A day before HII, one of America’s largest shipbuilders, reported strong second-quarter 2024 earnings, Admiral Lisa Franchetti, the U.S. Navy’s Chief of Naval Operations, paid a visit to HII’s Newport News Shipbuilding. At the Newport News, Virginia shipyard, the Admiral revealed “a new contract incentive” that will allow HII to build a new dormitory and a quality-of-life building for sailors detailed to refitting Los Angeles-class submarines. The Admiral also reviewed previously announced plans for a new, $120 million parking deck and a $78 million office building that America’s cash-strapped Navy is, somehow, paying HII to build.

  2. Jeffrey Scott Franklin, age 52, was taken into custody on Friday, August 2, and charged with two felonies after hours of evading officers under the dark of night. He was charged with corporal injury including domestic violence with great bodily injury.

    While the individual's weapon status was unknown at the time, the incident was treated as a possible active shooter situation.

    It is unclear what took place to warrant the charges, and if they stem from a previous encounter between the suspect and the reporting party, a woman, who appears to have had a professional relationship, if not a personal relationship.

  3. Travis Vendela died three times in triage and medevac, by his own account, after the lead Humvee he was directing in Iraq in 2007 drove over an improvised explosive device and blew off both of his legs. 

    Scott Restivo lost his right leg to infection and sepsis in 2018 after surgery to address injuries he suffered at Fort Drum, New York, and aggravated in Iraq and Afghanistan. 

    Bone cancer claimed Army parachute rigger Matt Brown’s left leg after he served for years at Fort Liberty, North Carolina.

  4. GBRS Group, located in Virginia Beach called the Virginia Beach Police, accusing an employee of taking a weapons part and not returning with it. The police did not investigate but instead arrested the employee without asking any questions. The weapon part showed up later, forcing the Virginia Beach Police to release the employee who had been fired.

    The GBRS Group, founded by some Navy veterans, provides everything from strength training programs to weapon parts.

    Supposedly, there is a cozy relationship between a Virginia Beach Police Officer and the GBRS Group and it was Officer Dominic Alexander Reyes who arrested the employee without investigating first.

    After the employee was arrested, Officer Reyes was captured on video saying "I'm going to walk in and say hi to my boy real quick" (Referring to a GBRS Group employee.) And after the police released the employee, who should not have been arrested in the first place, Officer Reyes was captured on video stating to the GBRS employee who had called the police that he was going to "document the heck out of it, so it doesn't fall back on you guys (GBRS Group)."

    The Virginia Beach Police Department continues to have corruption issues.

    Fortunately, this situation was brought to the attention of a civil rights lawyer who investigates police corruption. Unfortunately the GBRS Group hired a lawyer who is trying to have the civil rights lawyer remove his video, even offering to pay him for his effort. It is sad to see the path the GBRS Group has taken in this situation.

    RMKS/1.  This NAVADMIN announces requirements and solicits enlisted 
    applications for the Navy Flight Demonstration Squadron (NFDS)(Blue Angels).   
    Applications must be received via email no later than 14 February 
    2025.  Selection results will be available no later than 31 March 2025.   
    Personnel with a projected rotation date of September 2025 through April 2026 
    are eligible.  Sailors outside of this projected rotation date range may 
    apply with command and detailer approval.  Applicants selected will detach 
    from their current command in September 2025 and report to the NFDS mid-
    October 2025. 
     
    2.  There are open Active Duty E-5/E-6 billets within the following Navy 
    ratings:  AD, AE, AO, AM, AME, AS, AT, AZ, HM, LS, MC, PR, PS and YN.   
    Additionally, Chief Petty Officer applications are being accepted for MMCPO, 
    ADCS, AMCS, and AEC.  Platform specific experience is not a requirement to 
    apply.  Exceptional E-4 applicants will be considered. 
        a.  Due to Senior Enlisted Marketplace quotas and selection timelines, 
    the following billets may be also available:  ATCS, ATC, AMC, ADC, AZC, NCC, 
    YNC, MCC.  Please contact the Point of Contact (POC) listed in paragraph 5 to 
    verify billet availability prior to submitting an Enlisted Personnel Action 
    Request (NAVPERS 1306/7) or application. 
     
