RMKS/1. This NAVADMIN announces the guidance for the administration of the
Spring 2025 (Cycle 116) Navy-Wide Advancement Exam (NWAE) for Selected
Reserve (SELRES) E5 through E7 candidates, to include those serving on
voluntary recall, mobilization, or as canvasser Recruiters.
2. In line with references (a) and (b), the Enlisted Advancement Worksheet
(EAW) is the authoritative source of data used to determine Cycle 116
eligibility. Commands are to accurately validate, complete, and finalize all
EAWs in the Navy Standard Integrated Personnel System (NSIPS). EAW
discrepancies should be addressed via the Post-examination Administration
Comment (PAC) process after Cycle 116 worksheets are locked.
3. Cycle 116 Timeline:
a. 31 December 2024: Professional Military Knowledge - Eligibility Exam
(PMK-EE) completion deadline.
b. 31 January 2025: Enlisted Leader Development (ELD) course completion
deadline.
c. 1-28 February 2025: Exam administration.
d. 28 February 2025: EAW completion due date.
4. Cycle 116 specific eligibility requirements:
a. Terminal Eligibility Date (TED):
(1) E7 - 1 January 2026
(2) E5 and E6 - 1 July 2025
b. Minimum Time-in-Rate (TIR):
(1) E7 - On or before 1 January 2023
(2) E6 - 1 July 2022
(3) E5 - 1 July 2024
c. E6 and E7 candidate TIR requirements for Early Promote (EP) can be
waived by one year with Commanding Officer (CO)/Officer-In-Charge (OIC)
approval. An EAW must be created manually for all who receive EP waiver. EP
candidates are still bound by the same PMK-EE deadline as regular TIR
candidates.
d. High Year Tenure (HYT) and HYT Plus. In line with
references (f) and (g), HYT plus remains available. In the EAW, the
"HYT Exceeded" entry may reflect "Yes" - when applicable, select
"Yes" for "HYT Waived."
e. Candidates with an approved request for voluntary transfer to retire
or Fleet reserve prior to mandated HYT are not eligible to advance.
f. Security/Interim security clearance (if required). Ratings
requiring a security clearance are AC, AE, AG, AO, AT, AWF, AWO, AWR, AWS,
AZ, CTI, CTR, CTT, CWT, EOD, ET, ETV, FC, FCA, GM, HT, IC, IS, IT, ITR, ITN,
LN, MA, MC, MMA, MN, ND, OS, QM, SB, SO, STG, STS, and YN. All NWAE
candidates must have applicable adjudication (top secret or secret) or
interim clearance prior to 1 February 2025. If clearance is revoked, an exam
is not authorized until discrepancy is corrected. An eligibility
determination of "No Determination Made" constitutes an unfavorable
adjudication.
g. Performance Mark Average (PMA). Compute PMA for E5 candidates and
Reporting Senior's Cumulative Average (RSCA) PMA for E6 and E7 candidates in
line with references (a) and (h). Use all applicable evaluations in current
paygrade with an ending date that falls within following periods:
(1) E5 candidates - 1 February 2024 to 31 January 2025
(2) E6 candidates - 1 February 2022 to 31 January 2025
(3) E7 candidates - 1 February 2022 to 31 December 2024
h. Use of EAW is mandatory, in line with reference (b).
i. PMK-EE. In line with reference (c), PMK-EE remains mandatory once
per paygrade for all E5 through E7 candidates to be eligible for NWAE cycle
participation, including EP and Limited Duty Officer (LDO) candidates. Refer
to reference (d) regarding special exceptions for new accessions.
Waivers are normally not approved without extraordinary circumstances.
j. ELD. In line with reference (e), ELD course completion is mandatory
for all E6 and E7 candidates to be eligible for NWAE cycle participation. E6
candidates must complete the Intermediate Leader Development Course (ILDC)
and E7 candidates must complete the Advanced Leader Development Course (ALDC)
prior to taking the NWAE. Special Warfare Operator (SO) and Special Boat
Operator (SB) Sailors must complete the Naval Special Warfare Leading Petty
Officer (LPO), or Naval Special Warfare Development Group LPO courses in lieu
of ALDC.
5. Exam Ordering:
a. In line with reference (a), NWAE ordering dates and TIR listings are
on the Navy Enlisted Advancement System (NEAS) website:
https://neas.ncdc.navy.mil/. Select Exam and Ordering Date Chart.
b. Sensitive Compartmented Information (SCI) examinations not included
on initial TIR list must be ordered from
netpdc_crytologic_products@us.navy.mil. Order examinations in line
with reference (a).
c. Non-SCI examination orders not included on initial TIR list must be
ordered on the NEAS website using Department of Defense Identification
Number.
d. Educational Services Officers (ESO) should verify exam order
placement within 7-10 days of ordering at "View Previous Exam
Orders" link via the NEAS website, and should contact Naval
Education and Training Professional Development Center, Fleet
Services Branch (NETPDC N321) as needed for examination order
inquiries and issues.
e. Reference (a) contains information for ordering exams for Sailors in
Congressionally Designated Combat Zones and Approved Contingency Operations
Areas (CDCZ/ACOA) or recalled reservists.
Exams will be ordered by the Active Duty command Unit Identification Code
(UIC) where the Sailor is assigned.
6. Exam administration. Administer exams and return answer sheets in line
with chapter 6 of reference (a). An exam tote board on the NEAS website
displays current status of received answer sheets.
a. When an exam is not used during the normally scheduled exam
administration, do not destroy the exam prior to 1 April 2025 as the exam may
be used for an authorized 'late exam administration' prior to this date.
b. All SELRES late exam administration requests will be emailed to Navy
Reserve Force ESOs at cnrfc_reserve_forces_eso@us.navy.mil, carbon copy to
Immediate Superior in Command (ISIC) ESO. Requests shall include command
name, UIC, number of Sailors affected, reason, and date of exam. The Navy
Reserve Force ESOs will request authorization to administer late exams from
NETPDC N321.
7. Discrepancy Correction:
a. A detailed discrepancy list can be found on the NEAS website.
b. Post-exam administration discrepancy correction correspondence with
NETPDC (N321) is to be submitted using the EAW PAC function, refer to
reference (b). All corrections must have a CO/OIC letter and all required
supporting documentation included as attachments. Education point
corrections require a submission of the Joint Service Transcript indicating
the degree type and date of completion.
c. For guidance on E5 and E6 candidates with missed exams due to
CDCZ/ACOA, refer to reference (a).
d. Selection board eligibility waivers should be conducted in line with
reference (a). Modifications are as follows:
(1) CDCZ/ACOA Candidates. Submit a list of selection board eligible
candidates by activity in addition to E7 letter of transmittal, along with an
"Individual Augmentee Waiver Granted" entry in "EAW Special Circumstances."
(2) Non-CDCZ/ACOA Candidates. Submit request for exception
to policy for selection board eligibility waiver in line with reference (a).
8. NWAE results:
a. E7 candidates: Will be posted via BUPERS Online and profile sheets.
b. E5 and E6 candidates: Will be available via profile sheets.

