  1. FALLS CHURCH, Va.   –  Have you ever had to get care while living or traveling overseas? Perhaps you had to pay up front and needed to file a claim for reimbursement. If you’ve submitted a claim for reimbursement, then you may be familiar with the TRICARE claim form, Patient’s Request for Medical Payment (DD Form 2642). In September 2024, this form was updated to include fields that’ll make it easier when filing claims for care received overseas.

    The recent updates to this form include questions to specific to overseas claims,” said Patsy Capra, senior program analyst, TRICARE Overseas Program Office at the Defense Health Agency. “These updates will help streamline the processing of overseas claims.”

    RMKS/1.  This NAVADMIN announces the convening date for the Fiscal 
    Year (FY) 2025 of 23 January 2025.  The following list indicates the 
    name, Active Duty list number, and date of rank of the senior and 
    junior officers on the Active Duty list who are eligible for 
    consideration as of the date of this NAVADMIN.  Officers within the 
    zone must "opt-in" in order to be considered.  The zone of eligible 
    Navy officers is as follows:

    2.  The zone of consideration includes judge advocates of the 
    Regular Component of the Navy, on the Active Duty list, who are 
    active or inactive members in good standing of the bar of a Federal 
    court or highest court of a state, the District of Columbia, 
    commonwealth, or territory (an inactive selectee must become active 
    before the board report will be approved) and are serving in the 
    grade of rear admiral (lower half) or captain with a date of rank of 
    1 January 2023 or earlier. 
     
    3.  The names and records of the following officers shall be 
    excluded from consideration: 
        a.  Officers with approved separation or retirement dates within 
    90 days after the board is convened; 
        b.  Officers who do not submit a request that they be considered 
    for selection; 
        c.  Officers with previous service in any of the following 
    organizations:  Military Commission Defense Organization/Office of 
    the Chief Defense Counsel for Military Commissions, Office of the 
    Convening Authority for Military Commissions, Office of the Chief 
    Prosecutor for Military Commissions, Military Commissions Trial 
    Judiciary, United States Court of Military Commissions Review, 
    National Security Division of the United States Department of 
    Justice, Office of the Staff Judge Advocate, United States Southern 
    Command, after September 11, 2001, and Joint Task Force Guantanamo. 
        d.  Any officer who is appointed as a member of this joint 
    selection board. 
     
    4.  All eligible officers who wish to be considered for the board 
    must complete a request form for consideration and submit via e-mail 
    to CDR Abby Surbella at the e-mail address below.  For those 
    officers who have requested board consideration, a summary of the 
    officer's joint duty experience will be considered by the board. 
    All eligible officers who request consideration must populate a 
    joint duty experience summary form and submit to CDR Surbella via e- 
    mail along with any other matters for board consideration not 
    already included in individual service records not later than 28 
    October 2024.  Copies of the request form and joint duty experience 
    summary form were distributed with People Talk 24-30 and are 
    available from CDR Surbella. 
     
    5.  Upon approval by the President of the United States, the officer 
    selected will be appointed to the temporary grade of rear admiral 
    (lower half) while serving as the Chief Defense Counsel for Military 
    Commissions. 
     
    6.  Only eligible officers may communicate with a selection board.

    2.  If a selected officer does not decline promotion in writing prior to the 
    projected date of rank (noted above in paragraph 1), that officer is 
    considered to have accepted the promotion on the date indicated.  An officer 
    who chooses to decline promotion must submit the declination in writing to 
    COMNAVPERSCOM (PERS-806) within thirty (30) days of the release of this 
    NAVADMIN. 
     
    3.  The Commanding Officer (CO), the Secretary of the Navy, or his designee, 
    has the authority to delay projected promotions.  Upon the exercise of a 
    delay, the officer shall be notified in writing before the effective date of 
    the promotion and not be tendered the promoting appointment.  The delay 
    authority will immediately forward the notification of delay with supporting 
    documentation to COMNAVPERSCOM (PERS-83), copy to COMNAVPERSCOM (PERS-806). 
     
    4.  COs are reminded of their responsibility to ensure the officers they are 
    promoting are mentally, physically, morally and professionally qualified in 
    accordance with section 624 of title 10, U.S. Code.  Per reference (a), 
    officers are ineligible for promotion if they have failed the most recent 
    Physical Fitness Assessment. 
    COs shall verify the promoting officer's information in the Physical 
    Readiness Information Management System to ensure compliance with reference 
    (a) and delay the officers promotion in accordance with paragraph 3 of this 
    NAVADMIN, if required. 
     