    3.  Personnel selected for this unique and demanding duty represent the 
    hundreds of thousands of Sailors and Marines serving throughout the United 
    States and abroad.  Applicants must meet the requirements listed below to be 
    considered for duty with the Blue Angels (waivers are not normally 
    considered). 
        a.  Must not be in receipt of permanent change of station orders before 
    final selections are made in March 2025. 
        b.  No non-judicial punishment or courts-martial convictions in the last 
    36 months. 
        c.  No alcohol-related incidents (civil or military) in the last 36 
    months.  Driving under the influence/driving while intoxicated convictions 
    within the last five years are disqualifying. 
        d.  No financial instability/command directed counseling in the last 36 
    months.  Applicants must be eligible for a government credit card (this 
    cannot be waived). 
        e.  No physical fitness assessment failures in the last 36 months.   
    Personnel who have had medical waivers in the last 24 months will be 
    considered on a case-by-case basis only. 
        f.  Must be able to obligate 36 months of service. 
     
    4.  Interested candidates that meet the above requirements must submit a 
    fully completed NAVPERS 1306/7 with September 2025 listed as the earliest and 
    latest available transfer dates to their respective rating detailer via their 
    Commanding Officer.  After submission of NAVPERS 1306/7 and released to the 
    Special Programs detailer, applicants must submit Special Program Screening 
    (NAVPERS 1306/92) and their application to the Blue Angels using the 
    following criteria (ensure all telephone numbers, mailing addresses and  
    e-mail addresses are included). 
        a.  Commanding Officer's signed letter of endorsement on command 
    letterhead, which must include: 
          (1) A statement detailing military appearance and tattoos. 
          (2) An evaluation of the applicant's public speaking ability, demeanor, 
    professional knowledge, and leadership skills. 
        b.  Copy of NAVPERS 1306/7. 
        c.  Original NAVPERS 1306/92. 
        d.  Include copies of last five evaluations. 
        e.  Provide official photographs (front, side, back) in enlisted service 
    uniform uncovered (khakis for E-7 through E-9 applicants). 
        f.  Include completed applicant personal questionnaire located on the

        c.  At Naval Air Facility El Centro, CA from 6 January 2025 through 28 
    February 2025, Monday through Saturday.  The final week to complete 
    interviews will be 24-28 February 2025 in El Centro, CA. 
    Applicants currently stationed within the continental United States, 
    including those that are deployed but will return prior to final selection, 
    are highly encouraged to interview in-person.  Funding for travel is the 
    responsibility of the applicant or their parent command.  The NFDS does not 
    provide travel funding for applicant interviews.  Applicants permanently 
    assigned OCONUS (including Hawaii and Alaska), or those who are deployed, 
    will interview via telephone.

  6. IMPERIAL BEACH, Calif. (KGTV) — Navy officials have identified the victim killed in an Imperial Beach motorcycle crash earlier this week.

    A spokesperson for the Navy Region Southwest confirmed Maximillian "Max" Herr, a 24-year-old Second-class Petty Officer, was killed in Thursday's accident. Herr was assigned to Maritime Expeditionary Group 1 (MESG-1) in Imperial Beach.

The USS Carl Vinson (CVN-70), based out of San Diego, California, operates with the U.S. Navy’s most advanced air wing, CVW-2, operating the F-35C Lightning II, F/A-18E/F Block III Super Hornet, E-2D Advanced Hawkeye, EA-18G Growler, and MH-60R/S Seahawk. This year, the Carl Vinson deployed with a number of new capabilities, showcasing them for the first time at the bi-annual Rim of the Pacific (RIMPAC) 2024 exercise.

  8. TOKYO, Aug 3 (Reuters) - A U.S. military helicopter crash landed in a rice paddy southwest of Tokyo with no injuries on Saturday, national broadcaster NHK reported.
    There was no damage from the crash before 11 a.m. (0200 GMT) in Kanagawa prefecture neighbouring the capital, NHK said. The helicopter, which had a crew of 12 and had Navy markings, took off again about 1 hour and 40 minutes later.

    The U.S. military blamed the incident on engine trouble but has not provided further explanation, the broadcaster said.

