  1. Just so that it is clear, I am upset that anyone would take advantage of a place considered sacred to the many veterans that died in the line of duty, and their families who are referred to as Gold Star Survivors.

    I do understand that some Gold Star families invited a group for services in Arlington National Cemetery, but they were invited into Section 60 which explicitly forbids the type of activity that they engaged in that day (the video and photography for campaign purposes.) And as for Arlington National Cemetery as a whole, it clearly prohibitspolitical campaign or election-related activities within the cemeteries” - it's in the handout. And it should be mentioned that other Gold Star families did not approve of this stunt.

    That brings me to the point of why I may be a little upset. With all the things veterans have to put up with, the hard work, little pay, homelessness, healthcare issues, mental healthcare issues, why not just leave their "last place on earth" out of reach of those who have intentions other than to respect the veterans who sacrificed their lives for our country?

    This is not about political parties or presidential races, this is about respect for our veterans who made the ultimate sacrifice.

     

  2. Hanwha Ocean announced that it has been awarded a contract to overhaul a 40,000-ton U.S. Navy dry cargo and ammunition ship, becoming the first South Korean shipyard to secure a ship maintenance, repair, and overhaul (MRO) contract from the U.S. Navy.

    This project involves a regular overhaul of a large U.S. Navy vessel, a task that can only be undertaken by companies holding a Master Ship Repair Agreement (MSRA).

WASHINGTON — Roughly 100,000 veterans who received bonuses to separate from the military early have been forced to return the money in the last 10 years because they were also receiving disability benefits from the Department of Veterans Affairs, according to agency officials. The bonuses collected by the VA total more than $2.5 billion and the numbers could increase drastically as more veterans apply for compensation through a law passed two years ago to provide benefits for those suffering from illnesses caused by toxic exposure, including burn pits.

  4. NAVAL BASE SAN DIEGO, Calif. – Approximately 25 percent of sailors in the surface fleet have bought into the “Get Real Get Better” principles two years after the Navy issued its push to improve culture in the service, according to surface fleet leaders.

    The rest know little about it, according to a survey of about 1,000 sailors that a San Diego-based command conducted among ship crews on the waterfront to gauge what they knew about the Navy’s initiative.

    RMKS/1.  This NAVADMIN announces the Advancement Examination Readiness Review 
    (AERR) schedule from October 2024 through March 2025.  AERR panels provide an 
    opportunity for selected rating Fleet Subject Matter Experts (FSME) from 
    Fleet and shore-based commands to positively impact their respective ratings 
    by updating and validating the examination question banks.  Selected Chief, 
    Senior Chief, and Master Chief Petty Officers on Active Duty, Training and 
    Administration of the Reserves, and Reservists currently on Active Duty for 
    Operational Support may take part in the process.  AERRs enable the Navy to 
    advance the most qualified and rating- knowledgeable Sailors.
    
    2.  AERRs are held at Naval Education and Training Professional Development 
    Center (NETPDC) in Pensacola, Florida.  Temporary Duty Travel (TDY) in 
    support of AERR events is considered mission critical and is Flag Officer 
    approved.  All costs pertaining to TDY are funded by NETPDC and will be 
    conducted in line with applicable Joint Travel Regulations.
    
    3.  In line with reference (a), Type Commanders (TYCOM) and rating sponsors 
    will recruit rating FSMEs, select AERR panel members plus two alternate 
    members, and provide names and contact information no less than 45 days prior 
    to the AERR convening date to NETPDC via e- mail at

    RMKS/1.  This NAVADMIN announces the convening of the Fall Fiscal Year 2025 
    (FY25) Training and Administration of the Reserve (TAR) Officer In-service 
    Procurement Program (ISPP) Board convening on 12 November 2024.  Please read 
    the new TAR ISPP Program Authorizations (PA) for updated community specific 
    policy guidance. TAR ISPP 300 (series) PAs can be found by going to the

    4.  Selection process: 
        a.  Nominations will occur at the Commanding Officer (CO) level with 
    endorsement by the first O6 in the applicant's Chain of Command.  Nominations 
    from the initial training pipeline will not be accepted.  The nominating and 
    endorsing officers do not need to be TAR officers.  Applicants must be 
    favorably nominated using the CO's Recommendation section in the officer 
    programs application, OPNAV 1420/1.  Specific requirements for CO endorsement 
    can be found in reference (a). 
     
    5.  All applicants must login to MyNavy Portal to complete the Electronic 
    Personnel Action Request (NAVPERS 1306/7) requesting release from their 
    current community by their respective Enlisted Community Manager (ECM) for 
    purposes of this board.  A copy of the approval e-mail from the ECM should be 
    included with the final application submission. 
     
