer needed, they are returned to NEXCOM’s Southeast Distribution Center, at no cost to the Sailor. Once returned, NEXCOM associates will inspect, repair, launder, re-inspect and re-stock the maternity uniforms for potential re-issue to another MPP participant. The Navy has released new plank standards for the physical readiness test for men and women, and is also reducing the max out standards for both groups after evaluating records from last year’s assessment. Whereas the plank standards the Navy originally released in 2020 were gender neutral for all age groups, the new standards are slightly different for men and women, according to the Navy. The shift stems from analysis done on 26,000 forearm plank records from the 2021 PRT, which found there was a “minor gender performance differential,” the Navy said in a new naval administrative message.

Each Commander is responsible for accurate and timely reporting of data on all unvaccinated Navy service members under their command to precisely reflect all required fields, including demographic and command information in addition to the members DoD ID number and duty status, even if the data is being compiled at higher echelons. Note that there are three choices for duty status - *active component*, *full-time support* (full-time support and training and administrative of the reserve) and *selected reserve* (SELRES). For SELRES Sailors on active duty orders, indicate *selected reserve* as duty status. 5.c. Notify PERS 92 via official correspondence not later than 10 days following release of this message of selectees who do not accept appointment. Selectees who decline their commission within this 10 day period will be considered by the FY 23 Reserve Enlisted Selection Boards. After the 10 day period, PERS 92 will invalidate all FY 22 Reserve LDO and CWO In Service Procurement Selection Board selectees eligibility for the FY 23 Reserve Enlisted Selection Boards. c. Per reference (a), ensure LDO and CWO selectees obtain a commissioning physical within 90 days preceding the appointment month. Notify PERS-92 upon completion. d. Administer official physical fitness assessment (PFA) within 4 months of commissioning date. Selectees must hand carry test results to Officer Indoctrination School, Newport, RI. If selectee fails to achieve satisfactory medium, notify PERS-92. Hold commissioning in abeyance until successful completion of PFA. f. Hold appointment in abeyance if it is determined that a selectee is no longer mentally, physically, morally or professional qualified or if they fail to meet current PFA requirements. Immediately forward documentation citing reason to PERS-92. 6. If an LDO or CWO selectee's enlistment (including any extensions) expires after the date of appointment, they are not reenlistment eligible unless appointment is declined. 7.