  9. The United States will deploy additional warships and fighter jets to the Middle East to help defend Israel from possible attacks by Iran and its proxies, the Pentagon said.
    Tensions remain high in the region over the assassination of Hamas leader Ismail Haniyeh in Iran and a key commander of the Lebanese militant group Hezbollah.
    Missile defence forces were placed on a state of increased readiness to deploy, the Pentagon said, adding that its commitment to defend Israel was "ironclad".

    RMKS/1.  To best implement Culture of Excellence (COE) 2.0, in line 
    with reference (a), and build Great People, Leaders, and Teams 
    across our Navy, this NAVADMIN provides revisions to the Command 
    Climate Assessment (CCA) process outlined in references (b) and (c) 
    to include responsibilities for Commanders, Commanding Officers 
    (CO), Officers-in-Charge, civilian equivalents (collectively 
    referred to as Commanders in this NAVADMIN) and Immediate Superiors 
    in Command (ISIC). 
     
    2.  COE 2.0 is dependent on high-quality CCAs that are thoroughly 
    debriefed to their command and ISIC.  The back of the COE 2.0 
    placemat includes the CCA as part of "Listening and Acting" and is 
    now part of the CCA Executive Summary.  The COE 2.0 Playbook, page 
    24, includes key actions for high performing commands.  For Calendar 
    Year 24, in addition to the virtual CO's suggestion box provided 
    with the COE 2.0 rollout, commands have additional survey capability 
    as contained in paragraph eleven of this NAVADMIN. 
     
    3.  Per reference (d), section 0820, COs must "use all proper means 
    to foster high morale, and to develop and strengthen the morale and 
    spiritual well-being of the personnel under his or her command." 
    The CCA gives leaders data-driven feedback about the climate and 
    culture at their command.  Leveraging the Defense Organizational 
    Climate Survey (DEOCS) and other sources of information, the CCA 
    process provides Commanders with actionable insight about protective 
    factors like connectedness and inclusion, and risk factors common to 
    many Navy commands, such as moderate/high stress, hostile work 
    environments, racial and sexual harassment. 
     
    4.  CCA (roles, responsibilities). 
        a.  Commanders.  Commanders are responsible for executing in 
    accordance with this NAVADMIN, to include consideration of the best 
    practices contained in paragraph nine. 
        b.  ISIC (Echelon 4 or higher).  In addition to executing their 
    own CCA, ISICs are responsible for ensuring subordinate Commanders 
    conduct a debrief of their CCA.  Doing so enables ISICs to assess, 
    document, and mentor the performance of Commanders based on their 
    ability to build great culture.  ISICs may adjust the timing of 
    subordinate CCAs based on operational requirements, with any waivers 
    documented in writing and provided to their Echelon 3 Commander. 
        c.  Echelon 3.  Echelon 3 Commanders who execute a Health of 
    Community brief to the Chief of Naval Operations will now include 
    information about subordinate command CCAs in the Health of the 
    Community briefing (trends and actionable items). 
        d.  Echelon 2.  Annually, by 31 March, each Echelon 2 must 
    report annual CCA completion and ISIC debrief status to the Navy 
    Culture and Force Resilience Office (OPNAV N17), to include commands 
    that have requested a waiver or are incomplete. 
        e.  Integrated Primary Prevention Workforce (IPPW) Personnel. 
    IPPW personnel consist of full-time, dedicated primary prevention 
    professionals in the roles of deployable Embedded Integrated 
    Prevention Coordinators (EIPCs) and shore-based Integrated 
    Prevention Coordinators (IPCs).  In 2022, Navy began hiring EIPCs to 
    assist with CCA execution onboard aircraft carriers and big-deck 
    amphibious assault ships.  In 2023, Navy began hiring IPCs to serve 
    at the Fleet, Type Commander, Region, and installation levels in 
    support of tenant command CCA execution, and in 2024, to serve at 
    and support Reserve commands.  IPPW personnel, if available, must be 
    consulted and leveraged as part of the CCA process. 
        f.  Command Climate Specialists (CCS).  CCSs, located at select 
    Echelon 2 and 3 staffs, and assigned to aircraft carriers and big- 
    deck amphibious assault ships, will track and monitor the completion 
    of the CCA and face-to-face debrief within their enterprise.  The 
    CCS will collaborate and coordinate with the Command Resilience Team 
    (CRT) and IPPW to provide advice and guidance to the Commander on 
    all matters and issues that may affect the command's climate. 
        g.  CRTs.  The CRT is accountable to the CO for administering 
    the CCA, leveraging reference (c). 
     
