PALM BEACH GARDENS, Fla. (CBS12) — A West Palm Beach man who was accused of rape more than three years ago was arrested Sunday, just weeks after he allegedly told his U.S. Navy commanders that he was a pedophile. Court records show Brandon Claros was arrested in Palm Beach County on counts of sexual battery and promoting sexual performance by a child. The probable cause affidavit against Claros, 22, lists a West Palm Beach address for him, but also places his permanent address in Fort Meade, Maryland.

The prime contractor behind the Pentagon’s top acquisition priority is slowing its rate of producing submarines due to a lack of “major components,” company officials said on Wednesday. General Dynamics CEO Phebe Novakovic said GD Electric Boat work on the Columbia-class nuclear ballistic missile submarines and the Virginia-class nuclear attack boat would slow to keep pace with a supply chain that’s lagging construction.

FALLS CHURCH, Va. – Have you ever had to get care while living or traveling overseas? Perhaps you had to pay up front and needed to file a claim for reimbursement. If you’ve submitted a claim for reimbursement, then you may be familiar with the TRICARE claim form, Patient’s Request for Medical Payment (DD Form 2642). In September 2024, this form was updated to include fields that’ll make it easier when filing claims for care received overseas. “The recent updates to this form include questions to specific to overseas claims,” said Patsy Capra, senior program analyst, TRICARE Overseas Program Office at the Defense Health Agency. “These updates will help streamline the processing of overseas claims.”