    6.  Completed applications must be submitted and received no later than 2359 
    Central Standard Time on 16 September 2024.  Applicants should e-mail 
    completed applications with all required enclosures to

    7.  Electronic Submission of Selection Board Documents (ESSBD) is the

    three interviewer appraisals with the OPNAV 1420/1 application.  Interviewer 
    appraisals should be conducted by at least one officer in the designator(s) 
    for which the Sailor is applying.  Specific community and rank requirements

    RMKS/1.  This NAVADMIN extends reference (a) and announces the policy and 
    guidance for Calendar Year (CY) 2024 season two Meritorious Advancement 
    Program (MAP) for Active Duty (Active Component and Training and 
    Administration of the Reserve (TAR)) Sailors.  MAP season two runs from 15 
    September through 15 October 2024.  This season continues the added preseason 
    window for commands to verify user hierarchies and Unit Identification Code 
    (UIC) assignments ahead of the season.  The timeline in paragraph 3 contains 
    details. 
     
    2.  MAP quotas are distributed over two seasons during CY24, with roughly 
    half of the available MAP quotas allocated for each of two MAP seasons during 
    the year.  This aligns MAP with the Navy-wide Advancement Exam (NWAE) to 
    ensure any unused MAP quotas are included in the NWAE cycle and to emphasize 
    the intent of MAP to select and reward top-performing Sailors.  To meet 
    required Time-In-Rate (TIR) for MAP advancement eligibility, Sailors must 
    have a date of rank no later than the following: 
        a.  E5:  1 July 2023 
        b.  E5 (Nuclear-Trained Sailors):  1 July 2022 
        c.  E4:  No TIR requirement 
        d.  E3 and junior:  There will be no MAP to E2 through E4 this year in 
    order to support transition to time-in-service based advancements to E2 
    through E4 in line with reference (b). 
     
    3.  Timeline: 
        a.  MAP Pre-season:  1-12 September 2024.  Budget Submitting Office 
    Quotas will be promulgated separate coordination for planning purposes. 
        b.  MAP Quotas Uploaded:  13 September 2024.

    4.  In line with references (c) through (f), MAP advancement is not 
    authorized for Sailors that participate within Detailing Marketplace 
    Assignment Policy (DMAP).  DMAP ratings not authorized for MAP are ABH2, 
    ABF2, GSM2 CS2, MM2, IC2, DC2, RS2, ABE2, AME2, EM2, QM2, AO2, GM2.  Sailors 
    in these ratings have advancement opportunities via Command Advance to 
    Position (CA2P).  Additional details are located on the MyNavy HRs DMAP

    5.  Commands are required to have two Navy Standard Integrated Personnel 
    System (NSIPS) MAP user roles (command reviewer and command reporting senior) 
    in order to submit MAP advancements, Exceptions to Policy (ETP) and 
    additional MAP quota requests through NSIPS.  NSIPS Web Afloat users and 
    commands without access to NSIPS should refer to paragraph 5a for 
    instructions on submitting their MAP advancements.  The system uses 
    authoritative data to determine eligibility.  However, commands are required 
    to locally validate that MAP candidates have successfully completed the 
    Professional Military Knowledge Eligibility Examination (PMK-EE) requirement 
    for E5 and E6 MAP advancements prior to the first day of the MAP season (15 
    September 2024) as line with in reference (c).  For training on user roles, 
    log into NSIPS via https://www.nsips.navy.mil/, click on training tab, then 
    click "MAP tutorial (JPA)". 
        a.  NSIPS Web Afloat users and commands without access to NSIPS must 
    submit a MAP nomination request via e-mail directly to their Immediate 
    Superior in Charge (ISIC), Type Commander (TYCOM) or Budget Submitting Office 
    (BSO)/echelon II command using the Meritorious Certification Letter (MCL). 
    The letter must be signed by the Commanding Officer and should 
    address any ETP and/or additional quotas requested.  Sample MCLs and detailed 
    information regarding the offline process can be found via MyNavy Portal 
    (MNP) at https://www.mnp.navy.mil/group/advancement-and-promotion/a-enlisted-advancement-resources-and-links, then select the *Websites* tab in the blue 
    banner, then select the MAP homepage. 
        b.  Quota usage, modifications, and distribution will be managed within 
    the NSIPS environment.  BSO and command quotas will be uploaded into NSIPS on 
    13 September 2024 and can be found under the quota summary report tab.

        c.  Additional quotas can be requested using the quota request option by

    BSO/echelon II command, via their ISIC and TYCOM. 
        d.  NSIPS will automatically determine if an ETP is required using 
    predetermined criteria.  Sailors in ratings requiring security clearances and 
    rates/pay grades requiring TIR waivers will be automatically routed for 
    adjudication.  The request will be routed through the ISIC, TYCOM, and 
    BSO/echelon II command using a hierarchical workflow. 
        e.  NSIPS will not automatically generate an ETP for Nuclear-trained 
    Sailors.  Commands desiring to advance a nuclear-trained Sailor not meeting 
    the TIR requirement must send notification to the Nuclear Enlisted Community 
    Manager (N133D) at bullnuke@navy.mil.