    5.  CCA (information and requirements). 
        a.  DEOCS (confidentiality):  DEOCS comments are unable to be 
    linked back to an individual and are therefore completely 
    confidential. 
        b.  DEOCS (contact information):  Valid ISIC, IPPW personnel (if 
    available), and next higher-level CCS contact information must be 
    included in DEOCS request, which allows those individuals to 
    directly access the DEOCS results. 
     
    6.  Navy Comprehensive Integrated Primary Prevention (N-CIPP) plan. 
        a.  To implement guidance in reference (b), every command that completes 
    a CCA is required to create an N-CIPP plan and upload it into the Defense 
    Climate Portal. 
        b. The N-CIPP plan is the roadmap for units to describe their current 
    climate and needs, most at-risk populations, planned research-based 
    prevention activities, and evaluation plans. 
    The N-CIPP plan is comprised of the Executive Summary and POA&M combined into 
    a single, PDF document.  The approved N-CIPP plan template can be found on 
    MyNavyHR under the Primary Prevention page at  
    https://www.mynavyhr.navy.mil/Support-Services/Culture-Resilience/Primary-
    Prevention/.  
        c.  Must be uploaded as a single PDF to the Defense Climate Portal 
    at https://www.prevention.mil/Climate-Portal/ annually by January 31.  IPPW 
    personnel are responsible for uploading N-CIPP plans to the Defense Climate 
    Portal.  In the absence of assigned IPPW personnel, the Command Managed Equal 
    Opportunity Manager will upload the N-CIPP plan. 
        d.  Must be updated annually by July 31 via the Defense Climate Portal, 
    describing implementation progress and new information (e.g., findings from 
    new change of command CCAs, new DOCP surveys, research, and evaluations). 
     
    7.  CCA administrators, IPPW personnel, and any other personnel administering 
    or consulting on CCAs are required to receive training on how to conduct a 
    CCA and administer the DEOCS through the Joint Knowledge Online (JKO) course 
    PREV-004 "How to Conduct a Command Climate Assessment and Administer the 
    Defense Organizational Climate Survey."  IPPW personnel are required to 
    receive training on CIPP plan development through JKO course PREV-005, 
    "Development of a Comprehensive Integrated Primary Prevention Plan."  These

    8.  Requisite DEOCS, DOCP surveys, and Navy CIPP plans are managed via the

    9.  CCA (timeline and process). 
        a.  Annual CCA: 
            (1) Must start no earlier than 1 August and conclude by 30 November 
    (the CCA fielding window). 
            (2) Must initiate the DEOCS no later than 31 October. 
            (3) Must include administration of a DEOCS and consideration of 
    multiple sources of information gathered by the CRT such as administrative 
    records review, reports, interview data, focus groups, or other existing 
    data, the current and previous DEOCS and any Defense Organizational Climate 
    Pulse (DOCP) Survey results. 
            (4) The CRT, or subgroup thereof, and IPPW personnel, if available, 
    must have a CCA review session with the Commander within 60 calendar days (or 
    by the next drill period) from close of the DEOCS.  The CCA review sessions 
    must include a completed N-CIPP plan. 
            (5) Must be debriefed to the ISIC within 30 calendar days after the 
    CCA review session was completed.  Email review and reply are not acceptable. 
            (6) Must be debriefed to the command by the Commander, to include key 
    items from the N-CIPP plan within 30 calendar days of the CCA review session. 
        b.  Change of Command CCA: 
            (1) Must be completed within 90 days after assumption of command or 
    office. 
            (2) If the change of command occurs outside of the CCA fielding 
    window, the change of command CCA should not include a DEOCS if one has been 
    conducted in the last calendar year. 
            (3) If a change of command occurs during the CCA fielding window, 
    Commanders must conduct a single CCA that includes the administration of a 
    DEOCS. 
            (4) Must include a review of the most recent annual CCA, assessment 
    of the previous Commander's progress in implementing the relevant actions in 
    the N-CIPP plan, and consideration of administrative records, reports, 
    interview data, focus groups, and other data as available. 
            (5) The CRT, or subgroup thereof, and IPPW personnel, if available, 
    must have a CCA review session with the Commander within 120 calendar days 
    after assumption of command (or by the next drill period).  The CCA review 
    sessions must include a completed N-CIPP plan. 
            (6) Must be debriefed to the ISIC within 30 calendar days after the 
    CCA review session was completed.  Email review and reply are not acceptable. 
            (7) Must be debriefed to the command by the Commander, to include key 
    items from the N-CIPP plan within 30 calendar days of the CCA review session. 
     