RMKS/1. This NAVADMIN announces guidance for the administration of the
January 2025 (Cycle 266) E7 Navy-Wide Advancement Examination (NWAE) for
Active Duty and Training and Administration of the Reserves (TAR) Sailors.
2. In line with reference (a) and (b), the Enlisted Advancement Worksheet
(EAW) is the authoritative source of data used to determine Cycle 266 E7
eligibility. Commands are to accurately validate, complete, and finalize all
EAWs in the Navy Standard Integrated Personnel System (NSIPS). EAW
discrepancies should be addressed via a Post-examination Administration
Comment (PAC) process after worksheets are locked.
3. Cycle 266 timeline:
a. 30 November 2024: Professional Military Knowledge - Eligibility Exam
(PMK-EE) completion deadline.
b. 31 December 2024: Enlisted Leaders Development (ELD) course
completion deadline.
c. 16 January 2025: Exam administration. EAW will close one week after
the exam date on the worksheet.
d. Deviation from administration dates. In line with reference (a),
commands that require rescheduling of NWAE administration date (with valid
reason) may request a deviation of NWAE administration from Navy Personnel
Command, Enlisted Career Administration Division (PERS-803). If authorized,
administration will be completed by 31 January 2025.
4. Eligibility requirements are in line with reference (a), and the
following information applies for Cycle 266:
a. Terminal Eligibility Date: 1 January 2026.
b. Time-in-Rate (TIR) date: on or before 1 January 2023.
c. Early Promote (EP) TIR waiver date: on or before 1 January 2024.
E7 candidate TIR requirements for EP can be waived by one year with
Commanding Officer (CO) or Officer-In-Charge (OIC) approval. EAW must be
created manually for all who receive EP waiver. EP candidates are still
bound by the same PMK-EE deadline as regular TIR candidates.

e. Security/Interim security clearance (if required). Ratings requiring
a security clearance are AC, AE, AG, AO, AT, AWF, AWO, AWR, AWS, AWV, AZ,
CTI, CTM, CWT, CTR, CTT, EOD, ET, FC, FCA, GM, HT, IC, IS, IT, LN, MA, MC,
MN, ND, OS, QM, RW, SB, SO, STG and YN, as well as all nuclear and submarine
ratings. All NWAE candidates must have applicable adjudication (top secret
or secret) or CO/OIC interim clearance dated prior to 1 January 2025. If
clearance is revoked, an exam is not authorized until the discrepancy is
corrected. An eligibility determination of "No Determination Made"
constitutes an unfavorable adjudication.
f. Reporting Senior's Cumulative Average Performance Mark Average (RSCA
PMA). In line with reference (g), compute RSCA PMA for applicable E6
evaluations dated from 1 January 2022 to 31 December 2024.

Officer (LPO), or Naval Special Warfare Development Group LPO courses in lieu
of ALDC.