    5.  Prepare a Delivery of Permanent Appointment (NAVPERS form 1421/7) 
    (Rev 10-13).  Use this NAVADMIN as reference (a).  Use section 624 of title 
    10, U.S. Code as reference (b) for permanent lieutenants and above.  Use 
    section 578 of title 10, U.S. Code as reference (b) for chief warrant 
    officers.  Mail the completed form to PERS-806 or email via My Navy Career 
    Center at askmncc.fct@navy.mil. 
     
    6.  Officers should review reference (b) and (c) for minimum Time- 
    In-Grade (TIG)/Service-In-Grade(SIG) requirements for purposes of voluntary 
    retirement.  (NOTE: TIG/SIG requirements for active-duty LCDR voluntary 
    retirements changed with National Defense Authorization Act 2021; Update to 
    reference (b) is pending.) 
    Training and Administration of Reserve officers and those officers 
    temporarily on active duty anticipating release from active duty under 
    reference (d) may accept promotion without incurring any additional

    2.  If a selected officer does not decline in writing prior to the projected

    3.  The Commanding Officer (CO), the Secretary of the Navy, or his designee, 
    has the authority to delay projected promotions.  Upon the exercise of a 
    delay, the officer shall be notified in writing before the effective date of 
    the promotion and not be tendered the promoting appointment.  The delay 
    authority will immediately forward the notification of delay with supporting

    4.  COs are reminded of their responsibility to ensure the officers they are

    RMKS/1. This message announces the annual special duty assignment
    pay (SDAP) recertification process for Selected Reserve Sailors
    (SELRES) for fiscal year (FY) 2024. Per references (a) through (d),
    Navy Reserve Activity (NRA) Commanding Officers, in coordination
    with reserve unit leadership, are required to annually review and
    certify each Sailor's entitlement to SDAP. This recertification is
    vital in verifying that every Sailor assigned to an eligible billet
    remains qualified to fill the billet and is receiving the correct
    level of SDAP.
    2. Certification shall commence effective immediately. Commander,
    Navy Reserve Forces Command (COMNAVRESFORCOM) N11 will stop SDAP
    for all recipients failing to complete the recertification process.
    Commands should prioritize timely completion of this process to
    avoid pay disruptions for eligible Sailors. For commands who had
    SDAP payments stopped as a result of failing to complete the
    required process, SDAP can be restored upon completion of the
    directed recertification process.
    3. Reserve SDAP levels are 1/30th of the full active duty monthly

  7. The judge in a high-stakes defamation lawsuit against CNN ruled on Tuesday that U.S. Navy veteran Zachary Young "did not act illegally or criminally" despite what the network reported on air. 

    Young alleges that CNN smeared him and his security consulting company, Nemex Enterprises Inc., by implying it illegally profited when helping people flee Afghanistan during the Biden administration's military withdrawal from the country in 2021.     The Enlisted Sustainability Initiative (ESI) was approved in November 2022 as a multi-year effort to review and overhaul our Enlisted Force Structure. ESI supports the "Develop the Force" line of effort in the Navy Reserve Fighting Instructions (NRFI). SELRES enlisted Sailors play our most crucial role in maintaining and enhancing warfighting readiness. ESI aims to ensure the force structure not only meets current demands but also positions the Navy Reserve for future success.

    What is ESI?

    The ESI focuses on re-optimizing the SELRES enlisted paygrade structure. The ESI found an imbalance of journeymen (E5 and E6) and a shortage of supervisors (E7 and above) hampering advancement opportunity, and subsequently retention rates. By addressing this, the ESI seeks to stabilize community health and enhance retention, which directly impacts warfighting readiness.

    The initiative creates an increase in E7, E8, and E9 authorizations in parity with the rank structure of the active component, creating fluid career continuity from E6 and below to the Chiefs’ Mess.   10. NORFOLK, Virginia - The Virginia-class fast-attack submarine USS Washington (SSN 787) was awarded the Presidential Unit Citation (PUC) for “outstanding performance in action while conducting operations within U.S. SIXTH Fleet” during their recent six-month deployment.

    Capt. Timothy Poe presented the award to Washington’s crew on behalf of the President during the submarine’s change of command ceremony July 19 at Naval Station Norfolk.

    "The award of the Presidential Unit Citation to the USS Washington is a profound honor, signifying the crew's exceptional dedication and strategic impact,” said Vice Adm. Rob Gaucher, commander, Submarine Forces. “Their work in challenging, high risk environments completing vital national level missions demonstrates the key role our submarines play in ensuring maritime security and global stability."

    The PUC is awarded to any U.S. military unit that has distinguished itself by outstanding performance and heroism in action against enemy forces and is the highest unit award in the Department of the Defense.