ESI supports the "Develop the Force" line of effort in the Navy Reserve Fighting Instructions (NRFI). SELRES enlisted Sailors play our most crucial role in maintaining and enhancing warfighting readiness. ESI aims to ensure the force structure not only meets current demands but also positions the Navy Reserve for future success. What is ESI? The ESI focuses on re-optimizing the SELRES enlisted paygrade structure. The ESI found an imbalance of journeymen (E5 and E6) and a shortage of supervisors (E7 and above) hampering advancement opportunity, and subsequently retention rates. By addressing this, the ESI seeks to stabilize community health and enhance retention, which directly impacts warfighting readiness. The initiative creates an increase in E7, E8, and E9 authorizations in parity with the rank structure of the active component, creating fluid career continuity from E6 and below to the Chiefs’ Mess. This shift aims to create more opportunities for long-term advancement, encouraging Sailors to stay Navy and grow within the Reserve, regardless of the point in their career when they affiliated. NORFOLK, Virginia - The Virginia-class fast-attack submarine USS Washington (SSN 787) was awarded the Presidential Unit Citation (PUC) for “outstanding performance in action while conducting operations within U.S. SIXTH Fleet” during their recent six-month deployment. Capt. Timothy Poe presented the award to Washington’s crew on behalf of the President during the submarine’s change of command ceremony July 19 at Naval Station Norfolk. "The award of the Presidential Unit Citation to the USS Washington is a profound honor, signifying the crew's exceptional dedication and strategic impact,” said Vice Adm. Rob Gaucher, commander, Submarine Forces. “Their work in challenging, high risk environments completing vital national level missions demonstrates the key role our submarines play in ensuring maritime security and global stability." The PUC is awarded to any U.S. military unit that has distinguished itself by outstanding performance and heroism in action against enemy forces and is the highest unit award in the Department of the Defense. During Washington’s deployment, the submarine, also known as the Blackfish, completed three demanding missions vital to national security that resulted in obtaining sensitive and unique intelligence information, where it executed the Chief of Naval Operations' maritime strategy by supporting national security interests and maritime security operations. “The men and women onboard BLACKFISH are justifiably proud of this award and of joining the distinguished list of previous recipients,” said Cmdr. Keith Turnbull, Washington’s commanding officer. “It goes without saying that the crew could not have accomplished what they did without the immense efforts of our support staffs ashore, including the training staff in Norfolk and several other organizations.” The crew’s superb planning, discipline, and material management ensured the submarine remained on task through long periods without readily accessible support. “The crew spent countless hours on training, maintenance, and certification to ensure BLACKFISH was ready to execute all tasking,” said Senior Chief Machinist’s Mate (Auxiliary) Austin Gilbert, Washington’s chief of the boat. “While deployed, their resiliency was crucial to their success and the shipmates fully embody the meaning of true undersea warriors. Washington steamed more than 37,000 nautical miles with the crew supporting diplomatic relationships by conducting port visits in Faslane, Scotland, and Grotsund, Norway. In recognition of the Blackfish’s exceptional service and dedication during operations in the strategic Arctic region, the Washington was awarded the newly announced Arctic Service Medal. Forty-four enlisted Sailors and five officers earned their submarine warfare qualification, and 10 officers promoted to their next rank. Fast-attack submarines are multi-mission platforms enabling five of the six Navy maritime strategy core capabilities – sea control, power projection, forward presence, maritime security, and deterrence. They are designed to excel in anti-submarine warfare, anti-ship warfare, strike warfare, special operations, intelligence, surveillance and reconnaissance, irregular warfare and mine warfare. Fast-attack submarines project power ashore with special operations forces and Tomahawk cruise missiles in the prevention or preparation of regional crises. This NAVADMIN announces the solicitation of enlisted selection board participants for the Fiscal Year (FY) 2026 Active Duty Navy and Navy Reserve Master Chief (MCPO), Senior Chief (SCPO), and Chief Petty Officer (CPO) Advancement Selection and Marketplace Screen Boards. The experience gained from exposure to the board process is beneficial to all senior enlisted leaders. Every MCPO, not otherwise restricted from participating in an enlisted board, is expected to serve as a member of one or more selection boards over the course of their tenure as a MCPO. In order to ensure our board membership requirements are met, Immediate Superior in Command (ISIC) and/or Type Commander (TYCOM) leadership are encouraged to seek out the best board member candidates within your purview and direct them to submit applications for the FY26 enlisted selection boards. 2. Prior to submitting an application, review reference (a) which can be found at: https://www.mynavyhr.navy.mil/References/BUPERS-Instructions/. 3. In addition to membership criteria contained in reference (a) and on the Enlisted Selection Board Member/Recorder Application (NAVPERS 1400/2), the following also applies to selection board nominees: a. Must not have a relative or personal relationship defined in reference (a) serving on the same board in any capacity. b. All Active Duty and Navy Reserve relatives, to include former military spouses, must be listed on the application along with their rank and rate, even if not board eligible. c. Must not have been a member of the same board in the previous year. d. Must not be the subject of an investigation of any kind. e. If under care for any severe medical issues, the member shall consult with a treating physician regarding the possibility of travel in the time frame indicated. The medical provider is not required to endorse the member's application. f. Must not have approved leave nor medical treatment scheduled immediately preceding or following the scheduled board. 4. Additional information pertaining to selection board membership: a. Frocked MCPOs and SCPOs screened for MCPO via the Senior Enlisted Marketplace may participate as selection board members and are encouraged to apply. b. CWO5s and CWO4s may participate as selection board members and are encouraged to apply. c. In select circumstances, Navy Personnel Command (NPC) may provide Permanent Change of Station (PCS) order modifications if an applicant with PCS orders is selected to serve on an enlisted selection board. Selected board members should contact the Selection Board Membership Branch (PERS-805) at (901)874-2436/DSN 882 or via e-mail at pers-805.fct@navy.mil, if this applies. Do not contact your detailer directly as they may be eligible for the board. d. Sailors who are attached to deployed units will not normally be approved. In rare circumstances where a deployed Sailor is required, concurrence from a Fleet Master Chief (FLTCM) is required. Applicants who PCS to a deployable unit after having submitted an application should notify PERS-805. If the unit is due to deploy during or close to the board date, applicants should request that their application be pulled. e. Active Duty and Reserve Component MCPOs are encouraged to apply for any of the below boards. There are no restrictions preventing a Sailor of one component from serving on a board of the other. f. SCPOs and CPOs (to include frocked) may serve as recorders on any of the below boards for which they are not eligible. g. SCPOs and junior may not serve as members on enlisted selection boards. h. Recorders must be stationed in the continental United States, no exceptions. i. Members and recorders must have an active Government Travel Credit Card. 5. Reserve and Training and Administration of the Reserve (TAR) E9/E8 (combined): 10 through 21 March 2025 b. Active Duty E9/E8(combined): 31 March through 25 April 2025 c. Reserve and TAR E7: 2 through 14 June 2025 d. Active Duty E7: 30 June through 25 July 2025 7. Due dates for member and recorder applications to be received by PERS-805: a. Reserve and TAR E9/E8 (combined): 10 December 2024 b. Active-Duty E9/E8(combined): 15 January 2025 c. Reserve and TAR E7: 4 March 2025 d. Active-Duty E7: 1 April 2025 8. Once the deadlines for submission have passed, gaps in memberships will be filled via direct assignment. Recorder and member signed applications must be endorsed by the member's Commanding Officer (CO) and forwarded directly to their cognizant Force Master Chief (FORCM)/(FLTCM). The FORCM/FLTCM will forward endorsed applications to PERS-805 via e-mail at pers-805.fct(at)navy.mil. In circumstances where the applicant is assigned to a joint command or otherwise does not have a FORCM/FLTCM, the application should be sent to PERS-805 by the command's Senior Enlisted Leader (SEL), provided the SEL is not eligible for advancement on the board for which the applicant is submitting. If you are unsure of your circumstance, please contact PERS-805. 9. Do not use request chits and do not forward applications through your command's administrative office, including those of the Command Master Chief (CMC)/Chief of the Boat (COB) and CO or those of your FORCM/FLTCM. This will compromise board membership and invalidate your application. Applications go directly to the CMC/COB, CO and FORCM/FLTCM. Nominations received from, or routed through, individuals other than those noted above will not be considered. 10. Board membership will be held in the strictest confidence. Once an application is submitted, a policy of non-disclosure has been ordered by the Deputy Chief of Navy Personnel (DCNP). Do not discuss applications or selection, if chosen to serve on a board, with anyone other than your CMC/COB, CO, cognizant FORCM/FLTCM, or board support personnel at NPC. It is appropriate for a CMC/COB to be told by a member in the command of the member's board service; however, the CMC/COB may not disclose their own service on a board to anyone other than the CO or next echelon ISIC. Failure to adhere to this policy is a direct violation of the Uniform Code of Military Justice and will result in removal from the board and possible administrative or disciplinary action by DCNP. 11. Careful consideration should be given to a nominee's application and availability to serve as a selection board member. CO concurrence is required. Do not recommend personnel who are under an investigation of any kind or those with severe medical issues. If the CO initiates or becomes aware of an investigation after the initial nomination is submitted, notify the points of contact below immediately. COs, CMCs, COBs, and applicants should understand that once selected, the member is under official orders to the board and requests for removal from board duties will not be granted except in extreme cases as specified in reference (a). 12. The Navy fired both the commanding and executive officers of the U.S. Naval Ship Repair Facility and Japan Regional Maintenance Center in Yokosuka, Japan, this weekend. Capt. Zaldy Valenzuela, the CO, and Cmdr. Art Palalay, his second-in-command, were removed from their respective positions on Sunday due to a “loss of confidence in their ability to command,” according to the Navy.