  9. Eligibility requirements for burial and inurnment at Arlington National Cemetery


    Eligibility for in-ground burial at Arlington National Cemetery is the most stringent of all U.S. national cemeteries. However, most veterans who have at least one day of active service (other than for training) and an honorable discharge are eligible for above-ground inurnment. Eligibility is determined at the time of need.

  15. CAPE CANAVERAL, Fla. (AP) — The two astronauts who will spend extra time at the International Space Station are Navy test pilots who have ridden out long missions before.

    Astronauts Butch Wilmore and Suni Williams have been holed up at the space station with seven others since the beginning of June, awaiting a verdict on how — and when — they would return to Earth.

  16. Military Sealift Command has drafted a plan to remove the crews from 17 Navy support ships due to a lack of qualified mariners to operate the vessels across the Navy, USNI News learned.

    The MSC “force generation reset” identified two Lewis and Clark replenishment ships, one fleet oiler, a dozen Spearhead-class Expeditionary Fast Transports (EPF) and two forward-deployed Navy expeditionary sea bases that would enter an “extended maintenance” period and have their crews re-tasked to other ships in the fleet, three people familiar with the plan told USNI News Thursday.

  18. Have you ever had to get care while traveling? Or maybe you’ve had to visit a non-network TRICARE-authorized provider who doesn’t “participate.” In these situations—and some others—you might need to file a claim with TRICARE to get reimbursed. 
    A medical claim is a paper or electronic form that you submit to TRICARE for reimbursement.

    “All TRICARE network providers have agreed to participate on all claims. That means their office will always file claims for you, and TRICARE will pay them directly,” said Jody Donehoo, chief of the TRICARE Customer Support Division at the Defense Health Agency. “But non‑network TRICARE providers can choose not to participate on a case-by-case basis. Just be sure your non‑network provider is TRICARE-authorized—ask them!”

    2.  If a selected officer does not decline in writing prior to the projected 
    date of rank (noted above in paragraph 1), that officer is considered to have 
    accepted the promotion on the date indicated.  An officer who chooses to 
    decline promotion must submit the declination in writing to COMNAVPERSCOM 
    (PERS-806) within thirty (30) days of the release of this NAVADMIN.
    
    3.  The Commanding Officer (CO), the Secretary of the Navy, or his designee, 
    has the authority to delay projected promotions.  Upon the exercise of a 
    delay, the officer shall be notified in writing before the effective date of 
    the promotion and not be tendered the promoting appointment.  The delay 
    authority will immediately forward the notification of delay with supporting 
    documentation to COMNAVPERSCOM (PERS-83), copy to COMNAVPERSCOM (PERS-806).
    
    4.  COs are reminded of their responsibility to ensure the officers they are 
    promoting are mentally, physically, morally and professionally qualified in 
    accordance with section 14311 of title 10, U.S. Code.   Per reference (a), 
    officers are ineligible for promotion if they have failed the most recent 
    Physical Fitness Assessment.  COs shall verify the promoting officer's 
    information in the Physical Readiness Information Management System to ensure 
    compliance with reference (a) and delay the officers promotion in accordance 
    with paragraph 3 of this NAVADMIN, if required.
    
    5.  Prepare a Delivery of Permanent Appointment (NAVPERS FORM
    1421/7) (Rev 10-13).  Use this NAVADMIN as reference (a).  Use section of 
    title 10, U.S. Code 14308 as reference (b) for permanent lieutenants and 
    above.  Use section of title 10, U.S. Code 12242 as reference (b) for chief 
    warrant officers.  Mail the completed form to COMNAVPERSCOM (PERS-806) or 
    email via My Navy Career Center at askmncc.fct@navy.mil.
    
    6.  Training and Administration of Reserve (TAR) Officers should review 
    reference (b) and (c) for minimum Time-In-Grade (TIG)/Service-In-Grade (SIG) 
    requirements for purposes of active- duty voluntary retirement.  (NOTE: TIG 
    TAR LCDR voluntary retirements changed with National Defense Authorization 
    Act 2021; Update to reference (b) is pending.)  TAR officers and those 
    officers temporarily on active duty anticipating release from active duty 
    under reference (d) may accept promotion without incurring any additional 
    active-duty obligation.
    
    7.  New photographs are required for all officers within three months after 
    acceptance of promotion.  See reference (e) for specific requirements.