    During Washington’s deployment, the submarine, also known as the Blackfish, completed three demanding missions vital to national security that resulted in obtaining sensitive and unique intelligence information, where it executed the Chief of Naval Operations' maritime strategy by supporting national security interests and maritime security operations.

    “The men and women onboard BLACKFISH are justifiably proud of this award and of joining the distinguished list of previous recipients,” said Cmdr. Keith Turnbull, Washington’s commanding officer. “It goes without saying that the crew could not have accomplished what they did without the immense efforts of our support staffs ashore, including the training staff in Norfolk and several other organizations.”

    The crew’s superb planning, discipline, and material management ensured the submarine remained on task through long periods without readily accessible support.

    “The crew spent countless hours on training, maintenance, and certification to ensure BLACKFISH was ready to execute all tasking,” said Senior Chief Machinist’s Mate (Auxiliary) Austin Gilbert, Washington’s chief of the boat. “While deployed, their resiliency was crucial to their success and the shipmates fully embody the meaning of true undersea warriors. Fear the BLACKFISH!”

    Additionally, Washington garnered more days on station than any east coast deployment on record, had the first chief Intelligence Specialist to earn the submarine warfare qualification, known as 'dolphins', and had the most women ever deployed on a fast-attack submarine, including one chief petty officer.

    Washington steamed more than 37,000 nautical miles with the crew supporting diplomatic relationships by conducting port visits in Faslane, Scotland, and Grotsund, Norway. In recognition of the Blackfish’s exceptional service and dedication during operations in the strategic Arctic region, the Washington was awarded the newly announced Arctic Service Medal.

    Forty-four enlisted Sailors and five officers earned their submarine warfare qualification, and 10 officers promoted to their next rank.

    Fast-attack submarines are multi-mission platforms enabling five of the six Navy maritime strategy core capabilities – sea control, power projection, forward presence, maritime security, and deterrence. They are designed to excel in anti-submarine warfare, anti-ship warfare, strike warfare, special operations, intelligence, surveillance and reconnaissance, irregular warfare and mine warfare. Fast-attack submarines project power ashore with special operations forces and Tomahawk cruise missiles in the prevention or preparation of regional crises.

    The Virginia-class submarine is 377 feet long and 34 feet wide, and weighs about 7,900 tons when submerged. Underwater, it can reach speeds in excess of 25 knots.

    Once an application is submitted, a policy of non-disclosure has been ordered 
    by the Deputy Chief of Navy Personnel (DCNP).  Do not discuss applications or

    CMC/COB, CO, cognizant FORCM/FLTCM, or board support personnel at NPC.  It is 
    appropriate for a CMC/COB to be told by a member in the command of the 
    member's board service; however, the CMC/COB may not disclose their own

    to adhere to this policy is a direct violation of the Uniform Code of

  12. The Navy fired both the commanding and executive officers of the U.S. Naval Ship Repair Facility and Japan Regional Maintenance Center in Yokosuka, Japan, this weekend.

    Capt. Zaldy Valenzuela, the CO, and Cmdr. Art Palalay, his second-in-command, were removed from their respective positions on Sunday due to a “loss of confidence in their ability to command,” according to the Navy.

  13. The Navy identified on Monday two "trailblazing" women aviators who were killed when their jet crashed in northeast Washington during an Oct. 15 training mission.

    A day after Navy officials declared them dead, they were identified as Lt. Cmdr. Lyndsay P. "Miley" Evans, a Naval flight officer, and Lt. Serena N. "Dug" Wileman, a Naval aviator. Both women were 31 years old and from California, according to the Navy.

    to 17 military officers (O-2 through O-5) to serve as ambassadors of the 
    Armed Forces in support of the 63rd Annual United States Senate Youth Program 
    (USSYP) Washington Week to be held in person in Washington, DC, March 1 
    through 8 2025.  This unique educational experience for outstanding high 
    school juniors and seniors interested in pursuing careers in public service 
    was established in 1962 by U.S. Senate Resolution 324.  DoD's participation 
    in USSYP since its inception personifies one of the longest standing 
    commitments of the Office of the Secretary of Defense to a national merit-
    based youth program.  USSYP military mentors represent their individual 
    Service components and serve as role models for the 104 USSYP student 
    delegates, two from each state, the District of Columbia, and the Department 
    of Defense Education Activity.  They exemplify the highest standards of 
    decorum and protocol, facilitate inclusive and insightful discussion among 
    the students, and assist USSYP staff with implementing the week's agenda and 
    activities.  Each military mentor is assigned a group of student delegates 
    for the duration of the program, presenting a unique opportunity for these 
    bright and influential young Americans to gain a better understanding of 
    DoD's mission, people, and interrelationship with the other branches of the