    10.  CCA Best Practices. 
        a.  All Service Members and civilian employees in the command or 
    organization must have the opportunity to participate in the CCA. Contractor 
    personnel may not participate in the CCA, per reference (b). 
        b.  Triads and CRTs should seek to maximize participation during working 
    hours through creative means, as part of morale-building events or all hands 
    training.  The best way to encourage participation is yearly debriefs of CCA 
    results, and periodic debriefs of ongoing POA&M actions.  Leadership should 
    reinforce the confidentiality of DEOCS as part of command messaging. 
        c.  An active, sustained CRT remains a best-practice in high- performing 
    commands, so that relationships are established, actions are taken, and 
    trends can be assessed over the course of time. 
        d.  Commanders should emphasize the importance of DEOCS participation, 
    but participation must remain voluntary in keeping with statute and 
    regulation, and to ensure results are not skewed. 
    Historically, the Navy has averaged about 40 percent DEOCS participation.   
    The higher the voluntary survey participation, the more confidence Commanders 
    can have that the results represent the views of their unit.  Refer to the 
    CCA NAVADMIN Fact Sheet for information on survey participation levels and 
    resultant survey confidence factors. 
     
    11.  CCA (voluntary and optional resources). 
        a.  To assist commands in building Great People, Leaders, and Teams, 
    three additional tools are new for 2024. 
            (1) DOCP Survey.  The Department of Defense now provides commands 
    with a pulse survey capability to augment DEOCS.  The DOCP survey is a short, 
    customizable survey on organizational climate, consisting of relevant, 
    command-selected questions.  The DOCP survey question bank is designed to 
    assess a wide variety of topics within a unit or organization and allow each 
    command to tailor the survey for their unique needs.  The DOCP survey cannot 
    be administered more than once a year or administered within the 90 days 
    before or after a DEOCS.  The DOCP is the only DoD approved survey tool to 
    measure command climate between CCAs.  To build and use a DOCP survey, 
    commands should access through the Defense Climate Portal located at 
    https://www.prevention.mil/Climate-Portal/.
            (2) Virtual CO's Suggestion Box.  All commands have access to a 
    Virtual CO Suggestion Box.  The suggestions are only viewable by the command 
    triad and are automatically deleted every 90 days.

Infantrymen, armed forces divers and personnel who work with explosives had higher suicide rates than their counterparts in other military career fields, according to new Defense Department data. The analysis, which was completed in July and posted Wednesday on the website of Sen.   13. WASHINGTON — Today, the U.S. Department of Veterans Affairs announced the launch of the redesigned Airborne Hazards and Open Burn Pit Registry (Burn Pit Research Registry). The Burn Pit Registry is a database that combines Veteran and service member data to help VA better understand, research, and ultimately improve treatment for the health challenges facing Veterans exposed to airborne hazards and burn pits during their military service. Addressing the health issues associated with military related toxic exposure is a priority for VA and the entire the Biden-Harris Administration, and this announcement marks an important milestone in that effort.

  14. A lawsuit filed by the survivors of a sailor who died by suicide aboard the aircraft carrier George Washington alleges that the Navy and Huntington Ingalls Industries failed to provide adequate living conditions aboard the ship.

    Master-at-Arms Seaman Recruit Xavier Mitchell-Sandor is one of at least three sailors that died by suicide aboard the carrier in April 2022 as the ship underwent an extensive maintenance overhaul.

    RMKS/1.  This NAVADMIN announces the renewal and modification of the Surface 
    Warfare Officer (SWO) Department Head Retention Bonus (DHRB) for eligible 
    SWOs.