(1) The deadline for ordering SCI and non-SCI substitute exams is

(3) Substitute examinations may be administered with
regular exam administration or in line with paragraph 606 of reference (a).
g. Submit exception to policy requests for candidates in line with
paragraph 104 of reference (a).
h. Below candidates are separated into competitive groups:
(1) CTI: Middle East/North Africa (Group 1), East/Far East
(Group 2), Latin/South America (Group 3), Eastern Europe (Group 4).

RMKS/1. This NAVADMIN announces convening of the U.S. Naval Test Pilot
School (USNTPS) Selection Board on 14 November 2024. This board will select
highly qualified Naval Aviators and Naval Flight Officers (NFO) for
USNTPS. Test Pilot School (TPS) graduates have significant and long-lasting
influence on platforms and systems that directly impacts the future
warfighting capability of the Fleet.
Request command and Fleet community assistance to identify candidates with
strong operational performance and ideally, strong academic backgrounds in
Science, Technology, Engineering, and Mathematics fields of study.
2. To be eligible for board consideration, a signed command-endorsed
application in line with reference (a), must be received by MyNavy Career
Center (MNCC) no later than 18 October 2024.
Additional documentation (including Wing/CAG endorsements, letters of
recommendation, Fitness Reports (FITREP), etc.) will be accepted until
1 November 2024, but must be submitted by the applicant, as a letter to the
board, in line with subparagraph 4a below. The e-mail address(es), phone

selected, will be allowed and available to report for pre-arrival training by

Endorsements with availability dates after these respective dates may be

Inability for the applicant to meet the above date may be mitigated by
conducting initial training in a Temporary Additional Duty (TEMADD) status at
the expense of the endorsing command. If this is required, it must be
explicitly stated in the command endorsement that the endorsing command will
provide TEMADD funds until the applicant can officially detach. If the
applicant has official change of duty orders and is projected to be on board
the gaining command prior to the board convening date of 14 November 2024, a

As Iron March users traded messages, a vision for a new group began to emerge: buying land in remote, predominantly white areas of the United States; networking with locals; stockpiling weapons and supplies; and eventually starting a guerilla race war.
“As time goes on in this conflict, we will expand our territories and slowly take back the land that is rightfully ours,” one of the users wrote. “This will be a ground war very reminiscent of Iraq.”
That fit well with what Liam Collins—a New Jersey man who often went by the name Niezgoda online—had been thinking when he hatched the idea. Everyone in the group, he wrote, should spend time in the military. He was enlisting in the Marines, he said—“for the cause.”

WASHINGTON — The Defense Department is overhauling a job training program for transitioning service members with tougher requirements for employers, the creation of a centralized tracking system to measure outcomes and a greater focus on moving participants into full-time work after an internship. The new mandates were implemented in August and require companies that participate in a program called SkillBridge to demonstrate a “high probability” of immediate employment after the six-month program, according to the department. DUBAI, United Arab Emirates (AP) — Yemen’s Houthi rebels claimed early Sunday they shot down another American-made MQ-9 drone flying over the country, marking potentially the latest downing of the multimillion-dollar surveillance aircraft. The U.S. launched airstrikes over Houthi-controlled territory afterward, the rebels said.
The U.S. military told The Associated Press it was aware of the claim but has “received no reports” of American military drones being downed over Yemen.

Over the last few months, the U.S. Navy has suffered its most significant setback in the last 50 years, a disaster more damaging than the pier-side sinking of the Bon Homme Richard or the loss of 17 sailors in two destroyer collisions.
It is a setback that is existential, and casts into question a core reason for the Navy’s very existence. For the Navy is seemingly abandoning a key mission: keeping vital sea lanes open to commerce. After a nine-month deployment to claw back control of the Suez Canal and Red Sea from Houthi rebels in Yemen, the Dwight D. Eisenhower(Ike) carrier strike group returned to the U.S., without dislodging the Iran-backed Houthis.

One of the Navy's amphibious warships suffered a major mechanical failure earlier this week that forced it to return to port -- at least the third such incident this year.
Lt. Cmdr. David Carter, a spokesman for Naval Surface Force Atlantic, confirmed that the USS Iwo Jima suffered "a non-propulsion-related materiel casualty in the engineering department" that forced the ship to return to Naval Station Norfolk on Thursday. That description could cover everything from a problem with the ship's hydraulics to power generators to potable water equipment.

WASHINGTON — The first submarine fully integrated for mixed gender crews will join the Navy fleet next week during a commissioning ceremony in its namesake state of New Jersey. The future USS New Jersey, a fast-attack submarine, will become a deployable part of the Navy’s force during the ceremony at Naval Weapons Station Earle in New Jersey on Sept. 14, culminating five years of construction that represents a historic shift in how Navy submarines are designed.

A former US navy base in Maine has caused among the largest accidental spills of toxic PFAS “forever chemicals” ever recorded in the nation, and public health advocates suspect state officials are attempting to cover up its scale by reporting misleading and incomplete data.
Meanwhile, state and regional officials were slow to alert the public and are resisting calls to immediately test some private drinking water wells in the area despite its notoriously complex hydrology, which could potentially spread the contamination widely.