The Navy identified on Monday two "trailblazing" women aviators who were killed when their jet crashed in northeast Washington during an Oct. 15 training mission. A day after Navy officials declared them dead, they were identified as Lt. Cmdr. Lyndsay P. "Miley" Evans, a Naval flight officer, and Lt. Serena N. "Dug" Wileman, a Naval aviator. Both women were 31 years old and from California, according to the Navy.

As specified in reference (a), the DoD is soliciting nominations for up to 17 military officers (O-2 through O-5) to serve as ambassadors of the Armed Forces in support of the 63rd Annual United States Senate Youth Program (USSYP) Washington Week to be held in person in Washington, DC, March 1 through 8 2025. This unique educational experience for outstanding high school juniors and seniors interested in pursuing careers in public service was established in 1962 by U.S. Senate Resolution 324. DoD's participation in USSYP since its inception personifies one of the longest standing commitments of the Office of the Secretary of Defense to a national merit- based youth program. USSYP military mentors represent their individual Service components and serve as role models for the 104 USSYP student delegates, two from each state, the District of Columbia, and the Department of Defense Education Activity. They exemplify the highest standards of decorum and protocol, facilitate inclusive and insightful discussion among the students, and assist USSYP staff with implementing the week's agenda and activities. Each military mentor is assigned a group of student delegates for the duration of the program, presenting a unique opportunity for these bright and influential young Americans to gain a better understanding of DoD's mission, people, and interrelationship with the other branches of the Federal Government. A Navy aircraft with two crew members on board crashed east of Mount Rainier in Washington state Tuesday evening, and a search for the pair was ongoing, the Navy said. The Navy EA-18G Growler, which is an electronic attack aircraft that is part of the F/A-18 family of aircraft, was on a routine training flight when it crashed, the Navy said in a statement.