    2.  Program Authority.  This program is authorized under section 332, Title 
    37 U.S. Code.  In line with reference (a), the SWO DHRB is effective through 
    30 September 2027 unless rescinded or superseded.  All applications for the 
    bonuses contained within this program will be submitted to the SWO 
    Assignments Division (PERS-41) for approval, payment processing, and 
    tracking.

    3.  Program Overview.  This message summarizes the provisions of the SWO 
    DHRB.  All information provided herein is applicable to both Active Component 
    (AC) SWO personnel and Reserve Component Training and Administration of the 
    Reserve (TAR) SWO personnel, except where otherwise noted.  The following 
    general summary is provided:
        a.  Year Group (YG)-16 and junior are eligible for the DHRB program.
        b.  Early selection at the SWO Department Head (DH) screening board will 
    be rewarded with potentially larger compensation.
        c.  SWO lieutenant junior grades will have the opportunity to commit to 
    DHRB as early as their 3rd Year of Commissioned Service
    (YCS-3) anniversary date if screened on their first look for DH.
    The service obligation incurred by DHRB will begin no earlier than the 
    officer's minimum service requirement.
       d.  Officers currently under SWO DHRB contract are not eligible for the 
    new payment scheme and renegotiation of current SWO DHRB contracts is not

    While officers may receive multiple retention bonuses under section
    332 of reference (b) over a career, total bonus payments under this authority 
    may not exceed $300K for AC officers and $150K for TAR officers.

    4.  Program Eligibility.
        a.  Must meet all four of the following requirements:
            (1) Qualified and serving as an Active Duty SWO (designator 
    1110/1117).
            (2) Completed at least one division officer tour, or be assigned to a 
    fleet-up or single longer tour billet as approved by PERS-41.
            (3) Administratively screened for DH afloat by the surface DH 
    screening board.
            (4) Agree to complete two afloat DH tours or a single longer DH tour 
    as assigned by PERS-41, or complete commissioned service through YCS-10, 
    whichever is later.
        b.  Eligible officers must be sea duty assignable as defined by reference 
    (d).  Additionally:
            (1) An officer under contract evaluated as no longer fit for sea duty 
    by an appropriate medical authority and placed on temporary limited duty will 
    have a stop payment placed on their account and receive no further SWO DHRB 
    payments.
            (2) Should a previously ineligible officer later become fit for sea 
    duty, PERS-41, in line with the appropriate medical authority's findings, 
    will resume payments at the date the officer is fit for sea duty for the 
    remainder of the contract relative to the current YCS.
        c.  Operational Deferment.  An officer in an operational deferment status 
    will remain eligible to receive DHRB payments.
        d.  Career Intermission Program (CIP).  An officer participating in CIP 
    will be ineligible to receive DHRB payments during the intermission period.  
    Scheduled payments will resume upon return to service and in line with the 
    payment scheme.

    5.  Program Execution.
        a.  The annual SWO DH screening board will determine eligibility by the 
    selection of proven performers and conduct a performance validation of 
    officers already receiving DHRB payments.
        b.  The SWO community manager is assigned as the program manager and is 
    delegated the authority to administer the SWO DHRB program according to 
    applicable Laws, Department of Defense directives/instructions, and this 
    NAVADMIN.
        c.  PERS-41 receives applications submitted in the format referenced in 
    paragraph 7.  PERS-41 is delegated the authority to:
            (1) Evaluate eligibility of officers applying for the SWO DHRB 
    program.
            (2) Approve SWO contracts to remain on Active Duty for the stated 
    period in exchange for a SWO DHRB.
            (3) Administer DHRB payments.
        d.  All applications require written endorsement from the applicant's 
    commander or Commanding Officer (CO).
        e.  Officers selected for DH must submit a contract prior to the 
    designated time in paragraph 6.a. to receive maximum compensation.
        f.  Submissions after YCS-9 will not be accepted or approved unless the 
    delays were caused by factors outside the officer's control.  In those cases, 
    the application submission must include a CO's endorsement explaining the 
    cause of the delay and why the situation was beyond the officer's control.  
    In all cases, final determination will be on a case-by-case basis and 
    approved by PERS-41.
        g.  Officers approved for a DHRB will receive anniversary payments on 
    their YCS anniversary date in accordance with the payment structure.
        h.  Officers under a DHRB agreement are not eligible to apply for the 
    Permanent Military Instructor (PMI) program, or any redesignation programs 
    that result in a designator change to any designator other than 1110/1117.  
    An officer under a DHRB agreement may submit an application for PMI or any 
    redesignation program once the date of application is within 12 months of the 
    final day of bonus obligation.

    6.  DHRB Payment Structure.
        a.  Total compensation is reduced if the DHRB contract is not received 
    prior to YCS-5.
        b.  SWO AC officers (1110) screened for DH will receive the DHRB in 
    accordance with the following payment structure ($150K maximum) if signed 
    between YCS-3 and YCS-8:

        c.  In line with references (a) through (c), TAR officers may only 
    receive a maximum of $12K per year in bonuses, and only during the time of 
    obligated service (beginning with YCS-6).  SWO TAR officers (1117) screened 
    for DH will receive the DHRB in accordance with the following payment 
    structure ($60K maximum):
                (a) $12K on the YCS-6 anniversary;
                (b) $12K on the YCS-7 anniversary;
                (c) $12K on the YCS-8 anniversary;
                (d) $12K on the YCS-9 anniversary;
                (e) $12K on the YCS-10 anniversary.
          d. Officers submitting an application after their YCS-8 anniversary are 
    eligible for prorated values of the compensation allotted to YCS-8 based on 
    the remaining time prior to their YCS-9 anniversary.

    7.  Application Process.
        a.  General Notes
            (1) Application format can be found on the PERS-41 page of the 
    MyNavyHR Naval Personnel Command website at

    SWO/Pay-Incentives/SWO-DH-Retention/
            (2) Applications will be binding upon the date of approval by PERS-
    41.
            (3) Applications received in the incorrect format or not meeting 
    eligibility requirements defined in this NAVADMIN will be rejected.
        b.  Officers must submit a copy of the signed original contract and CO's 
    endorsement by e-mail to their applicable assignment officer and/or civilian 
    assistant.

    8.  Recoupment and Repayment Policy.  Repayment policy is governed by section 
    373 of reference (b) and reference (e).  A Service Member of the uniformed 
    Services who enters into a written agreement with specified service 
    conditions for receipt of a bonus is entitled to the full amount of the bonus 
    if the member fulfills the conditions of the written agreement.  If the 
    member fails to fulfill the service conditions specified in the written 
    agreement for the pay, then the pay may be terminated and the Service Member 
    may be required to repay an amount equal to the unearned portion of the pay.  
    SWO DHRB payments will be stopped for officers who become ineligible for this 
    incentive or fail to complete the full period of additional obligated 
    service.
        a.  Officers who fail to complete DH school and/or fail to report to 
    their first DH tour are subject to recoupment of all unearned payments 
    received to date in accordance with reference (e).
        b.  Officers processed for Detachment For Cause (DFC) during either DH 
    tour will have a stop payment placed on their account.  If the DFC is 
    approved, recoupment will be calculated to begin on the date of DFC 
    acknowledgment included in the DFC package.  If the DFC is overturned, the 
    stop payment will be cleared after final adjudication is received by PERS-41 
    and the officer will continue to receive future scheduled payments.  
    Retroactive pay for any missed payments will be considered on a case-by-case 
    basis in accordance with references (c) and (e).
        c.  For officers who die while serving under a SWO DHRB service 
    agreement, the remaining SWO DHRB balance will be paid as a lump sum as part 
    of the settlement of the final military pay account of the officer.  If death 
    is determined to be the result of the misconduct of the member, future 
    payments will be stopped and unearned portions of the bonus will be recouped, 
    as applicable, in line with procedures established for members whose 
    inability to complete a contracted period of service is voluntary or the 
    result of misconduct.
        d.  Recoupment exception to policy determinations will be made by 
    Director, Military Personnel Plans and Policy Division (OPNAV N13).

CAMP FOSTER, Okinawa — U.S. Forces Japan is still working out details for a forum and joint patrols between U.S. military and Okinawan police announced last week to address anger over recent indictments of two service members for alleged sex crimes. Over the weekend, the topic edged into a broader, high-level discussion between the two allies of tighter bonds and increased military capability to counter an assertive and sometimes coercive China.
